The following confidential message for you from Dr. Joseph Sohwartl was received fran Ankara unrlar date of July 24, 19441

"! received a letter dated June lJ from Josef Blum Budapest in which he advises concerning the situation in Himgary. Ap~roximately 400,000 Jewa had been deported as of that

•date and further transports 1111re in preparation. llany of those able to work have been sent to Waldsee near '' Ludwigshafen from whioh plaoe thousands of postcards have been received. Upper Hungar.&, sub-Carpathian, Transyl­vania and Southam Hungary are already Judenrein. JeWD are not pennitted to livs in towns of less than 10,000 population and in cities over that number they are con­fined in ghettos froai• which they are sent to concentration points for. daportation. The Jews of Budapest thus far had not yet been 1111bjeated to daportation.

•A oonoentration camp has been established for those unfit tor labor to which the first JO,OOO consisting of children, wanen llick,and old people are being sent to be kept there until they oan be sent to or through Spain.· For the care of these 30,000 they ask for &500,000 as a one timo g1•ant to be deposited with 'saly Mayer at the diSposal of Philip Ton Freudiger, a member of the Central Jewish Committee, other members of 'llhioh art;~ Dr. Resaoe Kastner Julius Link, Joel Brand and Josef Blum. In addition, they request a monthly budget of $360,000 for this purpose. I ask you to undertake all possible etepe in order to make available at least the $500,000 which they roquest for all emergency operations end requiremente. They have great hopes that same might still be saved via Spain where they estimate 5,000 'to 6,000 might be sent weekly. They suggest further that, if' Spain carmot accoimuodate the approXimately 30,000 to SO,OOO who might be able to leave within a reasonable

look upon Spain as the only possible avenue of escape since the Oermans refused to consider the possibility of sending people via TUrkey.

"Jiessages received from Switzerland tod&,y as well as infor­mation h-an other sources including the Papal Nuncio in Istanbul indicate that Palestine certificate holders ~ be permitted to leave, also that children up to 10 years of age ma,y be permitted to depart under the auspices of the International Red Cross if a haven is found for them. Further that the people in concentration camps ma,y receive food and supplies from the outside provided they are sent thrcugh International Red Cross. There is-Also an indication from several sources that a number of Hungarian Jews,· the figure varying from 1,200 to 1,700, have either alrea<V left or are prepared to leave Hungary sa route to Spain.

In exploring possible means of res~uing refugees

from Hungary we n\e reminded of pnst experiences which

indicated that tho possession of visas to Palestine

and overseas countries has had tho effect of delaying

and in numborous cnsos of nctuully saving

nnd enabling them to emigrate. Recently, us

reported in tho Embassy's No, 124"8, 283 refugees from

Germany succeeded in reaching Palestine us the result

of their securing visas for Palestine under:un- eKchungo I

for Gorman nationals.

In view of the above, private agencies hero~

particularly JDC, urge that serious consideration b~

given to the sugl'i"'ostion mf'.de by the committee from

Hungary, contained in the telegram which wo understand
