The joint verification of trees that fall in proposed right of way is under progress along with the state

forest officials. The compensation for trees in private or government land will be deposited after

evaluation from the forest officials. Compensatory afforestation will be carried out as per the

requirements of Forest Department, Gujarat / MOEF.

10) Air quality and noise quality are already in poor condition. At time of construction, quality

would worsen. What special care would be taken to preserve/improve air and noise quality

during construction?

The relevant mitigation measures to reduce air and noise pollution during construction phase

have been incorporated in Environmental Management Plan (EMP) that forms the contract

document between the project proponent and the concessionaire. Some of the major features of

EMP are:

Air

To reduce Dust Pollution:

• The contractor should take every precaution to reduce the level of dust from crushers/hot

mix plants, construction sites involving earthwork by sprinkling of water, encapsulation of

dust source and by erection of screen/barriers.

• All the plants will be sited at least 500m distance in the downwind direction from the nearest

human settlement.

• The contractor should provide necessary certificates to confirm that all crushers used in

construction conform to relevant dust emission control legislation.

• The suspended particulate matter value at a distance of 40 m from a unit located in a cluster

should be less than 500 g/m3. The pollution monitoring is to be conducted as per the

monitoring plan.

• Alternatively, only crushers licensed by the Pollution Control Board (PCB) shall be used.

The Contractor in such a case shall submit required certificates and consents.

• Dust screening vegetation will be planted on the edge of the RoW for all existing roadside

crushers. Hot mix plant will be fitted with dust extraction units.

To reduce Emission from Construction Vehicles, Equipment and Machineries:

• Contractor will ensure that all vehicles, equipment and machinery used for construction are

regularly maintained and their emission levels comply with the relevant requirements of

PCB.

• The Contractor will submit PUC certificates for all vehicles/ equipment/machinery used for

the project. Monitoring results will also be submitted to Supervision Consultant and Project

Implementation Unit as per the environmental monitoring plan.

Noise

To reduce Noise Pollution: Noise from Vehicles, Plants and Equipments:

The Contractor will conform to the following:

• All plants and equipments used in construction (including crushing plant) shall strictly

conform to the MoEF/CPCB noise standards.

• All vehicles and equipment used in construction will be fitted with exhaust silencers.

• Servicing of all construction vehicles and machinery will be done regularly and during

routine servicing operations, the effectiveness of exhaust silencers will be checked and if

found defective, it will be replaced.

• Limits for construction equipment used in the project such as compactors, rollers, front

loaders, concrete mixers, cranes (moveable), vibrators and saws shall not exceed 75 dB (A)

(measured at one meter from the edge of equipment in the free field), as specified in the

Environment (Protection) rules, 1986.

• Maintenance of vehicles, equipment and machinery shall be regular and up to the

satisfaction of the SC to keep noise levels at the minimum.

• At the construction sites within 250 m of the nearest habitation, noisy construction work

such as crushing, concrete mixing, batching will be stopped during the night time between

10.00 pm to 6.00 am.

• No noisy construction activities will be permitted around educational institutes/health

centers (silence zones) up to a distance of 100 m from the sensitive receptors

• Monitoring shall be carried out at the construction sites as per the monitoring schedule and

results will be submitted to SC and PIU. SC will be required to inspect regularly to ensure

the compliance of EMP.

• Noise barrier shall be established at sensitive locations such as hospitals, educational

institution etc during construction.

11) What is the minimum distance of any existing industry from ROW in entire stretch?

Many industrial units are located along the project road and the prominent ones being cold

storage units, auto-parts related and transport companies. The minimum distance of these

industries are, outside the existing ROW that is minimum 45m from the existing centerline.

12) What is the expected completion time of six lane highway project

• The bidding process will be completed by end of year 2011

• Construction period will be 3 years

• The six laning opening year likely to be by end of 2014.

13) What would be impact on surrounding agricultural land during construction phase on both

side of road?

No significant impact is envisaged on surrounding agricultural lands.

14) Whether topsoil analysis before and after construction is proposed to assess impact on soil?

Yes, the topsoil analysis before and after construction is proposed as part of the Environmental

Monitoring Plan that comes under Environmental Management Plan (EMP). This EMP will form

the contract document between the project proponent and the concessionaire at the time of

construction.
