Objective

Background

There seems to be a tremendous scope of improvement in the School's Teacher Education

Quality, Students Academic Level and Management Information & Reporting System that is been

currently used in the government Schools. Most of the tasks are currently done manually that gives lot

of scope for the human error and in-correct data reports generation on student’s attendance and other

activities. As per current system, each minute details about the schools are manually entered either in

the school register or in the excel files. The data then manually organized in the reporting format

required by the management. The Executive management uses this information as a analytical tool to

bring in variety of government Yojanas or keep a track on the existing Yojanas. This information is also

been used as a main input source to the executive level meetings that are held to discuss the progress of

Students and Staff quality currently attached to the particular school. But due to the nature of

information submitted by the school management, it has become a very tedious and time consuming

process. Most importantly, the government does not have any tool to verify the accuracy of the

information provided by school management. Due to this inability of independent verification of the

information, the executive officers may not have sufficient inputs to effectively execute the current

Yojanas.

So we felt that, the government is in a desperate need of some real time application to

overcome the flaws of the current manual process of Attendance System, School Data Management &

Reporting System.

Executive Summary:

We proposed an Android mobile based application called "Visiting Information on Schools

Handled With Attendance System (VISHWAS)" to ZP Nagpur District.

This application is divided into two parts. First part is called "Employee Feedback System" that

should be installed on the mobile of on-field employees and the other part is called "Manager Reporting

System" that should be installed on Manager's mobile.

The reports generated by the system gives us every minute details about the school such as

Students attendance, Staff attendance, Students Academic improvement details, Students Exam Results,

Scholl Grade, Mid Day Meal attendance, Mid Day Meal Menu, School Account Balance Information etc..

The system can also perform the data validations and data security based on the Setup/Core data

entered in the system. The system can also accurately verify the correct location (Latitude and

Longitude) of the visit of the employee using the Satellite Communication Technology known as "Global

Positioning System (GPS)" and is able to highlight the targets that are not achieved by the on-field

employee. Using their mobiles, employees are now able to send the real time information on the status

of the visited place along with the photo. At the same time, manager is in a position to identify the

falsely claimed targets where as he could also identify the employees that are not attending the targets

regularly.

For each target, the system automatically generates the Google map on Manager's mobile

showing the location of the target to be visited by the on-field employee against the actual location from

where the employee has sent his feedback. In addition to this, system automatically calculates the

distance difference between the source and the target location and displays it under the map.

We have implemented this system at ZP education sector in Nagpur District. Once the pilot

project was executed for a month, the results were astonishing. The reports generated by the system

were just unbelievable and the output data extracted from the system is nothing less than a pleasant

surprise. After the 2nd month of the implementation, we received feedback from both on-field

employees and managers.

Real Time School data will be available to CEO, EO and BEO. Management can easily identify whether Kendra Pramukh has really visited the School or not. Management can see the start and end time of the school visit and how much time the Kendra

Pramukh has spent in the school. Management can see the location map of Kendra Pramukh from where he has sent the data

using his mobile. Kendra Pramukh has to visit the school on a regular basis as per his tour diary. HM and Teacher has to attain the school on time and they need to have their Log book and Daily

notes ready every day. HM has to maintain the cash book and Pass book regularly so that to keep the difference

between Pass book and cash book to zero. VISHWAS application helps the management team to get the list of Kendra Pramukh, HM and

teachers whose performance is not good so that management can send show cause notices to them.

Management will now know exactly how many students attain the Mid Day meal thus gives them a fair idea on how much mid day meal budget should be allocated to the particular school.

Post Implementation Achievements in Nagpur District:

198 Show cause notices issued by VISHWAS. Real-time Data of 1650 School is collected online. 400 reports have been generated on Schools. 40% students have improved the academic skills. 18 School Inspectors were caught cheating. 185 Teachers were given first verbal warning for the poor performance. 1700 Surprise Test were conducted in 3 months. 75% Schools were caught giving incorrect Mid-D ay meal attendance. More than 60% Schools were caught giving poor quality meal. 45% improvement in the staff punctuality

Concept:

The concept was very simple. Government On-field employee would visit the schools and collect school related data and send it across to the manger in real time using on-line mobile application. The data would include the School Attendance, Mid-Day Meal, Surprise Test results, Regular Exam results, School Infrastructure details, Accounting information details, School photos, Latitude and Longitude details, Audio and Video recording etc.

