STA Panel Products Committee Meeting No 1/2017

The STA Panel Products Committee Meeting No 1/2017 was held on 15 February 2017 at Wisma STA in Kuching and presided over by its Chairman, Mr James Ling Lu Kiong. The Meeting welcomed the new alternate representative of Hwa Sen Veneer & Plywood Industries Sdn Bhd.

The Meeting deliberated and shared information on the current market and log supply situation where the Committee felt that a feasible study on the shortage of

raw materials should be carried out to reflect the actual situation faced by the plywood industry.

The Meeting also received reports of the seminars with Japanese importers/distributors and end-users which were successfully organised in October 2016 in Japan. The Meeting was further informed that the State Forestry Agencies, led by the Ministry of Resource Planning and Environment has revised the Sarawak Timber Legality Verification System (STLVS) to include environment, worker safety and health as well as other user rights. Members are advised to study the revised STLVS and comply with the requirements.

On the follow up of Committee’s work plan for 2017, the Committee agreed to organise a marketing mission to India in the 2nd half of 2017. The Meeting agreed for committee members and a member of STA Secretariat to participate in the Malaysian Timber Council (MTC) marketing mission to USA from 4 to 11 April 2017 in conjunction with International Wood Products Association (IWPA) 61st World of Wood Convention in San Francisco, California.

Annual General Meeting of Sarawak Timber AssociationThe Annual General Meeting of Sarawak Timber Association for 2017 will be held on Thursday, 30 March 2017 at 10.30am at Wisma STA, Kuching. All members are encouraged to attend the Meeting. A Dialogue session with members will commence immediately after the AGM.

Mesyuarat Agung Tahunan 2017 Persatuan Kayu Kayan Sarawak akan diadakan pada Khamis, 30 Mac 2017 pada pukul 10.30 pagi di Wisma STA, Kuching. Semua ahli digalakkan untuk menghadiri Mesyuarat ini. Sesi Dialog dengan ahli-ahli akan bermula sejurus selepas Mesyuarat Agung Tahunan.

本会2017年度会员大会将于2017年3月30日（星期四), 上午10点30分假古晋STA大厦举行。敬请会员踊跃出席年度会议。会员对话会将在年度会员大会后立即召开。

STA合板/人造板小组主席林如健先生于2017年2月15日假古晋STA大厦主持2017年委员会首次会议。会议讨论和分享日前的市场资讯和原木供应情况。委员认为必须切实研究原料短缺问题以反映胶合板业所面临的实际情况。

委员同意将在2017年的下半年举办营销团前往印度。会议也同意让委员和一位秘书处职员参与马来西亚木材理事会(MTC) 于2017年4月4日至11日率团前往美国。此趟MTC营销团将结合届时美国国际木制品协会 (IWPA)在旧金山加利福尼亚所举办的第61届世界木材大会。

Mesyuarat Jawatankuasa Panel Produk Persatuan Kayu Kayan Sarawak Bil 1/2017 telah berlangsung pada 15 Februari 2017 di Wisma STA, Kuching dan dipengerusikan oleh Pengerusinya, En James Ling Lu Kiong. Mesyuarat membincangkan dan berkongsi maklumat mengenai pasaran semasa dan keadaan bekalan kayu balak di mana Jawatankuasa berpendapat bahawa kajian berkaitan kekurangan bahan mentah adalah perlu untuk mencerminkan keadaan sebenar yang dihadapi industri papan lapis.

Jawatankuasa turut bersetuju untuk menganjurkan misi pemasaran ke India pada penggal ke-2 tahun 2017. Mesyuarat turut bersetuju untuk ahli-ahli Jawatankuasa dan seorang Sekretariat STA untuk mengambil bahagian dalam misi pemasaran Majlis Perkayuan Malaysia ke Amerika Syarikat yang akan berlangsung dari 4 hingga 11 April 2017 bersempena dengan Konvensyen Kayu Dunia ke-61 anjuran Persatuan Produk Kayu Antarabangsa di San Fransicco, California.

STA Board of Honorary Advisers Meeting No1/2017

The STA Board of Honorary Advisers (BHA) met on 27 February 2017 at Wisma STA, Kuching. The Meeting was chaired by its Chairman, Pemanca Datuk Wong Kie Yik and was attended by four (4) Honorary Advisers comprising STA Office Bearers, representatives from the six (6) major Groups of Companies as well as officers from Forest Department Sarawak and Sarawak Timber Industry Development Corporation.

Amongst the many issues deliberated in this Meeting were the recommendations by the members of the BHA to the Company’s Board of Directors the following decisions for approval:

i. The completion of the following projects:a. Extension of the administrative office at Sekolah Kebangsaan

Segaham, Belaga as well as the construction and repair works for the existing community hall of Sekolah Rendah Lau Hui Kang, Suai Miri both located within the timber licensed areas of KTS Group of Companies.

b. Repair of six (6) classrooms of Sekolah Kebangsaan Nanga Encheremin, Kapit and construction of the school wall of Sekolah Kebangsaan Nanga Jagoi, Kanowit, both located within the timber licensed areas of WTK Group of Companies.

ii. Financial assistance to be given to schools and non-profit organizations to support their educational and related programme-related activities.

STA Mutual Sdn Bhd Board of Directors Meeting No 1/2017

STA Mutual Sdn Bhd (STAM), a subsidiary company of Sarawak Timber Association (STA) held its Board of Directors Meeting No 1/2017 on 27 February 2017 at Wisma STA, Kuching. The Meeting was chaired by its Chairman, Pemanca Datuk Wong Kie Yik and was attended by Mr Choo Kwong Hui, Company Secretary of STAM as well as members of the Board, Dato Henry Lau Lee Kong and Mr Patrick Teng Kheng Huh.

The Board endorsed the recommendations made by the Board of Honorary Advisers in its earlier meeting. The Board also approved the Directors’ Report and Audited Financial Statements of the Company for the year ended 31 December 2016, as well as ratified emergency expenditures under the Routine Expenses section of the Annual Budget 2016 of the Company.

