We are having a LPG plant at Sekmai in the foothills of hills in lmphal West district of Manipur.Geographically, the Plant is located at longitude 93'52'38.8" E and latitude 24'57'40.11" N at an altitude ofabout 770 m frorn mean sea level (MSL).

The plant is hardly 700 Metre away from the hills. The area is having sand and stones in thesurface. We are having one pond around 2 Metre deep but water is not hold in dry season and it ispercolated away.

Present system of using surface water is not adequate to meet Fire and safety requirements as pernorm5.

We require about 50 KL/Hour water for Fire & safety and operation purpose of the only LPG plantcatering entire Manipur market.

Kindly let us knsw ground water availability for viability of borewell. Kindly let us know aboutCGWB data for ground water availability and Geophysics/Hydrology data for our area. Also, let usknow about contractors to execute the borewell. lt will be helpful if you do the job on'DepositWork basis.

Sir,Inviting your kind attention to the above mentioned reference letter from your good office, the

undersigred visited the LPG Bottling Plant in Sekmai along with the range officers of Sadar East and

West on 9ft January 2012. The plant area 'nhich is currently working and the extra facility to be

created were inspected for the possibiliry of development of a green belt around the plant as per the

. CPCB guidelines. The residenrial area adjacent to the plant area was also visited.

The following are the findings on account of the inspection conductedI. The plant area where the activities of bottling takes place is spread over a campus of area 30

acres (inclusive of the additional faciliry to be installed)2. Presently the vegetation occurring along the boundary is spase but for rveeds and dned

grasses whrch can pose a threat offue.3. Some plantation initiative was taken on the North-western boundary of the plant area where

the species predominantly planted tvere Tectona grandis.4. The growth of the plants planted 4-5 years back were forurd to be stunted. Though teak is a

fire hardy species this is not suited for this area since the growth rate is very low and the leafarea index is minimal for this zone.

5. The grass gowth inside the boundary rvhere the LPG bullets were installed was found to be

cut back on a regular basis to avoid the fue hazard.6. The width of land available for creation of green belt varied from 5m to 30m around the plant

area.7. The major constraint of land availability for the creation of green belt is on the Western side

where the additional storage facility is being created.8. Trvo lugh tension Electric Transmission lines are runmng over the residential area of the plant

which adjacent and separated by a brick wall.9. The residential area is devoid ofany ffees and vastly covered by dried grasses and weeds.10. A water hole was dug up on the residential area adjacent to the plant area, major portion of

which was dried up.11. The South-Eastern boundary of the plant area was found to have the problem of water-

logging.

Based on the above mentioned observations the followrng are the recommendations fordevelopment of a greenbelt around the plant area:-

1. The specific gurdelines of MoEF in its Environmental Clearance for the plant state the

requirement of a minimum of 33o/' of the plant area to be under Green Belt area.2, To meet this requirement stnp plantation of a mrnimum width of 35m along the boundary of

the plant area is recommended.

3. To meet tlus requirement especially in the area where the additional storage facility isrequired plantations have to be done outside the boundary ofthe plant area also. This may bemade possible by either acquiring the required land or by taking it on lease. The width ofplantation outside the boundary of the plant area wili depend on the width of land availableinside the plant.

4. The spacing proposed for trees and bamboo is 3mx3m which is adequate for the present site.5. The ornamental species, slrubs and grasses to be planted in the foremost row will have a

spacing varying from lmx I to 2mx2m depending on the size of the pant.6. The structure of the plantation to be adopted is ornamental evetgreen trees and shrubs on the

foremost row, followed by trees of medium height in the second and third row, evergreentrees with thick foliage and maximum height in the middle rows and finally tllckets ofbamboo and cane on the farther most boundary.

7. The plantation wrll be camed out in raised bunds where the problem of water loggrng is there.8. The nursery for raising seedlings has to be established in the month of August-September-

October.9. The seedlings will be planted out m the month of June-July.10. In the 1" of plantation three weeding operations will be carried out in the months of

September, January and May11. In the second year two weeding operations will be carried out in the months of September and

February along with mainternnce of the plantation which will include beating up of casualties(20-30% causalities are common in rhe plantations wluch are again replaced in the next year).For maintenance the well grown seedlings which are kept in the nursery u'ill be used.

12. ln the thrd year of plantation one weeding rvill be done in the month of September.13. ln the buffer zone of plant planting of trees are not recommended due to firehazard. But, the

model adopted in Nagaland which involves use of Plantain which is a fue retardant species isfound to be successfii. This model may be adopted if necessary.

14. Apart from the strip planting done in the boundary the campus area will be planted withmoderately high ornamental trees and shrubs in view of the aesthetics.

15. The residential campus which covers an atea of 32 acres is devoid of trees and will be plantedup in the similar fashion as with the plant area.

The species recommended for the plantation are listed in Annexure-ITo conclude, there is an urgent requirement for greening up the campus area which is mostly

devoid of vegetation. The plantation activify has to be phased out over a period of 3-4 years withadequate maintenance. Technical help can be sought from Forest Deparfment. The facilities and staffsavailable in Sekrnai Beat Office under Sadar East Range of the Central Forest Division can be madeuse of for the implementafion of the above mentioned Green Belt.
