Report Out: Subcommittee on Definition of “Sex Trafficking” Council members received a report from the subcommittee charged with developing recommended language. The Council reviewed and voted to approve the language and have the Chair send it to the Chairs of the Judiciary Committee with a recommendation that it be included in 2018 legislation. 3. Legislative Updates Council member provided updates on 2018 proposed legislation. 4. Discussion The Council discussed next steps for streamlining training requirements and clarifying the entities required to be trained in Sec. 44-5. Training re recognition of human trafficking, Sec. 1(B) & (C), and Sec. 6. of P.A. 17-32; to delay training implementation dates; and request funding to assist with the implementation of training requirements. The Council Chair called for a subcommittee to meet to discuss next steps and action items.

2. Report Out: Subcommittee on Definition of “Sex Trafficking”

Council members received a report from the subcommittee charged with developing recommended language. The Council reviewed and voted to approve the language and have the Chair send it to the Chairs of the Judiciary Committee with a recommendation that it be included in 2018 legislation.

3. Legislative Updates

Council member provided updates on 2018 proposed legislation.

4. Discussion

The Council discussed next steps for streamlining training requirements and clarifying the entities required to be trained in Sec. 44-5. Training re recognition of human trafficking, Sec. 1(B) & (C), and Sec. 6. of P.A. 17-32; to delay training implementation dates; and request funding to assist with the implementation of training requirements. The Council Chair called for a subcommittee to meet to discuss next steps and action items.

The Council discussed some actionable steps for ensuring fines collected for being found guilty of 53a-83, 53a-83(c), 53a-83a, 53a-86, 53a-87, 53a-88, and 53a-89 for the establishment of grants and/or funds to support trafficking victim services and/or law enforcement

efforts and on who has the authority to collect fines established in Section 5 of P.A. 17-32.

The Council intern, Nary Rath from Western Connecticut State University gave an update on the state’s signage requirements and proposed a sign contest to attract new designs and raise awareness which was approved by Council members.
