1 General Introduction

1.1 Project Background

Laibin city was approved by the State Council as a prefecture-level city in December 2002, and it has administrative jurisdiction over one city and four counties. Located between the east longitude 108°24′~110°28′ and the north latitude 23°16′~24°29′, and with the east-west transverse distance of 202.1km and the north-south longitudinal distance of 134.3km, Laibin City covers an area of 13,400 km2. Located on the connecting area between the provinces in southwest and central China and the southern coast of China, it borders Liuzhou, Guilin and Hechi city in the north, Wuzhou, Guilin and Guigang city in the east, Hechi and Nanning city in the west and Guigang and Nanning city in the south. Its population was 2.5 million in 2010. Since it became a prefecture-level city in 2002, its urban population increased to 270,000 from 120,000, and its urban area increased to 29km2 from 18km2, showing very fast development.

However, there is not yet effective flood control and drainage system and non-structural measures in the main urban areas of Laibin city. Frequent flood disasters have caused great impacts on local economic and social development and people’s living. There were 36 recorded flood disasters over the 916 years from 996 to 1911. Eight years suffered from flood disasters over the 38 years from 1912 to 1949. After the founding of People’s Republic of China in 1949, Laibin main urban area suffered from flood disaster in 1988 and 1994. Within the 17 hours from 20:00 on May 31 to 13:00 on June 1, 2010, the precipitation in Laibin urban area was 439mm (the recorded maximum 24-hour precipitation was 311mm before 2010). 9.45km2 of urban areas were flooded, accounting for 32% of total built-up area. 11,000 houses were flooded and 51,000 people were affected. 23 streets suffered from waterlogging of 0.3m to 1.5m. Waterlogging caused RMB 150 million direct economic losses.

After the issue of the Decision of the CPC Central Committee and the State Council to Speed up Water Conservancy Reform and Development (No. 1 document of the year) in 2011, the central government held the work conference on water conservancy on July 8~9, 2011. It was highlighted on the conference that it is the urgent need to speed up water conservancy reform and development, for it not only helps to transform the pattern of economic development, build a conservation-oriented and environment-friendly society, protect and improve people's livelihood, promote social harmony and stability, but also helps to address global climate change and to prevent natural disasters.

The flood control system for the main urban area has not been well established in Laibin city. Parts of the embankment height along the south and north banks of Hongshui River and the east bank of Beizhijiang River can not withstand the flood of one in ten years. The sluice gates (pump stations) for flood control and drainage purpose have not been built at the mouths of the inland rivers such as Caoxiegou Canal and Shizheng Canal. The existing flood drainage pipeline network on the old urban area was built in the 1980s. Without scientific planning at the time, it was built

according to a low standard featuring narrow pipeline, mixed flow of storm water and sewage. It even depends on natural karst caves or underground rivers drainage for gravity drainage of flood in some areas. In a word, the existing flood drainage pipeline network lags far behind the demand for urban development and it proves to be very vulnerable in withstand flood hazards. Frequent and serious flood hazard in its main urban area has become a serious threat for Laibin city since it became a prefecture-level city 10 years ago. The urban area is very likely to suffer from waterlogging in case of heavy rainfall in a short term. Short-term heavy rainfall often causes serious flood in the urban area and results in great losses. With rapid economic development and its urban development, the Laibin urban area is playing increasingly important roles. A same degree of flood can cause even greater losses. It becomes urgent needs to improve the capacity of the urban area for flood control and drainage.

The project is a very important infrastructure project for Laibin city to maintain social stability, protect people’s life and properties and protect its economic achievements. The CPC Laibin committee and the municipal government decide to take this opportunity to address the flood hazards in the urban area and to improve the comprehensive flood control capacity for its inland rivers in a fundamental way. The project construction conforms to the fundamental interests of the urban residents.

To improve the flood control and drainage capacity and enhance the management of stormwater in its urban area, Laibin municipal government decides to apply the loans from the World Bank to fund the construction of Guangxi Laibin Water Environment Project. In this report, the project investment is estimated as RMB 790.15 million (incl. RMB 80 million of compensations for land acquisition, house demolition and resettlement), including RMB 490.4678 million for the construction and installation costs. Based on its construction plan, this project will be jointly funded by the World Bank and Laibin municipal government. It is planned to apply for USD 80 million from the World Bank, and the remaining will be raised and funded by Laibin municipal government.

The construction contents for this project include building or upgrading dikes for Hongshui River, Beizhijiang River and Longdong River and Class II flood control dam on Caoxiegou Canal; building flood control sluice gates and drainage pump stations on Caoxiegou Canal, Shizheng Canal, Modong Canal, Shuiyun Canal, Xiangyang Road and Longdong River; building check gates on Laihua Canal and Caoxiegou Canal; Caoxiegou Canal ecological rehabilitation; building stormwater and sewage pipeline network on the old urban area.

