On behalf of the entire City Council, I wish tothank the brave men and women of theColorado Springs Police Department for theircontinued dedication and commitment to ourcommunity.

I Everyyear our officers make me proud, and 2001 has been noi different. This year, we've all been reminded of the role the; Colorado Springs Police Department plays not only in the securityj and quality of life in our city, but in the nation. I commend thej CSPD and each officer for their dedication to excellence andi service.

i Our community was in the national spotlight after the Texas Seven, tried to elude police in Woodland Park and in the city. The CSPDI received widespread accolades for their teamwork with local and, national law enforcement agencies, and over 30 individual officersr received the Distinguished Service Award for their actions that ledi to the escapee's recapture.

The events of September I I reminded us that any ordinary daymight make heroes out of those we count on to keep us safe. Asusual, our officers were ready to help in anyway possible, andseveral Army Reservists were deployed overseas. Here at home,officers continued to refine their skills in specialized areas such asdefusion of weapons of mass destruction, skills they hope they'llnever have to use, but prepare for in order to protect ourcommunity in the face of the unexpected.

Colorado Springs continues to be a safe community to live, workand play because of the responsiveness and dedication of ourpolice force. The voters recognized this when they passed SCIP 01,which allows us to upgrade our force with additional patrolofficers, technology and system improvements, investigativeservices and a northeast police substation.

Our law enforcement officers work tirelessly to protect our way oflife, our comfort level, our sense of security, and our freedoms. I

would like to commend the Colorado Springs Police Departmentfor another successful year of protecting our community andmaintaining our quality of life.

A Messagefrom the Chief

Once again, we areapproaching the end ofanother year that has beenvery fast paced for ourorganization. I continue to beamazed that as one yearcomes to a close, I think thatit's not possible for theensuing year to be any busieror any more hectic.

The year 2001 has beenanything but tame in nature.We started the year off withthe Texas 7 incident inJanuary. That incident put notonly the City of ColoradoSprings in the national and

)jnternational news for weeks,

-it also highlighted ourdepartment and its manystrengths and capabilities. Thededication andprofessionalism of all of ouremployees, both sworn andcivilian, once againdemonstrated that our peopleare in fact the most importantasset we have.

In May, the police departmentcelebrated its | 00 yeara nniversary, which concl udedwith a parade in thedowntown area. Thecelebration also resulted in anew logo design for our policevehicles and they are beingchanged over as they areplaced into the fleet.

;,This year also saw thet&eoartment switch over to an-7 all new 800 MHz radio system

that will, when it is complete,

result in a much neededhigher quality secure radiosystem for public safety inColorado Springs.

Even during times of tightresources for the City, thedepartment was given severalnew motorcycles and officerpositions to impact theaccident rate within ColoradoSprings. Once again, thisdemonstrates the faith thatour city administration has inthe employees of thisorganization.

ln November voters passed aballot measure for publicsafety. This success signals anew era in the level of servicethat will be provided by boththe police and firedepartments to all of thecitizens Iiving in ColoradoSprings. We plan to hire I l7additional uniformed pol icepersonnel and 54 new civilianpersonnel. We will beginplanning a fourthgeographical police division inthe northeast quadrant of thecity. Planning is alsounderway for land acquisitionfor a future fifth policesubstation and studies areunderway to relocate theexisting Gold Hill Division to alocation on the near West Side.We will also complete our newevidence facility and AirSupport Unit hangar. Throughthe additional resources andpersonnel, we are committedto enhancing the quality of

service, and to improveresponse times to prioritY onecalls.

ln closing, I would iust like tosay that 2001 has been anextremely busy year for us.We are able to achieve thesethings because of the peoplein this organization. InformationTechnologyEnhanced Tactical Communication System(ETACS)

2001 was an exciting but challenging year forthe lnformation Technology Section. Numerousprojects were completed which found theDepartment at the forefront of implementing web technology. Our Enhanced TacticalCommunications System (ETACS) replaced our paper-based daily occurrence sheets andcontinued to be upgraded throughout the year. Data collected by the ETACS System is sorted,replicated and moved to our Internet site.

The Police blotter (sorted ETACS data) provides the public with almost real time access toselected ETACS records via our lnternet site. The public and news media access the PoliceBlotter data several time a day through the Department Internet site. This project is just anotherway the Department is expanding the way it communicates with our community.

Case Management System

The Colorado Springs Police Department hasplanned for many years to go to a ComputerizedCase Management System. In 2001 thedepartment came a step closer to bringing thatplan to a reality. Three Gold Hill officers and onesergeant were selected to test a version of thesystem to see if it was feasible, and try to identifyproblems with the existing system. Workingclosely with Computer Services, the officers havecompleted nearly one hundred case reports withthe use of the new system.

It is hoped that officers will be able to use theirMDCs while doing an investigation and completing a report. At the end of a shift the officerwill download the information into a data port and the supervisor will review the informationin the computer and forward the information to the proper unit or detective for follow-up,also using the computer.

As with all new programs there were glitches, and the process was slow and somewhatcumbersome to use. However the department has taken a big step toward the completionof a working Case Management System and one day in the near future we will be able touse the MDCs for much more (and possible get rid of a few forms in the process).

