Chairman Sez:
As this will be my last “Chairman Sez”, I want to take this opportunity to reflect over the past four years. We
have grown, not only with members but with clubs. Our swim series meets are well attended and from your
comments they are competitive and most importantly fun.
There are too many of you to thank individually. But I would like to thank the Board, who has worked diligently to make sure that our LMSC complies with the rules and regulations of USMS. Thanks to all the Meet
Directors and Committee Chairs their hard work has paid off with great meets. And thank you to our members; attending meets, volunteering as timers and helpers and making suggestions and observations to
make our LMSC better.
This is an election year for our LMSC. All positions on our board are up for election at our general membership
meeting scheduled for November 9, 2014 during the second Carol Chidester Memorial Swim Series Meet held at Washington College.
Yes, sometimes it can be challenging to make an organization such as ours work. But the rewards can be
great, too. So if you would like to help our LMSC continue to grow, please contact a member of the Nomination Committee chaired by Tim McGough [email protected] , Mike Fanelli
[email protected] , or myself, Rand Vaillancourt [email protected] .We will be happy to talk to you about the positions and see what would be a good fit for you. In addition to the elected positions, there
are many appointed Committee Chair positions in which one may serve our LMSC.
Can you imagine, but this will be the twelfth year of the Carol Chidester Memorial Swim Series where our
members get to swim in competition without having to pay a meet or event fee. Not just for one meet, but for six. We are still the only LMSC that offers this benefit. I really want to acknowledge all of the meet
directors, who over the years, have put their time and effort in conducting the swim series.
It was my honor to be awarded the Dorothy Donnelly U.S. Masters Swimming Service Award at the annual convention for United States Masters Swimming. This honor is not only mine, but shared by all of those that
contributed in so many ways to make our LMSC better.
In closing, Thank You for allowing me to serve as your chairman for the last four years. It’s been a “ride” for

PRESENTS
The 2014-2015 Carol Chidester Memorial Swim Series
Maryland is hosting a 6-meet swim series for 2014-2015.
Meets are free to all registered Maryland LMSC Swimmers
who register online. Registered swimmers from other USMS
LMSC’s are welcome for a fee of $20 and must enter online.
Deck entry fee is $15 and will be permitted for Maryland LMSC swimmers only (Fee waived for ages 60+). All Maryland
LMSC swimmers who wish to deck enter must bring a copy of
their USMS registration card. Swimmers may print their own
copies by following the instructions on http://mdusms.org
New Maryland USMS registrations will be permitted on deck
and will be exempt from the meet fee. USMS renewals will not
be permitted on the deck.
The exact dates, event lists and other details for each meet
will be posted on our website as details become available.
Preliminary details are provided in this announcement but are
subject to change.
We encourage you and your teammates to attend the swim
series. The meets are low-key and fun. There are post event
“socials” at some meets.
The annual Maryland USMS general membership
meeting and election of officers will take place during
the November 9th meet at Washington College. Details
will be announced via the Maryland LMSC Yahoo Group
email list and will be posted on our website.
The Swim Series Challenge will include meets through
February 2015. An award will be given each swimmer who
competes in all of those meets and/or completes any 12
different individual events. Awards will be presented at the
sixth and final meet. Maryland teams will be scored using the Club Scoring method.
Details are posted under “Results” on our website. Series
awards will be presented at the March final meet.
CONDUCT: All meets will be sanctioned and have two officials. All
participants must be registered with United States Masters
Swimming (USMS). Visit http://mdusms.org for USMS
registration and more information.
Most meets will be seeded strictly by time. In these meets
men and women will compete together. Scores will be
calculated as usual by age group and by sex.
Relays in all meets may be Mixed, Women, or Men. Mixed
relays must consist of two men and two women. Swimmers
may enter exactly one freestyle relay and exactly one medley
relay. All members of a relay must be from the same registered
club, no unattached relays allowed. The relays will be swum
according to standard USMS relay age groups (18+, 25+, 35+,
45+, 55+, 65+, 75+, 85+).
A preliminary meet program is usually provided to entrants
the evening before the scheduled meet. Preliminary results will
be provided no later than the day after the event, in most
cases.
Each meet will use an on line entry system. The system will
be accessible via http://mdusms.org 14 days before each meet,
and will close at 9:00PM the Thursday prior to the meet. On
the site click “Event”, find the meet of interest, click on the link
and follow the instructions.
Swimmers who enter online will be pre-seeded in the meet
and in the meet program. Maryland LMSC deck entries will be
inserted into open lanes or into new heat(s) as required. Some
events may have entry limits imposed and may be marked as
“full” by the meet host/director, so swimmers who choose to
deck enter may not be able to swim their favorite events.
Online entry is strongly encouraged.
Each swimmer will be allowed to swim up to three (3)
individual events and two (2) relays per meet (a medley and/or
freestyle) unless otherwise posted on our web site.
Positive check-in at the meet for those who enter online is not
required with the following exception: Distances of 400
yards or greater shall usually require positive check-in
before the meet. Seeding of those distance events shall be
done the day of the meet based on the actual people who
complete a positive check-in to swim.
Each meet will have a minimum of 50-100 of each stroke, 100 & 200 individual medley, 200 freestyle, and a 200 of
Another stroke. The 500 freestyle and 400 individual medley
will be scheduled in at least two of the meets. The course for
all meets is expected to be short course yards (SCY).
Meet results will be submitted to USMS’s searchable database.