The Water Environment Integrated Treatment Plan for Jiangbei (North Bank of Hongshui River) Central Urban Area of Laibin City will be implemented with the construction of Guangxi Laibin Water Environment Project. The construction of flood control sluice gates, drainage pump stations and flood control dikes will help to improve the flood control and drainage capacity of the urban areas, reduce losses of flood and waterlogging disasters, protect the safety of people’s lives and properties and promote the harmonious and sound social development. The sewage

interception and rehabilitation of original water system will improve the self-purification capacity of water body. This project will help improve water quality of the rivercourse, rehabilitate the rivercourse ecological environment and improve the functions of water system and carrying capacity of water environment. It will also improve the living environment, investment environment, competitiveness and image of the city and it is good for the coordinated development between the environment and society and economy. After the treatment, the living environment and the ecological environment of the city will be greatly improved. The project construction will create a beautiful and ecologically harmonious water-front landscape belt with rich local ethnic characteristics. As a basis of sustainable living environment in the city, it is very good for the sustainable development of Laibin City. The development strategy implemented by Laibin City is to build itself into a city with good environment, developed industries, sound urban construction, stable agricultural development, and prosperous commerce and trade. This project construction will create favorable conditions for the implementation of this development strategy.

1.2 Objectives of Environmental Management Plan (EMP)Environmental Management Plan (EMP) is developed for mitigating the

inevitable environmental impacts produced by the project, proposing technically feasible, financially sustainable and practically workable environmental measures, defining impact mitigation measures, environmental management rationale, suggesting institutional strengthening measures and arrangements for contractors, supervision agencies, operators, environmental management departments during construction and operation, so as to ensure remedial actions for the mitigation of the adverse impacts generated by the project on society and environment and to reduce the impact to an acceptable level. Its specific objectives include:

(1) Define environmental management obligations of contractors and operatorsLaibin Environmental Protection Bureau, the EA institutes and design institutes

will be responsible for detailed checks and confirmation of the targets of environmental protection, and for proposing effective environmental mitigation measures that would be included in the project design and incorporated into the contractual obligations for contractors and operators.

(2) Provide operational guidelines for environmental managementAn environmental monitoring plan proposed in EMP for the periods of

construction and operation could ensure the effective implementation of environmental mitigation measures. It will serve as the environmental protection document to be provided to construction supervision agencies, environmental monitoring institutes and other relevant agencies during construction and operation. Responsibilities and roles of relevant functional departments and management agencies, and channels and methods for the communication among various departments, are defined clearly in the environmental monitoring plan.

(3) Guarantee the cost for environmental managementEMP estimates the costs for environmental management, environmental

supervision and capacity building, and indicates the sources of funds ensuring the

environmental management actions to be implemented, in which, the management fees have included labor cost and operation and transportation expenses.

The role of EMP is to avoid and/or control environmental impacts during implementation of the project and operation of constructed facilities, and to propose such necessary approaches as mitigation measures, monitoring measures, legal and regulatory means and safeguards for the measures above. The EMP acts as a key link between environmental impacts and mitigation measures and alternative measures assessed and described in detail in EA. In EMP, the technological contents, cost estimation, implementation plan, government’s functions, sources of funds and monitoring plan are specified for each environmental management measure. In order to achieve the objective of pollution reduction, the approach proposed in EA report and EMP must be implemented

1.3 Preparation of EMPThe consolidated EMP submitted to the World Bank is prepared by the Research

Academy of Environmental Protection Sciences of Guangxi Zhuang Autonomous Region (GRAEPS) and based on the following documents:

1.4 Design of EMPWhile describing in details such contents as environmental mitigation measures,

environmental management, supervision and monitoring activities, the EMP is designed as a guiding document for environmental management during the implementation of the project, including five parts as followings:

1. Environmental impact and mitigation measures – to identify major environmental impacts generated during construction and operation and to propose the engineering and management measures to prevent or mitigate adverse environmental impacts potentially produced by the Project;

2. Environmental management and supervision plan – to propose environmental supervision actions for ensuring environmental protection measures to be implemented simultaneously with construction of the project;

3. Environmental monitoring plan – to propose environmental monitoring actions to eliminate pollution produced during construction and operation and to ensure the safe operation of the project and improvement of environmental conditions in project area;

4. Capacity building and training plan – to provide knowledge and skill training for project managers, environmental supervision staff, full-time or part-time environmental management staff in the course of project implementation to ensure the fulfillment of EMP.

5. Costs and institutional arrangement – to ensure the implementation of EMP, it requires financial support and the implementation by relevant agencies and departments.

2 Policy, Law and Administrative Management FrameworkBased on the integrated analytical results in respect of project type and scale,

selection of project sites, environmental sensitivity, and the characteristics and extent of the potential impacts, it is suggested that the following policy frameworks, regulations and standards will be mainly relied on in the process of environmental assessment:(1)Environmental Protection Laws and Regulations;(2)Pollution Control Technical Policy;(3)Socio-Economic Development and Environmental Protection Plan;(4)Urban Development Master Plan;(5)Environmental Impact Evaluation Technical Guidelines and Norms;(6)Environmental Quality Standards;(7)Pollutant Discharge Control Standards;(8)Safeguard Policies of the World Bank.The above policies, regulations and standards form the framework of legal and

policy documents for guiding and standardizing the environmental assessment of the project. Considering that the types and natures of each subcomponent are different, practical application of legal regulations, policies and standards for each subcomponent can be varied.