STA Training Sdn Bhd Board of Directors Meeting No 1/2017STA Training Sdn Bhd (STAT), a subsidiary company of Sarawak Timber Association (STA) held its Board of Directors Meeting No 1/2017 on 27 February 2017 at Wisma STA, Kuching.

The Meeting was updated on training activities i.e. skills training and management training of the Company for the months from September 2016 to January 2017. Under skills training, the trainers/assessors of the Company made twenty nine (29) trips to various camps; seventeen (17) trips for assessing and twelve (12) trips for delivering training. A total of 248 workmen had been assessed and found to be competent.

The Fourth Cohort of the Postgraduate Diploma in Applied Science (Sustainable Tropical Forest Management/Sustainable Tropical Plantation Management), (Course) which falls under the management training, initially attended by twenty (20) students, has only seventeen (17) students still enrolled in the Course currently as three (3) students had since withdrawn from the Course. The Meeting also noted that a total of seventy seven (77) participants had attended the Course based on the Continuing Education (taking a single subject only) option which was introduced in September 2012.

STA名誉顾问董事（BHA）于2017年2月27日假古晋STA大厦召开会议。BHA成员在会议中审议众多的项目并决定向公司董事会建议并核准以下决定：i. 完成位于启德行集团和

黄传宽集团木材许可证区内学校的修理和建设项目。

ii. 提供财务援助予学校和非盈利组织以支持其教育和相关方案活动。

Lembaga Penasihat Kehormat STA telah bermesyuarat pada 27 Februari 2017 di Wisma STA, Kuching. Setelah membincangkan beberapa isu, ahli-ahli Lembaga memutuskan untuk mencadangkan keputusan berikut kepada Lembaga Pengarah Syarikat untuk diluluskan:Penyempurnaan pembaikan dan pembinaan projek-projek untuk sekolah-sekolah yang terletak di dalam kawasan lesen balak KTS Group of Companies dan WTK Group of Companies.

本会旗下子公司STA Mutual有限公司 (STAM) 于2017年2月27日假古晋STA大厦召开本年度第一次董事会会议。董事会核准STA名誉顾问董事（BHA）在其早先会议上提出的建议。董事会亦核准STAM截至2016年12月31日止的董事会年度报告及经审核财务报表，以及核准2016年度预算常规开支下的紧急支出。

STA Mutual Sdn Bhd (STAM), sebuah anak syarikat Persatuan Kayu Kayan Sarawak (STA) telah mengadakan Mesyuarat Lembaga Pengarah Bil 1/2017 pada 27 Februari 2017 di Wisma STA, Kuching.Lembaga tersebut meluluskan cadangan yang dibuat oleh Lembaga Penasihat Kehormat dalam mesyuaratnya yang terdahulu. Lembaga tersebut turut meluluskan Laporan Pengarah dan Penyata Kewangan Syarikat yang telah diaudit bagi tahun berakhir 31 Disember 2016, di samping mengesahkan perbelanjaan kecemasan di bawah seksyen Perbelanjaan Rutin, Bajet Tahunan Syarikat 2016.


STA Training Sdn Bhd Board of Directors Meeting No 1/2017During the Meeting, the Board of Directors approved matters such as the Directors’ Report and Audited Financial Statements of the Company for the year ended 31 December 2016; the utilisation part of the Supplementary Budget for Routine Expenses section of Annual Budget 2017 of the Company; and the write-off of fixed assets.

The Board of Directors also ratified the expenditures incurred under Interim provision for Routine Expenses section of Annual Budget 2017 of the Company; the expenditures in excess for the Financial Contribution Fund section of Annual Budget 2016 of the Company; and the Emergency Expenditures for the month of November 2016.Other matters deliberated included the recruitment of new students for the Fifth Cohort of the Postgraduate Diploma in Applied Science (Sustainable Tropical Forest Management/Sustainable Tropical Plantation Management), financial incentive scheme for training of

STA Enterprises Sdn Bhd (STAE), a subsidiary company of Sarawak Timber Association (STA) held its Board of Directors’ Meeting No 1/2017 on 27 February 2017 at Wisma STA, Kuching.

The Meeting discussed matters pertaining to the maintenance and operation of Wisma STA such as the request for replacement of damaged polycarbonate roofing for the corridor of Level 4 Rooftop Garden and refill of FM200 Fire Suppression System Agent for the cylinder located at the Main Switch Board Room.

The Board also ratified the emergency expenditures for the months of October 2016 to February 2017 and approved the requests for supplementary budgets and the roll-over of Annual Budget of the Company from 2016 to 2017.

The Board also approved the Directors’ Report and Audited Financial Statements of the Company for the year ended 31 December 2016, the renewal of tenancy agreements and the write-off of fixed assets.

本会旗下子公司STA Training 有限公司 (STAT) 于2017年2月27日假古晋STA大厦召开本年度第一次董事会会议。

会议通知董事关于STAT在2016年9月至2017年1月期间的培训活动，即技能培训和管理培训。STAT为其培训员/评估员安排29次行程前往各营地进行培训活动。共有248名员工成功通过评估测试。

第四届可持续热带森林管理与种植林森林管理研究生文凭课程最初有20名学生报读，不过目前仅剩17名学生仍然就读。

董事会亦核准STAT截至2016年12月31日止的董事会年度报告及经审核财务报表, 2016年度预算常规开支下的补充预算使用部分和注销固定资产。

STA Training Sdn Bhd (STAT), sebuah anak syarikat Persatuan Kayu Kayan Sarawak telah mengadakan Mesyuarat Lembaga Pengarah Bil 1/2017 pada 27 Februari 2017 di Wisma STA, Kuching.

Mesyuarat tersebut dikemaskinikan dengan aktiviti latihan iaitu kemahiran dan latihan pengurusan Syarikat bagi September 2016 hingga Januari 2017 di mana jurulatih/penilai Syarikat telah membuat 9 lawatan ke pelbagai kem dan menilai seramai 248 pekerja yang kemudiannya didapati cekap.

