REACT Traffic System MESSAGE FORMATS Edition: 22 February 2018 STANDARD RADIO MESSAGE FORMATS Standard message formats provide REACT emergency communications the capability for transmission by voice or digital means by telephone, fax, alphanumeric pager, e-mail, voice over Internet protocol systems, network radio, voice radio, digital radio, and Amateur Radio traffic systems. These are proven communications formats descended from telegraphic practices, have been used for millions of radio messages, are national and international standards, and are widely used in disaster response. Because they are standards they can be passed easily from one communications medium to another and from one radio service to another. And because the preformatted ICS 213 forms ask for information in a structured way, they ensure that critical information will not be overlooked. The following formats can be cut and pasted into an e- mail message as templates for completing the message. In general, if an item is not required, omit it when completing the format. STANDARD RADIO MESSAGE FORMATS

Standard message formats provide REACT emergency communications the capability for transmission by voice or digital means by telephone, fax, alphanumeric pager, e-mail, voice over Internet protocol systems, network radio, voice radio, digital radio, and Amateur Radio traffic systems. These are proven communications formats descended from telegraphic practices, have been used for millions of radio messages, are national and international standards, and are widely used in disaster response. Because they are standards they can be passed easily from one communications medium to another and from one radio service to another. And because the preformatted ICS 213 forms ask for information in a structured way, they ensure that critical information will not be overlooked.

Used by REACT International, International Amateur Radio Union, Radio Relay International, and the American Radio Relay League National Traffic System.

Used for voice transmission of operational, exercise, and administrative messages with text of 25 words or less.

Used for longer messages that will be sent to emergency management and supported organizations.
