This talk will illustrate how undifferentiated plant meristem cells, which have a unique pattern of DNA methylation, were hypothesized to have the ability to modulate human skin DNA methylation levels, which would decrease the appearance of aging at an in vivo level. A red rice meristem culture extract was found to change global DNA methylation levels in aged in vitro cells to levels found in young cells, rejuvenating the cells at the epigenetic level. This rejuvenation translated into an increase in Collagen and Dermatopontin protein production. A human in vivo assay showed that an application of the rice culture has multiple benefits at the macro level including wrinkle reduction and improvement in barrier function. BIO: Philip Ludwig is the Senior Research Botanist for Lonza Personal Care. Mr. Ludwig develops new botanical extracts, purifies phytochemicals and discovers innovations in growing plant tissue cultures that produce exciting new actives. He works in product development, performs analytical analysis and works at developing new actives from botanicals. He has written multiple patents relating to new personal care ingredients and has been a featured speaker at industry events and seminars. Mr. Ludwig holds a BA in Biology from Grinnell College, Iowa, and a Masters in Cell and Molecular Biology from Michigan State University. Prior to joining Lonza, Philip worked with Ball Horticulture in Chicago and created new nutraceutical ingredients extracted from plants bred specifically by the company. Abstract:! Epigenetics is a leading area of research in the scientific community and yet is often poorly understood outside of academic circles.  This talk will illustrate how undifferentiated plant meristem cells, which have a unique pattern of DNA methylation, were hypothesized to have the ability to modulate human skin DNA methylation levels, which would decrease the appearance of aging at an in vivo level.  A red rice meristem culture extract was found to change global DNA methylation levels in aged in vitro cells to levels found in young cells, rejuvenating the cells at the epigenetic level.  This rejuvenation translated into an increase in Collagen and Dermatopontin protein production.  A human in vivo assay showed that an application of the rice culture has multiple benefits at the macro level including wrinkle reduction and improvement in barrier function.

LETTER FROM THE CHAIR.

Punxsutawney Phil, the infamous season predicting groundhog of Pennsylvania, has declared an early spring.  And with our long running annual ski trip having to be cancelled due to the wrath of Nor’easter Nemo and its surrounding storms how very grateful we all are! So as we all sit back and watch winter fade away we can look forward to spring weather, beautiful flowers, and the rest of the wonderful events the Long Island Chapter has coming up this spring and summer. I would like to thank everyone for coming to the January meeting at Chateau La Mer. We kicked off 2013 with an outstanding turnout and a very informat ive, as wel l as entertaining talk by Josh Bloom on - “Chemical Toxicity - Myths, Misinformation and Morons”.  Our upcoming dinner meeting is slated for Thursday March 21st.  We will be meeting at J e r i c h o Te r r a c e - 2 4 9 J e r i c h o Turnpike Mineola, NY 11501, and given a talk by Phil l ip Ludwig of Lonza entit led: “Application of Rice Meristem Cultures to

Human Skin Promotes Rejuvenation at the Epigenetic, Protein, and Macro Level”  I hope to see all of you there. Thus far 2013 looks to be a busy year filled with great educational and fun events. This is our Chapter and we can all have input into what we would like to get out of it. Through the year, if you have any suggestions, feedback or have questions on how meetings or events are organized, please feel free to let me know. Our Board meetings often coincide with chapter events and I would encourage anyone who would like to take a more active role to attend our meetings…no strings attached. Maybe just a trivia quiz initiation! Truly, we are always looking for new ideas and ways to provide meaningful education and peer interaction for our members. Looking forward sunshine, and our May dinner meeting in Northport on the water…

REGULATORY UPDATE

This edition presents lots of information from foreign countries. As of this writing, February 14th, the US FDA has not updated its “What’s New in Cosmetics” website since November 14th. The site lists nothing new in cosmetics since last October 11th. A record, I think!