Swimmer Gives Back – and Gets Recognized!
United States Masters Swimming (USMS), is a membership-operated nonprofit organization of
over 60,000 swimmers from across the country. USMS’s mission is to encourage adults to swim. From beginners who enjoy the camaraderie of fellow swimmers to those who like the challenge
of competition there’s a place for everyone.
Masters Swimmers don’t just confine their participation to the pool. There are many volunteer
opportunities for the talent, expertise and generosity of its members. USMS recognizes the commitment of those who give back with the Dorothy Donnelly Service Award, honoring one of
USMS's outstanding volunteers. The award recognizes those whose contributions stand out in service to local, regional, and national programs. Up to 15 people are selected each year with
nominations coming from LMSCs, clubs, and individuals.
This year, one of Maryland’s most dynamic coaches is recognized for his work in promoting and growing USMS. Rand Vaillancourt has been a tireless coach for the Anne Arundel Amphibians
for more than two decades, helping to grow its membership and programs, and providing increasing competitiveness in local competitions. Not limiting his efforts to his own team, he has
been counted on to increase adult swimming opportunities for others by helping in the establishment of several other local swim clubs.
Rand brings his expertise to the Local Masters Swim Committee as chairman, overseeing the administration and operation of other local clubs throughout the state. He is a regular that
represents all of Maryland at the annual USMS convention, serving on its committees that benefit from his long-term service and knowledge of administering local services. Maryland’s
swimming community is now better off as a result of his service.

