Reported incidents and grumbles of low level ASB from local youngsters - some have been reported on FB, to NHW and via word of mouth . Enquiries are to be made regarding possible funding to counteract this with projects to occupy disenchanted teens. Projects are expensive but some funding may be available. Recent incidents of dog waste bins being upturned have been reported to police. All instances of anti- social behaviour should be reported in order to build a profile. The intention is to catch this behaviour early before it becomes too great an issue. (KT to make enquiries ) NHW signs have now been organised – volunteers needed to assist in putting these up. Plastic and metal, 15 of each. AB will send a message to NHW members for volunteers. We have 21 locations selected already the remaining units may be kept as spares. Prospective new NHW member has video camera images of a person attempting to gain access to houses on the estate. Police have the film and given it a crime reference. Membership now stands at 70. 3. 2.NHW Update – Alan Brown

Reported incidents and grumbles of low level ASB from local youngsters - some have been reported on FB, to NHW and via word of mouth . 3. Public Art Consultation

No further updates for MRA but they have been to Ashby Fields School to promote the idea. Suggested next consultation was the 14th Feb but as this is Valentines Day this is likely to move.

4.On-going Estate Management

4a. Heartlands Exit – Signs have not yet been removed. Cllr Ritchie will raise again. Since the consultation took place there has been no further news. Action KR

4b. Road Dressings – Previous advice was that that completion was likely to be April 2017. Cllr Ritchie suggested that lack of funding may mean that this is delayed.

Two residents raised concerns re traffic speeds on Farnborough Drive leading into Heartlands & made suggestion that speed bumps or some such measure be implemented to slow down the traffic. Of particular concern is the fact that there are two pedestrian crossing points . They provided a plan detailing their suggestions. Views were also that if the exit is to given the go ahead now is the ideal opportunity to request that traffic control measures are considered and put in place.

PLAN OF ACTION - As there is continuing frustration regarding the ongoing delays residents want a clear picture of when roads are likely to take place, next Full Council meeting at DDC and that consideration MRA submit questions on behalf of residents to raise questions raise matters about road re-surfacing the Heartlands Exit, Parking and speeding controls. Procedure is that questions have to be submitted he Monday before the Thursday Meeting. Letters to be sent once we have a clearer picture of when works are taking place

4c. Retirement Village – Crown are still interested in developing the area with their retirement village.

This will also have an impact on Heartlands Exit and road layout but progress is very slow. KR advised that he has attended a meeting with them and that they are looking to consult in February and March and they were expecting to start work by the end of 2017. SINCE THE MEETING IT HAS COME TO LIGHT THAT CROWNCARE HAVE SUBMITTED PLANNING APPLICATION NO DA/ 2016/1180

4d. Parking issues – Whilst this has been raised with DDC no further feedback has been received. We are still waiting for a DDC representative to come and witness the situation and to hear residents’ suggestions for possible corrective measures, again cost is a major factor.

4e. Litter – Date for next litter pick agreed as 4th March at 12:00 to coincide with the ‘Great British Spring Clean’ . TBC

5. Treasurers report Current balance is £453.75. Expenses due soon are public liability insurance and we also need to ensure funds are held back for replacement defibrillator pads and battery packs.

Dog waste bin on Bellway – DDC have advised that its not part of the developer agreement that they supply a bin. If Bellway agree to re-install the bin elsewhere we need to advise DDC as they will need to agree the cost of emptying it. Action KT

6. Litter Bins – We have requested litter bins previously and orders were requested . (KT to follow up) Cost to empty the bins is £250 per bin per year

7. Play Park Issues – Some of the children’s play parks require maintenance due to the anti-social behaviour. Maintenance is through the developer’s maintenance contracts. This has been chased with the developers but no response has been received. (KT to chase)

8. Street Lighting :- –

Knole Way - has had a number of lights repaired after the developer has been chased.

Lighting in Hanbury Closehas been an ongoing issues. DDC are aware and constantly chasing but they are INCREDIBLY SLOW taking action

DDc are aware of other lighting issues and DDC advised they will be fixed on next round of repairs. :attest update late Nov 2016

9. Defibrillator Unit – has not been used since the last meeting.

9a. CPR Kits – 2 kits are still out on loan. K to contact those waiting to loan kit.

Additional defibrillator sign is to be ordered to more clearly to identify its location.

Certificates and wrist bands to be ordered and issued to those who have completed the CPR course. Action KT

10.Car racing on Heartlands Estates – increased grumbles from residents regarding cars reportedly racing around the Heartlands Estate. It was agreed that anyone complaining is advised to report incidents to the Police.

11. Broadspeed issues – some works have alleviated some of these issues.Superfast Speed is up to 50 to 80 mbs but in reality this is rarely achieved. More complaints however may prompt further investment. Malcolm Longley to be approached to see what can be done, if anything, with NCC development funds (funding has been made available for improved services but details are not known at this stage). Litter pick – Jean to register MRA with Keep Britain Tidy to get a mention on their map for the litter pick. Suggested date is 4th March 2017.
