Route 7 and Bartholomew Drive (Route 1732)/Campus Drive, Route 7 and Potomac View Road (Route 637), Route 7 and Sterling Blvd (Route 846)/Cardinal Glenn Circle (Route 846), Route 7 and Augusta Drive (Route (2700), Route 7 and Lakeland Drive (Route 821).

On June 13, 2016, staff from the Department of Transportation and Capital Infrastructure, Supervisor Saines’ Office, and Johnson, Mirmiran & Thompson (JMT) met for a site visit at the subject intersections. The purpose of the meeting was to establish and refine the scope of the

study. The group walked the study area limits to better understand preliminary constraints and opportunities to accommodate pedestrian crossings at the intersections identified above. On August 16, 2016, the County received a cost proposal from JMT to complete the pedestrian crossing feasibility study across Route 7 between Bartholomew Drive and Lakeland Drive for $154, 000 (Attachment 2). The cost includes field work and data collection, evaluation of at-grade crossings, evaluation of grade-separated, and investigation of the potential use of transit to cross Route 7. The proposed timeline associated with the feasibility study is approximately 30-35 weeks. This timeline allows for a robust data collection effort, evaluation of various improvement options, Virginia Department of Transportation (VDOT) coordination and review of traffic analysis, and documentation of findings. The proposed scope of services includes the following activities:

(1) Data collection that includes pedestrian counts and vehicle turning movement counts at each

of the five signalized intersections, travel time runs on the Route 7 corridor, documentation of existing lane widths, and crash data for the most recent three years available. VDOT will provide existing signal timings.

(2) Evaluation of at-grade pedestrian crossings for a 60-minute period using a traffic analysis software. At-grade crosswalks will be analyzed at signalized intersections to evaluate the impact a pedestrian signal phase will have on vehicle delay at each signalized intersection. VDOT guidance for accommodating pedestrians at signalized intersections will be applied.

(3) Evaluation of grade-separated pedestrian crossing (pedestrian bridge) over Route 7. The consultant will evaluate the feasibility of a pedestrian bridge and determine the required length of a pedestrian bridge and the optimal location of the structure to avoid conflicts with existing infrastructure. Required landing areas for each end of the bridge structure will be identified. Impacts to surrounding property and a cost estimate will be developed for each pedestrian bridge.

(4) Investigation of potential transit service to facilitate crossing Route 7. The consultant will work with Loudoun County Transit to identify operational and equipment cost to implement such transit service.

(5) Research the history of existing pedestrian crossings at the Route 7 intersection with Dranesville Road and the Route 7 intersection with Countryside Boulevard.

(6) Three stakeholder meetings will be held to interface with County Staff, and VDOT staff.

(7) Documentation of findings and a comparative summary of the improvement options will be compiled in a final report.

ISSUES: Traffic Congestion: Route 7 is a primary corridor for commuter and local traffic. The installation of pedestrian crosswalks will require the traffic signal timing to be adjusted and would reduce signal green time for the Route 7 through traffic. This reduction in green time, may cause an increase in traffic congestion and thus motorist complaints. This study will evaluate the total impacts on Route 7 congestion and render a professional opinion as to whether an elevated pedestrian bridge would be warranted to preserve the efficiency of traffic flow. Elevated Pedestrian Bridge: If the study were to recommend a pedestrian bridge an extensive system of sidewalks and fencing will need to be installed to direct pedestrian traffic to the pedestrian bridge location. A project of this magnitude would require several years to plan, design, acquire right of way and construct the improvements. FISCAL IMPACT: The cost to complete the feasibility study associated with pedestrian crossings across Route 7 is $154,000. Staff reviewed available proffer funds in the vicinity of the proposed project and did not identify any available funds that could be applied to this project. Due to the lack of proffers in the area, Staff recommends utilizing the Project Management Consulting Services account in the Capital Fund to fund the feasibility study. The current balance of the Project Management Consulting Services account is $977,088.74. If the proposed action is approved, the remaining balance in the Project Management Consulting Services account will be $816,088.74. ALTERNATIVES:

1. The Board could approve the staff recommendation to proceed with the feasibility study. 2. The Board could chose not to proceed with the study. 3. The Board could direct staff to modify the scope of the study.

DRAFT MOTIONS: 1. I move that the Board of Supervisors direct staff to proceed with the feasibility study of

pedestrian crossings alternatives across Route 7 between Bartholomew Drive (Route 1732) and Lakeland Drive (Route 821).