Turut dilaporkan, Kohort Ke-4 Diploma Lepasan Ijazah dalam Sains Gunaan Kursus Pengurusan Mampan Hutan Tropika/Pengurusan Mampan Hutan Ladang Tropika yang mulanya dihadiri oleh 20 orang pelajar, kini hanya mempunyai 17 pelajar yang masih berdaftar.

Dalam Mesyuarat tersebut, Lembaga Pengarah meluluskan beberapa perkara seperti Laporan Pengarah dan Penyata Kewangan Syarikat yang telah diaudit bagi tahun berakhir 31 Disember 2016; penggunaan Bajet Tambahan untuk seksyen Perbelanjaan Rutin, Bajet Tahunan Syarikat 2017, dan hapus kira aset tetap.

会议商讨有关本会大厦维修和操作事宜。董事会也核准STAE截至2016年12月31日止的董事会年度报告及经审核财务报表，大厦租约续期和资产核销。

Lembaga Pengarah kemudiannya meluluskan Laporan Pengarah dan Penyata Kewangan Syarikat yang telah diaudit bagi tahun berakhir 31 Disember 2016, pembaharuan perjanjian penyewaan dan hapuskira aset tetap.

Sarawak Timber Association Chinese New Year Open Office 2017

In ushering the year of the Fire Rooster, Sarawak Timber Association (STA) held its Chinese New Year Open Office on 8 March 2017 at Wisma STA in Kuching. The event is held annually in appreciation of the support and assistance rendered to staff of the Association as well as to foster better working relationships and friendship with business associates and friends of STA and its subsidiary companies (STA Enterprises Sdn Bhd, STA Mutual Sdn Bhd and STA Training Sdn Bhd). A performance by the lion dance troop and a symbolic tossing of ‘Yee Sang’ by STA Chairman, Council Members and invited guests started the luncheon event. Approximately 200 invited guests from government agencies and departments, Trade Associations, business associates as well as tenants of Wisma STA attended the luncheon. The guests were then entertained by the melodies played by the String Quartet performers.

为了迎接鸡年的到来，本会连同3间子公司即STA Enterprises 有限公司，STA Mutual 有限公司以及STA Training 有限公司于2017年3月8日假古晋STA大厦举办年度新春午餐聚会以酬谢过去一年里与本会以及3间子公司有着密切工作联系的伙伴及朋友们。总共有200位来自政府机构和部门，贸易商会，商业伙伴，以及STA大厦的租户代表出席午宴。在午宴开始前，众来宾们观赏一段舞狮表演，随后本会主席，理事会和数位特邀嘉宾进行“捞生”仪式。午宴开始后，弦乐四重奏演奏农历新年旋律娱乐众来宾们。

Persatuan Kayu Kayan Sarawak telah menyambut ketibaan tahun Ayam dengan mengadakan Rumah Terbuka Tahun Baru Cina pada 8 Mac 2017 di Wisma STA, Kuching. Rumah Terbuka tersebut diadakan setiap tahun untuk menghargai sokongan dan bantuan yang diberikan kakitangan Persatuan selain untuk memupuk hubungan kerja dan persahabatan yang lebih baik dengan rakan perniagaan dan rakan – rakan STA serta anak syarikatnya (STA Enterprises Sdn Bhd, STA Mutual Sdn Bhd dan STA Training Sdn Bhd). Majlis makan tengah hari tersebut dimulakan dengan persembahan tarian singa dan lambungan simbolik “Yee Sang” oleh Pengerusi STA, Ahli – ahli Kounsel dan tetamu jemputan. Sekitar 200 tetamu jemputan dari agensi dan jabatan kerajaan, Persatuan Perdagangan, rakan perniagaan dan penyewa Wisma STA menghadiri majlis tersebut dan dihiburkan oleh melodi yang dimainkan oleh sekumpulan String Quartet.

A 9-member delegation from the Bombay Timber Merchants Association Ltd (BTMA), Mumbai, India through the invitation by the Sarawak Timber Industry Development Corporation (STIDC) visited Sarawak from 20 to 25 February 2017. The delegation was headed by its Chairman, Mr Mohamed Iqbal Suleman Chhapra. The visit is a follow-up from the Sarawak Timber Selling Mission to India organised by STIDC in December 2016.

The visit started with a meeting with Tuan Haji Hashim Haji Bojet, the Deputy General Manager and the management team of STIDC on 21 February 2017 at Wisma Sumber Alam in Kuching. Other participants of the Meeting included representatives from Forest Department Sarawak (FDS), Hardwood Timber Sdn Bhd (HTSB), Ministry of Resource Planning and Environment (MRPE), Department of Agriculture (DOA), Sarawak Timber Association (STA) and the private sector.

In the Meeting, the delegation was briefed on the following four (4) topics:

1. “Status of Timber Industry in Sarawak” - by Mr Nicholas Andrew Lissem, STIDC

The presenter spoke on the roles and functions of STIDC, status of the timber industry in Sarawak and Sarawak’s timber exports, in particular to India.

2. “Forestry in Sarawak” - by Mr Hamden Mohamad, Deputy Director, FDS

The presenter shared with the members of the Meeting on the forest cover in Sarawak, the gazettment of Permanent Forest Reserves (PFRs) and Totally Protected Areas (TPAs), land uses in Sarawak i.e. forest plantations, oil palm plantation and agriculture as well as the Heart of Borneo (HoB) initiatives among Brunei Darussalam, Sabah and Sarawak.

3. “Export Procedure for Plants, Produce and Other Regular Articles”

- by Puan Asmah Salowi, Assistant Director, Plant Biosecurity and Quarantine Division, DOA

The presenter spoke on the process and procedures in obtaining clearance from DOA, Kuching (through the issuance of a Phytosanitary Certificate) for all importers and exporters of all timber and timber related products as well as agricultural items. DOA also confirmed that fumigation services using Methyl Bromide as per India’s requirement can be done through one of their five (5) authorised fumigators.

4. “Fumigation Services” - by Mr Gerard Liew Chieh, Executive Director, Professional Environmental Service Team Sdn Bhd

The delegation then paid a visit to STA at Wisma STA in Kuching.

