Most Ukraine’s soils are very fertile and ideal for organic arable production.

Welcome to Ukraine!

Ukraine is known for being the ‘bread basket of Europe’. Thanks to the country’s size and its widespread fertile black soils, Ukraine has very favourable production conditions, especially for arable crops, such as wheat, barley, rye, corn, buckwheat, millet, sunflower, flax, mustard, and soybean. Moreover, thousands of square kilometres covered with natural woodlands provide excellent growing conditions for a wide range of wild berries, herbs, and mushrooms.

Given these abundant natural resources, it is not surprising that Ukraine has become a major supplier of organic produce for the European market. Thanks to competitive production structures and Ukraine’s proximity, the organic supply is increasing fast, implying fast growth in exports especially relating to organically certified cereals, oil crops, pulses, and wild collection products.

Organic farming was stated as one of the priority areas within the 2015-2020 strategy document for agriculture and rural development issued by the Ministry of Agrarian Policy and Food.

The number of exhibitors at Ukraine’s country pavilion is increasing from year to year. The 17 exhibiting companies and Ukrainian National Pavilion representatives are

Ukraine’s Organic Sector at a Glance

ExportMost Ukrainian organic operators are export oriented. The main buying countries are within Europe, including: Germany, Switzerland, the Netherlands, Italy, Poland, UK, Austria, France, Belgium and Hungary. Smaller volumes are exported to the U.S., Canada, Australia and to different Asian countries. Overall, organic exporters from Ukraine benefit strongly from the Association Agreement signed in June 2014 between the EU and Ukraine, which has reduced the trade barriers for Ukrainian exporters. Since January 2016, the EU and Ukraine have started applying the Deep and Comprehensive Free Trade Area (DCFTA), which forms part of the Association Agreement. At the same, time Ukrainian exporters suffer from the new EU import rules that apply to Ukraine and other „risk countries“ since January 2016, and which also continue in 2017. In practice, this means that often each exported lot needs to be checked twice for pesticides residues before being released in the importing EU country – the first time by the certification body of the exporter and the second time as part of custom clearance.

The majority of organic operators are certified according to the equivalent standards to the organic EU Regulation. Organic exports from Ukraine are mainly agricultural commodities (i.e. cereals, oil crops, pulses) and wild collection products (i.e. berries, mushrooms, nuts, herbs). Organic exports continue to grow from year to year. In 2016, the biggest organic export volumes were achieved with raw materials including wheat, spelt, corn, millet, barley, oat, rye,

soybean, lupine, flax, sunflower, rapeseed, mustard, blueberry, and walnuts. Yet, export volumes of semi-processed and processed products are increasing fast, relating mainly to organically certified hulled millet, hulled, spelt, flakes, birch sap. All in all, in 2016, sales of organic products from Ukraine to the EU were more than 50 million Euro.

The most important certification bodies involved in the certification of export-oriented products in Ukraine are Organic Standard, bio.inspecta, Ecocert, CERES, and Control Union. Organic Standard is the only local certification body, covering more than 70% of all organic operators in Ukraine.

Domestic marketThe domestic market for organic products is rather young in Ukraine. Organic specialty shops started to operate in the bigger cities from 2008 onwards, forcing bigger retail chains to also include organic product ranges within their outlets. Although organic products have gained more shelf space in general, the range of organic products available on the shelves for consumers is still small. Consumers can currently access the following organically certified products produced within Ukraine: different vegetables and salads, different seasonal fruits and berries, beverages, meat and dairy products, eggs, honey, vegetable oils, and grocery and bakery products. Especially in the bigger cities, as awareness among consumers about the benefits for organic produce is increasing, the sales volume and number of organic products is likely to grow further – despite the current difficult economic situation within Ukraine!

In order to reduce the risk of fraud and increase awareness for this topic, an Anti Fraud Workshop was held in Kyiv in September 2015, and, in October 2016, a conference on sourcing organic from Ukraine was held in Frankfurt. Both events involved representatives of the EU Commission, the Ministry of Agrarian Policy and Food of Ukraine, certification bodies, importers, exporters, and other stakeholders to discuss ways how to improve reliability of supply chains from Ukraine in the context of organic agriculture.

Organic standards and certificationThe most popular standard among organic operators in Ukraine is the EU organic standard, i.e. equivalent to Regulations (EC) 834/2007 and (EC) 889/2008, which is used for both export and for the domestic market. Depending on the target market, also other standards are applied, including NOP (U.S.), Bio Suisse (Switzerland), Bioland and Naturland (Germany), Soil Association (UK), and KRAV (Sweden).

Altogether, there are 17 private international accredited certification bodies included in the official list of approved certification bodies for Ukraine by the European Union Commission (EU Regulation 1235/2008, Annex IV). These are Organic Standard, bio.inspecta, Ecocert SA, CERES, Control Union, Abcert AG, Kiwa BCS Öko-Garantie, Ecoglobe, ICEA, Bioagricert, Lacon, Suolo e Salute, Agreco R.F. Göderz, QC&I, Ecocert IMO Denetim, Ekoagros, and A CERT. The only Ukrainian certification body is Organic Standard, all others are foreign. Since 2015, most of certification bodies active in Ukraine participate in the newly formed “Platform Ukraine”, being part of the European Organic Certifiers Council (EOCC). This platform facilitates information exchange and consultation on control measures in the context of Ukraine.

