11 9. a) The major superior, with the con sent of his council, has the faculty of gran ting the fria rs permission to remain outside the religious house for a just and fitting reason, but not beyond one yea r except for cases of illnes s, studies, or exerc ising the apostolate in the nam e of the Order. 14 3. The authority circum scr iption belongs

to superv ise studies in any to the major superior and h is council.

A general consultative commission, made up of members chosen from the whole Order by the general council after consulting with the major superiors is to be established under the immediate authority of the prior general, so that he may be able to proceed more expeditiously and effectively in supervising studies. It shall pertain to this commission to investigate carefully all matters that pertain to studies and to submit these matters to the prior general and his council for definitive approval.
