E-TENDERS INVITED FOR DESIGN, DEVELOPMENT AND MAINTAINENCE OF WEBSITE FOR

ESIC MEDICAL COLLEGE & HOSPITAL (EMC), SANATHNAGAR, HYDERABAD-500038.

1. E-tenders under two-bid system are invited from registered, reputed and eligible agencies for design, development and maintenance of official website of ESIC Medical College (EMC), Sanathnagar Hyderabad-38 for one year. Quotations are invited from agency/company having exposure/ expertise in web related software development, designed & uploaded website with cyber security features.

2. Eligibility Criteria:

The agency/firm/company should have a turnover of not less than Rs.36,00,000/-. Copies of Company/firm/

agency balance sheet should submit, certified by the Chartered Accountant.

a. The Tenderer should have a Registered Office/Registered Branch Office in Hyderabad. b. The tenderer should provide satisfactory evidence, acceptable to the ESIC Medical College, Sanathnagar,

Hyderabad-38 to show that he has efficient technology adequate capability, technical knowledge and experience of design & development of website for government organization as detailed in special conditions of this tender.

c. The tenderer should have completed from start to finish, in the last three financial years (i.e. current year and three previous financial years) at-least one single work i.e. DESIGN & DEVELOPMENT of website. The tenderer should have adequate financial stability and status to meet the obligations under the contract, for which he is required to submit detailed report of similar work done & proof of payments. Dean reserves the right to modify or relax the eligibility criteria in case sufficient numbers of the Bidders are unable to fulfill the required criteria. No relaxation will be given as far as statuary requirements are concerned.

d. The tenderer should have a total contract amount received during the last three years (i.e. current year and three previous financial years) as per turnout/balance sheet at least a minimum of 150% of the advertised tender value of the work e. The Contractor should fulfill the various criteria and fill up the information as specified in the Technical Bid with supporting documents specified therein.

PART-1 GENERAL TENDER TERMS, CONDITIONS AND INSTRUCTIONS TO THE TENDERER

1. Bids for the tender will be accepted only online through www.esictenders.eproc.in and a copy of manual tender

application along with Earnest Money Deposit (EMD)/Exemption certificate as per General Financial Rules 2017 (as

amended)/ESIC rules should be dropped in the box placed at conference hall, ESIC Medical College Hospital

Sanathnagar, Hyderabad or sent to “The Dean, ESIC Medical College Hospital, Sanathnagar, Hyderabad-38 in a

closed cover superscribed as “Tender for Design, Development and Maintenance of existing Official Website of

ESIC Medical College, Sanathnagar”. Conditional tenders or incomplete tenders will not be accepted and summarily

rejected. 2. Bid Security/Earnest Money Deposit(EMD)/EXEMPTION CERTIFICATE

a) The last date for receipt of EMD at ESIC Medical College, Sanathnagar is 05-10-2017 (The EMD of Rs.1,00,000/- in the form of Demand Draft(of any Scheduled Bank) drawn in favour of “ESI Fund A/c No.1” payable at Hyderabad should be dropped in the box placed at Conference Hall, ESIC Medical College Hospital, Sanathnagar, Hyderabad or sent to “The Dean, ESIC Medical College Hospital, Sanathnagar, Hyderabad-38 in a closed cover super scribed as “ Tender for Design, Development and maintenance of official website of ESIC Medical College, Sanathnagar”, unless exempted from payment of EMD as per General financial rules 2017 (as amended)/ESIC Rules.

b) EMD shall remain valid for of 30 days beyond the final validity period of bids (90 days). c) A bid received without Bid security (EMD)/Exemption Certificate stated in the above point shall be rejected at the

bid opening stage. d) The earnest money deposit (EMD) shall be refunded to the unsuccessful Tenderers after finalization of the Tender

process. It shall be refunded to the successful Tenderer on receipt of Security deposit or shall be allowed to be adjusted towards Security Deposit.

e) No interest is payable on the EMD.

f) The bid security may be forfeited: 1. If a bidder withdraws his bid during the specified period of bid validity specified in the bid document. 2. In the case of successful bidder, if the bidder fails to:

3. Submission of Bids: All bidders are to upload their bids online at https://esictenders.eproc.in and manually drop their bids with valid documents at conference ESIC Medical College Hospital, Sanathnagar. The documents for online need to be uploaded and instructions for online and offline in this regard are as below:

(a) Technical Bid: Duly filled and signed. The technical bid should be supported by all documents marked “*” (asterisk

sign) in the Technical bid Form and serially numbered as per the Serial numbers in the Bid form.

