Capacity building There was a training held by IMLT on budgeting and which the Staff and Councilors are train, but was only given to the top and senior management meaning it did not affect the people on the grass-root level.Whereby all the staff men and women are equal trained by Gender links from all levels on gender and SADC Protocol.

Working conditions and benefits are equal just that there is no paternity leave for male, only maternity leave for female according to the Social Security Act and the Labour Act.

Key characteristics Striving for Change

SynopsisSum up the situation of the Council – how far has it come, how far has it progressed, what evidence is there of change. If possible begin with an anecdote that demonstrates this change. - 300 words

The Village of Tses is situated 450 km South of Windhoek. Tses is situated in the South of Namibia and are linked to the capital city of Namibia (Windhoek) by the B1 trunk road. The B1 trunk road also link Tses with Regions, Capital Keetmanshoop and further down South with the Namibia/RSA boarder.

Tses Village has an estimated population of ±2500 people. The unemployment rate of Tses is 80%. The main source of income of the residents is out monthly salaries obtained from government institutions and private sector in Tses whilst some residents are tying their income out of small businesses and small scale livestock farming. After independence, lot of farm workers was retrenched by commercial farm owners because of the new acts aiming at equity and balance on income levels to ease the lives of people. This situation has created squatters in Tses which are contributing to the high unemployment rate in the Village. The current situation is negatively

contributing to the income of the village management which needs the funds to further develop the Village. Absence of skills development or multipurpose centres in the Village is also contribute to the present situation and if such canters could be open; it will contribute to employment creation through skills training to enable the youth to seek for jobs. The following institutions are currently employing residents in Tses, 2 school and 2 hostels, Service Station, 2 Shops, NamPost, Village Council and GRN Ministries.

The predominant languages spoken in the Village Nama and Afrikaans. There is a lack of big industries in the Village and chance for work especially for youth is minimal. Most people are depending on old age pensions as a family member of the specific elderly person. Poverty in Tses Village is clearly observable and serious programs must be planned by the Councillors and the constituency councillor to address the detonating situation. Tses is situated next to the B1 road side; it could attract attention of road users for economic advantages for Tses. The well-known Namibian volcano is situated approximately 30 km from Tses and possibilities of proper accommodation for tourists passing by can attract tourists to overnight and proceed to the volcano. The passenger trains from Windhoek to Keetmanshoop also stop at Tses.

To bring together existing commitments; enhance these through specific timeframes; create effective mechanisms for implementation sharing for best practices and deepening regional integration.

Build the gender analysis skills of councillors and staff, including on gender and governance; gender planning and policy concepts. Assist council in developing gender action plans based on the gender Policy frame work for Local Government. Promote a better, more equitable, working environment within the organisation and among project staff and community. Equip project staff with the capacity to identify and respond to gender concerns and opportunities.

The current situation is negatively contributing to the income of the Village management which needs the funds to further develop the Village. Absence of skills development or multipurpose centres in the Village is also contributing to the present situation and if such centres could be open it will contribute the employment creation through skills training to enable the youth to seek for jobs. A Village like Tses has challenge of High unemployment rate as well as rape, domestic violence and Alcohol and drug abuse as well as drought, teenage pregnancy, livestock theft track drivers and sugar daddy that we are currently facing in our society.

Youth is now provided with necessary skilled training such as entrepreneurship workshop, doing money generating activities and has even establish a youth group with its committee and that’s keeping them busy to avoid unnecessary doings and many other etc. Awareness campaign is run from line Ministries and Institution and other companies to rise in sharing information for knowledge gain for society. Different investors are coming in the Village with contract work and from there the youth are getting work to keep them busy and keep from abuse of alcohol and drug and many other things. Youth group is establish for youth to come together in sharing ideas and cultural diverse for what project can be done for youth to part take in it. Gardens and Brick making project are in place for community to make something out of this project are in place for community to make a living out of this projects in the location. Women are trained as something out of these projects in the location. Women are trained as entrepreneurs in making small business for better living standard.

A special thank to gender links Namibia, for a job well done the Centre of Excellence has really bring a living changed to my life and our life's”.

Yes more cases are reported to the police. Council and the local Namibia Police are working hand in hand to fight against GBV in addressing the community regarding GBV for women to speak out and make their voices count.