3 Project Descriptions and Analysis3.1 Project Name and Components

The construction contents of Guangxi Laibin Water Environment Project include:

1) Dikes and slope protection: Longdong River dike (Mengcun village to Tianran Bridge Section) (5,980m in length); Hongshui River dike (Xianggui Railway Bridge to Xiangyang Road Section) (1,545m in length); Hongshui River dike (Laibin Bridge to Xiangyang Road Section) (630m in length)(The construction of this section is invested with local capitals); Hongshui River dike (Caoxiegou Canal to Shizheng Canal Section) (1,430m in length) and slope protection (170m in length); Beizhijiang River dike (Chengbei Canal to Shuiyun Canal section) (1,750km in length);

2) Flood control and drainage sluice gates: The recommended construction scale of sluices gates on Shuiyun Canal, Modong Canal, Shizheng Canal, Caoxiegou Canal, Xiangyang Road and Longdong River is respectively 3 holes with 3.0m×3.5m, 2 holes with 4m×4m, 3 holes with 3m×3.5m, 2 holes with 4m×5m, 2 holes with 3.5m×3.5m and 2 holes with 3m×3m.

3) Flood control non-structural measures: This project aims to build a flood warning system in Laibin city.

4) Drainage pump stations: The recommended construction scale of pump stations on Shuiyun Canal, Modong Canal, Shizheng Canal, Caoxiegou Canal, Xiangyang Road and Longdong River is respectively as 13.6 m3/s, 18.0 m3/s, 18.3 m3/s, 30.8 m3/s, 11.7 m3/s and 10.3m3/s.

5) Caoxiegou Canal rehabilitation (No.1 rubber dam to the mouth of Caoxiegou Canal), with a rehabilitation river length of 2,900m.

6) Check gates and water storage dams: The construction scale of the check gate respectively on Caoxiegou Canal and Laihua Canal will have one hole with 3m×3m. The # 1 rubber dam on Caoxiegou Canal is 2.5m high and 15m long, and the # 2 rubber dam is 4.6m high and 15m long.

7) Drainage (waterlogging) control in old urban area: A total of 26.123km storm water pipeline and 21.147km of sewage pipelines will be laid in the old urban area.

8) Urban road drainage and maintenance: The Project will rehabilitate and pilot Low Impact Development (LID) drainage systems along two urban roads facing major problems with water logging and traffic, including 1,276m of Heshan Road and 707m of Xinxing Road.

The project components and environmental protection measures are shown in Table 3.1-1.

The construction camps will be built separately in different bidding sections, and they should be located in a high place within the scope of bidding

sections. There will be 11 construction camps in total.

3.2 Location and Land Acquisition for the Proposed Project (Sites)The land acquisition and resettlement of Guangxi Laibin Water Environment

Project involve one district (Xingbin district) and 5 villages under the jurisdiction of 4 sub-district offices/townships. Based on the topographic map (1:1000) and the red lines of project scopes provided by the project implementing agency and the land acquisition area provided by Guangxi University of Finance and Economics, together with the calculation of the topographic map, this project will permanently acquire 264.53 mu of collective land from 5 villages under the jurisdiction of Chengbei sub-district office, Hexi sub-district office, Mengcun township and Liangjiang township. This land acquisition will not cover basic farmland. 122.47 mu of collective land will be temporarily occupied as temporary sand and gravel yards, earth borrowing area, concrete mixing plant, spoil, residential area and temporary road during the construction period. The average period of temporary land occupation is 2 years. This project will also permanently acquire 94.78 mu of state-owned land and temporarily occupy 69.6 mu of state-owned land, all being unutilized land.

3.3 Investment Estimates

The total investment of this project is estimated to be RMB796.1438 million. Of which, RMB368.6611 million will be invested for reducing flood risks, RMB416.2176 million for improving urban drainage system, RMB3.13 million for technical assistance and capacity building, and RMB8.13 million for assets management and supervision. The details are listed in the Investment Estimates Table 3.5-1. The investment will be financed by both the World Bank and Laibin Municipal Government, including USD80 million from the World Bank.

3.4 Construction Organization and Design3.4.1 Project Location and External Traffic

The project is located within the planned urban area and distributed along the municipal roads along the river, and it has very convenient external traffic connection. The urban arterial roads include Guizhong Avenue and Pangu Avenue (under construction) running east to west, and Weilin Avenue, Hongshuihe Avenue, Yinbin Road and Zhongnan Road running south to north.