Case Report lmaging System (CRIS)

The Case Report lmaging System isanother newly developed lT product thatmay change the way Records &ldentification Section does business,CRIS allows Data Entry to scan in casereports as high quality images and storethem within a database as a virtualfolder. These document folders willcontain all scanned documents of thesame report number regardless of whenthen were scanned. In addition, CRIS willprovide access to accident reports andsex offender files. Once fully deployedofficers will no longer need to makerequests for copies of case reports andother documents. Instead they will beable to instantly "pull them up" bycomputer, relieving Records & lD of thetask of storing and searching for papercopies.

Crime Analysis Database

We completed work with a vendor on anew Crime Analysis database andapplication. Crime data going back to1997 was migrated into the newdatabase, and the application allows foranalysts to query and report on the datain numerous ways. ln an effort toenhance this system, reporting toolswere created on the web (intranet) thatallows any police department user toprints calls for service reports and POP

reports. Building this reporting structureon the web made it possible for any userto access the data in the new CAUdatabase - data access is not limitedonly to the handful of users who havehad the application installed on theircomputer.

Code Enforcement Database

The Code Enforcement Unit will alsobenefit from web technology. Theprevious system was a poorly designed

MS Access application that was very slowand required users to wait severalminutes to switch between screens andprint reports. We are developing a newweb based application coupled with a

new SQL Server database that willsignificantly i ncrease thei r efficiency.Time will be measured in milliseconds,rather than minutes. Additionally, it willbe possible to incorporate wirelessconnectivity, allowing the CodeEnforcement officers to access thesystem from their cars while in the field.The new Code Enforcement systemshould be operational by the end of2001 .

Sex Offender and Registration System(soRr)

Another cutting edge project for theSection was the development of a web-based Sex Offender and RegistrationSystem (SORT). This system allowsRecords personnel to interview the sexoffender and input the data during theinterview. Once completed, the sexoffender is given a copy of his completedsex offender record. More than a dataentry tool, the SORT system allowsdesignated officers access to the mostcurrent data from any personal computerwithin the Department. They can query,enter home visit data and print reports.Prior to the development of this system,officers received a paper copy of updatesmade to the database and then wouldmanually enter the information into theirsystem (one for each Division). Noweveryone has access to current data atthe same time.

An additional feature of the system isthat it ties into our mug shot system andprovides the most recent photo of theoffender. A double check for the clerkupdating data and a way for officers toeasily verify they are contacting thecorrect person.

PASS Model

The purpose of the Police Accountability andService Standards (PASS) Model is to providea more comprehensive assessment oforganizational effectiveness in deliveringpolice services. lt is a structure that assessesthe outcomes of police activity rather thansimply quantifying the amount of activity orthe incidence of index crimes. The PASSModel was designed to include citizens aspartners in establishing and monitoringpolice performance and service standards.We are using numerous data collectionsystems, such as the telephone surveys andfocus groups.

A random telephone Citizen Survey wasconducted in October 2000, to determinecitizen satisfaction with police services, as

The Department received I 5 grants in 2001for a total of nearly $2.2 million. We havebeen able to leverage funding and partnerwith community groups and agencies. Onesuch partnership is the 4'hJudicial District,Youth Assessment Center, in ColoradoSprings, to reduce truancy and relatedjuvenile delinquency in the 4'hJudicialDistrict. Line level officers have receivedgrants to collaborate with citizens to solveproblems in their neighborhoods as well asmentor area youth. The police departmenthas shared $50,000 in Federal grantfunding with community groups wanting topartner with the police department toengage in crime prevention activities.

well as how they define quality policing.Overall, 90% of the respondents said they arevery satisfied or satisfied with the quality ofpolice services in their neighborhood.Respondents strongly agreed or agreed thatpolice were courteous (95%); not intimidating(8a%); treat citizens fairly (93%); showconcern when asked a question (93%); and goout of their way to be helpful (88%). Tofurther complement our citizen survey, tenfocus groups were also held to expand thedevelopment of satisfaction measurements,define quality policing, and provide feedbackregarding our proposed service standards.

The Police Accountability and ServiceStandards (PASS) Model was created to moreeffectively measure police service deliveryand help identify best police practices. lt is acomprehensive look at organizationalperformance, how our services are beingrendered, and being accountable to ourcitizens for the highest quality performancepossible.

In 2001, members of the Colorado SpringsPolice Department's Volunteer Programworked on:

. Development and trainin g of 23 volunteersin the new Espafrol Service Program taskedwith Spanish language interpretationservices for the officers.

. The training of seven new Senior VictimAssistance Team members.

r Training for volunteers in the use of thenew 8OO-megahertz radios to facilitateclear communications and uninterrupteddelivery of service from the variousvolunteer teams.

Senior Victim Assistance Team

The volunteers on the Senior VictimAssistance Team continue to draw greatsatisfaction from seniors they are able toassist. In 200.| , they worked with over 400seniors in cases ranging from traffic citationsto sexual assault, and have responded to overI ,000 telephone inquiries. Each senior isimportant to the volunteer team, no requesttoo small.

Police Chaplains

The Police Chaplains continue to find newways to reach out to members of thecommunity and members of the PoliceDepartment. Always available, they respondon scene for critical incidents and to ease thepain when death notifications need to bemade.

