GST OFFICERS ARE working on a systemwhere businesses above a certain turoover threshold will have to generate 'e -invoice' on the government or GST portal for every sale, thereby effectively reducing the room fortax evasion. To start with, businesses above a specifi ed thresholdwill iust get a unique number for every electronic invoice or e- invoice generated. This num- ber can be matched with invoices reported in sales return and taxes paid, an offi- cial said. Going forward, busi- nesses willbe requiri:d to gen- erate full electronic tax invoice or e-invoice recording entire value ofsales. The official said businesses beyond a turnover threshold would be provided a software whichwill be linked to the GST or a government portal for generating e-invoice. The threshold can also be fixed on the basis of the value of invoice. "The requirement of e- invoice generation could be either on the basis ofturnover of the registered person or value of invoice. The thinking is, ideally, it shouldbe based on turnover threshold so as to avoid splitting of salesi'an offi - cial said. Giving example,the official said if the rninimum invoice value is fixed at {1,0O0,there is a possibility of businesses of splitting the bills to avoid the invoice-based threshold cap. The method for generating e-invoice will be similar to the one being followed for e-way bill on the'ewaybill.nic.in'por- tal or payment of GST on the GSTN portal. The proposed system of e- invoice will eventually replace the requirement of generation of e-way bill for movement of goods, as invoices wouid be generated through a cen- tralised government portal. Currently, e-waybill is required for moving goods exceeding r50,000. The officialsaidonce full e- tax invoice starts getting gen- erated, it would significantly ease burden ofreturn filingby businesses as invoice-wise data would be auto-populated in retur:nforms. 'We will have to study global models followeclbycountries in Latin America, South Korea and those in Europe. We will also lookatways to incentivisebusi- nesses to adopt the method of e-invoice generationi the officialsaid. An officers committee, comprising central, state tax officials and GST Network chief executive,has been set up to look into the feasibility of introducing e-invoice system to streamline generation of invoices and easing compli- ance burden.