Later, Dr Peter Kho, General Manager of STA in his presentation briefed all participants of the Meeting on the roles and functions of STA. He also shared with the

participants of the Meeting the statistics on trade and raw materials in Sarawak as well as the timber legality system in Sarawak. 一支来自印度孟买木材商会有限公司(BTMA)的9位代表，由主席穆罕默德·伊克巴尔先生率团，在砂拉越木材工业发展机构(STIDC) 的邀请下于2017年2月20日至25日前来砂拉越。在这之前， STIDC曾于2016年12月主办砂拉越木材销售团到印度。

此次拜访为后续工作，主要是让BTMA团员了解锯木和胶合板的制造以及宣传砂州所制造的各类别，等级和质量的锯木和胶合板。该代表团首先于2017年2月21日假古晋天然资源大厦与STIDC副总经理，哈兹哈辛（译音）及管理层召开会议。

该团随后礼貌拜访本行。本会木材产品市场小组主席许勋文在致词时欢迎BTMA的拜访和期待双方密切的合作以及促进更好的业务关系。

Delegasi seramai 9 anggota dari Persatuan Pedagang Kayu Bombay Berhad, Mumbai, India melalui jemputan daripada Perbadanan Kemajuan Perusahaan Kayu Sarawak (PUSAKA) telah mengadakan lawatan ke Sarawak dari 20 hingga 25 Februari 2017. Delegasi yang diketuai oleh Pengerusinya, Encik Mohamed Iqbal Suleman Chhapra tersebut merupakan lawatan susulan kepada Misi Jualan Kayu Sarawak ke India yang dianjurkan oleh PUSAKA pada Disember 2016.

Objektif lawatan tersebut adalah untuk memberi pendedahan kepada ahli-ahli delegasi mengenai pembuatan kayu bergergaji/papan lapis di samping menyebarkan maklumat mengenai pelbagai jenis, gred dan kualiti kayu bergergaji/papan lapis yang dihasilkan oleh pengeluar di Sarawak. Lawatan delegasi tersebut bermula dengan mesyuarat bersama Tuan Haji Hashim Haji Bojet, Timbalan Pengerus Besar STIDC pada 21 Februari 2017 di Wisma Sumber Alam, Kuching.

Delegasi tersebut kemudiannya melawat STA di Wisma STA, Kuching. Encik Stephen Hii, Pengerusi Jawatankuasa Pemasaran Produk Kayu STA dalam ucapan alu-aluannya, mengalu-alukan kedatangan delegasi dan berharap agar kerjasama dan hubungan perniagaan antara BTMA dan STA yang lebih baik dan erat dapat dipupuk.

A meeting with the members of Sarawak Timber Association (STA) who are using the facilities and services at Senari Port for the export of timber products was held on 13 February 2017 at Wisma STA in Kuching. STA called the meeting after being informed by one of its members on the sudden increase in the Receiving, Sorting & Delivery (RS&D) fee charged by Kuching Port Authority (KPA) effective 15 January 2017.

Mr Noble Pang Paul Gen, Managing Director of KPA Port Sdn Bhd was invited to brief the participants of the Meeting on the tariff and charges of KPA Port Sdn Bhd. Mr Pang took the opportunity to explain the role and functions of KPA Port Sdn Bhd. KPA Port Sdn Bhd, a subsidiary of KPA Holdings Sdn Bhd was gazetted as the port operator effective 12 October 2004.

During the discussion on the tariff and charges by KPA Port Sdn Bhd, Mr Pang explained that the tariff of RS&D for timber product (ex-shed / yard) is RM9.00 per tonne, equivalent to RM9.00 per cubic metre (m3) whilst other tariffs remain unchanged. However, effective 1 April 2017, the tariff of RS&D shall be increased from RM1.00 to RM5.00 per tonne or m3. This rate shall be maintained for a period of one year (i.e. 1 April 2017 to 31 March 2018) and shall be increased gradually to RM9.00 per m3.

Currently, members are paying a total of RM12.10 for charges of throughout, stevedoring and RS&D to contractors. However, these services have been taken

over by KPA Port Sdn Bhd and members will now need to pay RM16.40 for charges of wharfage, stevedoring and RS&D.

Members felt that port users should be consulted prior to the sudden increase in the tariff rate. STA will appeal to the relevant Government agencies for a lower rate.

Workshop to Finalize Methodologies for Field & Remote Sensing Data Collection for Forest Resource Inventory

Project in the Heart of Borneo (HoB), SarawakThe Forest Department Sarawak (FDS) and Forest Research Institute Malaysia (FRIM) conducted a “Workshop to Finalise Methodologies for Field and Remote Sensing Data Collection for Forest Resource Inventory Project in the Heart of Borneo (HoB)” from 20 to 22 February 2017 at the Waterfront Hotel in Kuching. The Workshop was attended by approximately fifty (50) participants from State Forestry Agencies, universities, timber industry players and STA Secretariat.

The Workshop was officiated by Mr Hamden Mohammad, the Deputy Director of Forests II. In his opening speech, he informed the participants of the Workshop that FDS had received an allocation of RM 3 million under the 11th Malaysia Plan and had appointed FRIM as the consultant, to conduct the forest resource inventory in the HoB Sarawak covering an area of 2.1 million hectares. He shared with the participants of the Workshop that the last forest resource inventory in Sarawak was conducted

有鉴于此，本会邀请KPA Port有限公司常务董事彭保真先生（音译）向出席会议者讲解其公司的关税和费用。

会员认为在关税税率突然调高之前，应征询港口使用者的意见。本会将向相关政府机构提出降低费率的申诉。

Sebuah mesyuarat dengan ahli – ahli Persatuan Kayu Kayan Sarawak yang menggunakan kemudahan dan perkhidmatan di Pelabuhan Senari untuk tujuan eksport produk kayu telah diadakan pada 13 Februari 2017 di Wisma STA, Kuching.