Volunteers Play an lmportant Role

Successful collaborations between policeofficers, support personnel and citizens haveresulted in an extension of services that havebenefited the entire community. Volunteerscontinue to be an important part of thestructure, whether it's greeting citizens in thelobby of the Police Operation Center, lendingassistance to victims of crime, interpreting aforeign language, providing research forspecial projects, entering data in the evening(after working all day) maintaining filingsystems, tracking and facilitating the recoveryof stolen property or assisting with theapprehension of wanted individuals suspectedof criminal activity. In addition, volunteerstransport and set up Smart Trailers, used tomonitor speed, at various locations or takepart in committees that advise various policeprograms. Over 442 people of the communitygiving 38,546 hours, have been involved asvolunteers with the Colorado Springs PoliceDepartment in 200.| . Our dedicatedVolunteers are a valuable resource and assetto the Colorado Springs Police Department.

Students use this program as an additional toolwithout the fear of retaliation, which enhancestheir safety and learning potential within theircommunity.Detective Susan Payne was elected for a secondterm to the Crime Stoppers International Boardof Directors and subsequently appointed as theChairperson of Crime Stoppers InternationalScholastic Crime Stoppers.

Training Academy

The Training Academy provided training to48 recruits in two recruit classes during 200'|.

The shotgun range became operational onRange 2 during the year. Progress is still beingmade on the Simunition House for Range 2.

lmprovements to the police shotgun will beforthcoming. This will include the addition ofslings, magazine extensions, night sights,ammunition carriers and fore end lights.

In August CSPD was selected by the PoliceExecutive Research Forum (PERF) as one of fournational police agencies to pilot a new FieldTraining Program. The Police Training Programwas created by PERF with assistance from theReno, Nevada, Police Department. This programis a problem-based learning model for training

and evaluating police trainees. In January, 2002,the CSPD will implement the program with aselect group of PTOs and trainees from the 4.|"

graduating class. This new student-centeredteaching model is designed to greatly enhancethose police agencies that desire a community-based, problem-oriented style of providingpolice services to the citizens.

In-Service Training included 34 hours ofmandatory training for each sworn officer.Various training was provided on an ongoingbasis to help achieve the civilians' goals of l6hours. ln-Service Training also increased thetactical skills of all officers and sergeants byproviding them with Active Cunman Training.

The Academy sought and received grant moneyto establish a computer lab. The training lab willincrease the technical capabilities of allemployees.

Recruiting saw several changes in 2001 ,

including a Work Styles Questionnaire. Thetesting process was conducted twice during2001 . A total of 240 applicants completed theentry level testing process as compared to 223in the year 2000. On-line registration began thisyear and proved to be quite successful.Currently under review is a six-month eligibilitylist versus a one-year eligibility list for entrylevel applicants.

Female participation increased 70% from the year2000 due to the development of a newvolleyball program and enhancement of thecurrent cheerleading program.

Officer participation increased 300% from theyear 2000 by participating as coaches forbasketball, baseball, volleyball, cheerleading andfootball programs.

As a youth serving organization, PAL provides after-school and summer athletic programs forchildren specifically living in high crime, low-income areas of Colorado Springs. Police officers andvolunteers coach youth ages 7-15 in a variety of sports including basketball, baseball, cheerleadingfootball, volleyball and boxing. PAL activities are co-ed and open to any child interested inparticipating. Because PAL participants only pay $5.00 peractivity, PALgives anyyouth theopportunity to play sports, especially those who otherwise wouldn't be able to afford it.

Public lnformationOffi ceThis year, the Colorado Springs Police Departmentdrew international media attention when theremaining two Texas Fugitives were located in aColorado Springs hotel. Rarely does a lawenforcement agency face the level of media attentionthat this single incident drew. Even though therewere several law enforcement agencies involved withthis effort, Lt. Skip Arms, our current Publiclnformation Officer, became the single lawenforcement spokesperson for all of the agencies until the conclusion came with the peacefulsurrender of the fugitives. Over 200 media personnel descended on the site of the capture andapproximately 180 interviews were given.

As a result of this incident, a Crisis Communication Plan has been drafted for the department. Lt.Arms has made several presentations to other organizations on the topic of crisis communications.ln addition, a regional "Crisis Communications Network" has been formed which includesrepresentatives from the Office of Emergency Management, law enforcement, fire departments,school districts, the Visitor and Convention Bureau, the Red Cross, and the military. This network

Explosives UnitThe Explosives Unit was first formed in 1975.Five officers were assigned to the Unit, but itwas not until 1988, when national standardswere set in place for explosives units, that allthe members became bomb technicianscertified by attendance at the HazardousDevices School, in Huntsville, Alabama. Duringthe early years, the Unit assisted with severalhigh-profile cases, to include a plan by taxprotesters to kill a federaljudge and an airlinerthat was diverted to Colorado Springs with asupposed altimeter bomb onboard and anextortionist demanding $ I 00,000.00.

lnJanuary 1992, members of the Unit receivedthe Medal of Valor for their actions in disposingof four gas cylinders mistakenly filled with avolatile, deadly mix of oxygen and hydrogen.An employee at Atmel Corporation had beenseriously injured when another one of the tanksexploded. Over the course of several days, theteam moved the canisters and safely detonatedthem.