The project contents include rivercourse dredging, newly-built flood control dikes, slope protection, revetment, flood control sluice gates, flood drainage pump stations, check gates, rubber dam and landscaping. The project construction features long distance, many engineering components and large earthwork excavation and filling. The earthwork excavation and filling are unevenly distributed along the construction sites. A reasonable and balanced allocation of earthwork can increase the direct utilization of excavated earthwork and reduce transfer, which can thus

reduce the land acquisition for earth-borrowing area and spoil ground.

3.4.2 Building Materials and Stock GroundThe building materials for this project construction such as gravel, steel, cement

and timbers etc. can be purchased from the local building material markets in Laibin city.

There are total 3 earth material yards near the project areas, namely, Xigualing earth material yard, Hualou earth material yard and Jianmaling earth material yard.

The volume of solid waste during the project construction and their disposal are listed in Table 3.4-1.

3.4.3 Water and Electricity Supply for ConstructionThe project is located in the urban area and has access to water supply and

power supply. The urban tap water can be directly connected for construction use. There is also power supply near the construction areas. Temporary transformers can be installed and separate power lines can be connected for construction use.

3.4.4 Construction Diversion3.4.4.1 Diversion Standards and Periods

The grade of main structures of this project is Grade 2, and that for diversion structures is Grade 4. Based on the Specifications for Construction Planning of Water Resources and Hydropower Engineering (SL303-2004), the design flood standard for diversion structures is determined as once in every 10 years, and the period of diversion is selected in dry season from November to March of following year.

3.4.4.2 Diversion Methods and BuildingsBased on the flood characteristics of the watershed and the geographical

conditions of the rehabilitation section, the dike foots of this project are located in a high elevation, and the construction can be carried out in dry conditions in most sections. Temporary cofferdam is only necessary for the construction of sluice gates in the canal and the rubber dam. The earth-rock cofferdam will be adopted, and the excavated materials will become the filling materials for the cofferdam. The crest level of the cofferdam will be 0.5m higher than the low water level and have a crest width of 2m. The slope gradient is 1:2 on both sides. 5,200m3 of earth materials will be needed for the cofferdam filling.

3.4.5 Construction of Main Works3.4.5.1 Dike Enhancement and Slope Protection Engineering Construction

(1) Dike EnhancementThe earth filling material for dike enhancement will come mainly from the earth

stock ground. The overall construction procedures will start from the ground to the crest of the dike, and the construction will be carried out in flow process along the direction of earth-borrowing in different sections. Massive foundation clearing will be carried out by 74kW bulldozers or 1.0m3 backdiggers. Scattered filling surfaces, ditches, slope with gradient of more than 1:3, and slope angles will be cleared with assistance of labor power. Given that the unit filling engineering quantities is small and the construction surfaces are narrow in most sections of the dikes, layered filling will be mainly carried out by 74kW crawler bulldozers for leveling and compaction. For the sections with the filling width of less than 3.5m, the frog-type ramming or artificial ramming are required.

(2) Stone Masonry Retaining WallThe stonework will be fully carried out by labor power. The mortar needed for

stone masonry will be mixed on the site by the 0.25m3 mixer or labor power and transported to the construction sites with barrows. The mortar will be mixed according to related construction specifications. The stone will be laid with the mortar sealed in between, and it is not allowed to lay the stone without any mortar in between. The dry stone will be laid in separate frames. The cushion layer will be paved by labor power before the stone is laid. The cushion layer of the slope will be laid by labor power from down to top. The protection foundation should be laid vertically with square rock blocks in break joints. Large rock blocks should be laid in the foundation, edges and top of slope protection. The surface of stonework should be flat and its thickness should meet related design and specification requirements.

(3) Turf Slope ProtectionThe turf slope protection will be carried out with three-dimensional geogrid turf

after the completion of each section of rivercourse or dike from early autumn to the spring of the following year. Fine varieties of turf should be selected and must grow well in local climate conditions. In general, the turfs should have strong adaptability to the soil and environment, and they should be resistant to salinity, alkalin, cold, drought and waterlogging and have strong root system. Regarding the construction,

the three-dimensional geogrid will be first laid on the surface, and then the turfs or the grass seed will be placed on the geogrids. No matter which method is applied, the turfs or grass seed need careful maintenance after construction to increase their survival rate.

3.4.6 Building Construction3.4.6.1 Earthwork Construction

The earthwork excavation of foundation pit for sluice gates and pump stations will be carried out with backdiggers and dump truck. The excavation of protection layer of construction base surface and other surfaces that are not suitable for machinery excavation will be carried out by labor power with the assistance of rubber-tired vehicles. The earth filling mainly refers to backfilling of foundation pit, and the earth will be from excavated earth. The sections that are close to the structures will be leveled and compacted by labor power. For the sections with the filling width of less than 3.5m, the frog-type ramming or artificial ramming are required. The remaining areas will be compacted in different layers by 74kW crawler bulldozers.

The stone excavation is mainly located in the foundation of building structures. The stone will be drilled with pneumatic drill and will be excavated in layers. The 1m construction base surface will be excavated as the protection layer. The stone will be drilled with pneumatic drill and be exploded with a small amount of dynamite to make it loose, and it is then excavated with labor power. The ballast will be excavated with excavator and transported to the soil pit with 8t dump truck.

