The Far East bunker`s market of Russian Federation in 2012 showed the growth of sales volume as 70% versus to 2011, reached the values up to 2,5 million tons.

The shipment of bunker fuel by producers is carried out:

• By railway transport - from Allaguvat, Biklyan' of Kuibyshev railway station, Nuzh'yalu of Gorky railway station.

• By inland transport- from terminal LLC « Nizhnekamsk petroleum base» and oil terminal NV «NZNP». Than LLC «TRADE-OIL» will organize the delivery of specified fuel to the chartered storage tanker of oil products in the port. Caucasus, from which will be loaded the fuel on the sea-going tanker and further delivery of product to ports of the Far East (Vladivostok/ Nakhodka / East), and also Singapore, China and South Korea.

TRANPORTATION ROUTEThe route of fuel delivery will be organized by the company together with suppliers of oil products (regarding the transportation of fuel to the storage tanker or railway transport).

MAIN CHARACTERISTICS OF RUSSIAN FEDERATION MARKETS

Russia has an output to several seas in the east, on the northwest and on the South, and also extensive internal waterways. Through the large quantity of seas and rivers ports of one thousand vessels annually realize cargo and passenger transportations in large volume. The cargo turnover of Russia seaports for 2013 increased up to 3,9% in comparison with 2012 and made 589,0 million tons, has reported the Association of sea trade ports (ASOP).

It was made for maximizing profit from production and sale of oil products, and also the guaranteed support of customers with qualitative fuel. Now in briefcases of oil industry workers retail priming "on board" occupies about 60-70% from all sales volume of fuel for vessels. Today the "Rosnest" has the private bunker's companies ("RN-bunker" and Rosne st Marine), Lukoil ("Lukoil-Bunker"). From recently time the russian monopolist actively develops the bunkering direction in the sphere of pipeline transport "Transnest" which works through "Transnest service".

So, the total sales of bunkering fuel grew for the last three years up to 70% and made 15,5 million tons due to results results of 2013.

The most of main players of Russian bunkering market works in sea and in river ports. And the river bunkering is the most dynamically growing direction - simply that early companies paid to it less attention. The main difference of sea bunkering from river are different volumes of one-time priming and different types of fuel.

River crasts have smaller bunker tanks than seas - as a rule, their volume doesn't exceed more than 100 tons. Respectively,the volume of a one-time bunkering is from 30 to 50 tons. River crasts fuel preferentially diesel and sea - fuel oil. So the seaports have a ratio of fuel oil and the diesel from 80% to 20%, and river - conversely.

In the Russian Federation sells the ship fuels according to the requirements ISO 8217 and NSS of RF of the following types:

1. IFO 180, IFO 380 (Fuel oil with viscosity up to 380 mm / by 50 °C according to the international classification of ISO – Residual or Intermediate Fuel Oil (IFO)), also designates as HSFO.

So, the main implementable types of bunker fuel is HSFO (heavy fuel oil) – 65% of general sales, LSFO (fuel oil with the content of sulfur less than 1%) – 26%

The structure of ship fuel sales for the last decades was significantly changed in because of changes in world merchant marine fleet and aspiration to reduce this

item of expenditure. From 80th the overwhelming part of transport vessels (over 95%) began to equipped by diesel installations, and 75% of all vessels use the low-reverse diesel engines using as IFO brand fuel. Remaining vessels with average and high-speed diesels use more expensive brands of light fuel.

По мере обновления флота за счет крупнотоннажных судов с эконо-мичными энергетическими установ-ками вырос спрос на дешевое тяже-лое топливо и основной объем продаж на мировом бункерном рынке сейчас приходится на топоч-ный мазут. Наибольшим спросом пользуются марки IFO-380 и IFO-180, соответствующие требова-ниям международного стандарта ISO: 8217-96. В гораздо меньшем количестве потребляется дорогое легкое топливо (дистилляты). Скажем, во всех странах Евросоюза доля дистиллятов сейчас менее 20% в совокупном объеме топлива, расходуемого на бункеровку судов в загранплаваний.

Таким образом, в подавляющем большинстве российские НПЗ вы-пускают мазут с содержанием серы от 1 до 3%.

Ports of the Far East are important elements of transport system of the Pacific Ocean. Throughout of 5,6 thousand miles of the coast of Far East are situated 22 sea trade and 10 fish ports.

The largest of them having a potential turn at least 1 million t: Vostochnuy, Nakhodka, Vladivostok, Posyet, Plastun – in Primorski Krai; Vanino, De Castries – in Khabarovsk Krai; Kholmsk, Korsakov, Uglegorsk – Sakhalin; Magadan – in the north; The Petropavlovsk-Kamchatsky – on Kamchatka.

Through these ports passes more than 95% of all freght traffics of Far East. The ports of Primorye and Vanino port have a direct output to the Trans-Siberian trunk and BAM, forming together with port railway stations like transport nodes.