Today the Pikes Peak region has a MetroExplosives Unit consisting of five CSPD officersand two El Paso county deputies. The Unithandles approximately 70 calls per year relatedto improvised explosive devices, foundcommercial and military explosives,deteriorated chemicals, and hoax devices. In2002, the Unit will begin assisting the TacticalEnforcement Unit with the capability ofexplosives breaching during certain high-riskincidents.

Canine Unitlhen NowThe Canine Unit wasapproved by Staff andCity Council in October'|985, after Officer MikeSand wrote a letter tothen Chief Mungeroutlining the need forcanine assistance. InApril, 1986 Officer Sandand Officer Mike Williams

were selected as the first two handlers and wereimmediately sent to Lackland Air Force Base inTexas to begin a six months training program.The first two canines, DJaggo and Helmuth,were trained in both patrol tactics andexplosives detection. In May 1987 the Unitexpanded to a total of six canine teams, fiveteams assigned to the Police Department andone team assigned to the Park Police.

the Colorado Springs Police Departmentdetermined that a need existed for a flexible, well-trained and well-equipped unit to handle certainexceptional circumstances. These exceptionalcircumstances include, but are not limited to, large scaleriot situations, armed barricaded suspects, terroristactivities, hostage situations, VIP security, coverage ofnatural disasters and civil disorders, special events,decoy operations, undercover surveillance and stakeouts ituation s.

ln 1977 the Tactical Enforcement Unit was established,consisting of one sergeant and 9 officers. In 1981, oneadditional position was added, bringing the teamstrength to its current size of one sergeant and I 0officers. The primary responsibility of the TacticalEnforcement Unit is to save lives.

NowDuring the year of 200.| , The Tactical Enforcement Unitconducted 128 high-risk operations. There were noshots fired by officers during any of these operations,nor were there any serious injuries to citizens, officersor suspects.

The Tactical Enforcement Unit executed 85 high-risksearch warrants, resulting in 126 felony arrests and theseizure of $947,496 in street value narcotics. TEUadditionally responded to 24 critical incident call-outsduring 200.|.

As one of only two full-time SWAT teams in the State of Colorado, the Unit has consistently beenrecognized as a resource for excellent SWAT training. TEU conducted two 44-hour SWAT Schools inthe spring of 200.|. Positive feedback was received from students of both schools, which wereattended by numerous law enforcement agencies throughout the region.

The Unit provided Active Gunman Response training to all Department personnel during the fourthquarter of 200.|. The training provided classroom instruction and tactical movements as they relateto the nontraditional crisis response to immediate threats.

TEU played a significant role in the capture of the final two Texas Seven escapees in January 200.| .

Upon receiving a tip, Unit members contained escapees Donald Newberry and Patrick Murphy to a

-[oom at the Holiday Inn in northern Colorado Springs. Several hours of negotiations resulted in the

Geaceful surrender of the suspects, with no shots fired by the suspects or officers. TEU's efforts,along with those of the K-9 and Special Response Team units were recognized with theDistinguished Service Award at the Annual Awards Ceremony in October 2001.

This is the second year that Metro VNI has participated in the Police Accountability and ServiceStandards project. Several new methods of evaluating criminal activity have been developedusing a mapping program that documents the connection between drugs and other criminalactivity.

lorking partnerships with federal agencies. the Grn Interdiction Unit, a cooperative effort with-the Bureau of Alcohol, Firearms and Tobacco, concentrates on removing crime guns from the

Another partnership has been with the DrugEnforcement Administration to interdict drugdealers bringing narcotics to Colorado Springs fromother states or foreign countries. The DEA alsoassists with the cleanup of clandestinemethamphetamine laboratories. In June of 2001 , therate of increase in clandestine laboratories reachedsuch a level that it was necessary to dedicate a teamof detectives to full time investigation, prosecution

The Metro Crime Laboratory has three fulltime chemists who provide analysis ofsubstances that may be illegal drugs. Thesechemists also provide analysis of bloodalcohol contents from breath samples.

Computer Crimes UnitThere has never been a time in human history whencriminals have not quickly adopted a new technology forillegal purposes. Just as the automobile was quicklyembraced by criminals for use in their schemes, so hasbeen the computer. In recognition of this fact, in March200,| , the Investigations Divisions activated a full-timeComputer Crimes Unit to investigate crimes involving theuse of computers and the Internet, and the recovery ofcomputer evidence. Thus far, this unit has participated infelony i nvestigations.

Major Crimes Unit

$$,ewAt the beginning of the 20'h Century, fingerprintidentification had only been used in one knowncriminal case. Now the use of this form ofevidence is routine. Below is listed a 1 904 flyerfrom the Colorado Springs Police Departmentseeking assistance in identifying a murdervictim found on Cutler Mountain. This was oneof the first recorded uses of forensic odontologyin a murder investigation in the United States. ltis accompanied by the .|905

wanted poster forthe person ultimately convicted in that murder.