3.4.6.2 Concrete PouringBased on the volume of concrete pouring needed for the construction, a 50m3/h

mixing station and 0.8m3 mixer will be set up. The mixing station should be will be located near the single building that needs a large amount of concrete pouring. The concrete will be transported to the pouring site through concrete pump, dump truck and concrete container. The 1t diesel dumper will be used to transport the concrete in some areas, with the assistance of barrow and chute for concrete pouring. Regarding the concrete pouring for temporary construction, scattered concrete pouring and the narrow area that requires small amount of concrete pouring, the concrete will be prepared in the nearest concrete mixer and transported by the 1t diesel dumper and barrow. The concrete will be compacted with the plug-in concrete vibrator. 3.4.6.3 Stonework Construction

The stonework construction will start after the corresponding foundation pit is excavated and will have to complete before the rainy season. The mortar needed for stone masonry will be mixed on the site by the 0.25m3 mixer or labor power and transported to the construction sites with barrows. The mortar will be mixed according to related construction specifications. The stone will be laid with the mortar sealed in between, and it is not allowed to lay the stone without any mortar in between. The dry stone will be laid in separate frames. The cushion layer will be

paved by labor power before the stone is laid. The cushion layer of the slope will be laid by labor power from down to top. The protection foundation should be laid vertically with square rock blocks in break joints. Large rock blocks should be laid in the foundation, edges and top of slope protection. The surface of stonework should be flat and its thickness should meet related design and specification requirements.

3.4.6.4 Equipment InstallationThe sluice gates should be the finished products prepared by qualified

manufactors, and they should be transported as a whole or in great mechanical parts to the construction sites for installation or assembly. The sluice gates should be prefabricated by the manufactors and assembled on the site. The embedded parts of the sluice gates will be embedded together with the concrete pouring for the gate pier. The manufactors should be required to supply the sluice gates in advance so as to ensure the progress of the construction process.

3.4.7 Construction of Pipeline Network

Since most of the sewage pipelines for this project have small pipe diameters and are buried shallow, the open excavation construction can be considered for it will not pose too much impacts on the traffic on the roads. Some sewage pipelines are buried about 6m deep, and the pipe jacking construction is recommended if the construction will pose too impacts on the surrounding environment. Some sewage pipelines need to be buried beneath the existing roads that will not have road upgrading. To reduce the impacts on the house demolition and traffic, the trenchless technology can be applied to lay underground pipe line with the method of towing the pipes. The construction should be carried out by strictly following the Code for Construction and Acceptance of Water and Sewage Pipeline Works (GB50268-2008), and the close water test will be required.

Given the high elevation of the underground water, to prevent the penetration of underground water into the sewage pipelines through intercepting wells and inspection wells, the chambers of the intercepting wells and inspection wells should be poured with reinforced steel concrete. The well bores should be laid with bricks and their surrounding area should be backfilled with clay to be above the underground water level.

3.4.8 Construction of Road RehabilitationThe existing Heshan Road is an important road running from the south to north

in main urban area of Laibin city. Xinxing Road is a secondary main road in the main urban area. During the construction of road upgrading, efforts should be made to minimize the impacts on the vehicles and ensure the normal transit of vehicles. Therefore, the construction sequence should be arranged in a reasonable manner, and the road traffic should be managed and organized in an orderly and effective manner by making full use of existing road resources during the construction period.

During the upgrading construction of Heshan Road and Xinxing Road, the

vehicles can be diverted to the parallel Zhongnan Road and Liulai Road and other roads that connect with Heshan Road such as Qianwei Road, Beiyi Road, Bei’er Road and Beisi Road. In addition, noticeable marks should be placed in the nearby road intersections to help achieve the traffic diversion in an orderly way. The selection of construction sequence and construction methods should take into consideration of traffic demands on the existing roads. The half-range construction method is often used in the similar road rehabilitation construction.

There are many intersections on Heshan Road, and some roads have large traffic flow. The traffic diversion plans and road occupation application for construction should be reported to the traffic police department and related municipal department for approval before they are implemented. When the underground pipelines and the surface engineering are constructed, the application for traffic diversion can be submitted to the traffic police department, and the traffic diversion can be implemented upon approval. The half-range construction method is recommended for it can ensure the traffic flow on the other half range of the road during the construction. On some of the access roads that have a small traffic flow, the traffic can be diverted to other roads to ensure smooth traffic flow on the existing roads.

3.4.9 Construction MachineryMajor construction machinery include excavators, bulldozers, vibrating roller,

road roller, trucks (including dump truck), concrete mixer and mortar mixer etc. Different types of machinery are selected based on the construction requirements. The allocation of construction machinery will be based on parallel construction.

3.4.10 General Construction LayoutThe construction sites of different project components can be arranged

separately.(1) Layout of Construction RoadsExternal traffic: The project is located in the Laibin urban area. Liuzhou-Nanning

Expressway, Zhijiang Road, Pangu Avenue, Guizhong Avenue, Weilin Avenue and Hongshuihe Avenue are located near the construction sites. Therefore, it has very convenient transportation.

