European Commission

The European Commission is seeking to recruit “Seconded National Experts” (SNEs) to work on secondment in the European Civil Service.

The Commission is looking for persons with knowledge, experience and expertise in particular fields. Experts are regularly required for a broad spectrum of disciplines, for example: agriculture, accountancy, audit, aviation, communications and technology, competition, consumer affairs, defence and security, development (aid) and cooperation, courts services, economics, energy, enterprise, environment, finance, food, health, innovation, law, marine, regional and urban development, regulation, research, science and technology, statistics, structural funds, transport and so on.

The types of work SNEs are engaged in, is also diverse. Examples include; policy development, communications, crisis management, employment, social affairs and inclusion, human resources, interpretation/translation, IT, law or regulatory enforcement/implementation, migration/immigration, research and analysis, management, European or international security and so on.

Opportunities arise at all levels of organisations (generally EU AST (Assistant) and AD Function levels). Secondments may generally include applicants from clerical, administrative, professional/ technical, to management level. However, SNE tasks/duties are subject to Article 6 of the Rules on Secondment, hereunder.

Generally, secondments are for a period of between 6 months and 2 years, which may be extended, subject to agreement.

The secondment will not result in a permanent position.

Why secondment to the EU and what are the benefits to both Ireland and the EU?

The European Commission has a policy of promoting exchange on secondment. SNEs have a dual role:

they bring the high level of professional knowledge, experience and particular expertise they have gained in their national state to the Commission; and

their home administration profits from the exchange of professional experience and knowledge of EU issues/policies/processes that they acquire during secondment.

Note: The Commission may also provide opportunities for SNEs in professional training (NEPTs).

This will depend on the vacancy.

Languages: Generally two EU languages are required (to the extent necessary for the performance of SNE’s duties) If languages are not specified, applicants are reminded that Irish is an official (minority) language of the EU.

Who may be eligible?

Eligible Countries / Administrations / Organisations:

Eligible applicants include those generally, but not exclusively; working in the sectors specified hereunder.

A. Public Administrations:

Civil/Public/State Sectors in EU Member States

The concept of civil/public servant/state employee (fonctionnaire) is much broader in Institutions of the European Union than it is in Ireland. Examples include those working at:

• local • regional and • national levels.

Civil Servants working in Government Departments/Offices; Public Servants such as those working in Local and Regional Authorities, HSE, etc., Members of the Security and Defence Services, civilian and non-civilian, may also be

eligible to apply (includes An Garda Síochána, Army, Air Corps, Naval and Coast Guard Service)

Certain other Public Sector State Bodies/Agencies, (such as); Universities and other Educational Institutions (in general state funded) Intergovernmental Organisations (generally ‘Public IGOs); Some quasi - autonomous non-governmental organisations/agencies (QUANGOs

under the auspices of a government department/public sector body may be eligible – check with the parent department/organisation)

Details in relation to SNE posts are generally circulated by the Department of Public Expenditure and Reform to Departmental Personnel Officers, who may in turn notify staff.

B. EEA/EFTA and Accession Administrations

Where specified in the Commission vacancy notice, application is also open to eligible candidates who are employed in countries where there is an "In-kind Agreement".

o Iceland, Liechtenstein, Norway in the European Economic Area (EEA)o Switzerland in the Economic Free Trade Area (EFTA)o Accession countries, who meet specific criteria

Eligibility in respect of categories C and D, hereunder, is determined by the Commission on a case by case basis.

C. Experts from certain (Public) Intergovernmental Organisations (IGOs)

Intending IGO applicants from non- member (EU) states should contact their IGO and Diplomatic Mission. Intending IGO applicants from EU member states should contact their IGO and the Commission.

D. Certain not for profit research centres, etc., may also be eligible: especially those working in areas where their unique skills and knowledge are specifically required by the Commission. Intending applicants should contact their current employer and the Commission.

The Permanent Representative of Ireland to the European Union may also be in a position to provide further general clarification with regard to general eligibility.

** Who pays a SNE’s salary and/or expenses?

(a) ** Sponsorship in terms of salary for most SNE posts are payable by your current (national) employer. Allowable expenses are payable by the European Commission/Agency.

(b) ** “Cost free posts”, where stated; means that both salary and any expenses are

payable by your current (national) employer.

(c) ** SNEs paid from research appropriations for direct actions (DG. Joint Research Centre https://ec.europa.eu/jrc/en) is outlined in Chapter V on the Rules on Secondment

Therefore, staff working in these sectors must prior to applying for these posts have the agreement of their current employer to sponsor their salary and leave of absence for the duration of secondment and granting leave of absence.

What documents do I need to submit with my application?

1. Curriculum Vitae :

CVs must be submitted in word or pdf (English, French or, German). Please follow the advice of your HR manager in relation to your CV format. However, Institutions of the EU generally follow the Europass CV format. 2. **Letter of Motivation

This would usually outline the particular qualifications, skills, competencies and experience that might be of particular value to the Commission that an applicant might bring to the post for which she/he is applying.

3. * Letter of Sponsorship

A Letter of Sponsorship from your current employer, agreeing in principle to sponsoring your application in terms of leave of absence and payment of your salary for the duration of the secondment, must be submitted. Your application will not be processed without this. ** Applications for posts designated ‘Cost Free’ should include an agreement to pay all costs associated with the post.

If required, Letters of Recommendation, Traineeship Reports, Diplomas/Degrees etc. will be requested from candidates who are invited to interview and/or selection.

General Points of Interest when Applying for SecondmentApplicants, when considering the posts for which they might be eligible in terms of qualifications, skills and experience, should note that each Directorate General may have responsibility for a number of Directorates and have a very wide competence and policy remit.

The Directorate General for Competition (COMP) deals with antitrust rules in all sectors of consumer goods. For Example, merger control, competition, from a ‘fair competition’ perspective which could be economic or legal etc. So depending on the vacancy, applicants with a background in Competition; Development; Economics; Finance; Law; Taxation and Customs and so on might be required in this area. DG DEVCO also has a broad remit: development aid in countries in South or West Africa, for example. Another responsibility of DEVCO might be in the area of sustainable development. Areas of responsibility within a directorate might deal with diverse areas, such as budget; finance; or economic analysis etc.

Similarly, an accountant may be required for Legal Service [SJ] and a legal advisor by the Directorate for Economic and Financial Affairs [ECFIN].

It is therefore, in the interest of potential applicants to look, not only at the Directorates/ Services/Agencies involved; but also at their responsibilities, together with the general and specific qualifications required in respect of individual posts.

It is entirely the responsibility of intending applicants to make themselves au fait with the European Commission rules in relation to Seconded National Expert posts, including Deadlines; Eligibility; Sponsorship and the Application Process.