Mesyuarat tersebut dimulakan oleh Persatuan selapas dimaklumkan oleh salah satu anggotanya berkenaan kenaikan secara tiba-tiba dalam bayaran Penerimaan, Penyusunan & Penghantaran yang dikenakan Lembaga Pelabuhan Kuching (KPA) berkuat kuasa 15 Januari 2017.

Encik Noble Pang Paul Gen, Pengarah Urusan KPA Port Sdn Bhd telah dijemput untuk memberi taklimat berkenaan tarif dan caj KPA Port Sdn Bhd kepada ahli Mesyuarat.

Ahli – ahli berpendapat bahawa pengguna pelabuhan haruslah dirujuk terlebih dahulu sebelum sebarang peningkatan mendadak dalam kadar tariff. Persatuan akan merayu kepada agensi kerajaan berkaitan untuk mendapatkan kadar yang lebih rendah.


from 1969 to 1972 with the assistance from the Food and Agriculture Organization of the United Nations (FAO), the result of which were used to formulate policies to manage the forests in the State. After nearly fifty (50) years, the Department has decided to conduct another forest resource inventory in order to assist them in formulating long term policies and decision making on our forests.

The ultimate goal of this project is to conduct forest inventory in the HoB area in Sarawak along with building capacity/expertise among FDS staff and establish Forest Inventory procedures for Sarawak. Mr Hamden acknowledged that lack of expert personnel, huge cost, time consuming and difficult topography as some of the challenges faced in conducting forest resource inventory. Therefore, FDS has proposed to link field data collection with imageries captured with remote sensing technology such as LiDAR, RADAR, and hyperspectral. He also informed the participants of the Workshop that the Department may use remote sensing technologies in preparing tender document for short-term forest timber licence and its reserved price as instructed by the Chief Minister of Sarawak.

Four (4) papers were presented in the Workshop as follows:-

1. “Briefing on Forest Resource Inventory (FRI) of Sarawak”

- by En Ahmad Ashrin bin Mohamad Bohari, FDS

The speaker detailed out the components that constitutes forest inventory and gave a detailed presentation on the background of FRI in Sarawak. Participants of the Workshop were also briefed on the criteria for selecting the consultant for this project as well as the scope of works that the consultant are expected to perform. He also informed the participants of the Workshop that the Department hopes to increase capacity building by working closely together with FRIM, to independently move this project forward in the long run, extending to areas outside HoB.

2. “Approach and Concept of Forest Resource Inventory using Remote Sensing”

- by Dr Hamdan Omar, FRIM

The speaker presented the different types of remote sensing data available for use to assist in this FRI project. He also briefed participants of the Workshop on ways that remote sensing could enhance forest inventory and gave an overview of the overall project components.

He said that the project is aimed to:-

i. develop an inventory designii. stratify and map forest strataiii. assess resources and status of forestsiv. quantify biophysical elements of all stratav. produce forest inventory report

3. “Sampling Unit and Sample Plot Design” - by Dr Abd Rahman Kassim, FRIM

As one of the expected outcomes of the FRI project is to come out with the latest forest stratification map for Sarawak’s forests, the Speaker proposed a stratification strategy for use in Sarawak. The forests will be divided to eleven (11) strata, classified based on forest types as well as canopy density/basal area/volume.

4. Progress of Forest Resource Inventory Project - by Dr Ismail Parlan, FRIM

Among some of the progress made by the consultants to date, as shared by the Speaker are the establishment of a technical committee, Forest Inventory Course to staff members of FDS, submission of stratification system and the said Workshop.

FRIM is expected to complete the forest resource inventory through remote sensing in the HoB Sarawak by 2019.

砂拉越森林局(FDS)与马来西亚森林研究所(FRIM)于2017年2月20日至22日假古晋海滨酒店联办敲定婆罗洲心脏(HoB)森林资源清点计划之实地和遥感数据收集方法研讨会。

研讨会由砂森林局第二副局长哈姆登先生（译音）主持。他与研讨会的参与者分享于1969年至1972年在联合国粮食及农业组织(FAO)协助下进行的砂拉越森林资源清点计划。他表示在该计划下所获得的资料已被用于制定政策和管理州内森林。经过了50年，该局决定进行另一次森林资源清点以协助它们制订长期政策和决策。

这个项目的最终目标是在砂拉越婆罗洲心脏地区进行森林资源清点，同时培养有能力/专业知识的砂森林局员工，及成立砂拉越森林资源清点程序。共有4分如同英文版中列出的文章在研讨会中发表。FRIM将在2019年通过遥感技术完成砂拉越婆罗洲心脏森林资源清点计划。

Jabatan Hutan Sarawak (JHS) dan Institut Penyelidikan Perhutanan Malaysia telah mengadakan Bengkel untuk Memuktamadkan Kaedah-Kaedah Kutipan Data Hutan di Lapangan dan Juga Secara Remote Sensing untuk Pelaksanaan Projek Inventori Sumber Hutan di Kawasan Heart of Borneo (HoB), Sarawak dari 20 hingga 22 Februari 2017 di Hotel Waterfront, Kuching.

Encik Hamden Mohammad, Timbalan Pengarah II merasmikan bengkel tersebut dan berkongsi dengan para peserta Bengkel bahawa inventori sumber hutan di Sarawak yang terdahulu telah dijalankan dari 1969 hingga 1972 dengan bantuan daripada Pertubuhan Makanan dan Pertanian, agensi khusus Pertubuhan Bangsa-Bangsa Bersatu. Hasil daripada inventori tersebut telah digunakan untuk menggubal dasar pengurusan hutan di Sarawak. Selepas hampir 50 tahun, Jabatan memutuskan untuk menjalankan semula inventori sumber hutan bagi membantu merangka dasar jangka panjang dan keputusan yang berkaitan.

Matlamat utama projek inventori tersebut adalah untuk menjalankan inventori hutan di kawasan HoB di Sarawak di samping membina keupayaan dan kepakaran di kalangan kakitangan JHS dan mewujudkan prosedur Inventori Hutan untuk Sarawak. 4 kertas kerja telah dibentangkan dalam Bengkel seperti yang disenaraikan dalam Artikel ini. FRIM adalah dijangka untuk melengkapkan inventori sumber hutan melalui penderiaan jauh dalam HoB Sarawak menjelang 2019.