(b) Financial Bid: Duly filled and signed. The Financial Bid should be accompanied by the declaration in Annexure-A

duly filled and signed. (c) All the pages of the Bid Forms and supporting documents should be self-attested.

4. All the entries/documents submitted in the bid must be legible and filled clearly and self-attested along with the

seal of the firm. Any overwriting which is unavoidable shall be attested by the Authorized Signatory failing which

the bid will to be liable to be rejected.

5 .Deadline for submission of bids:

bids received will be considered for the re-tender.

6. Bid Opening and Evaluation

(a) Thebid shall be opened online by the Officers authorized by the Dean at _______________________ in the Conference Hall, Ground Floor ESIC Medical College, Sanathnagar in the presence of the bidders or their representatives duly authorized by the bidder who wish to be present.

(b) All the bids will be scrutinized, relevant documents will be checked for their eligibility.

(c) The tenderers whose technical bids are accepted will be informed about the date of the opening of financial bids.

7. Contacting Officials:

1. No bidder shall try to influence the Hospital administration on any matter relating to its bid, from the time of the

bid opening till the time contract is awarded. 2. Any effort by the bidder to influence the Hospital administration in the bid evaluation, bid comparison or contract

award decision shall result in the rejection of the bid. 3. Any doubts on the tender may be placed for clarification during the Pre-bid meeting.

8. The financial bid shall be valid for a period of 90 days from the date of opening of the financial bid. No Tenderer

will be allowed to withdraw after submission of the tenders within the bid validity period and the EMD submitted

by the tendering firm would stand forfeited in case of withdrawal.

9. Tenders received and found deficient on account of registrations, documents or any required information are liable

to be rejected summarily.

10. The Tenders from Individual/Firm/Organization including its Partners/ Shareholders/ Directors who have been

blacklisted/prosecuted by any departments/statutory bodies in any State or by any Court of Law, shall not be

entertained.

11. Each bidder shall submit only one tender either by himself or as a partner in joint venture or as a member of

consortium. If a bidder or if any of the partners in a joint venture or any one of the members of the consortium

participate in more than one bid, their bids are liable to be rejected.

12. The bidder shall submit full details of his Agency / firm or, if the bidder is proprietor / partnership or a Private

Limited Company, full details of ownership and name of the Directors. If the bidder is a Registered Company

a. Partnership of two or more persons, all such persons shall be jointly and severally liable to the Hospital for the

fulfillment of the terms of the contract. Such persons shall designate one of them to act as authorized signatory

with authority to sign. The Company / partnership shall not be altered without the approval of the Hospital

authority.

13. The bidder is expected to examine all instructions, Forms, Terms and conditions in the tender document. Failure to

furnish all information required by the tender document or submission of a tender not substantially responsive to

the tender document in every respect will be at the bidder’s risk and may result in rejection of his bid.

14. All the information as required in the tender document should be filled up in the relevant part and no Column should be left unfilled. An incomplete tender document or tender document submitted without tender fee (if applicable) and earnest money deposit (EMD)/Exemption certificate will be summarily rejected.

15. Tenderer signing the tender must clearly specify whether he is signing as sole proprietor, partner, under power of attorney or as Director/Manager/Secretary etc., as the case may be.

16. Non transferability : This tender is non transferable 17. Any conditional acceptance is liable for rejection of tender. 18. The Dean, ESIC Medical College Hospital, Sanathnagar, Hyderabad-38 reserves the right to accept or reject any bid

including the lowest and to annul the bidding process and reject all bids, at any time prior to award of contract, without thereby incurring any liability to the affected bidder or bidders or any obligation to inform the affected bidder or bidders of the grounds for the said action.

19. The bidder is responsible for clarifying any ambiguity, conflict, discrepancy, omission, or other error prior to submitting the proposal. Requests for clarifications should be sent to E-mail: [email protected].