In July 2012, NRI Dr. Nitin B. Ukunde, the Managing Director of our implementation partner company “Soft Systems Consultancies Pvt. Ltd.” had come from Australia to visit our Nagpur Divisional commissioner Mr. Venu Gopal Reddy to explain the concept that later became the project called “VISHWAS”. On that day our IT Secretary Mr. Rajesh Aggarwal was on a visit to Nagpur commissioner office. So, when Dr. Nitin Ukunde explained the concept of VISHWAS to commissioner Reddy, he was very impressed and he immediately asked Dr. Nitin to give presentation in the same evening in the presence of IT Secretary Rajesh Aggarawal.

Mr. Reddy had invited other dignitaries for the presentation to be given by Dr. Nitin Ukunde. The following 5 people were present for the presentation:

After the presentation from Dr. Nitin Ukunde, everyone in the room was extremely impressed about the usability and importance of the implementation of this concept for the ZP School. But they were not entirely sure whether this concept can actually be converted into an android mobile application and can be practically possible to implement. Mr. Aggarwal in fact said to Dr. Nitin Ukunde that it’s a wonderful concept and he is very eager and curious to see it actually works.

So, Dr. Nitin Ukunde took this as a challenge and promised it be implemented on a pilot project in Nagpur and Hingna Taluka within 2 months on the request of commissioner Reddy. Dr. Amit Saini, ZP CEO was given the responsibility to head the project from government side and Dr. Nitin Ukunde was himself to head the project representing Soft Systems Consultancies Pvt. Ltd.

Once the meeting was over, Dr. Nitin Ukunde and Dr. Amit Saini had another meeting in the same evening to schedule a project plan for the implementation of this concept. Dr. Saini had also requested Dr. Nitin Ukunde to name this project. Within two days of this meeting, Dr. Nitin Ukunde came to Dr. Amit Saini with the name of the project called “VISHWAS – Visiting Information on Schools Handled With Attendance System”. VISHWAS is nothing but the TRUST. As this concept is entirely based on the trust of the government on-field employees, Dr. Amit Saini had immediately accepted this name as an official name of the project.

Once the pilot project was executed for a month, the results were astonishing. The reports generated by the system were just unbelievable and the output data extracted from the system was nothing less than a pleasant surprise. It gives us every minute detail (including the time of visit and the total time spent at the school) on the visit paid by the on-field employee to the

school. The system could also accurately verify the correct location (Latitude and Longitude) of the visit of the employee using the Satellite Communication Technology known as "Global Positioning System (GPS)" and was able to highlight the targets that are not achieved by the on-field employee. Using their mobiles, employees are now able to send the real time information on the status of the visited schools along with the photo. At the same time, the manager is in a position to identify the falsely claimed targets where as he could also identify the employees that are not attending the targets regularly.

Q.1. How did you convince the key stakeholders (management, seniors, etc) for rolling out this project?

Answer 1:

This is supposed to be the most difficult part of any project but in this case it was very easy as the main stakeholders such as State Govt. IT Secretary and Divisional Commissioner were already convinced when Dr. Nitin B. Ukunde had introduced and presented this wonderful concept to them. What I had to do is to speak to the other stakeholders such as Education Officer, Block Education Officer, Supervisors and Cluster Heads.

We had a meeting with all stakeholders and explain them the importance of going paper less on the reports submission. We also explained them howmuch time they can save by using this application and how they can achieve their targets by applying absolute minimum efforts using this application. They also knew that it was the first time ever the ZP. Education department were distributing free mobiles to the users so it was an added advantage for them having to own a mobile with no cost.

Q.2. How did you overcome user resistance for using this deployment?

Cluster Heads were the Key Stakeholders (actual users) for whom this system was supposed to be built and they were the actual on-field users of this system. Initially, they were completely against the implementation of this project as they thought this system will track their each movement throughout the day and their managers will know their whereabouts at any given point of time. They actually had this miss-conception in their mind. So using this excuse, they went to their unions and demonstrated against the implementation of this application in the education department. They were also convinced that if they uses this system, they have to attain their duties right on time and they wouldn’t have a spare time for themselves.

So, to make them understand the real benefit of the system we had invited Dr. Nitin B. Ukunde, the founder and managing director of Soft systems Consultancies Pvt. Ltd. (Our implementation Partner) and asked Dr. Nitin to speak to the key stake holders. As Dr. Nitin Ukunde was also a project head for this project, it was not very difficult for us to involve him to convince the stakeholders to accept this system.

