France and Britain were engaged in war (again) and the U.S. filled the trade void left by the two powers.

G.B. and France ignored our right to neutrality. Napoleon broke the Treaty of Morfontaine and the British began the impressment our sailors.

However, foreign trade continued to skyrocket to an all-time high (over 100 million dollars in 1807).

Many Americans were angry with the practice of impressment and wanted war with G.B.

Jefferson, like his predecessors wanted to avoid war.