Minutes:
General Membership meeting, October 20, 2013 (Note: GM Minutes were not presented at the
November 10, 2013 BOD meeting). A motion was made by Michael Fanelli, to accept amended minutes as presented by
Chairman. The motion was seconded by Christopher Freigang. After discussion a vote was taken and the motion passed.
Board of Directors meeting, November 10, 2013.
A motion was by Shane Knipschild to table the November 10, 2013 minutes since the Secretary was not present and minutes were not provided by the Secretary. The motion was seconded by Jeffrey Smith. After discussion a vote was taken and the motion to table was passed.
Report of officers:
Chairman – Rand Vaillancourt: All reports and filings are up to date. April 30th is the deadline to file the
approved General Membership minutes with USMS. That is one of the reasons for this BOD meeting.
Last year our LMSC was 98% in compliance with USMS standards. Thanks to the diligence of the
volunteers, meet directors and others the goal is to reach the 100% mark this year. Kevin Joubert is
looking into the possibility of getting another facility, Loyola H.S., for the winter series.
Vice Chairman - Tim McGough: Given by Chairman – Tim has nothing new to add. He is unable to
attend due to a family emergency.
Secretary – Erin Mathews: Not present. No report submitted.
Treasurer – Michael Lee: Given by Chairman – Michael has filed the 990-N tax return as required. The
year-end financials have been submitted to USMS as required. For Fiscal Year 2013, the LMSC’s expenses were $3,450.32 more than revenues. It is to be noted that
there was a total of $2,000.00 charged to the LMSC by USMS for the open water insurance surcharge.
Currently we are in the black and all known expenses are covered.
Registrar – David Wendkos: Given by Chairman – David unable to attend due to prior family obligations.
All reports to USMS are current. The new registration system seems to be working well after a few bugs
were worked out.
Committee Reports:
Sanctions – Jill Springer: We are in compliance for submission of meet results to USMS. Thank you, to
the meet directors and all those involved in getting their reports in within the deadlines.
Top Ten – Jill Springer: Wants to acknowledged that Michael Lee has been updating the Maryland Top
Ten and that his volunteering to do so has kept the records, basically, current.
Coaches – Kevin Joubert: Given by Chairman - USMS has initiated its own coaching certification
program. Basically, anyone that has already been certified by ASCA for masters will be considered certified by
USMS. Officials – Rand Vaillancourt: Our usual officials are up to date with the USMS/USAS/FINA differences.
Editor – Erin Mathews: No report submitted. From the Chairman – A reminder that the deadline for
submission to the next newsletter is May 16th.
Web Master – Christopher Freigang: There was a major security hole for the web site which has been
rectified. I am working on placing the new LMSC logo in the proper location on the front page.
Safety – Shane Knipschild: Attended all swim series and open water events and did not find any issues
that were not resolved.
Unfinished Business:
Timing System: Erin was looking into pricing for a LMSC timing system. Not present no report submitted.
Shane, Rand and others have been gathering price and capability information. Michael Fanelli
suggested that a fund be set up for the purchase of a system.
New Business:
Summer Swim Series: Chairman sent an E Mail to all club representatives requesting bids for the summer swim series. To date Nancy Brown, not the club representative, has requested June 1 for a SCM meet at Big Vanilla, Pasadena. This meet would require both Maryland Masters and Anne Arundel Amphibians volunteers. This is the only meet request received. After discussion it was decided that the date be secured.
A motion was made by Shane Knipschild and seconded by Christopher Freigang to approve funding for the June 1 meet not to exceed $1,300.00 and for any summer swim series meet for fiscal year 2014, at the discression of the Chairman. After a lengthy discussion a vote was taken and the motion to fund was passed.
Convention: (added to the agenda) Location is Jacksonville, Florida September 17th - 21st. Our LMSC
may send up to five people to convention, consisting of two that are on national committees and up to
three delegates based upon our registered membership for 2013. The Chairman has submitted a grant
request to the Zone Committee Chairman to assist with some of the convention expenses.
Minutes/LMSC Secretary: (added to the agenda) After a lengthy discussion, all members of the BOD,
present at this meeting, requested that the Chairman find out why the secretary has not submitted minutes
for review by the BOD.
Adjournment: A motion to adjourn was made by Mike Fanelli and seconded by Shane Knipschild. There was no discussion. A vote was taken. And the motion to adjourn approved.