The Eleventh Asia-Pacific Economic Cooperation (APEC) Experts Group on Illegal Logging and Associated Trade (EGILAT) Meeting

The Asia-Pacific Economic Cooperation (APEC) Senior Officials’ Meeting (SOM 1) and Related Meetings were held from 18 February to 3 March 2017 in Nha Trang city, Viet Nam. The Experts Group on Illegal Logging and Associated Trade (EGILAT), a body within APEC, organised a Public Private Dialogue with Small and Medium Enterprises (SMEs) on Promoting Legal Trade in Harvested Wood

Products and Strengthening Supply Chain Connectivity towards Sustainable Growth (Dialogue) from 18 to 19 February 2017 and held its Eleventh (11th) Meeting from 20 to 21 February 2017. The Malaysian delegation comprised five (5) representatives and was led by Ms Eleine Juliana Malek, the Principle Assistant Secretary from Ministry of Plantation Industry and Commodities (MPIC).

Public Private Dialogue with SMEs on Promoting Legal Trade in Harvested Wood Products and Strengthening Supply Chain

Connectivity Towards Sustainable GrowthThe Dialogue gathered about eighty (80) participants, including representatives from seventeen (17) APEC member economies and representatives from Non-Governmental Organizations (NGOs) such as The Nature Conservancy (TNC), World Wildlife Funds (WWF), The Center for People and Forests (RECOFTC), etc. The Dialogue was divided into five (5) sessions and discussed key issues on (i) Enhancing the use of innovative science and technology: Experience sharing and best practice, (ii) Public-private partnership to improve capabilities and enhancing the engagement of SMEs, (iii) Model and support mechanism to increase corporation among economies to promote legal trade in harvested wood products and strengthening supply chain connectivity, (iv) Panel on enhancing SMEs to implement timber legality and supply chain connectivity framework and (v) Discussions on initiatives and solutions.

Participants shared experiences and made recommendations to enhance the corporation between APEC member economies and SMEs. Among the recommendations made were economies to sign a commitment of not buying and using timber from illegal sources, fulfilling all legal requirements through proper legal export documents and improving chain-of-custody control system.

The outcomes and recommendations of this Dialogue were updated at the 11th APEC EGILAT Meeting.

亚太经济合作组织（APEC）高级官员会议(SOM 1)和相关会议于2017年2月18日至3月3日在越南芽庄市召开。APEC旗下非法采伐和相关贸易专家组（EGILAT）于2017年2月18日至19日举办与中小型企业(SMEs) 公私对话会，并于2017年2月20日至21日召开其第十一届会议。马来西亚代表团共有5名代表，并由种植及原产业部（MPIC）首席助理局长伊莲娜朱莉娅娜小姐（译音）带领。

中小型企业公私对话会的参与者分享了他们的经验，并就加强APEC成员经济体与中小企业之间的合作提出了建议。其中提出的建议是经济体签署不购买和使用非法来源的木材承诺，履行所有法律要求，以确保合法的出口文件和改进监管链监管系统。

Mesyuarat Pegawai-Pegawai Kanan Kerjasama Ekonomi Asia Pasifik (APEC) dan Mesyuarat Berkaitan telah berlangsung dari 18 Februari hingga 3 Mac 2017 di bandar Nha Trang, Viet Nam. Kumpulan Pakar mengenai Pembalakan dan Perdagangan Berkaitan yang Haram (EGILAT), iaitu sebuah badan dalam APEC menganjurkan Dialog Awam Swasta dengan Perusahaan Kecil dan Sederhana (PKS) dari 18 hingga 19 Februari 2017, diikuti dengan Mesyuarat Ke-11 dari 20 hingga 21 Februari 2017. Delegasi dari Malaysia yang terdiri daripada 5 orang wakil, diketuai oleh Cik Eleine Juliana Malek, Penolong Setiausaha Prinsip dari Kementerian Perusahaan Perladangan dan Komoditi (KPPK).


The Eleventh Asia-Pacific Economic Cooperation (APEC) Experts Group on Illegal Logging and Associated Trade (EGILAT) Meeting

Eleventh EGILAT MeetingThe 11th APEC EGILAT Meeting was held from 20 to 21 February 2017 at Sheraton Nha Trang & Spa, Nha Trang, Viet Nam. A total of 17 economies attended the meeting, namely Australia, Brunei Darussalam, Canada, Chile, China, Indonesia, Japan, Korea, Malaysia, New Zealand, Papua New Guinea, Peru, the Philippines, Russia, Chinese Taipei, United States and Viet Nam. The Meeting was chaired by Dr Ruth Turia from Papua New Guinea.

The Meeting discussed and agreed on the EGILAT Work Plan for 2017 and received updates from member economies on their work relating to preventing and combating illegal logging as well as associated trade. Among others, Viet Nam made a presentation on the progress of their Voluntary Partnership Agreement (VPA) and Viet Nam Timber legality Assurance System (VNTLAS); Indonesia shared their experience and practice on its Forest Product Administration Information System; Japan made a presentation on an overview of its Act on Promotion of Use and Distribution of Legally Harvested Wood and Wood Products; and Malaysia updated the Meeting on the implementation of import regulation by Peninsular, where they are currently undergoing the Technical Barriers to Trade (TBT) notification process with the World Trade Organisation and the process is expected to be completed by the mid of 2017.

