Police foil AIP protest marchIndian leaders can’t feel pain, sufferings of Kashmiris: Rashid

Srinagar, Apr 19: Independent Kashmir legislator and MLA Langate Er Rashid was detained on Tuesday after he staged a protest in Srinagar against the recent civilian killings in Hand-wara in forces action.
The AIP had announced to hold a peaceful march to CM’s residence in Srinagar to protest against the “failure” of Meh-booba Mufti to stop forces from civilian killings in Kupwara, Kapran and elsewhere and to condemn the “criminal silence” of Centre over innocent killings in Handwara.
Rashid, who was leading the march, was detained by police along with dozens of his supporters at Gupkar when he was on his way to the CM’s residence.
The protesters, who began their march from Sher-e-Kash-mir Cricket Stadium in Sonwar, were carrying banners with slo-gans and pictures of Mehbooba Mufti imprinted on them.
The banners also contained
messages showing pictures of Mehbooba Mufti leading a rally when she was in the opposition.
Earlier, speaking to media persons, Er Rashid said that Prime Minister Narendra Modi has yet again proved that he like other Indian leaders cannot feel the pain and sufferings of the Kashmiris and treats Kash-miris as enemies of India.
“The least PM Modi could have done, would have been to
announce arrest of killers who killed innocents in Handwara, Nutnoosa and Drugmulla and should have apologized for the shameful act but he preferred to give sermons at Mata Vishnov Devi University which were nothing but adding insult to the injuries of People of Kashmir,” he said. He said that PM Modi in his speech confessed that Meh-booba talked of development and nothing beyond, “Thus she
has again insulted the martyrs of Kupwara by not uttering a single word about Kashmir dis-pute or punishing the killers.”
“Though the only way to seek justice for martyrs of Handwara lies in resolution of Kashmir issue but the removal of army bunker in the Handwara Chowk and conceding to other five demands of locals of Handwara has given legitimacy to all that what people where chanting in
form of slogans in Handwara. The terror Chowk has now turned to be a victory Chowk for the people of Handwara and a day will come when all epitomes of terror will be dashed to earth in every part of J&K,” he said.
He demanded immediate shifting of army camp at Nut-noosa and also condemned the government order suspending five government employees of district Kupwara for their par-ticipation in the protests.
“The administration which is being controlled directly from New Delhi needs to understand that every government employ-ee is first a Kashmiri and they can neither be deprived of their fundamental rights nor can they keep mum on seeing their fellow citizens succumbing to injuries,” Er Rashid added.
Meanwhile, AIP spokesman condemned the government for preventing hundreds of AIP volunteers from Kupwara, Handwara, Noorabad and other areas from joining the march to CM’s residence against Hand-wara killings.
Minor Areesha’s body fished out

Islamabad (Anantnag), Apr 19: Police on Tuesday recovered the body of a two-year-old girl who had gone missing last month from Seer Hamdan area of this south Kashmir district.
The body of Areeesha Afroz, daughter of Afroz Ahmad Bhat, was fished out from river Lidder at Akura village of Mattan area in the district.
Aaresha went missing from Seer Hamdan village on March 19. A case FIR No. 17/ 2016 under section 344 RPC had been registered by police after the family filed a complaint and investigations taken up. The family had suspected that she might have drowned in the nearby stream.
“ The body was recovered by police,
SDRF, river police and marine comman-dos (Marcos) after carrying month long massive searches,” a police official said.
He said that after completion of legal formalities, the body of the deceased was handed over to her legal heirs for last rites.
Earlier, this month body of four-year-old child Ayam Hamid S/O Abdul Hamid of Dooru who also went missing last month in Pehroo village of Anantnag (Islamabad) was recovered in a stream in Anantnag town.
Pertinently, Anantnag ( Islamabad) had observed spontaneous shutdown on March, 23 to protest the mysterious dis-appearance of the two kids. They were demanding immediate action by police following which the later also issued look out notice.
Handwara Killings
Police arrest ‘eyewitness’Handwara (Kupwara), Apr 19: During a nocturnal raid police arrested an ‘eyewitness’ in con-nection with an alleged moles-tation case of a girl at Hand-wara, an incident that triggered a cycle of violence for past one week in this frontier district.
Police sources told CNS that a shopkeeper was arrest-ed for questioning after the minor girl claimed that he was one of the two accused who confronted her outside wash-room at Handwara.
“The arrested youth is being questioned. Everything will be clear within a day or two,” said a police official adding that another youth named by the girl is still out of reach, however, reli-able sources told CNS that the another youth named by the girl died in the protests.
The arrested youth is among the two persons named by the girl in her statement before Chief Judicial Magistrate. He is accused of manhandling the girl on April 12 while she was stepping out of a public rest-room in Handwara town. CNS
Army part of murder case registered by Police: DC