Internal traffic: The construction sites have good connection to the urban arterial roads. The internal roads are laid on the planned urban road. They are short in distance and can be used after basic treatment. However, temporary construction roads need to be built along the interception sewage pipelines and flushing water pipelines.

(2) Construction CampsThe construction production and residential camps will be built separately in

different bidding sections. The residential camps should be located in a high place within the scope of bidding sections. The construction camps should include residential and office facilities, construction processing plant, construction warehouse, simple maintenance station and other construction auxiliary facilities.

(3) Balance of Earthwork Excavation and FillingTo reduce the engineering costs, the excavated earthwork should be backfilled

on the sites. Based on the characteristics of different building structures and corresponding construction periods, the earth filling for rivercourse treatment, sewage interception engineering, flushing water engineering, temporary construction roads and temporary cofferdam should be backfilled with the earth materials excavated from the same construction sites. The spoil (excluding the earth materials that can not be utilized such as sludge) can be backfilled on the rivercourse outside the planned red lines. The surplus spoil and other unutilized earth materials will be transported to the waste slag site for landfill.

(4) Spoil Ground

Based on the water and soil conservation plan of this project, a total of 554,900 m3 of earthwork will be excavated (including stripping112,100 m3 of surface soil). It will also need to fill 1,187,200 m3 of earthwork, borrow 841,700 m3 of earthwork and have 209,400 m3 of spoil (including 129,300 m3 of permanent spoil and 80,100 of temporary spoil). The temporary spoil will be used as earth covering for landscaping. The proposed earth material grounds for this project are all located close to the construction areas. A total of 841,700 m3 of earth will be borrowed. The waste slag will be transported to the waste slag site located near Guizhong Avenue for disposal. Parts of the spoil will be transported to Laibin Waste Landfill for disposal.

3.4.11 Overall Construction ScheduleThe arrangement of construction schedule should take into consideration of

national conditions of the construction sites, the relationship between the construction procedures and spatial arrangement of separate engineering, so as to ensure the equal consistency of engineering construction, reasonable allocation of construction machinery and labor power, as well as the implementing agency’s requirements on the construction period.

The implementation of project construction is composed of three phases, namely, the preparation period, main structure construction period and completion period. The temporary construction roads, production and residential facilities need to complete during the preparation period. The main structural construction includes earthwork excavation and backfill, newly-built slope protection, revetment, pump station, sluice gates and rubber dam. The tailing in work will be completed in the completion period, including site clearing and processing of data.

Based on actual situations and the advice of the implementing agency, the construction period of this project is determined as 2 years, which starts from early November 2012 to the end of October 2014.

3.5 Main Targets of Environmental Protection

There are no environmental sensitive points such as historical sites, scenic spots natural reserves within the project area. The distributions of major environmental

4 Environmental Management Systems According to the Environmental Protection Law of the People’s Republic of

China and the Regulations on the Administration of Construction Project Environmental Protection, the review and approval responsibility for the Environmental Assessment Report falls on the Laibin Environmental Protection Bureau (EPB) which is also responsible for the environmental management of this project. Laibin EPB’s responsibilities are mainly setting out environmental protection requirements based on the EA reports of the project, making coordination between different departments on environmental management, and responsible for organizing the inspection and acceptance of implementation of the “three simultaneous” system of environmental protection facilities. Within the overall administrative framework of the project, the Laibin PMO is authorized by the Laibin Municipal government to be fully responsible for the management of the implementation of the project. Under the PMO, the IA is responsible for the physical implementation of the subcomponents respectively. To guarantee the smooth implementation of the EMP of the project, Laibin PMO, IAs, contractors and operators will designate full-time or part-time personnel to be responsible for the environmental management and to concretely implement the EMP.

4.1 Environmental Management Institutions Due to significant differences in environmental management between

construction period and operation period, such work can be divided into temporary one and chronic one in nature. The contractors and operators, in line with the division, will establish their own management institutions and will be held liable for phase-based responsibilities. Upon the construction period concludes, the corresponding institutions will be dismissed and those ones in charge of the operation period will start to work. Sometimes, to accomplish certain specific tasks, the overlapping of functions will happen between the two kinds of institutions. Please see Figure 4.1-1 and Figure 4.1-2 for the Project’s Environmental Management Institutional Framework.

5 Potential Environmental Impacts and Mitigation MeasuresMost of the environmental impacts caused by this Project will take place during

the construction period, due to construction tasks, external traffic, and construction machinery, land use for construction, constructors and disposal of slag. Major pollutants include construction waste water, noise, waste gas, solid waste and negative impacts on the water environment, acoustic environment and air, water and soil erosion, people’s health and ecological environment of the surrounding areas. As for all the subcomponents of project construction, special environmental protection measures will be adopted correspondingly. Please refer to the general environmental protection measures in Annex 1 and specific environmental protection measures in Annex 3. While during the operation period, major pollutants will be domestic waste water and solid waste from surrounding households, which will be discharged to rivers and waters. With respect to this Project, during its operation period, no waste water, waste gas and solid waste will be discharged, which will merely have negative impact on the environment. Construction behaviors will be conducted based on the existing project, so it will cause significant impact on the ecological stability of this area. After the flood control dams are built, as time goes on, the parts of ecological environment that have been impacted during the construction period will be rehabilitated gradually.