The Meeting noted the detailed reports from China and Papua New Guinea as well as brief reports from other economies on their progress in compiling information for the EGILAT Timber Legality Guidance Template, and encouraged members to present their progress at the Twelve EGILAT meeting. The Meeting agreed that the Core Group, which consist of the Chair, Viet Nam as the host of APEC 2017, Australia, Canada, Chile, China, Peru, United States and the APEC Secretariat, to develop the EGILAT Multi-year Strategic Plan 2018-2022. The Meeting also endorsed the concept note developed by United States for an EGILAT-SCCP Joint Workshop on Customs Best Practices to Identify Illegal Timber and Wood Products, which will be submitted for Project Session 1, 2017. The workshop is expected to be held in conjunction with the Twelve EGILAT meeting, if the funding is secured. The Meeting also agreed to coordinate with APEC Anti-Corruption and Transparency Working Group (ACTWG) for the Pathfinder Dialogue IV which will also be held in the Twelve EGILAT meeting. The Meeting discussed at length on the proposal of Korea to host the 4th Meeting of

Ministers Responsible for Forestry (MMRF4) in late October 2017 in Seoul, Korea. The Meeting generally supported the proposal and will submit the proposal to APEC Senior Officials’ Meeting (SOM) for their consideration.

The next EGILAT Meeting will be held in August 2017 in Ho Chi Minh, Vietnam.

会议接纳中国和巴布亚新几内亚的详细报告，以及其他经济体关于编撰EGILAT木材合法性指南模板资料的简要进展报告，并鼓励成员国在第十二届EGILAT会议上呈报他们的进展。会议同意由核心小组制定“2018-2022年EGILAT多年战略计划”。

下一届EGILAT会议将于2017年8月在越南胡志明市举行。

Melalui Dialog tersebut, para peserta berpeluang berkongsi pengalaman dan membuat beberapa cadangan untuk meningkatkan kerjasama antara negara anggota APEC dan PKS. Antara cadangan yang dibuat adalah bagi negara-negara anggota menandatangani komitmen untuk tidak membeli dan menggunakan kayu daripada sumber yang haram, mematuhi semua keperluan undang-undang melalui dokumen eksport sah yang betul serta pembaikan sistem kawalan rantai penjagaan.

Mesyuarat Ke-11 APEC EGILAT pula berbincang dan bersetuju dengan Rancangan Kerja EGILAT 2017 dan menerima kemaskini dari negara – negara anggota berkenaan usaha mencegah dan memerangi pembalakan dan perdagangan berkaitan yang haram. Mesyuarat juga mengambil maklum laporan terperinci dari China dan Papua New Guinea serta laporan ringkas dari negara – negara lain berkaitan kemajuan mereka dalam mengumpul maklumat untuk EGILAT Templat Bimbingan Kesahihan Kayu dan menggalakkan ahli – ahli untuk membentangkan kemajuan mereka pada mesyuarat EGILAT Ke-12 akan datang. Mesyuarat turut bersetuju bagi Kumpulan Teras untuk membangunkan Pelan Strategik EGILAT Pelbagai-Tahun 2018 – 2022.

Mesyuarat EGILAT seterusnya akan diadakan pada Ogos 2017 di Ho Chi Minh, Vietnam.


Briefing to Businesses /Exporters on the New Measures to Develop Foreign

Exchange Market The Financial Markets Committee (FMC) in collaboration with Bank Negara Malaysia (BNM) organised a communication session with businesses/exporters in Sarawak on 22 February 2017 at the BNM Regional Office in Kuching. This is in line with the announcement made by FMC on the measures to enhance the liquidity of foreign exchange (FX) market as well as to create a deeper, more transparent and well functioning onshore FX market.

Mr Makhzani Mustaffa Ng, Deputy Director and Mr Zulazwer Hassan, Senior Analyst, both from BNM Foreign Exchange Administration Department were present to inform participants of the session that the measures are aimed to allow greater hedging flexibility in the onshore market that leads to effective management of risk and to ensure continuous liquidity of foreign currency in the onshore market.

As part of the strategy to enhance depth and liquidity of onshore financial market, exporters now can retain up to 25% of export proceeds in foreign currency for payment of import and loan as well as to convert the rest of the amount to Malaysia Ringgit (MYR) within 6 months of import and loan obligations. Moreover, all payments in trade among residents are required to be made in MYR after 31 March 2017. In addition, a special deposit rate of 3.25% per annum on converted export proceeds is offered to exporters through commercial banks.

The new measures include liberalisation to further facilitate FX risk management. Residents may now actively manage foreign exposure with onshore banks (including cancellation and unwinding) subject to a prudential limit of RM6 million equivalents per client per bank for Renminbi (CNH) /MYR and US Dollar (USD) /MYR. Furthermore, streamlining policy on investment in foreign currency assets was implemented with key principles such as equal treatment for

Steering Committee Meeting on the Research of Ceratocystis Disease on

Acacia mangium No 1/2017The Malaysian Timber Industry Board (MTIB) called for a Steering Committee Meeting on the Research of Ceratocystis Disease on Acacia mangium No 1/2017 on 27 February 2017 at Menara PGRM, Kuala Lumpur.

The Meeting was chaired by Dato’ Dr Jalaluddin Harun, Director-General of MTIB. In his opening remarks, he welcomed and thanked all members present at the meeting. He hoped that this research project can commence as soon as possible and produce deliverable results to mitigate the Ceratocystis disease affecting the Acacia plantations in Malaysia, especially for the A. mangium plantations which are planted under the soft loan programme by Forest Plantation Development Sdn Bhd (FPDSB). He emphasised the two aspects that the Steering Committee needs to look into, which are the financial progress and physical progress of this project. This is to ensure the fund is disbursed according to the procedure established and the milestones of the project are achieved.

Dr Mohd Farid Bin Ahmad, researcher cum project leader from Forest Research Institute Malaysia (FRIM) gave a presentation on the research proposal entitled “Strategy and Management of Wilting Disease Caused by Ceratocystis Fungus which Threatens A. mangium Stands in Malaysia”. This project will be carried out in Peninsular, Sabah and Sarawak with the funding from MTIB. He briefed the members of the Meeting on the project background, methodologies, expected outputs, agencies involved as well as the fund allocation and disbursement scheme for this project.

The members of the Meeting had a lengthy deliberation on the research proposal presented by FRIM, among others, are the involvement of other agencies in this research project as well as the criteria used in selecting the sample plots and conducting the survey.