AND

I further move that the Board of Supervisors amend the Fiscal Year 2017 Capital Improvement Program and budget by authorizing staff to execute a budget adjustment to transfer $154,000 in the Capital Fund from the Project Management Consulting Services account, through the Transportation District Fund to the Route 7 Pedestrian Crossings project account to be expended on the feasibility study associated with pedestrian crossings across Route 7.

Scope of Services

Project Overview

The Loudoun County Department of Transportation & Capital Infrastructure (the County) has requested the services of the JMT Team to perform a Pedestrian Crosswalk Feasibility Study at the five (5) signalized intersections along Route 7 between and including Bartholomew Drive (Route 1732) / Campus Drive and Lakeland Drive (Route 821).

The Loudoun County Board of Supervisors at their April 21, 2016 Business Meeting directed the Department of Transportation and Capital Infrastructure (DTCI) to assess the costs for a feasibility study of pedestrian crossings at five (5) signalized intersections, listed below, for the purposes of improving the overall pedestrian safety and connectivity along Harry Byrd Highway (Route 7) east of Cascades Parkway (Route 1794) and west of Dranesville Road (Route 228). DTCI was directed to include in the feasibility study a grade separated option and a transit option for pedestrian movement across Route 7. In addition, DTCI was directed to review the history of the two existing crosswalks on Route 7 at Countryside Boulevard/City Center Boulevard and Dranesville Road. The feasibility study is to include an estimate for the design and construction for each of the options. The intersections to be studied are:

• Bartholomew Drive (Route 1732)/Campus Drive • Potomac View Road (Route 637) • Sterling Boulevard (Route 846)/Cardinal Glenn Circle (Route 846) • Augusta Drive (Route 2700) • Lakeland Drive (Route 821)

Project Management and Administration

Project management and administration will be provided by JMT to ensure that the prosecution of the work is on schedule, within budget and in accordance with the County’s criteria.

Responsibilities and Assumptions

JMT will evaluate each of the following intersections along Route 7 to determine the feasibility of providing a pedestrian crossing at the intersection:

- Bartholomew Drive (Route 1732) / Campus Drive - Potomac View Road (Route 637) - Sterling Boulevard (Route 846) / Cardinal Glen Circle (Route 846) - Augusta Drive (Route 2700) - Lakeland Drive (Route 821)

The pedestrian crossing evaluation will include the following possibilities:

- An at-grade crossing, to be provided through modification of the existing traffic signals to include pedestrian signals,

- A grade-separated crossing, whereby pedestrians would use a pedestrian bridge over Route 7, and

- A transit option which will provide County transit to cross Route 7.

In addition to determining the feasibility of the pedestrian crossing, JMT will research the history of the existing pedestrian crossings at the Route 7 intersection with Dranesville Road (Route 228) and the Route 7 intersection with Countryside Boulevard (Route 1570) / City Center Boulevard (Route 1345).

Estimated engineering and construction cost for each option will also be provided.

Task 1 – Data Collection The work will begin with data collection to determine the number of pedestrians currently crossing Route 7 at each intersection. JMT will perform two (2) 24-hour pedestrian counts and two (2) 24-hour vehicle turning movement volume counts at each intersection. The pedestrian count and the vehicle turning movement count will be done concurrently; one (1) count will be done during mid-week and the second count will be performed on a Saturday.

JMT will request the existing signal timing data for each intersection from VDOT.

In addition to traffic volumes and signal timings, JMT will perform ten (10) travel time runs along the corridor, collect information on existing lane widths, and, using VDOT’s Tableau Crash Tool, acquire crash data for the most recent three (3) years available. The travel time runs will be used to calibrate the Synchro models for this assignment.

Task 2 – Evaluation of At-Grade Crossings Using the collected data, JMT will develop a Synchro model of the corridor. The Synchro model will be used to evaluate the operation of Route 7 with and without at-grade pedestrian crossings.

JMT will identify the 60-minute period with the highest pedestrian volume for each intersection. If the highest pedestrian volume is less than 10 pedestrians, the 60-minute period with the highest vehicle count will be identified and used for analysis. The Synchro model will be used at each intersection to evaluate the intersection Level of Service (LOS) with and without an at-grade crossing.

In addition to a 60-minute period identified for each intersection, a 60-minute period for the corridor will also be identified. This 60-minute period for the corridor will be the 60-minute period during which the total number of pedestrian crossings of Route 7 are highest, or, if the total number of pedestrians crossing Route 7 along the corridor are less than 20, the 60-minute period with the highest vehicular traffic volume will be selected for analysis. Using the Synchro model, the corridor will be evaluated to determine the LOS for the individual intersections, the total number of vehicles passing through the corridor, and the travel time for vehicles in the corridor.