6 Environmental Monitoring Plan

6.1 Monitoring Objectives Environmental monitoring involves two periods, namely the construction period

and the operation period. Its objectives are: i) to timely have the overall dynamic pollution information of the proposed projects; ii) to understand the extent of changes of environmental quality and the extent of impacts in the project areas caused by the project construction; iii) to understand the dynamic environmental quality during operation; and iv) to make timely feedbacks to superintended authorities so as to provide scientific underpins for the project environmental management.

6.2 Environmental Monitoring Institutions

Contractors or operators will entrust Environmental Monitoring Stations in Nanning to undertake environmental monitoring tasks during construction and operation respectively. The entrusted institutions are those that have been certified by national authorities in respect of environmental quality monitoring and with complete equipments and sufficient technical expertise, thus ensuring an appropriate fulfillment of the undertaken monitoring tasks.

Based on the projected results of the EA, the environmental monitoring is to make follow-up monitoring of pollutions during construction and operation, the concerned sensitive points that might probably have obvious pollutions will be selected as monitoring points. Monitoring items can cover areas that might have relatively great impacts on the environment, namely noises, ambient air and surface water environment. The selection of monitoring factors can be made based on the pollution characteristics of specific project. Relevant monitoring analytical methodologies defined in Technical Specifications for Environmental Monitoring issued by National EPA shall be applied respectively. Executed assessment standards will be national standards confirmed in the EA report of each subcomponent.

6.3 Detailed Environmental Monitoring Requirements The detailed environmental monitoring plans and cost estimates of each sub-

component are listed in Annex 2.

7 Environmental Training Plan 7.1 Training Requirements

The main objective of environmental management capability building is to train environmental managers and environmental supervisors, and the training is one of the components under the project technical supports. The training launched during construction also involves the construction unit and workforce. Before the commencement of construction, all construction units, operation units and construction supervisors are required to compulsively join in the trainings concerning environment management plan, related skills and knowledge. The training should also be carried out according to different work positions. 7.2 Training Contents and Budget

(1) Environmental Managers and Environmental Supervision EngineersThe training will be organized by PMO one year before the implementation of the

project and to be attended by the full time environmental manager of the PMO, full time coordinators of environmental manager, and environmental supervision engineers of the subcomponents. The environmental technical expert will be responsible for carrying out the training.

(2) Contractors and Construction WorkersThe PMO will organize training in project located areas before the

commencement of construction. The training will be practically carried out by the Environmental Management Expert of the project or the trained full time environmental managers of relevant enterprises.

(3) OperatorsThe PMO or IAs of the project subcomponents will organize training in project

located areas before the commencement of operation. The training will be practically executed by the Environmental Management Expert of the project or the trained full time environmental managers of relevant enterprises.

8 Cost Estimates for Environmental Management and Financial

Sources8.1 Budget Distribution

The implementation of the measures defined in EMP will involve plenty of units, thus the funds for implementation come from different sources. An absolute majority of the environmental protection activities are launched through project measures, therefore, the construction contractors and project operators should be responsible for the financial resources and include the same into the cost of their project estimation and make detailed breakdowns in the tender documents.

The budget for EMP is mainly used for the environmental management during construction and operation periods, including costs for environmental monitoring, environmental supervision, personnel training, and operational costs for environmental management institutions. Costs for prevention of risks should also be included in some of the sub-components. Costs for EMC’s activities, water quality and atmosphere monitoring, noise pollution monitoring, and the costs for CSEE and EESI, are covered under financial arrangements for international project management of PMO and IAs. Costs of monitoring and supervision activities of CSEE form a part of the costs for construction and supervision. Local monitoring stations will be responsible for the monitoring of water quality, atmospheric quality and noise pollution as per the requirements defined in the contract entrusted by IAs and the IAs will bear the monitoring costs. The routine monitoring data of environmental protection departments are applicable for the project if the activities of routine monitoring of local environmental protection departments are executed in synchronization with the implementation of the project.

8.2 Financial Sources and EMP Budget Table 8.2-1 summarized the costs for environmental management during

construction and operation. According to the time span of project implementation, it must be guaranteed

that the annual budget for project interim payments has included a certain amount of deposits of the constructors to guarantee complete compliances in respect of relevant management requirements for the construction contractors and operators. Table 8.2-2 lists the weighing for deposits of different activities.

9 Information Management of EMP 9.1 Information Sharing

Environmental management requires necessary information sharing among various departments and different posts of PMO, IAs, contractors and operators within the project framework; meanwhile, relevant information should be disclosed to related parties and the public.