The Meeting then went through and accepted the terms and conditions of the Memorandum of Agreement (MOA) between MTIB and FRIM on this project.

马来西亚木材工业局(MTIB)于2017年2月27日假吉隆玻民政大厦召开大叶相思树枝干枯萎病（Ceratocystis）研究指导委员会本年度首次会议。

会议由MTIB总监拿督贾拉鲁丁博士主持。拿督希望这项研究项目可以尽快开始并提供关键的成果，以减轻影响马来西亚相思树种植园的枝干枯萎病，特别是在森林种植发展有限公司(FPDSB)贷款计划下所种植的马占相思木种植园。拿督也强调指导委员会需要研究的两个方面，即研究项目的财务和实际进展。这为确保基金根据既定程序支付并实现项目的里程碑。

Lembaga Perindustrian Kayu Malaysia telah mengadakan satu Mesyuarat Jawatankuasa Pemandu Penyelidikan Penyakit Ceratocystis ke atas Acacia mangium Bil 1/2017 pada 27 Februari 2017 di Menara PGRM, Kuala Lumpur.

Mesyuarat tersebut dipengerusikan oleh Dato’ Dr Jalaluddin Harun, Ketua Pengarah MTIB. Beliau berharap projek penyelidikan ini dapat dimulakan secepat mungkin dan menghasilkan keputusan realistik untuk mengurangkan penyakit Ceratocystis yang menjejaskan ladang-ladang Acacia di Malaysia, terutamanya ladang A. mangium yang ditanam di bawah program pinjaman mudah oleh Forest Plantation Development Sdn Bhd.

Beliau menekankan 2 aspek yang perlu diteliti oleh Jawatankuasa Pemandu iaitu kemajuan kewangan dan kemajuan fizikal projek. Ini adalah untuk memastikan dana tersebut diagihkan mengikut prosedur yang ditetapkan dan matlamat projek dicapai.

A meeting was organised by the Malaysian Employers Federation (MEF) on 15 February 2017 at Dewan Usahawan Bumiputera Sarawak in Kuching. Approximately twenty five (25) participants attended the Meeting. The meeting was chaired by Mr George Young Jr, Associate Consultant Industrial Relations of MEF.

Mr Saifudin Bujang and Mr Shahminan Ahmad, both officers from the Income Tax Department gave a brief presentation on Employer’s Responsibility, Monthly Tax Deduction (MTD) and e-Filing 2016.

The speakers informed the Meeting that the Inland Revenue Board of Malaysia (IRBM) will have an open counter for e-Filing 2016 (e-Filing application is a system which allows tax payer to fill and send the Income Tax Return Form as well as estimation form online) for employees, employers, associations, etc at IRBM office at Level 3, Wisma Hasil No 1, Jalan Padungan, 93100 Kuching, Sarawak from 1 March 2017 onwards. Application for password can only be obtained at IRBM office counter.

They highlighted that under e-Filing 2016, income such as bonus, director fees, etc declared in 2016 but paid in 2017 shall be considered as MTD 2017. Starting remuneration year 2016, it is a mandatory requirement

for a company to submit Form E (Employer Tax Return Form) 2016 and CP.8D (list of employees) using e-Filing. The due date for Form E 2016 for e-Filing is on 30 April 2017. The speakers advised members to call 1-800-88-5436 (IRBM) if they faced any problems with e-Filing.

Sebuah mesyuarat telah dianjurkan oleh Persekutuan Majikan Malaysia (MEF)pada 15 Februari 2017 di Dewan Usahawan Bumiputera Sarawak, Kuching. Kira – kira 25 orang peserta menghadiri mesyuarat tersebut yang dipengerusikana oleh Encik George Young Jr, Perunding Bersekutu Perhubungan Perusahaan MEF.

Encik Saifudin Bujang dan Encik Shahminan Ahmad yang merupakan pegawai dari Jabatan Cukai Pendapatan memberi taklimat ringkas berkenaan Tanggunggjawab Majikan, Potongan Cukai Bulanan dan e-Filing 2016.

Ravenscourt Forest Management Unit

The Ravenscourt Forest Management Unit (FMU) located in Lawas District had undergone stage 1 audit for forest management certification under the Malaysian Timber Certification Scheme (MTCS) for natural forest from 13 to 17 February 2017. The audit was conducted by auditor from the SIRIM QAS International Sdn Bhd and attended by officers from the Forest Department Sarawak including STA Secretariat as observers.

The four-day audit covered all 9 principles listed in the Malaysian Criteria and Indicators for Forest Management Certification (Natural Forest). At the end of the audit, Ravenscourt FMU was found to be ready to apply stage 2 audit.

位于林梦省老越县的Ravenscourt 森林管理单位(FMU) 于2017年2月13日至17日在马来西亚木材认证计划(MTCS)天然森林下，由SIRIM QAS国际有限公司进行森林管理认证第一阶段审计工作。砂州森林局官员和本会职员参与观摩该审计工作。为期4天的审计涵盖森林管理认证（天然森林）马来西亚认证标准草案的所有9项原则。稽核员在审计结束后告知Ravenscourt FMU可申请第二阶段审计工作。

Unit Pengurusan Hutan Ravenscourt yang terletak di Lawas, Bahagian Limbang telah menjalani audit Peringkat 1 untuk pensijilan pengurusan hutan di bawah Skim Pensijilan Kayu Malaysia (MTCS) untuk hutan semula jadi dari 13 hingga 17 Februari 2017. Audit tersebut telah dikendalikan oleh juruaudit dari SIRIM QAS International Sdn Bhd dan disertai pemerhati yang terdiri daripada pegawai-pegawai dari Jabatan Perhutanan Sarawak dan Sekretariat STA. Audit 4 hari tesebut meliputi semua 9 prinsip yang disenaraikan dalam Kriteria dan Petunjuk Malaysia untuk Pensijilan Pengurusan Hutan (Hutan Asli). Di akhir audit, juruaudit memaklumkan bahawa Unit Pengurusan Hutan Ravenscourt adalah bersedia untuk audit Peringkat 2.
