4. Resolution - Financine of the County for Year 2017:

The resolution before you is with a $5.24 Mill Rate as established in the publishedbudget. It is the Committee's decision on how to proceed at the 11-7 Public Hearing.

5. Resolution - Outstanding Order Checks to Be Cancelled:

Included in the packet is the list of outstanding checks to be cancelled. This is an

annual resolution cancelling un-cashed checks from the previous year. I would

recommend approval.

6. Resolution - Supportine Application for 2017 Grant Funds - Wis POL

This resolution was approved by the Law Enforcement Committee and is the

standard and yearly resolution requesting Dept of Justice Grant Funds.

I would recommend approval.

7. Resolution - Requesting State of Wisconsin to Implement and Support

Removal of Ban on Medicaid Payments to Institutions of Mental Disease for

Beneficiaries Aee 21 Years and Older:

This resolution was support and approved by the Health and Human Services

Committee at their October 24th meeting.

Background:

Ever since the enactment ofMedicaid in 1965 there has been a ban on payments to

institutions of mental disease, [IMDs) for beneficiaries 21 years of age and older, up

to age 64 for residential treatment facilities for mental health and substance use

disorders with more than 16 beds. On July 5th, 2016 this five decade ban was lifted.

The purpose of this resolution is to request the State of Wisconsin implement this

change at the earliest possible date. The effect on Barron County, fiscally, is $400K

based on the known costs, 2017 budget year, for the one person this effects from

Baron County. It should be noted however this amount will go higher in 2018 as the

County is required to cover more of the institutional costs.

8. Transfers from Contingency Fund:

A: $2,500 Storm Water Infiltration System at Fair Grounds:

Tyler Gruetzmacher has worked with the Fair Association and Rice Lake Lake

Protection District to develop a storm water plan that prevents run off from the Fair

Grounds into Rice Lake. This is a partnership between the Fair Association, Lake

Association and the County to prevent run off from reaching Rice Lake, with the

County dollars $2,500 being dollars of last resort. The attached map, location B,

indicates where the infiltration system will be built and it is designed to berehabilitated 15 to 25 years in the future.

B: $6,000 for Footings, Snowmobile Bridge on Count HWY W:Hwy Commissioner Servi, will be at the meeting to provide additional details, but

essentially what is needed is an additional $6,000 for work necessary on the bridge

pilings for the eastside abutment.

C: BCEDC Marketing Video - $40,000:Included with the packet is a letter from BCEDC Director Armstrong outlining theneed and purpose of the $40K.

I have spoken to Jodi and we do have dollars available in the Contingency Fund to

approve these transfers. Each one of these requests, in my opinion, is important tothe functions of the County and I recommend approval. If the Committee does

approve these requests I will draft a resolution for full County Board approval at the

11-7 meeting.

9. Third Quarter Financials:

Jodi, will have available and review the third quarter financials.

10. Staff Reports and Updates:

a. WITC/UWBC Shared Parking Lot:I will provide information at the meeting regarding this issue.

b. 2017 Wisconsin Lottery and Gaming Credit:

Based on the September 27th, report to Joint Finance Committee from Dept.

of Administration the Lottery and Gaming Property Tax Credit should increase

$27.4M or about 11%. How this translates into the individual property tax bill isunknown at this time.

WHEREAS, the St. Croix Chippewa Indians of Wisconsin has property in the Village ofTurtle Lake, and within Barren County; and

WHEREAS, Barron County is currently in the process of improving the equipment

utilized by the emergency (tactical) response team and reducing the amount of drug activity in thecounty to improve the quality of life for all people in the county; and

WHEREAS, grant funds in the amount of approximately $13,917 are available throughthe State of Wisconsin for the purpose of fostering cooperation between Counties and Tribes; and

WHEREAS, this resolution was approved by the Law Enforcement/Emergency

Management Committee on October 20, 2016, on a vote of 3-0, with Roberta Mosentine, Eric

Pannier and Ron Fladten (Buchanan and Christensen absent) voting in favor and none voting

against; and

Requesting State of Wisconsin to Implement and Support Removal of Ban on ]VIedicaid

Payments to Institutions of Mental Disease for Beneficiaries Age 21 Years and Older

TO THE BARRON COUNTY BOARD OF SUPERVISORS:12 WHEREAS, since 1965 there has been a ban on payments to institutions of

3 mental disease, (IMDs) for beneficiaries 21 years of age and older by IVledicaid; and45 WHEREAS, residential treatment facilities for mental health and substance abuse

10 and1112 WHEREAS, the lifting of this ban is a direct benefit to Barroa County residents13 and specifically to the Department of Health and Human Services clients; and1415 WHEREAS, the current fiscal impact to the Barren County Health and Human

16 Services Department is estimated to be in excess of $400,000 annually; and

17 WHEREAS, this resolution was approved by the Health and Human Services

18 Committee on Committee on October 24, 2016, on a vote of 10-0 with Bartlett, Fladten,

19 Mommsen, Mosentine, Pannier, Skoug Hell, Janty, Knutson and Soderquist voting in20 favor and no members voting against; and

21 WHEREAS, this resolution was approved by the Executive Committee on

The Barren County Fairgrounds are located adjacent to Rice Lake and as such have an impact on the lake, as does the areas of the City that drain to

the lake. It is owned and operated by the Barren County Agricultural Society. A non-profit entity, governed by a volunteer Board.