20. Delivery Terms and Period: The weekly updating will be handled by the successful bidder and will start from the date of award of contract. The bidder will undertake a study to finalize the requirements in consultation with committee. The work plan outlining the different phases and delivery schedule will be submitted to EMC for approval. The bidder should ensure timely completion of work as per schedule. The proposal should specify the schedule and delivery period for code, text, graphics, photographs, and other functionalities, as also for complete implementation.

21. Period of Contract: ESIC will enter into a contract for the design and development of the Website. The contract include two phases , During the first phase of 2 months the design, development and uploading is done , Second phase includes the acceptance testing till final approval for a minimum period of 2 months from the date of successful completion of the work. The ESIC reserves the option to extend the contract for further specified period under mutually agreed terms and conditions or to maintain the Website on its own after the end of the contract period.

22. Completion the Contract: The Contract will be deemed to be completed on successful installation, completion of training of the ESIC's Technical Team and handing over of the source code along with design and technical details including documentation which should be provided to the ESIC after training till satisfaction of the user and during acceptance Testing. 23. Warranty, operation and maintenance of website:

The Website will be under warranty period for three years after date of launching the website. The successful tenderer shall give an undertaking for running the website for the warranty period of three years.

Security Deposit: - Contractor is required to deposit 5% of the contract value towards the security deposit. EMD of Rs1,00,000/- remitted by you along with offer will be adjusted against security deposit and balance from first bill. Payment of security deposit will be done after completion of third year from date of launch i.e. end of the warranty period.

24. Time Frame: The time frame for study, design and development of the Website including successful audit from and completion of the portal along with the transfer of final source code will be 02 (Two) months from the date of award of the contract. 25. Payment Terms: 90% payment of order value will be made on delivery, completion, hosting of portal and successful acceptance testing for security audit certificate / safe to host certificate along with transfer of final source code and balance 10% payment shall be released after 3 months of the termination of contract. 26. Training:-For smooth operation of website proper training of its staff shall have to be provided at ESIC

Medical College Conference hall Sanathnagar, Hyderabad.

27. Penalties: The vendor undertakes to comply fully with the ESIC requirements for the project. The project should be completed as per the work plan agreed upon. In case the contractor does not complete the project as per work plan, the ESIC will be at liberty to levy a penalty of up to 2% of the Contract Amount for every two weeks of delay. The maximum amount of penalty shall not exceed 12000.00. The delay of more than two months will result in cancellation of contract. In addition, amount of security shall also be forfeited. In case of any breach of the contract the ESIC will be entitled to withhold any payments due. The ESIC will also be entitled to initiate any actions to recover in whole or part any of the amounts already released to the vendor up to that time, besides any other action that the college may like to take against the Vendor. 28. Assignment: The Vendor shall not assign any rights or obligations to a third party. 29. If the contractor withdraws from the contract within the currency of contract, they shall forfeit the security amount without any refund and further the contractor shall be liable to pay a sum of Rs.25000/- to EMC,sanathnagar. 30. The Dean, ESIC Medical College, Sanathnagar, Hyderabad-38 will award the contract to the successful

evaluated bidder whose bid found to be responsive and who is eligible and qualified to perform the contract

satisfactorily as per the terms and conditions incorporated in the bidding document. 31. The Dean, ESIC Medical College, Sanathnagar, Hyderabad-38 will award the contract to the successful

satisfactorily as per the terms and conditions incorporated in the bidding document. 32. The Contractor who has quoted the least total in bid shall be considered as the lowest tenderer. 33. In case more than one bid quoting the same rates are received, the award of the contract will be decided on

the basis of evaluation by committee constituted by The Dean, ESIC Medical College Hospital, Sanathnagar,

Hyderabad-38. The committee shall decide after verifying the premises, infrastructure, facility and years of

experience etc. 34. The successful bidder will be informed by Registered post/e-Mail that his bid has been accepted (here in

after and in the condition of contract called the “Letter of Award”) 35. The successful bidder will be required to execute an agreement within a period of 15 days from the date of

issue of Letter of Award until extended by The Dean, ESIC Medical College Hospital, Sanathnagar, Hyderabad-38 up

to a maximum of another two weeks in a non-judicial stamp paper and all the expenditure in this regard should be

borne by the bidder. 36. The successful bidder shall be required to furnish a Performance Security within 15 days of receipt of “Letter

of Award” for an amount of Rs4,50,000/- (Rupees Four Lakh Fifty Thousand only) in the form of Demand Draft

from a 37. Scheduled / commercial bank drawn in favour of “ESIC Fund A/c No -1”,payable at Hyderabad or in the form

of an unconditional Bank Guarantee from a Scheduled bank in the format approved by ESIC. The successful bidder

can also apportion the Earnest Money towards the security deposit subject to payment of the balance amount. The