The basic questions of "Who?, What?, When? Where?, Why?, andHow?" asked in homicide and sex crimes investigations have remainedconstant over the past 100 years. However, the means of obtaining theanswers to these questions have changed dramatically.

NowAs a result, the level of sophistication nowdemanded byJuries and the Courts, teams ofdetectives routinely investigate homicides, eachmember concentrating on a specialty such ascrime scene interpretation, victimology, orsuspect interrogation. Additionally, homicideinvestigators are assisted by crime scenetechnicians from the Metro Crime Laboratorywho specialize in the collection, preservationand analysis of physical evidence. In the case ofsex crimes, civilian Investigative Specialists withtraining and experience in victimology dealdirectly with adult and child victims, whiledetectives work directly with the accused.

The law on acquiring statements from suspectshas changed greatly in the last 100 years,reflecting recognition of the need to protect therights of potential defendants. This has resultednot only in increased sophistication ofdetectives in the area of constitutional law, butin the use of technologies such as videotaperecording of statements to document not onlythe statement, but the circumstances underwhich it was obtained.

Some technologies that were in their infancy atthe beginning of the 20'h Century are nowmature, such as the use of latent fingerprintidentification. and identification of dentalrecords to identify decedents.

Air Support Unit200.| has proven once again to be a veryproductive year for the Air Support Unit. The unitenters its sixth full year of service to thedepartment and community, providing a level ofpolicing never before experienced in thecommunity.

A major highlight this year was the completion ofphase I of the Air Support Unit's hangar. This wasa SCIP voter-approved project and will allow theunit to fulfill its mission from the ColoradoSprings Airport. For the past five years the unithas temporarily operated, under a Partnership 21 agreement with the U.S. Army, from a hangarlocated on Ft. Carson. The new hangar will provide storage, office and maintenance facilities for theunit for manyyears and has been designed to allow for any future expansion.

During 200.| the unit responded to priority one calls for service and was instrumental in providingan aerial platform to ground officers, allowing the officers to be utilized more effectively duringjoint calls for service. In conjunction with providing normal patrol duties the helicopter also provideroute escort assistance to Vice President Cheney during his visit to the Air Force Academy'sgraduating class of 2001;aerial support services to the Colorado Springs Utilities for power linepatrol and photo support; and, static displays for the Colorado Spring Boys and Girls Club, RedRibbon Week, the Colorado Springs Balloon Classic, Drive Smart - Safe City, Pikes Peak LibraryDistrict Children's Week and several local high school educational displays.oRobbery in Progress

An example of one call for service that thatexemplifies the unit's abilities and value is a robberyin progress call that the helicopter was dispatched toat a Sinclair service station located on East PlatteAve. This particular robbery involved one malearmed with a shotgun that had taken an undisclosedamount of money from the station's attendant. Uponapproaching the scene of the robbery, the crew ofthe helicopter spotted a suspicious person leavingthe area near the Sinclair service station. TheObserver instructed the pilot to orbit the individualat which time the individual started running. Thecrew observed the individual throw something over afence in an alley and attempted to jump the fence.The helicopter illuminated the individual with thehelicopter's spotlight and maintained contact withthe individual, directing ground officers to hislocation where he was detained. lt turned out thatthis was the alleged suspect and the shotgun alongwith the money was subsequently recovered.

Shots Fired

Another call that represents the unit's abilities andvalue is a shots fired call at Foote Ave. and EastFountain. Upon arriving on scene the dispatcheradvised that the suspect's vehicle was described as ablue Oldsmobile Cutlass and was last seen eastbound on Fountain. The dispatcher also advised thatthe victim of the shooting had been taken toMemorial Hospital with a gunshot wound to the face.The crew of the helicopter initiated a search for thevehicle and located it turning into the front parkinglot of Adams Elementary School. The crew advisedthe dispatcher and directed patrol units to thesuspect's location. Patrol units detained four (4)suspects and found a 9mm handgun and an emptymagazine in the vehicle. The suspect's were takeninto custody without incident.

With the first appearance of automobiles in ColoradoSprings, traffic crashes became a fact of life for thecitizens of Colorado Springs. Eventually, the ColoradoSprings Police Department was forced to develop amethod to investigate and record traffic crashes.

NowThe Unit responded to 67 serious bodily injury call outrequests in 2001, investigating 2 I fatality and I 5 felonycrashes. In addition, the Major Accident Unitfiled 337additional felony/misdemeanor trffic cases.

With the decentralization of the trafficfunction in I 998, a coordinated response toinvestigation and reporting became necessary,prompting the formation of the MajorAccident Unit.

The Major Accident Unit specializes in theinvestigation of felony, fatality and seriousinjury crashes, utilizing state of the artequipment and the newest investigativemethods. This equipment includes lasersurveying instruments, computerized drawi ngprograms and crash reconstruction software.

Detectives from the Unit attended over 120hours of specialized crash reconstructiontraining and provided 80 hours of specializedtraining to members of the department, aswell as other law enforcement professionals.

The Major Accident Unit remains committed tothe highest standards of investigation.

Prior to I 985 the State of Colorado had notadopted the Federal Motor Carrier Safety Rulesand Regulations relying on local regulations.

In 1993 Colorado Springs Police Department firststarted using portable scales in the enforcementof overweight veh icles.