The meeting was call to order at 6:17 by the Chairman. The Chairman requested that only currently
registered LMSC members participate in voting.
Tim McGough motioned for approval of the minutes from the previous board meeting.
Michael Lee seconded. There was no discussion. A vote was taken and the motion passed.
Michael Lee motioned that the membership accept and approve all actions taken by the board in the past
year. Raymond Toy seconded. There was no discussion. A vote was taken and the motion passed.
Report of the officers:
Chairman: Rand Vaillancourt – To date we have over 900 members and 22 clubs.
The Chairman said the next Board meeting will be held after next meet on November 10, 2013 at
Washington College. Part of the agenda will include discussion for the 2014 membership dues.
Vice Chairman: Tim McGough – As the Chair of the nominating committee for next year’s election, Tim
asked the membership to e-mail him if they wanted to be considered by the committee for Board of
Directors position.
Treasurer: Michael Lee – We are in the black. Foreseeable obligations are covered.
Secretary: Erin Mathews – The newsletter is currently posted online.
Registrar: David Wendkos – USMS has moved to a new registration site, there may be a few bugs when
renewing for 2014. If your registration doesn’t go through right away please wait to try again. USMS has
increased their portion of dues by Two Dollars.
The Chairman asked the membership if there was any old or new business to be discussed. There was no
reply.

Coaches - Kevin Joubert: (Given by Chairman) Request for funding for
grants for coaching certification. After lengthy discussion, A motion was
made and seconded to approve a total of $750.00 in grants for Level 1&2 combined coaching certifications. A vote was taken. The motion passed.
Sanctions / Top Ten – Jill Springer: No report.
Safety - Shane Knipschild: Went to all sanctioned and recognized
LMSCUSMS meets and Open Water events with Rand. Open Water Events
required extra diligence due to new insurance requirements.
E - Unfinished Business:
a. LMSC Logo contest for web site: (Michael Lee) (Given by Chairman) The
winner of the LMSC logo contest and $100.00 prize is Anne Schulte.

considering that USMS is raising membership dues we will not be able to
continue without a increase in the LMSC dues for 2014.
A motion was made and seconded to increase the LMSC portion of the membership dues to $20.00 for 2014, effective January 1, 2014. After discussion, a vote was taken and the motion passed.
C. nomination committee: (Chaired by Tim McGough): After discussion, A motion was made and seconded that Rand Vaillancourt and Michael Fanelli be the other two members of the nomination committee. A vote was taken and the motion passed.

from Anne Arundel Amphibians
The lazy days of summer have not been “lazy” for the Anne Arundel Amphibians. On June 1st, we had a
combined Anne Arundel Amphibians and Maryland Masters hosted meet at Big Vanilla, Pasadena. The
sun shone bright on us and it was a great day for an outdoor meet. As always I want to thank all the
volunteers that made this meet a success and a fun time for all.
Several of my tadpoles (Liz Hogan, Carolynn Foley, Matt Levendoski, Jason Carnes and Sean Lawlor)
participated in the 2014 Marriott U.S. Masters Swimming Summer National Championship. Carolynn Foley
placed first in 2 of her 6 events. And our Relay Teams placed well above their anticipated finish. Way to
Go Amphibians!!!!!
Over the course of this summer, many of my more mature tadpoles have participated in area Senior Games
in preparation for the National Senior Games next summer in Minnesota. (Note: There is a 100+ age group
and there are swimmers in that group. You’re never too old to be all wet.)
One of the goals and objectives of U.S.M.S. is to enhance fellowship and camaraderie among Masters
swimmers. After practice on Saturday morning and Wednesday evening a group of my amphibians join
together for refreshments, to unwind, to get to know each other and just to have a laugh. We try to join
together with other clubs for after meet socials, also. This is a great way to hear about other’s experiences
in swimming.
In late August, a group of my amphibians took in a Bowie Baysox game. It was wonderful to get together
with swimming friends in a non swimming arena. Thanks to Lou and Jim Corones for coordinating this
spectacular evening.
Every year, USMS meets as part of the United States Aquatic Sports convention. Our coach, Rand Vaillancourt attended representing our LMSC. He has worked over the past years, as part of the Rules Committee, to update, refine and clarify the governing rules of USMS. I am VERY happy to congratulate Rand on receiving the Dorothy Donnelly U.S. Masters Swimming Service Award at the convention. This award is presented for service that has
been outstanding in its scope, its impact on the program and the number of members who have benefited
from his efforts on the local, regional and national level. We Amphibians are very proud that you are our
coach.
Well, we look to the future and another outstanding Carol Chidester Memorial Swim Series.