Performance Security / Security Deposit shall be returned within two months after the expiry of contract and

completion of all contractual obligations. In case the contract period is extended further, the validity of

Performance Security shall stand automatically extended. 38. This Security deposit will not bear any interest of whatsoever kind. 39. Each page of the Tender document should be signed and stamped by authorized representative of Tenderer

in acceptance of the terms and conditions laid down by ESIC. 40. Tender containing false, misleading information will be rejected and may also be liable for consequences for

submitting false information. 41. The Dean, ESIC Medical College , Sanathnagar, Hyderabad-38 does not bind himself to accept the lowest or

any tender and reserves the right to accept or reject any or all the tenders, either in whole or in part, without

assigning any reasons for doing so. 42. The Dean may at his discretion, amend/modify the tender and/or extends the deadline for submission of

tenders at any time prior to the last date for submission of Tenders. The Dean may for any reason at his own

initiative modifies the Tender documents by amendment and information thereof will be uploaded on

Corporation’s website and shall be binding on all concerned. 44. The Financial bid will be scrutinized and comparison for lowest bid made on the basis of the average rate arrived at Sl.No.4 of the Bid.

43. The competent authority reserves the right to withdraw/relax any of the terms and conditions mentioned above. 44. The Dean, ESIC Medical College Hospital, Sanathnagar, Hyderabad-38 is the Competent Authority to renew

the contract or to terminate the contract. 45. All disputes relating to this tender can be legally resolved through Courts in Hyderabad only. ________________________________________________________________________________

PART- 2 SPECIAL CONDITIONS SCOPE OF THE WEBSITE DESIGN, DEVELOPMENT AND MAINTAINANCE THE ESIC Medical college website should be with latest software development tools with appropriate frame work and Content Management System (CMS) including web content management system, document management system, workflow management and online collaboration features. Broad scope of the project is as follows:

1. Study/analyze, design, secured, service oriented architecture. Specify/recommended required hardware, software

and other infrastructures to support the system. The number of systems required, web front end, search server ,

data and server redundancy, hardware architecture, SQL backend, software licenses, staging, load balancing,

development servers, scalability and DR.

2. Providing connected infrastructure and software. The infrastructure should be cloud based and the software

licenses shall have three years annual technical support(Upgrade support)

3. The website should be prepared in both Hindi & English language as per GOI Guidelines for website.

4. Audit and Compliance of the website as per the Government of India guidelines (GIGW) for website.

5. The website needs to be in compliance with the CERT-IN, Ministry of Finance, and IT act 2008 including its

amendments time to time.

6. Preparation of home page of the website with link to English & Hindi portion.

7. Friendly support for visually impaired and otherwise disabled or challenged users.

8. Comprehensive search facility of individual section of the website as well as entire website both in English and

Hindi.

9. The website should be developed and hosted on a Linux platform (Prefereably OpenSUSE Leap 42.2), using Postgresql Database, PHP and/or Python programming languages and any free and open source content management software (like Joomla, Drupal etc.,). Complete source code with proper documentation should be handed over at the time of completion of the contract and transfer of the project.

11. Users should be able to upload documents in multiple formats should support version control, change tracking and comments in the documents, should support document and text indexing capabilities.

12. The bidder should provide analytics of the website use its performance etc with appropriate analytic tools and provide monthly MIS on various performance parameters, along with suggestion to improve.

16. Provision of E- payments.

20. The bidder has to periodically review the status of the website response to search and ensure it appears high on search throughout the engagement period.

21. Extensive training should be provided to users at EMC related to Department / Faculty, etc.Additionally a separate

training should be provided to Web Administrator.

22. 3 years maintenance of the website with rectification of errors, addition or up gradation of contents.

23. The website should be mobile compatibility feature, auto adjusted based on its access across mobile devices,

desktop/Laptop/IPAD or any other hand held device.