Dr. Nitin Ukunde had a meeting with all these key stake holders &Presidents of unions and explained them the entire flow of the application. He also told them that the system is not about tracking the movement of users as there was no mechanism built in this application to track the user movement on a continuous basis. He told them, their current location will be captured only when they open the application in the school and hit the save button. All other time, the application has no ability to track their movements. He also demonstrated it practically to the users. Dr. Nitin also spoke about the benefits of the system. He explained them how the users can improve their performance using this system, on time every time.

Q.3. What is the next big IT project that you're working on?

The next big Project we are working on is that where we can get the detailed information of all the work orders and tenders on the mobiles of key stake holders. Using this application, the management will have the real time information about the work currently in progress in all talukas of the district. The details will include the work orders, approved agencies, location of the work, type of then work, start date and proposed end date of the work, total cost approved to complete the work, technical approval and admin approval dates, GEO-tagging of the actual location where the work is completed or in progress, photographs of the work at different stages, reports on the progress of the work, ability to calculate where the project is in budget or over budget, forecasting of the works to be done in future, requirement gathering of the work in future. Details of the work orders right at the Gram Panchayat (GP) Level. Along with the mobile application, the Web application will also be developed to generate management reports. It’s going to be a very interesting project as the management will have a complete information on their fingertips.

Q.1. According to you, what was the most critical success factor for this project?

The most critical success factor of this project was the way the application is built. User can use this application even without network and SIM Card. So, it has become completely independent on the availability of network at the remote places in the interior villages. Most of the ZP schools are located inside the remote villages where they are no mobile network. So, the question remains, how the information is sent back to the managers using mobile?

We have developed VISHWAS in such a way that whatever data is entered by the on-field employee using the mobile application, will be saved on to the SD card of the mobile with current time stamp. The application uses the mobile in-built GPS system to connect to the Satellite to capture the Latitude and Longitude of the current location. Once this data is saved on to the mobile SD card, the Sync (Synchronization) button appears on the screen of the mobile. When user goes back to his home where the network is available, user just needs to press this “Sync” button. The “Sync” button executes the program and captures the saved data from mobile SD card and sends it on to the Web Server using the network/wi-fi connection. This is the only time where the user needs to have a network connection in his mobile. The entire Sync process takes less than 3 minutes to send the data stored in the mobile SD card on to the Web Server.

Once the data is transferred to the Web Server, the Database Triggers uploads that data automatically into the Managers mobile and thus Managers can view the employee visit details immediately on their mobiles.

The other critical success factor for this project is the “Web Application” that generates reports on the data sent by the on-field employees. The Web Application generates almost 68 reports for the management detailing each and every aspect of the school activities. These reports help the management team to plan for their budgets and estimation for the school.

1. Brief overview of the Project

There seems to be a tremendous scope of improvement in the feedback management & reporting

system that is been currently used by on-field employees in the government and private sectors. Most of

the organizations currently have a manual process of monthly reporting for on-field employees such as

Cluster Heads Medical Representatives, Sales Executives etc. As per current system, the on-field

employee submits a monthly manual report about their on-field visits in the form of hard document to

their respective managers who further uses this information to prepare a report to be submitted to the

executive level managements such as EO, CEO, GM etc. The Executive management uses this

information as a analytical tool to bring in variety of government or private projects. This information is

also been used as a main input source to the executive level meetings that are held to discuss the progress

of current projects currently under development. But due to the nature of information submitted by the

on-field employees, it has become a very time consuming process. Most importantly, these organizations

do not have any tool to verify the accuracy of the information provided by the on-field employees. Due to

this inability of independent verification of the information, the executive officers may not have sufficient

inputs to effectively execute the approved projects.

So we felt that, these organizations are in a desperate need of some real time application to

overcome the flaws of the current manual process of feedback management & reporting system. To

2. What were the challenges being faced before deployment or what specific problem was sought to be addressed?

Bottlenecks: The biggest bottleneck before VISHWAS application was the mentality of the on-

field employees as they were not at all ready to accept the change. We also had to convince the Govt. Employee Unions about the importance of the

implementation of VISHWAS to get their NOC for the acceptance of VISHWAS.

Challenges: To train the on-field employees who have never used even a touch screen mobiles

in their life time. To keep their enthusiasm on the high level as some them were on the verge of

retirement. To address their queries while they were on job using the live application.