In the past, there have been runoff situations from the dirt track area, into the lake by way of existing stormwater

pipes.

The Fair Board worked with Barren County Soil & Water Conservation Department to address this byconstructing several rock infiltration trenches on the inside corner of the track, collecting the runoff before it

reached the stormwater intake. (Area D)

The Fairgrounds are constructed on the glacial outwash plain of central Barren County. Once you are through

the surface silt loam soils, there is gravely sand that will allow for considerable infiltration.

While preparing for this year's Fair, I heard from Jim Anderson, Community Services Director for the City, that there was a complaint of runoff on the

north side of the Fairgrounds. I met with Ken Kolzow, Grounds Manager for the Fair, and he said there is a considerable amount of water that comesfrom the NW corner of the Fairgrounds (Letter A) and drains through the area to the west of the Poultry Barn (B). It either enters a storm drain or

runs over the bank. Either way, it is a straight shot to the lake.

Proposal to develop a plan with the following components.

1. Plan to address the stormwater that flows from the NW corner of the Fairgrounds (Area A) to the area west of the Poultry Barn (Area B). Thiswould include a complete plan for the installation of a large scale infiltration structure that would allow for vehicular traffic on it at location B.

The plan would be ready to sent out for construction bids. This would also include an Opinion of Probable Cost for construction of the

structure.

2. Mapping of the existing stormwater drainage.

3. Modeling of the Fairgrounds and any treatments to obtain credits from the Rice Lake Stormwater Utility. The Fair currently pays $3,541.35

4. Designing an educational board describing the project to be installed at the site. Apply for educational credits from the Stormwater utility.

5. Evaluate area C, the former hospital helipad, for possible future practices and Area D for the effectiveness of existing practices.

I feel that this project would be a beneficial use of the V&53 fund.

It would reduce direct runoffto Rice Lake, provide the Fair a credit on their Stormwater Utility Fee,, and produce an educational component to be

viewed by the public during the Fair and throughout the year during other events held at the Fairgrounds.

I would recommend that a Request For Proposals be sent out to produce a construction plan by the spring of 2017, with construction of an infiltration

system before the Barren County Fair, which starts on July 19.

My estimate for costs would be $10,000 for Engineering and $15,000 for installation of the practice. I have discussed this with some individuals in the

Stormwater profession, and they feel this is appropriate.

The project would be co-sponsored by the Rice Lake Protection District and Barren County. The District would contribute the balance of the V&53

Fund (Approximately $22,000). At the point in which this fund is exhausted, the bills would be split 50/50 between the County and District up to $2500each. Barren County would also contribute LiDAR data and the 2015 airphoto for the area

The question to resolve is administration of the project.

1. The County would develop the RFP for Engineering. October 2016.

2. The County would assist the Engineer as needed during the planning phase for information requested.

3. The County, District and Fair Board would meet to evaluate the design proposal and opinion of probable cost. March 20174. The project will be advertised for bids for the construction of the structure. April 2017

I am following up with you in regards to the Discover Wisconsin video that was discussed at the last

Barren County Economic Development Meeting.

It is the intent of Barron County EDC to work with Discover Wisconsin to create an informational

tourism video which will be broadcast on the Discover Wisconsin TV and radio network. The video willbe created in 2017 and will broadcast throughout 2018 and 2019. The cost of the initial video andbroadcasting it on the Discover Wisconsin TV and radio channels is $40,000.00. This can be paid to

Discover Wisconsin in three annual installments beginning in January 2017. The goal of this initiative is

twofold. First we want to increase tourism visits and spends and possibly more importantly, to entice

relocation of families to Barren County.

The video will feature destination attractions throughout Barren County and will be done to further boost

our already good tourism spend numbers. (94 million in 2015). In addition to featuring the destinationsand attractions of Barren County we will illustrate the incredible place this is to live and work. We will do

this by showing cost of living numbers for Barron County compared to all metro area counties in

Minnesota. We will also highlight various employers (including Barren County) and show pay for similaroccupation here versus the metre area counties. Finally we will highlight our quality of life (education,

healthcare and safety aspects of the County).

We are asking that the County pay for the base tourism video which is the $40,000.00 figure. I will obtainfunding from the Rice Lake and Turtle Lake tourism commissions along with employers throughout the

county to pay for the second portion of the initiative which is to showcase Barren County as a great place

to live and work as an enticement of individuals and families to relocate here.