Srinagar, Apr 19: Police have registered a murder case against Army in con-nection with Handwara and Nutnusa killings. The cases have been registered against the soldiers of 21 and 47 Rashtriya Rifles at Police Station Handwara vide FIR No 131/2016 under Section 302 of Ranbir Penal Code (RPC).
“We have registered a murder case (302) against Army as it was a present at the spot where fire was opened and naturally case is against them also,” the Deputy Commissioner, Kupwara, Kumar Rajiv Ranjan, told Greater Kashmir over phone.
Police officials in Handwara said that a total number of four cases have been registered in Handwara. One of the cases have been also reg-istered against the people
who police claim spread the rumours of molesta-tion. Another FIR, police said has been registered against the people who have allegedly torched the Army bunker in Handwara main chowk. The FIR’s have been reg-istered Under Sections 148, 149, 307, 436 , 332, 427 and 511 RPC.
Officials of Police Divi-sion Handwara said that so far investigations have not been started. “Pre-vailing law and order situation did not allow us to start investigations,” a senior police official from Handwara told Greater Kashmir.
He said that they would be writing to Army to give the nominal role of the column that was present at the time of Incident at Handwara Chowk. “The investigations would be carried out by SHO rank officials.”
MDM scheme: MHRD grills JK’s education departmentSYED RIZWAN GEELANI
Srinagar, Apr 19: Ministry of Human Resource Development (MHRD) has grilled JK’s school education depart-ment over the delay in the release of funds to schools under Mid-Day Meals (MDM) scheme and also expressed concern over low cover-age of children under this centrally sponsored scheme in the state.
In the recent Project Approval Board (PAB) meeting convened in New Delhi for the year 2016-17, it was revealed that the department has failed to cover the school going children in 18 out of total 22 districts in JK state. The districts include Anantnag (Islamabad ), Shopian, Kulgam, Pulwama, Bandipora, Kup-
wara, Ganderbal and Srinagar in Kashmir divisions while as Kathua, Kishtwar, Ramban, Rajouri, Samba, Jammu, Poonch, Uddhampur, Doda and Reasi in Jammu division.
The annual PAB meeting was convened by Secretary School Edu-cation and Literacy (SE&L) MHRD, Dr Subhash Chandra Khuntia on February 19 to review the status and progress of the implementation of MDM scheme for the JK State and to consider state’s Annual Work Plan and Budget (AWP&B) 2016-17 pro-posals for the scheme.
From JK state the meeting was attended by Commissioner School education department Shaleen Kabra, Director school Education Kashmir Dr Shah Faesal, Director
School Education Jammu Smita Sethi, Joint Director planning School Education department Hari Har Dutt and other officials of the depart-ment. In the meeting, Shaleen Kabra has attributed the poor performance of the department with rationaliza-tion/ merging of schools as well as paucity of funds, late receipt of funds from State’s Finance Department at the school level during the financial year of 2015-16. About the delayed fund release to schools, the secretary school education department has the delay was due to late disbursement of funds by State Finance Department.
However he has informed the meeting that the Chief Secretary in the State Steering cum Monitoring Committee (SSMC) meeting has
directed the state finance depart-ment not to delay the fund release for more than 20 days “under any circumstances” and MDM fund can’t be delayed for more than two days from State to Zone level.
Moreover the performance of JK state has decreased in coverage of school going children for which the state officials were asked to take corrective measures on the “poorly performing indicators” for improving the performance of the scheme.
“Secretary (SE&L) advised that the State officials should ensure disbursement of funds from State to School within a time bound manner i.e. 15 days from the date of release of fund by government of India,” reads the minutes of the meeting.
Also, MHRD has stated that the issue of withholding MDMS funds by the state finance department will be raised with Chief Secretary of JK state. “ “If budget provision already exists in the State, then state may release their share even in absence of Central share and Central share could be released on receipt of funds from government of India so that MDMS could run smoothly,” reads the minutes, quoting Secre-tary (SE&L) MHRD.
MHRD has also suggested the state government that the respec-tive heads of the schools in the state be directed to use the avail-able school funds for running MDM which can be adjusted after receipt of the funds from the GoI).
