Further to your request, Arden Consulting Engineers Ltd. (ACE) has completed a limited review and assessment of the subsurface conditions at 29550 and 29560 Lougheed Highway, Mission, BC for the purpose of assessing the parcel’s ability to support an onsite wastewater treatment system and groundwater supply for a proposed commercial development.

BACKGROUND

Both subject properties are currently developed with older residences that are no longer occupied. Future development may include the following facilities:

24 hour fast food restaurant with seating for up to 30 persons; A gas station with 6 pumps and a convenience store Coffee shop Commercial retail

The corresponding design flow rate for the future development is summarized in the table below.

The total design flow rate for the proposed development is 18 m3/day and accordingly, the discharge would be governed by the Sewerage System Regulation (SSR) administered by the Fraser Health Authority (FHA).

The collective area of the two parcels is approximately 2.1 acres. Both parcels were serviced by private wells. The locations of the existing wells are shown on the attached site plan. It is noted that the existing wells may not necessarily be retained. Sanitary sewer is not available and therefore both lots will need to be serviced by an onsite wastewater treatment or septic system. The property slopes to the west (towards Saint Anthony’s Way) at a slope of approximately 15%. The subject parcels are bounded by the Lougheed Highway to the east and north and Saint Anthony’s Way to the west as well as two residential lots to the south. There are no surface water courses, ponds, wetlands, springs or drainage ditches visible on the property. Other than the setback distance to the private wells servicing the neighboring residential lots to the south, there are no physical site constraints on either subject parcel that would affect the location of a future septic system.

SUBSURFACE INVESTIGATION FOR SEWAGE DISPOSAL

A limited subsurface investigation was conducted by ACE on March 10, 2015 for the purpose of evaluating the subsurface conditions and each parcel’s ability to support an onsite sewage disposal system to service the proposed development. Ten testpits were advanced using a small tracked excavator to depth of approximately 1500mm Below Ground Surface (BGS) and the subsurface conditions were logged by a member of our engineering staff. Three testpits were advanced at 29550 Lougheed Highway and seven were advanced at 29560 Lougheed Highway. The test pits were then back filled for safety reasons. Additionally, eight percolation tests were performed to assess the soil permeability. The percolation holes were presoaked prior to timing. The test pit locations were chosen to provide coverage of all areas on both properties as there were no physical site constraints that would prohibit construction of a septic system. The locations of the test pits and percolation tests were recorded by GPS and their approximate locations are shown on the attached site plan. All of the test pits advanced were suitable for effluent dispersal under the SSR. No seepage, water table or restrictive layer was encountered at depths of up to 1.5m. In general the subsurface conditions consisted of the following subsurface conditions:

0-400mm Silty Sand, brown loose, organics (Topsoil) 400-1500mm Sand and Gravel, some silt, frequent cobbles, occasional boulders

(sub rounded), brownish grey, medium dense, moist

Detailed logs of the test pits are attached. The percolation test results are presented in Table 2 below.

The average percolation rate is 3.5 minutes per inch and is considered very favorable for effluent dispersal.

Options for Effluent Dispersal

Given that there are limited site constraints on both lots affecting the location of a future septic system, the effluent dispersal field could be located anywhere on either parcel provided that it is outside the 30m setback to any water wells. Given the relatively high design flow and the high percentage of proposed hard surfacing, it is likely that Type 2 or 3 effluent will be required to reduce the effluent dispersal area. Type 2 effluent is treated by a sewage treatment system to achieve the following standards:

Biochemical Oxygen Demand (BOD5) < 45mg/L

Total Suspended Solids (TSS) <45 mg/L.

Type 3 effluent is required to meet the following standards:

Biochemical Oxygen Demand (BOD5) < 45mg/L

Total Suspended Solids (TSS) <45 mg/L.

Fecal coliform bacteria < 400 CFU per 100mL

It will be necessary to orient the longitudinal axis of the effluent dispersal area parallel to the contour lines. Given the slope of the property (15%) a long narrow configuration is required. ACE has calculated the area required for the effluent dispersal field based on the projected design flow rate and Type 2 or 3 effluent.

GROUNDWATER SUPPLY AND AQUIFER IMPACT ASSESSMENT

There is an existing groundwater supply well located on the property as shown on the attached Site Plan. A search of the BC Water Resource Atlas (BCWRA) revealed eight existing wells within 250m of the Site. The records for these wells are attached, as downloaded from the provincial WELLS1 database. These well locations are shown on the attached site plan. The locations of the surrounding wells are shown on the attached MAPSBC Well Location Map. Note that the locations of the well noted in the MAPSBC database are not always accurate, and provide a general indication of the well locations in the area. As such, the locations of the wells closest to the subject Site were measured from known parcel boundaries of the subject lot or recorded by GPS. It is noted that only the well located at 29543 Donatelli Avenue affects the positioning of a future effluent dispersal area. The 30m setback distances are plotted on the attached site plan. This well is also the closest to the existing production well at 29550 Lougheed Highway. Based on the water well log (WTN 53492), the on-Site well is 81 feet deep and the depth to water is 1.44m. This well was drilled in 1984 and was used for domestic water supply. Based on the age of the well, it is not likely completed with a surface seal in accordance with the Groundwater Protection Regulation. The driller's estimate of flow was 20 gpm. The production zone appears to be confined as the well is completed below a layer of cemented sand and gravel. WTN 10135 located at 29543 appears to be completed within the same production zone as the on-Site well. This well log indicates it is completed below a layer of clay near the ground surface.

Several shallow wells are also located in the vicinity. Review of the Surficial Geology Map 1485a indicates that the subject Site is underlain by Sumas Drift, which consists of recessional channel and floodplain deposits between 5 and 25m in average thickness. These deposits extend to the north. Wells completed in this aquifer appear to be very productive. To the west, the geology consists of sandy till and sub-stratified drift, 2 to 10m in thickness and lacustrine silt and clay between 5 and 35m in thickness. Further east Tertiary bedrock is indicated and is mantled by glacial drift. Wells in this area are not very productive. The well log for WTN 78596 represents the stratigraphy described above. The location of the subject Site is within a boundary area of a relatively productive aquifer to the west and a lower productivity aquifer to the east. Elements of the surficial geology described above are present in both of the deep drilled wells in this area. The estimated flow required for the proposed development is 18,000 Lpd. Based on a 16 hour operating day, the continuous flow is estimated at 18.75 Lpm (5.1 USgpm). This is a relatively low water supply requirement. Wells located to the east appear to be completed in a different geologic environment and will not be impacted by a new well on the subject Site. Based on this preliminary assessment, completing a production well similar to one on-Site will not impact the surrounding wells completed with the same production zone. Given the low flow requirement for the water supply, it is also very unlikely that the shallow wells will be impacted given their distance from the Site. The following recommendations are provided to mitigate any impacts on the surrounding wells.

1. Drill a new well on the subject Site and complete the well in accordance with the Groundwater Protection Regulation;

2. Complete a 24 hour pumping test on the new well while monitoring the water levels in the existing well and any neighbouring shallow wells, provided the well owners provide permission. If the shallow well owners do not provide permission to monitor these wells, a shallow monitoring well will be completed to monitor the effect on the watertable;

3. The well flow capacity will be rated based on provincial guidance and will not exceed the rate of recharge to the well to ensure a sustainable flow;

4. Following completion of testing, the existing well should be decommissioned in accordance with the Groundwater Protection Regulation.