Health Canada has updated its “Sunburn Protectants Monograph” of 2006 with a “Guidance Document Sunscreen Monograph”. Though the new information is said to be comparable to the latest FDA requirements, there are several nuances of difference. For instance, products containing titanium dioxide, zinc oxide and/or para-aminobenzoic acid are now classified as natural health products. The Campaign for Safe Cosmetics has asked P&G to stop its launch of a Dolce and Gabbana fragrance for infants due to concern about toxic chemical exposure. D&G says the product is designed to enhance a baby’s natural scent. P&G’s response is that “P&G does not market fragrances intended for children.” In Europe, Burberry, Bulgari and Johnson’s already market baby fragrances.

Experimenters at UTEP have shown how engineered nanoparticles eventually end up in soil, water and air where they can be taken up by crops. Their research found nanoparticles in soybeans. The research cites cosmetics as one source for the nanoparticles that eventually “go down the drain” and enter the ecosystem and the food chain. They investigated “cerium

dioxide, which is commonly used in sunscreens and oil refining…” While it is true that cerium oxide is commonly used as a sunscreen for paints and other coatings it is rarely, if at all, used in cosmetics. The report does not consider titanium dioxide nanoparticles but says that zinc oxide nanoparticles are “broken down to a nontoxic form.” Meanwhile, three German agencies have together proposed that, since nanotechnology is new and the possible physiological consequences unknown or insufficiently investigated, the REACH volume threshold rules should be modified for nanomaterials to require reporting at some level lower than the usual 100K/year. Though the proposal stems from concerns for air-borne nano fibers and powders, no distinction was included for other delivery media…And, as part of the EU’s Nanoreg project, a Finnish group is beginning a toxicology study of cellulose nano fibers.

On January 31st, European Commission official Tonio Borg confirmed the plans to go ahead with the ban on the import and sale of any new animal tested cosmetic products and ingredients effective in the EU on March 11, 2013.

The governments of Australia and New Zealand have jointly released a new policy paper establishing the proposed framework for the planned future merger of their two healthcare product regulatory agencies—the Therapeutic Goods Administration (TGA) of Australia and New Zealand's Medsafe—into the Australia New Zealand Therapeutic Products Agency (ANZTPA). But it is unclear how this will effect the regulation of cosmetics as various aspects of cosmetics and related goods are controlled by several different ministries in both countries.

The French ANSM (Agence nationale de sécurité du médicament et des produits de santé) will fully finance two studies on cosmetics, to be published by the end of 2015. The first study, already underway, focuses on the link between exposure to cosmetics for

professionals (hairdressers, beauticians, workers in factories, etc.) and reproductive anomalies. The second study will evaluate the exposure of the French population to cosmetics—in relation to Article 2 of the Cosmetics Directive, on safety. The two studies are expected to cost about €1,415,000 (US$1,882,000).

The European Regulation on Cosmetic Products (EC No 1223/2009), which will replace the Cosmetics Directive, will be fully implemented on July 11, 2013. The burden is expected to be extremely heavy for companies, especially for small- and medium-size enterprises. It is likely that not all of them will be able to fully comply. The new regulation began its application in 2010 with the new CMR (Carcinogenic, Mutagenic or Repro-toxic) substances classification. Then, in January 2012, the electronic notification of products (non-mandatory until July 2013) started. The notification of nanomaterials began in January 2013. The global ban on animal testing, noted above, is another major issue. While the scientific consensus is that this deadline is not possible, despite the massive effort put forth in R&D for validation and acceptance, politics is forcing the issue. There is the potential that the European Commission might submit a legislative proposal to the European Parliament and Council in order to introduce a few exemptions.

The 8th annual conference of the European Partnership for Alternative Approaches to Animal Testing was held last November 16, in Brussels, The conference focused on the “Development and Implementation of 3R Methodologies Through International Cooperation.” The EPAA, created in 2005, is a joint initiative of the European Commission, European trade associations (from seven industry sectors, including cosmetics) and individual companies. Its aim is promoting the development, validation and acceptance of the 3R methods—replace, reduce, refine.