In 2000 a Help/Complaint line regardingcommercial vehicles was implemented. Thecommercial officer also has been instrumental intraining Manitou Springs Police officers, El PasoSheriff's Department officers and Fountain PoliceDepartment officers in commercial vehicleenforcement. The Economic Crime Unit has alsobeen trained in commercial vehicle enforcement.The commercial officer also participates inmonthly meetings with joint agency enforcementactivities throughout the Colorado Springs area.

In 2001. the commercial officer conducted over1 5 safety meetings with the commercial industryin Colorado Springs fostering a good workingrelationship with local haulers. The commercialofficer also proposed the adoption of theColorado Revised Statute 42-4-235 (MinimumStandards for Commercial Vehicles) to the CityCouncil where it is currently under review.

Parking Enforcement Unit

f,6ercBack in l94l parking meters wereinstalled in the downtown area, Thecost to park your vehicle at that timewas 5 cents for I hour or I cent for 12minutes. Through the I 950s and 60s,female civilians working for the policedepartment, known as meter maidsmostly enforced the meters. By theearly 1970s however, regular swornofficers were assigned to meter patrolutilizing the old 3 wheel HarleyDavidson motorcycles.

Around 1975, civilians were once againhired to do this job. These new employees were hired as city employees under the Clerk Treasurer.The unit was housed out of the police department and known as the Meter Patrol. Their duties weremeter enforcement in the downtown area only. In the late 1970s the civilians shunned their old titleof meter maids and officially became known as Parking Enforcement Officers. .

In the later .|980s there were some technological advances that greatly impacted the parking

enforcement unit. In I 988 the city purchased the hand held computers, known as the Autocite.This enhanced the proficiency of the unit greatly, but with change also came additional duties. TheParking Enforcement Unit is now responsible for a variety of details, such as airport security, andabandoned vehicle complaints.

NowIn the late I 990s the City experienced a surgeof growth causing the impound lot to becomefull almost immediately with abandonedvehicles. Parking Enforcement officers wereasked to be creative on how to solve theproblem of where to place all the abandoned/junked vehicles. Several department heads,impound lot attendants, and enforcementofficers arrived at a solution to address theconcerns of the citizens and community. Abandoned vehicles were towed to an alternate site wherethey would later be auctioned off. This project was known as Project Clean Sweep One and laterProject Clean Sweep Two, which resulted in approximately 243 abandoned and junked vehiclesbeing removed from City streets.

Other highlighted projects included overtime reminders on the back of parking envelopes, holidaywarnings for meter violations only, and a newly designed notice to the impound tag that bettereducates the public on parking ordinances.

Dive Team

lhenThe CSPD Dive team began in the mid .|970s

with 2 officers that would volunteer theirservices and equipment to the Dept. on an "as

needed basis" to handle any situationrequiring a diver. In 1980 additional diverswere added and extra training was given tothe members, but remained on a "as neededbasis."

In l98l the department formalized the diveteam as a volunteer unit and placed a

sergeant in charge of the CSPD Dive team. Theteam acquired more members, bringing theteam's complement to 7 divers. Training wasconducted on a more regular basis, but all ofthe equipment used was personal equipment ofthe individual divers.

ln 1988 Dive Rescue International instructedthe team in underwater investigations and theteam discovered that some of their equipmentdid not meet minimum industry standards. Anevaluation was completed and authorizationwas given for monthly training and purchase ofnew equipment for team members.

Negotiators

f,henThe Hostage Negotiator unit began in 1979with 2 officers that received training atNorthwestern University and were used on an"as needed basis". The number of trainednegotiators slowly increased over the years, butthe amount of training remained at a minimallevel, with no regular schedule of training ormeetings established.

NowCurrently the Dive team has 8 members, and isunder the supervision of the Park PoliceSergeant. All of the members have a minimumcertification level of Rescue Diver, with severalmembers at Master Scuba Diver and one is aPADI Instructor. Most of the equipment issupplied by the department, with the dive vanand Zodiac boat being supplied through themilitary. Training is conducted on a monthlybasis, and all members are subject to call-outwhenever needed.

filuwIn 2000, the unit was assigned to the CentralDivision and a Sergeant was assigned ascoordinator. Since that time, the unit hasincreased to I 5 members, and a schedule ofmonthly training and meetings has beenestablished. The members have been dividedinto teams with the teams rotating on an callstatus, and the on call team responds on allcalls involving a hostage or barricaded subject.

Cadet ProgramThe current CSPD Cadet program began in1987 when the program received the firstcharter from the Boy Scouts of America. Asergeant was placed in charge of post #l l6 andprovided oversight to the program. During the1990s 2 additional posts were added post #ll7& post #l l8 and the three posts were assignedto the three divisions of the police department.

The three post configuration only lasted acouple of years and post #117 & post #l l8were disbanded and combined with post #116,and placed under Central division. Thesupervision of the program went from aSergeant to a Patrolman, and then back to aSergeant.