4. What benefits have been desired post implementation?

Once the project was implemented, within a first month, the results were astonishing. The reports generated by the system were just unbelievable and the output data extracted from the system was nothing less than a pleasant surprise. The Managers were extremely satisfied with the performance of the application and the performance of the on-field employees working under them using VISHWAS application.

The management people were happy to see the on-field employees started communicating with them on the regular basis once they start the application, everyone including the staff, Teachers, Principals stared coming to the school right on time so the discipline factor was automatically taken care of.

Due to facility of surprise test provide by the application, the staff and students are now on hi-alert and thus the improvement of in the students academics was achieved automatically.

The Block education officers started giving us a very positive feedback and they have also provided an appreciation letter about the system

Every stake holders such as CEO, EO, BEO, Cluster head etc.. ate very much benefited by the usage of this application as it has distributed the individual responsibilities without having to be told by the immediate bosses.

The management started taking keen interest in the weekly meeting to discuss the data and reports generated by the VISHWAS application.

5. What are the key learning's?

We learned a number of key things over the course of this project.

1.  Face time is really important. Spend time actually speaking to people. Personally inviting people to stuff, telling people it would be great to see them at an event goes so much further than sending an email to an email list.

2.  Be flexible If you start on something that appears not to be working, have the perseverance to  give it another go for a bit longer, but also don’t make that plan concrete so if it hasn’t worked out for a few weeks, you can back out and try a different route.

3.  Working to a consensus can be tough! We wanted there to be consensusbefore moving forward with new projects. We found this was difficult due to a lack of face-to-face forums where residents could reach agreement. The estate’s main forum was an email list where discussions often became divisive

4.  If you want people to participate, you need to offer them a variety of ways of getting involved. In the first six months, we put on loads of different activities, based on what people told us that they wanted to do. This also got us out on the streets a lot and gave us the face-to-face contact that’s really essential.

5.  If you have a steering group, establish the terms of reference/governance early on. Our project was resident-led, and so the steering group was essential. However, clearer

governance early on would have reduced time spent in meetings, and allowed the workers to work more autonomously. There were disagreements about information flow, and it was unclear as to whether the steering group were providing ‘guidance’ or ‘management’. These things are best clarified right at the start of the project.

6. Benefits – compare the pre-deployment and post-deployment scenario, and explain how the solution deployed has helped?

This application comes under the category of G2G as the application is developed for the use of government on-field employees to report the real time data of government funded Schools.

In the first three months of VISHWAS implementation (go-live), the State Government had surveyed around 1400 schools in Nagpur District. They now have complete details about the school attendance, Mid Day meal, Accounting, Infrastructure, Staff Attendance etc. of 1400 schools.

The government has issued 198 Show Cause notices to School Principal, Staff and Cluster Heads (Kendra Pramukh) for not performing their duties as per the govt. rules. The Show cause notices have been issued purely on the basis of data and reports generated out of VISHWAS.

The govt. has observed the 65% improvement in the time and work punctuality of the staff and Cluster Head.

The Education Officer and Block Education Officers are now on high alert as if they don't take actions within 7 days, the show cause notices gets issued for them through immediately after the 7 days of no Action taken by the BEOs.

Due to the on-spot and surprised tests conducted by the Cluster head, the govt. have observed around 40% improvement in the academic level of the students and it has also helped them to be ready for the surprise test at any time.

The biggest concern of the state govt. was the allocation of huge amount for the Mid Day meal. They have a total budget of  Rs. 2300 Cr for the state of Maharashtra so there are lots of chances of corruption. But now by using the data and reports produce by VISHWAS, the govt. now exactly knows how many students attain the Mid Day Meal in each school every month. So, in this way VISHWAS has helped them to accurately budget for the Mid Day Meal.

The Accounting records are now been kept up to date by the principal as VISHWAS generates automatic Show Cause notices against them if the Cash Book and Pass Book entries doesn't match.

Due to VISHWAS, the cluster head employees are discouraged to give a fake and incorrect monthly travel expenses to the Govt. due to which the state govt. is saving enormous amount. on an average 70,000 per month.

