REVISION OF THE TRUSTEESHIP COUNCIL QUESTIONNAIRE AND THE STANDARD FORM FOR NON-SELF-GOVERNING
TERRITORIES
The WHO Panel of Experts on the revision of the Trusteeship
Council Questionnaire and the Standard Form for Non-Self-Governing
Territories met in Geneva from the 19 - 22 September 1949.
The Director-General now has the honour to transmit the
recommendations of this Panel to the members of the Executive Board
for their information. (Documents WHO/PHA/l and WHO/PHA/2)

INFORMATION FROM NON-SELF GOVERNING TERRITORIES TRANSMITTED UNDER ARTICLE 73e OF ÏHE CHARTER
The Director-General has the honour to bring to the attention of the
Executive Board the text of a note froa the. Secretary-General of the
United Nations transmitting the resolutions regarding the information from
non-self-governing territories transmitted under article 73e of the
Charter, which were adopted by the General Assembly on 2 December 1949
(see Appendix).
The World Health Organization has been represented at each session of
•the General Assembly's Special Committee on Information transmitted under
Article 73e of the Charter. Since the last meeting of the Executive
Board, the World Health Organization has convened a group of experts to
examine and make recommendations for the revision of the Standard Form in
so far as health problems are concerned; the Standard Form being the
basis on #iich Governments responsible for the non-self-governing terri-
tories report thereon. The views of the experts have been communicated
to the Secretary-General. The Director-General will continue to help
the Special Committee in its work and is prepared to give such direct
assistance as may prove possible upon the request of the responsible
governments.
In view of the importance of the health problems of the non-self-
governing territories the Executive Board may wish to adopt the following
resolution:

NOTES the resolutions on information from the non-self-governing territories adopted by the United Nations General Assembly o.n 2 December 1949;
REQUESTS the Director-General to continue to assist the United Nations in its work regarding the non-self-governing territories.

lt The Secretary-General of the United Nations presents his compliments to
the Director-General of the World Health Organization and has the honour to
draw attention to the resolutions concerning information from Non-Self-
Governing .Territories transmitted under Article 73e of the Charter which
were adopted by the General Assembly on 2 December 1949. In particular,
consideration is invited of the resolution concerning international
collaboration in regard to economic, social and educational conditions in
Non-Self-Governing Territories•
2. The resolution in its operative part?
"1, EMPHASIZES the importance of promoting the technical training of the inhabitants of the Non-Self-Governing
.Territories, and requests the Administering Members to co-pperate vrtien and where appropriate with specialized international bodies with a view to examining the possibility of providing adequate training facilities for these inhabitants in the fields of economic development, agriculture^ education, labour, public health and social welfare;

2. REQUESTS the appropriate international bodits to take full account of conditions in the Non-Self-Governing Territories in work undertaken by them in connexion with economic development, the world census of agriculture, the study of soil erosian, the training of public health personnel,the study of problems o f ~ nutrition, the application of International Labour Conventions, the problem of migrant labour in Africa, the development of social welfare services, the prevention and treatment of juvenile
� delinquency, the study of the most appropriate means of improving housing in tropical regions, and the problems of higher education;‘
"3. INVITES the specialised agencies concerned to conmiunicat© annually to the United Nations information on the progress of the work indicated in the previous paragraph which would be of service in Non-Self-Governing Territories, including information on the extent to which their services have been provided for any of the Non-Self-Governing Territories;
"4t INVITES the specialized agencies to take account in their studies of the experience of various States in respect of the problems enumerated above;
"5. INVITES the Secretary-General to bring to the attention of the Administering Members and the specialized agencies concerned the comments made during the discussions in the Special Committee on Information transmitted under Article 73e of the Charter in relation to agriculture, education, labour, public health and
,social welfare;

undertaken by the Economic and Social Council and by the Trusteeship Council with regard to Trust Territories�,
"7. FURTHER INVITES the Secretary-Gener.il, in his analyses of inrormation on Non-Self-Governing Territories to bo submitted to the General Assembly, to select such aspects of economic, social and educational problems as appropriately provide opportunities for possible co-operation -with the specialized international bodies, as provided in Article 73d of the Charter, with a view to the improvement of economic, social and educational conditions in the Non-Self-Governing Territories."

4. The resolution concerning the establishment of a Special Committee on
Information transmitted under Article 73e of the Charter, in paragraph 3s
"INVITES the Special Committee to examine^ in the spirit of paragraphs 3 and 4 of Article 1 and of Article 55 of the Charter, the summaries and analyses of information transmitted under ‘ Article 73e of the Charter on the economic, social and educational conditions in the Non-Self-Governing Territories, including any papers prepared by the specialized agencies and any reports or information on measures taken in pursuance of the resolutions adopted by the General Assembly concerning economic, social and educational conditions in the Non-Self-Governing Territories,"
5. The resolution concerning the work of the Special Committee on
Information transmitted under article 73e of the Charter, in its operativa

INVITES the Special Committee at its 1950 session, without prejudice to the consideration of the other two functional fields, to give special attention to the problems of education in the Non-Self-Governing Territories, with particular attention to development of training in- the economic and social fields3

« INVITES members of the Special Committee to make special preparations in this field for the 1950 session, with a view to facilitating the constructive interchange of ideas and experience on such educational problems3
"3. INVITES the Secretary—Gensral to consult with the United Nations Educational, Scientific and Cultural Organization and other specialized agencies in order to secure their collaboration in the study of these problems."

"REQUESTS the Secretary-General tc keep the Special Committee informed of the nature of the technical assistance which is accorded from time to time to Non-Self-Governing Territories by specialized international bodies."

7» With regard to the resolutions and the discussions of information from
Ncn-SeIf-Governing Territories in the Special Committee and in the Fourth
Committee, the Secretary-General draws attention tc the reports of the
two committees and to various numbers of the summary records as indicated 、
in the attached annex,
8* Finally, the Director-General is informed that in respect of the
revision of the Standard Form for the guidance of Members in the preparatim
of information to be transmitted under article 73e cf the Charter^ the
I949 Special Committee took note of the assistance rendered by the
specialized agencies but agreed not to take any action leaving the question
open for consideration next year. The Secretary-General will accordingly
at a later date communicate tc the specialized agencies concerned a proposed
revision of the Standard Form which m 11 include the suggestions so far
received.