There are three large transport nodes in the Far East: Vladivostok (Vladivostok trade port), Nakhodka (Nakhodka trade port, oil port, Vostochnuy port) and Vaninsky (ports of Vanino, Sovetskaya Gavan' and JSC Transbunker).

In seaports of Far East Basin cargo turnover increased to 144,8 million tons (+7,8% by 2012):

- bulk carriers – to 83,4 million tons (+6,1%), - bulk loads – to 61,4 million tons (+10,1%).

The East ports have increased the cargo turnover to 48,3 million tons (+13,5%), Vanino to 23,8 million tons (+16,8%), Nakhodka to 18,4 million tons (+8,1%), Vladivostok to 14,5 million tons (+10,0%), De Castries to 7,0 million tons (-4,9%), Posyet to 5,6 million tons (–3,0%). Also is marked insignificant decreasing of cargo turnover of port in Prigorodnoye-16,3 million tons (-0,8%).

The total amount of supply of bunker fuel oil to the Far East federal district (fuel oil with the content of sulfur is higher than 1%) due to results of 2013 is 2,7 million tons. The largest plants suppliers of fuel oil became:- Angarsk oil refinery – 0,65 million tons, 24% of total amount;- Khabarovsk oil refinery of-0,4 million tons, 15% of total amount.Next was done the comparative analysis of bunker fuel costformation from plant vendor to port of a bunkering to the Far East federal district. For an example was accepted the largest port Nakhodka on the Far East federal district and were considered the sending options from different oil refineries by a railway and water transport by the tanker class MR (Medium Range) .

So, in conclusion the transportation of big batches of ship fuel is much cheaper by the waterway. In railway transportations the distance from oil refinery to port of a bunkering of fuel is of great importance. In this case railway transporta- tions at cost can compete with sea only by supply of fuel oil from the Khabarovsk oil refinery.

GEOGRAPHY "Rosnest" is in bunkering business from the end of 2007. The company has 14 own filling terminals, the largest of which are in Arkhangelsk, Murmansk and Nakhodka. The company is the supplier of bunkering fuel on Lena river and Amur, and also realizes fuel supply by contractors of the projects "Sakhalin-II" and "Sakhalin-II" .

PRODUCTION INFRASTRUCTURE

The primary competitive benefit of JSC "RN-Bunker" – production and logistic infrastructure. The company realizes oil products production of ten oil refineries of the Company (The Ryazan', Komsomolsk, Achinsk, Angarsk, Kuibyshev, Novokuibyshev, Syzran, Saratov, Tuapse Refinery and Yaroslavnesteorgsintez). The transfer of oil products is carried out on four port oil depots: on Sakhalin, in Nakhodka, in Arkhangelsk and in Tuapse. Beside this, under transferis used the floating oil storage of "Belokamenk" . However, other participants of the market use alternative ways of delivery of bunker fuel.

So, on June 27, 2014 to Nakhodka from Novorossiysk was arrived the Handytankers Marvel tanker (deadweight - 38,5 thousand tons) which delivered 35 thousand tons of fuel oil to "Transbunker".

Later this month arrived the SCF Amur tanker (deadweight – 47,1 thousand tons) from 45 thousand tons of high-viscosity superheavy RMK 700 fuel oil of production of the Ufa group of oil refinery for needs of "Fesko-Bunkera". This fuel was shipped from Murmansk on June 20. It was initially planned to bring him in Primorye by the Northern Sea Route.But then for the unknown reasons it was decided to direct the tanker through the Suez Canal. One of participants of the market assumed that the charterer couldn't receive allowing documents for following by northern route in time.

Earlier it was reported also about an output from the port Vysotsk of the SCF Neva tanker with fuel oil of production of the Nizhny Novgorod Lukoil Oil Refinery in the Slavyanka port (Primorsky Krai). About 45 thousand tons of RMK 700 fuel oil which are on its board are bought by the "Transit DV" company for bunker operations in the localmarket.

According to experts opinion, further development of transportations of naval fuel oil through SMP will actively developed in navigation.Unambiguously, that the railway transport which isn't able will cope with needs for fuel oil of the ports of the Far Eastfederal district.

Oil Refinery of Eastern Siberia and the Far East reduce fuel oil export, increasing sales of bunker fuel in the Russian ports. The analysis of situation is connected with bunkering of vessels in the Far East, is already causes alarm in customs officers. According to their data, in the region there is active growth of fuel volumes which is taken out as supplies. During the 2012 were taken out about 2,5 million tons, already following the results of first half of year 2013 — 1,9 million tons. The main volume of a bunkering is the share of vessels under a foreign flag. Therefore osten the specified vessels come into the Russian port only for the purpose of a bunkering. Export of the specified type of goods on the vessels under a foreign flag which arrived only for the purpose of a bunkering or for the purpose of making of insignificant cargo operations (loading as export goods of insignificant amount of oil, water, etc.) or other operations, unrepresentative for the considered vessels, made more than 1 million tons in 2012, and in the first half of the year of the 2013th already reached 0,956 million tons.