We proposed an Android mobile based application called "Visual Information Sharing With Advance Systems (VISHWAS)". This application is divided into two parts. First part is called "Employee Feedback System" that should be installed on the mobile of on-field employees and the other part is called "Manager Reporting System" that should be installed on Manager's mobile. The reports generated by the system gives us every minute detail (including the time of visit and the total time spent at the school) on the visit paid by the on-field employee to the school. The system can also accurately verify the correct location (Latitude and Longitude) of the visit of the employee using the Satellite Communication Technology known as "Global Positioning System (GPS)" and is able to highlight the targets that are not achieved by the on-field employee. Using their mobiles, employees are now able to send the real time information on the status of the visited place along with the photo. At the same time, manager is in a position to identify the falsely claimed targets where as he could also identify the employees that are not attending the targets regularly. For each target, the system automatically generates the Google map on Manager's mobile showing the location of the target to be visited by the on-field employee against the actual location from where the employee has sent his feedback. In addition to this, system automatically calculates the distance difference between the source and the target location and displays it under the map.

6. Efficiency Enhancement:When we first launched VISHWAS, within a first week we identified one of the major

issue in using VISHWA. The issue was a mobile network issue as most of the govt. ZP schools are located in village area where there is serious mobile network issue. so, user couldn't send data from these locations due to the network issue. So, we had to considerably change the process of VISHWAS. To resolve the network issue, we had introduced a "Sync" button. due to this user can now use this application even without network and SIM Card. So, it has become completely independent on the availability of network at the remote places in the interior villages. Most of the ZP schools are located inside the remote villages where they are no mobile network. So, the question remains, how the information is sent back to the managers using mobile?

We have modified VISHWAS in such a way that whatever data is entered by the on-field employee using the mobile application, will be saved on to the SD card of the mobile with current time stamp. The application uses the mobile in-built GPS system to connect to the Satellite to capture the Latitude and Longitude of the current location. Once this data is saved on to the mobile SD card, the Sync (Synchronization) button appears on the screen of the mobile. When user goes back to his home where the network is available, user just needs to press this “Sync” button. The “Sync” button executes the program and captures the saved data from mobile SD card and sends it on to the Web Server using the network/wi-fi connection. This is the only time where the user needs to have a network connection in his mobile. The entire Sync process takes less than 3 minutes to send the data stored in the mobile SD card on to the Web Server.

Once the data is transferred to the Web Server, the Database Triggers uploads that data automatically into the Managers mobile and thus Managers can view the employee visit details immediately on their mobiles.

The other critical success factor for this project is the “Web Application” that generates reports on the data sent by the on-field employees. The Web Application generates almost 68 reports for the management detailing each and every aspect of the school activities. These reports help the management team to plan for their budgets and estimation for the school.

VISHWAS has the following impact on the Cost saving and govt. process.

Cost Effective: User reporting has now gone absolute paperless. Use can send all data directly onto the server without using any papers.

Time Effective: Due to the real time transfer of data from user to the Manger using web server, the manual reporting time is saved.

Audit Trail: Manager can cross verify the data sent by the on-field employees on the same day. This puts an additional responsibilities on the on-field employees to verify the data before they can send it across to the server. Thus improved the data quality.

It's a 3-tier project that uses the Android Application as a front end tool to capture the live

data, the Web application to represent the captured data in the form of reports & graphs and the

Database server that stores and maintain this data.

This is the first ever kind of project that has been implemented in the govt. organization. This project has also been nominated for the eMaharashtra awards.

8. Sustainability:

VISHWAS mobile application is based on Android technology which is a most widely used open source technology in the world. So the Application software support is easily available.

The System maintenance is very easy and can be maintained at the reasonable price.

Due to the use of code igniter and Secured User id & Password, the system is highly secured.

Row level security of data access is provided with the appropriate credential makes the system more modular. The level of data access security gets automatically gets changed depending on the type of the person logged into the system.

The software apk, executables and libraries generated by the android application are in encrypted form so that the copy of the code is not possible.

Our Implementation partner "Soft Systems Consultancies Pvt. Ltd." has provided an in-depth training about the usage of the application to the government users.

Govt. chose the team of highly talented group of on-field users to attain this training to train other employees.

We have used the topmost brand in android technology, "Samsung" mobiles to avoid any unwanted hardware related issues.

As there is no requirement of the network while storing school data on to the mobile SD card, this makes the application more versatile and sustainable.

The application helps the government to save lots of time, energy and money thus indirectly helps to generate the revenue.

It information sharing on mobile helped in reducing the communication gap between the on-field employees and their managers thus it has brought the team members close to each other.

The employee location tracking facility has added the indirect responsibility on the on-field employees to be on time every time thus added lots of discipline to the employee.

Generally most of the govt. on-field employees are not that adhere to the current hi-tech products but the opportunity of using VISHWAS application has added a tremendous amount of confidence in them and made them attracted towards the technologies.