The Law of Ukraine “On organic production and trade of organic products and raw materials” No 425-VII was approved on September 03, 2013. However, at this stage, it is still not implemented. Currently, a new version of the Organic Law in Ukraine is under preparation, driven by the initiative of organic stakeholders.

In recent years, among Ukrainian stakeholders, the Ukrainian National Pavilion at Biofach has become a key place to meet and discuss and plan joint action.

Organic stakeholders

The Ukrainian organic movement is represented by a number of different stakeholders. The most important organic associations include the Organic Federation of Ukraine (www.organic.com.ua), Organic Ukraine (www.organicukraine.org.ua), and BIOLan (www.biolan.org.ua). The International charitable organization “Information centre “Green Dossier” has played a key role in implementing organic awareness creation activities. “QueS”, “VIP Group”, “Sib-Agro”, “Eko-Rost”, “Organic Business” and “Institute of

organic production” are consultancy companies that engage in market and export facilitation and support organic conversion including the uptake of appropriate agricultural technologies. Overall, they contribute that organic extension and capacity development services are expanding within the country.

Equally, the number of organic producers, processors, traders, and retailers is increasing continuously, and their collaboration is improving, also with the government, which is now more actively supporting and promoting organic sector and market development at the national and local level.

Galeks-Agro was founded in 2008, after its owner visited Biofach and returned home with the conviction to build up an own organic business in Ukraine. From the beginning, the company’s purpose has been to produce and trade high quality organic agricultural produce for export. Galeks-Agro’s core business relates to producing and trading cereals and leguminous crops. Since 2014, the company established an own organic dairy processing unit Organic Milk Ltd. The integration of animal husbandry is further improving soil fertility and sustainable production practices.

The company is certified by Organic Standard according to the Equivalent European Union Organic Production & Processing Standard and approved according to Bio Suisse standards. Galeks-Agro’s production unit covers almost 8’452 hectares of organic arable lands in the Novograd-Volynskyi district of the Zhytomyr region, in northwestern Ukraine. Currently, the company exports 75% of its production, mainly to Switzerland, Germany, the Netherlands, Ireland and the UK; the remaining 25% of its production is used as feed for animal husbandry.

Agrofirma “Pole” was founded in 2007 to produce

different high quality organic arable crops within Ukraine.

Since 2009, the company is certified by Organic Standard

Production & Processing Standard. The company’s star

product is hulled millet, which is offered in different

variations. Since 2014, Agrofirma “Pole” offers also

organic flour from high quality Ukrainian durum wheat.

Quality control of products is carried out by own attested

Agrofirma “Pole” cooperates with 15 Ukrainian

agricultural enterprises involving a total organic area of

9’000 hectares, located mainly in the South of Ukraine.

Its processing unit is based in Cherkasy, in the centre of

Ukraine. Agrofirma “Pole” has own granary silos for its

organic millet, with a total storage capacity of 5’000 tons,

enabling the company to do deliveries all year round.

Granit-Agro was founded in 2004. The company is a member of the Agro-industrial Group Arnika, which is owned by one single family. Granit-Agro leases more than 2’200 hectares of organic arable land in the Semenivka district of the Poltava region, known for its highly fertile black soils.Granit-Agro’s core business relates to growing organic soya, corn and hemp. Its soya is processed by the Biopreparat Production Company into organic toasted expanded full-fat (TEF) soya. One of the company’s key crops is hemp, for producing seeds, straw and fiber products. In 2016, Granit-Agro produced hemp on 400 ha to obtain 200 tons of seed. Granit-Agro uses GPS monitoring and barcoding to trace products, and seals all the big bags for export. The company’s infrastructure involves organic warehouses with a storage area of 12.5 thousand square meters and shipping terminals for trucks and railway using sea fright containers.The company is certified according to the Equivalent European Union Organic Production & Processing Standard by Organic Standard and is approved according to Bio Suisse standards. In the season 2015-16, the company exported around 11’000 tons of organic products, i.e. corn, soya, wheat, hemp, to Germany, the Netherlands, Switzerland, and New Zealand. Group Arnika is in the process to convert step by step all its land to organic, in total amounting 20’000 hectares.

Soyevyi Vik was founded as a farm company in 1992, with an area of 50 hectares. Six years later, the farm started soybean production to become registered as a seed enterprise growing seeds of first reproduction. Under supervision of soybean breeders, primary seeding started, leading to the decision in 2001 to create a specialized company dedicated to scientific breeding and seed production. By that time, Soyevyi Vik was the first private company within Ukraine dedicated to soybean breeding. Today, 10 varieties of the company’s soybean breeding program are included in the National List of Plants of Ukraine. All cultivars of the company are GMO-free and are prone to be used in the organic food and feed industry. Cepheus Group is a young agricultural company dedicated to grow eco-friendly and high-quality organic products. Run by a team of young ambitious agronomists, which founded the company in 2012 in the Zhytomyr region, the company sees its mission to promote organic farming through efficient soil cultivation measures, careful selection of seeds and sound plant care management. With its bilateral cooperation programme, the Federal Ministry of Food and Agriculture (BMEL) promotes cooperation with other countries in the fields of food, agriculture and consumer health protection.