Currently the program is under the Park PoliceSergeant and has approx. 32 cadets that are

Operations Support 2001 Annual Report

In l99l there was only Basic 9-l -l without thecaller's address or call back number. Todaywith Enhanced 9-l -l , call takers get the phonenumber and address of the caller using a hardwired telephone and their location ishighlighted on a digital computer map display.Long gone are the rotary dial phones withmultiple push button lines. Today theComputer Center has a computer telephoneinterface system. All of the telephone functions,caller lD, direct lines and call back features areon the PC and can be activate with the click of amouse.

Radio two way communications have alsoevolved into something previously thoughtimpossible. In l99l the entire PoliceDepartment was limited to 6 radio frequencies.Officers in the field could not contact the FireDepartment or any other City service using thissystem. Today, the Police Department uses anarea wide 800 MHz Trunked Radio system. Thiscomputer controlled technology provides 32separate talkgroups for two waycommunications and direct radio contact withall Public Safety and governmental services inthe City and County.

NowNot since October 1934, when the first mobileradios were installed in Colorado Springs patrolcars, has such a change taken place in Policecommunications. On July 29,2001 , the PoliceDepartment began use of the new TrunkedRadio system, funded by the Citizens ofColorado Springs in '|998 SCIP ballot. This newtechnology uses nine repeater transmitter sitesto cover the City and El Paso County with 75radio channels. Every sworn member of thePolice Department was issued a portableTrunked radio to increase overall departmentalefficiency and officer safety.

One of the major features of the new system isthe ability to communicate between all publicsafety and general governmental services.Previously, even the City Police and FireDepartments could not communicate on thesame radio frequencies. Now all agencies in theCity and County can contact each other directlyin response to emergencies using thei nteroperabi I ity feature.

Computer Telephone Interface

In 2001 , the Public Safety CommunicationsCenter received a state of the art ComputerTelephone Interface (CTl) system for use inanswering 9-l -1 calls for service. The systemprovides call takers with a wide range offeatures not available with conventional phonesthat make managing the 500,000 incomingcalls each year more efficient.

Code Enforcement Unit

The Code Enforcement Unit has conducted six problem-oriented projects with various City departments and/or theDivisions' Neighborhood Policing Units. These projects haveencompassed problems with residential properties that notonly have high calls for service, but poor living conditionsfor tenants due to landlord neglect in making necessaryrepairs to the units.

Two Code Enforcement Officers are part of the Sand CreekDivision Neighborhood Policing Unit's SMART Team whichincludes inspectors from Development Review, FirePrevention, City Utilities, El Paso County Health Department,Regional Building and the Spanish Chamber of Commerce. This team was developed to concentrateon large multi-dwelling complexes that have repeated housing and sanitation code violations andhigh calls for service.

Code Enforcement Officer Cecilia Gonzales, electricalinspectors of the Regional Building Department, and CityUtilities meet with a tenant, of a small mobile home park.These City agencies were notified of serious electricalhazards, i.e., exposed wiring, no grounding, electrical boxeson ground; throughout the park. The possibility ofcondemnation and relocation of tenants resulted in theproperty owner immediately hiring a contractor to bring theelectrical supply to code compliance.

Code Enforcement Officer Frank Negley met with patrolofficers to conduct an inspection of unsanitary conditions(animal droppings) throughout the interior of a single familyresidence. Code Enforcement Officers are called to assistpatrol officers when conditions may exist that pose a serioushealth or safety hazard to residential dwelling occupantsand/ or their neighbors.

The IntersectionSafety Programln response to citizen concerns, during the latterpart of 2000 City Council approved the hiring of ninemotor officers to target red light runners and otherhazardous violations at designated intersections.The primary goal of the Motorcycle IntersectionSafety Unit is a reduction in the number of trafficaccidents through public education, enforcement oftraffic regulations and engineeringrecommendations. Primarily, the unit concentrateson red light violations with additional emphasis onspeed enforcement and other hazardous violations.

In mid-March 200.|, three of the targeted locations ineach Division were selected for extra emphasis. Theselocations were selected due to their high profile withinthe Division and the variety of violations that occurwithin them. The strategy for enforcement at these nineintersections continues to include concentration on redlight violations with additional emphasis on speedenforcement and other hazardous intersection-relatedviolations.

Based on the exceptional performance of the unit, CityCouncil approved the hiring of an additional nine motorofficers for 2002.

2001 Annual Report

During January 2001 , the Motorcycle IntersectionSafety Unit members worked with their respectiveDivision Crime Analysts to analyze traffic volumedata and accident history to identify the Division'stop accident locations where a red light violationand/or speed was a causative factor. Unit membersthen developed strategies and tactics forenforcement at the identified locations, exploredtechnology to assist enforcement, and examinedand documented potential or existing engineeringproblems associated with the intersection. Unitmembers were responsible for developing a trainingcurriculum for all patrol officers to enhanceenforcement and successful prosecution ofintersection-related red light and speedingviolations.

Keep Kids Alive-

t Drive 25

The KeepKidsAliveDrive25 pilot program was kicked off in theFalcon Division in June 2001. Since June, over 575 signs havebeen placed in over 200 neighborhoods.

Funding for the program came from donations from Drive SmartCo. Springs and the Phil Long auto dealerships. We have justreceived additional funding from Intel Corporation.Due to the large number of requests from residents for thisprogram, we currently have a waiting list for the program signs.

