The Board of Medical Examiners of the State of North Carolina met at theHyatt House, Winston-Salem, North Carolina, August 17-19, 1979, for the pur-pose of interviewing applicants for '. license by endorsement of credentials andother business.

Drs. David S. Citron, President; Bry'ant L. Galusha, Secretary; A. T. Pagter, Jr. ;J. J. Pence; and Joyce H. Reynolds were present. Also present were Bryant D.Paris, Jr. , Executive Secretary; Ms. Betty Joe Barick, Assistant Executive Secre-tary; Mr. Lee Denney; and Ms. Sibyl ~Lamoreaux.

The Board convened for business and reviewing credentials of physiciansapplying for license by endorsement 'of credentials.

RE: Sam Wolfe, Director, DEA, Greensboro, North Carolina -- John Anthony,Ed Turner, and Sam Wolfe from DEA appeared before the Board. Mr. Paris statedthat at the last meeting the Board expressed concern about the inability tokeep current information on physicians who might voluntarily surrender theirDEA registrations. Mr. Anthony, Mr. ' Turner, and Mr. Wolfe discussed this prob-lem. Dr. Citron asked the Board's attorney, the Executive Secretary, Mr. Anthony,Mr. Turner, and Mr. Wolfe to discuss this problem further.

RE: Winifred Jo Pringle Cromer, M. D. , Hillsborough, North CarolinaIt was moved, seconded, and duly passed that this application for license by en-dorsement of credentials not be approved.

RE: Jamil Abdel-Latif Fayez, M. D. , Kansas City, Missouri -- It was moved,seconded, and duly passed that he be denied a full, unrestricted license, butthat he be granted a license restricted to the practice of Ob/Gyn and reproduc-tive endocrinology at North Carolina Baptist Hospital and its affiliated teachinghospitals if and when his credentials are completed satisfactory to the Exec. Sec.

RE: Fifth Pathway -- It was moved, seconded, and duly passed that theBoard have a hearing to change its regulations in order to accept applicants onthe basis of Fifth Pathway.

RE: Marcia Pregnall Farrar, PA', Winston-Salem, North Carolina -- Shehas requested approval for an additional function of initiating orders to EMT-

IV's. This request was not approved.

RE: Gerald Coburn Shingleton, M. D. , Landis, North Carolina -- The Boardreviewed information indicating that Dr. Shingleton has voluntarily surrenderedhis license. It was moved, seconded, and duly passed that this report be acceptedas information.

RE: Rehabilitating Physicians —,

— The Board discussed this problem and aletter which has been received from Dr. Janeway reqardinq this matter. Dr.Janeway indicated that the physicians to be rehabilitated would have to be care-fully evaluated, and this would be costly. Duke has not contacted the Boardin regard to this problem. Dr. Pence stated that he would like to make progressin this area.

RE: Karl Lander Lawing, M. D. , Lincolnton, North Carolina -- A hearing was heldbefore the Board of Medical Examiners of the State of North Carolina upon and con-cerning charges and accusations preferred by the Board in the above matter at theHyatt House, Winston-Salem, North Carolina, at which hearing Karl Lander Lawing, M. D. ,did appear and was represented by counsel. Following presentation of evidence on

the charges, the Board found charge number one to have been proved and dismis-sed charges two through eleven. It was moved, seconded, and duly passed thatDr. Lawing's license to practice medicine in the State of North Carolina be re-voked and the revocation suspended upon the terms and conditions as set forth inthe Findings of Fact, Conclusions of Law and Order of the Board. (Karl LanderLawing, M. D. , is hereby licensed and permitted to practice medicine in theState of North Carolina for a period of one year, provided that during said pe-riod he shall not violate any laws of the United States or of North Carolina;that he be and remain of good behaviour generally and in the practice of medi-cine and that in his practice of medicine he shall conform to the high stan-dards of professional and personal practice and conduct; that he shall issue noprescriptions for the use of controlled substances by any person without settingforth in writing in his records the specific reason for prescribing such medi-cines and that he provide the Board with such information concerning his practiceand conduct and appear before the Board as may be required by the Board. TheBoard of Medical Examiners of the State of North Carolina further recommendsthat any extension of this Order or any further order issued by the Boardpermitting Karl Lander Lawing, M. D. , to prescribe medicine shall be condi-tioned upon the same terms and conditions as herein set forth for an additionalperiod of at least four years. )

RE: FLEX Scores -- It was moved, seconded, and duly passed that the Boarddiscontinue its action of approving FLEX scores and that the Staff act upon thesescores according to the guidelines of the Board (that being a FLEX weighted average of 75.0obtained on a single three day FLEX examination is a passing grade. )