It is expected that the number of pedestrians will increase if an at-grade crossing is provided. Therefore, a minimum of five (5) pedestrian calls will be assumed with an at-grade crossing. If there are currently more than five (5) pedestrians, or groups of pedestrians, crossing at the intersection the number of pedestrian calls will be increased by fifty percent (50%) over the existing number of pedestrian calls.

The analysis will evaluate both a single stage pedestrian crossing and a two-stage pedestrian crossing. The two-stage crossing will include the cost of a pedestrian refuge area within the median.

The Virginia Department of Transportation (VDOT) has recently released a Traffic Engineering Instructional & Informational Memorandum (IIM) providing direction on pedestrian crossing accommodations at unsignalized locations. VDOT is currently working on a companion document for signalized intersections. JMT will hold one (1) meeting with VDOT to discuss this upcoming document to establish, to the extent possible, whether the intersections meet the requirements of this future guidance.

The results of the evaluation with and without the at-grade crossing will be tabulated, formatted and presented in a report format at the end of the study.

Cost of designing and constructing modifications to the existing traffic signals to provide pedestrian signals will be determined and documented.

Task 3 – Evaluation of Grade-Separated Crossing A grade separated crossing, for the purposes of this proposal, assumes a pedestrian bridge over Route 7. Pedestrian bridges are much more likely to be feasible than a pedestrian tunnel due to the amount of utilities in the corridor and the expected much greater cost of tunneling.

At each intersection, JMT will determine the required length of the pedestrian bridge and the best location of the bridge to avoid blocking the traffic signal at the intersection. Landing areas, meeting current ADA requirements, will be required at each end of the pedestrian bridge. JMT will determine the area required for the landings and, using the County’s GIS information, assess whether there is sufficient right-of-way for the landing areas. JMT will identify the potential impacts to surrounding property and develop an estimated cost for each pedestrian bridge. The estimated cost will include design and engineering cost, construction cost, and right-of-way, should any be required. The estimated cost of the grade-separated crossing will include a utility relocation cost of twenty percent (20%) of the construction cost.

Because a grade-separated crossing is not expected to impact traffic operations, evaluation of traffic operations will not be included in the evaluation of the grade-separated crossing.

Task 4 – Use of Transit to Cross Route 7 Working with Loudoun County Transit, JMT will investigate the potential use of transit to cross Route 7. The use of transit to cross Route 7 and how it fits into the Loudoun County Transit business plan, as well as the cost of operations and equipment for this option, will be evaluated.

This task includes one (1) meeting with Loudoun County Transit, but does not include modeling of transit operations.

Task 5 – Existing Route 7 Crosswalks JMT will research the history of the existing pedestrian crossings at the Route 7 intersection with Dranesville Road (Route 228) and the Route 7 intersection with Countryside Boulevard (Route 1570) / City Center Boulevard (Route 1345). Up to two (2) meetings will be held with VDOT in an attempt to determine what prompted the installation of the existing crosswalks and the documentation required to get approval of the crosswalks.

Task 6 – Stakeholder Meetings JMT will hold up to three (3) stakeholder meetings over the course of the project. Two (2) stakeholder meetings will be with the County Staff and VDOT. These meetings will be technical in nature and may cover items such as methodology and findings. One (1) stakeholder meeting will be held with County Staff and a representative from Supervisor Saines office. Display boards will not be prepared for either meeting, however a PowerPoint presentation may be required. This task specifically excludes any meetings with the general public.

Task 7 – Prepare Report At the completion of Tasks 1 through 6, JMT will prepare and deliver a report documenting the findings from each Task and comparing the various options. It is anticipated that the report will go through three (3) iterations; “Draft”, “Final Draft”, and “Final”. Each iteration will include up to six (6) spiral bound copies of the report.

Optional Services

Task 8 – Board of Supervisors Meetings JMT will attend up to three (3) meetings with the Board of Supervisors and/or the Transportation and Land Use Committee. JMT will prepare up to five (5) exhibits and, if necessary, a PowerPoint presentation, to be presented by either JMT or County Staff, at these meetings.

Exclusions

This Scope of Services specifically excludes the following items:

• Modifications to the County provided base mapping, • Public Information Meetings, • Preparation of design plans, • Preparation of plats, • Survey and SUE services, and • Signal warrant evaluations.