Smart Speed TrailerThe Patrol Bureau has developed an improveddeployment program for the SMART trailer based onthe increased number of neighborhood speedingcomplaints.

Once a complaint is received and forwarded to theNeighborhood Traffic Unit (Motors) the officersalong with the SMART trailer volunteer visit theneighborhood to determine where the trailer shouldbe placed. Residents in the neighborhood arecontacted for their input and assistance. The traileris deployed for a minimum of 24 hours. The motorofficers also conduct radar enforcement before andafter the deployment. We are currently awaiting thearrival of a new trailer, which is being donated bylntel Corporation.

Citizen Watch Program

The Citizen Speed Watch Program provides a Dopplerradar device and training to citizens so the citizen maymonitor the speeds of vehicles.The Police department then takes the data gathered bythe citizens (license plate number) and contacts thecitizen to advise them of their speed without theconsequence of a fine or the loss of points.This program is primarily a public education programdesigned to reduce speeds in neighborhoods.During 2001 the Falcon Division trained six citizens forthis program.The Falcon Division is currently working on setting up aprogram to be used in the elementary school zonesusi ng parent volunteers.

Domestic ViolenceEnhanced Response Team(DVERT)The past year has been filled with many positive changes atDVERT, including a very basic but important facility move fromthe old Detective Bureau on Nevada Avenue to a much largerfacility on Aeroplaza Drive. Operationally, staff focused onstreamlining policies and procedures to help our project becomemore victim-friendly. DVERT also added new agencies to theMemorandum of Understanding during 2001 , bringing thepartnership to a current total of 27.

DVERT's Community Oriented Policing Services (COPS) grant allowed us the opportunity to shareour experiences and assist other communities with development coordinated responses todomestic violence. Our most exciting visit brought visitors from Xi'an, China. ProfessorWangGuohong, with the Shaanxi Research Association for Woman and Family, and her interpreter Daisy,spent one week here and were able to take what they learned at DVERT back to China to use inteaching classes on domestic violence to the Chinese police force. 2001 also brought completionof DVERT's multi-media project. Over the course of the year, staff developed a Training CD-ROM, a

Training Video and a brand new website (www.dvert.org). Communities across the Country will beable to use these materials in developing and sustaining their own DVERT-||ke projects.

Police And Clergy Law EnforcementTogether Train ing CorpsThe Police Department recognized the need tobetter communicate with the minoritypopulation in the Sand Creek Division toaddress specific community concerns, crimesand quality of life issues. One untappedresource has been the local communitychurches in the division. The division beganrecruiting local clergy to form a committee toaddress these issues. The committee has beendeveloping a course of action to better educatetheir communities on local resources availableto address their concerns and foster trust and abetter working relationship with police.

The vision statement of PACT; is to build trustbetween organizations, through open andhonest communication, for the purpose ofmutual education, and to identify opportunitiesfor us to work together to solve problems thatface the Sand Creek Community.

The Law Enforcement Training Corps (LETC)program was developed to recruit high schoolstudents into the law enforcement field. Thegoal of the LETC program is to educate highschool students on law enforcement relatedmaterial. The program will also teach life skills,which will assist the corps member in dealingwith the challenges faced by today's youth. Inaddition to the educational benefits of thisprogram, the LETC members are eligible toapply for a summer internship, where theywould be hired by the City of Colorado Springsas temporary employees. This is a pilot programat Sierra High School, cosponsored with theHarrison School District.

and E-C rou psThe RSA was formed three years ago to combatprofessional shoplifting activities and hassteadily shown an increase in participation with areduction in shoplifting from 1999 to 2000, over22 percent, and 2000 to 2001 , an additional17.7 percent reduction city-wide (NIBRS 09-08-0.|YTD).

This year, the association was put on-line toimprove the dissemination of information andassist our Vice and Narcotics Unit in identifyingillegal drug manufacturing activity. The web-based site is available only to members and thereis no cost to them or the Police Department forparticipation. Several departments around thestate and the country have contacted theparticipants and established their ownassociations based on the same concept.

llhe officers also established an E-groups web-based site for communication with NeighborhoodWatch Block Captains. This site allows BlockCaptains to access statistical crime informationfor their geographic area of responsibility. lt

Operation Senior Beat

"Operation Senior Beat" is an outreach programdeveloped by the Colorado Springs PoliceDepartment to provide assistance, information,and even companionship to members of thesenior community. At the Sand Creek Division,Officer Ron Butler is "Operation Senior Beat."Although he has received assistance from otherofficers, Ron is the driving force behind theprogram. At any given time, Officer Butler hasupwards of fifty seniors in the program at SandCreek. He makes a point out of visiting eachand every one of them at least once perquarter. That means he makes ten to twenty

The bilingualvolunteers assist the Department bridge the existinglanguage gap between non-Spanish speaking officerscommunity.

substantial amount of money, were wanted on additional county/district warrants, or were difficult to apprehend. During the course ofthe program, 30 persons have been placed on the list, l5 have beenarrested with a total of 45 warrants cleared and a total bond amountof over $35,000.00.

Postings were then placed at the downtown Colorado Springs TransitTerminal which resulted in three arrests. Poster boards are now goingup at each of the Area Commands.