24. Latest stable versions of software have to be used as on date of implementation. 25. The website should be compatible with present, future as well as at least 3 previous versions of the respective

browsers on devices seamlessly during the entire contract period. The list of browsers is (but not limited to) internet Explorer (IE 10 and above) , Mozilla Firefox, safari, Netscape, mobile safari(IOS),Chrome OS, Default android Browser for android mobile devices and default IE for windows mobile device. Further any new browser introduced in the industry during contract period should also be made compatible with ESIC’s website (WWW.ESIC.gov.in) at no additional cost to ESIC.

26. Perform periodic updating of all software’s including their dependencies. 27. Provision of a desktop system of reputed make such as Dell, MAC or Equivalent with all the required & compatible

software of latest version/technology to home offline site along with multi Functional Printer.

28. The website should provide for search engine optimization to allow the highest possible ranking of the individual

pages within the site from all major search providers including but not limited to Google, Bing, MSN search and

Yahoo.

29. The site should provide Meta title and Meta descriptions tags that are maintainable and able to auto correct

and/or provide results that best match misspelled words or phrases. The search features should be able to search

html pages and documents, such as PDF files and Microsoft/any word documents.

30. The bidder has to take backups of the contents of the site in regular intervals and provide to the ESIC along with

procedure and process to extract/restore.

31. Any changes in the website due to regulatory authorities/Govt. Of India resulting should be carried out by the

vendor at no additional cost to ESIC to be delivered within timelines specified by the regulator/GOI authorities.

32. Applications software should be up to date with the latest service pack and patches to protect against attacks.

33. The bidder should be ensuring that the antivirus installed at the server must be updated regularly with latest

antivirus definitions. The system should be scheduled for daily scan.

34. The bidder will be the single point of contact to provide all the services for the website to be internally hosted.

However bidder will provide ESIC the details of the data centre and disaster recovery site and should ensure that it

complies with the technical and security specifications described under scope of service.

35. The ESIC reserves the right to third party audit as such the hosted website, web server and networking

equipment’s may be audited by the ESIC officials or security auditors appointed by ESIC. The bidder will provide the

access to the server for audit and fix/rectify all the vulnerabilities related to hosting services, unearthed by the

security auditors at no extra cost to the ESIC. the discrepancies found during audit should be compiled with in 10

days without any extra cost to the ESIC

Implementation Approach for Website Design

• On receipt of work order the Developer should prepare 3 sample layouts for the website and should submit the

Demonstration to Dean/Principal/ Medical Supdt. / Authorised person of Medical College Hospital for approval. All

changes suggestion for thy layout would be done by the Developer. Further work should only be started after

• The Developer should provide 2 year technical maintenance for the website which should essentially mean

rectification of errors and correction or addition of contents. For addition of new functionality/ pages separate

Acceptance Testing: Website developed will be tested by EMC or its appointed agent/representative with required technical and other

capabilities to inspect, test and evaluate the Website and determine whether it satisfies the acceptance criteria as

agreed upon in the work Plan. Vendor will rectify the deficiencies and other deviations from work plan identified by

EMC immediately and not later than 10 days from the date of intimation by EMC. Re-evaluation will be done by

EMC or its representative and if deficiency is not rectified, EMC will be at liberty to take an action Effecting

payment release. Final payment release will be subject to EMC conveying acceptance after evaluation.

The name of the website i.e Domain name should be www.esicmchyd.ac.in and should replace the existing

content

Security:

The vendor will provide for the following security features:

Tools for control and monitoring website security.

Protection against defacement, hacking.

Design should incorporate security features to protect the site from Session Hijacking, Sql injection, Cross scripting,

Denial of Service etc.

Intellectual Property: ESIC hold exclusive rights to the content website and domain name and after launch the complete working code based should be handed over to the ESIC

Vendor will provide training in the use / maintenance of the Website. All technical aspects of Website maintenance

including requirements for hosting, registrations, submission to search engines and other link sites for a period of

at least one week. Complete Website source code and other technical documents associated with the Website

development, administration and use will be provided to the ESIC team Associated with the Website development, administration and use will be provided to the ESIC team till

satisfaction of the College. Vendor will provide necessary technical details including requirement of software,

software tools and systems required for the proper upkeep and maintenance of the website. Vendor will provide

technical support for the ESIC team to become trained in the organization and administration of the EMC's

Website. The training will also be extended to EMC's user department personnel associated or responsible for the