Internal information sharing can be realized by various means, such as meetings and internal briefings. A formal meeting must be held once a month and all shared information must be recorded and filed. External information sharing can be executed once a year or a half-year. The information sharing with cooperate units must be recorded on the minutes and filed.

9.2 Record Keeping Mechanism In order to guarantee an effective operation of the environmental management

system, all involved institutions must establish a prime record system and keep good records of the followings:

1) Requirements of Laws and Rules; 2) Administrative Permissions; 3) Environmental factors and related environmental impacts; 4) Training;5) Activities concerning inspections, checking and maintenance;6) Monitoring data; 7) Effectiveness of correction and precautious measures; 8) Information of related parties; 9) Review process; 10) Appraisal process.

Besides, necessary actions should be taken for the control of the above mentioned records, including the processes of marking, collecting, cataloging, filing, saving, managing, maintaining, inquiring, storage life and treatment of the records.

9.3 Reporting MechanismIn the course of project implementation, construction contractors, operators,

monitoring institutions, environmental supervision engineers and PMO should be responsible for the record keeping concerning project progress, implementation of EMP, environmental monitoring results, and the timely report of the same to relevant departments. The following aspects are mainly involved:

(1) The project ESE will keep monthly detailed records of the implementation of EMP and will timely submit the weekly report and monthly report to the IAs and PMO, information regarding the implementation of environmental protection measures, the execution of environmental monitoring as well as monitoring data must be included in the weekly report and monthly report.

(2) Construction contractors and operators are responsible for keeping detailed records of the project progress and the implementation of EMP by season and for the timely submittal of seasonal reports to PMO. Copies of the same must be provided to Laibin EPB simultaneously.

(3) At the completion of the entrusted tasks, monitoring institutions should submit monitoring reports to the construction contractors ( or operators ) and the ESE in time.

(4) The construction contractors and operators should submit to Laibin EPB and

the Laibin PMO project environmental monitoring reports in a timely manner. The project progress reports about the implementation of EMP (such as monthly reports, seasonal reports and annual reports) prepared by PMO should submit to Laibin EPB the relevant agencies and the WB (if required) in a timely manner, such reports should include information, such as the implementation progress and effectiveness of EMP.

(5) In case of occurrence of special events violating relevant laws and regulations in environmental protection, the ESE and PMO should report to local superintended administrative departments responsible for environmental protection and reports should also be made to their higher departments whenever it is necessary.

(6) The Project EMP Implementation Report should be prepared and submitted to the World Bank every half a year. The EMP implementation report shall mainly cover the followings:

a) The implementation of the training plan; b) General progress of the project, i.e.,the construction progresses of

river course treatment project, pavement rehabilitation, and the completed length of pipelines networks etc.

c) Information about the execution of environmental protection measures, environmental monitoring activities and the key results of environmental monitoring of the project.

d) Information about public complaints. In case of the occurrence of public complaints, records should be made for the main contents of complaints, their solutions, and the level of satisfaction of the public.

e) EMP implementation plan for the second half of the year.

10 Sustainable Public Participation Plan and Complaint Channels

for Dispute10.1 Sustainable Public Participation Plan

(1) During the construction period and within 3 years after being in operation, 1 spot check will be conducted on each environmental sensitive target on a quarterly basis, and 1 spot fact-finding meeting with public participation will be held in those areas with concentration of environmental sensitive targets on an annual basis.

(2) Based on the results of quarterly surveys and the annual survey, assess the public’s satisfaction, analyze relevant opinions, and make necessary improvement to environmental mitigation measures.10.2 Complaint Channels for Dispute

(1) Establishment and Composition of Complaint AgencyTo better protect the legitimate rights of all affected persons, a complaint system

will be established to provide a convenient, transparent, fair and effective complaint channel for the affected persons, and for this purpose, an Environmental Impact Complaints Handling Directive Team (hereinafter referred to as “the Complaints Handling Directive Team”) will be organized for this project. The team leader will be served by an official from the Environmental Protection Bureau of Laibin City, and team members will comprise staff members from the Project Management Office, the Environmental Monitoring Station of Laibin City, the environmental impact assessment body, the project owner’s unit and other relevant organs, bodies or units. Subordinate to the Complaints Handling Directive Team, complaints handling offices will be set up in the Environmental Protection Bureau of Laibin City and the project owner’s unit, to be in charge of collecting and sorting all kinds of environmental impact complaints and giving resolution views after consulting with relevant accountable units.

(2) Complaint ProceduresThe Complaints Handling Directive Team and their subordinate complaints

handling offices will start to accept environmental impact complaints from the public within one week after the project commences operation, and in the meantime, a complaint hotline and a complaint mailbox will also be put into service. See the following for the details regarding the complaint procedures:

When an affected person believes his/her rights have been infringed in any aspect of environmental protection, he/she may make a written or oral complaint to the complaints handling office set up by the project owner’s unit. The project owner will, on the basis of the condition of the issue, try to resolve the complaint through negotiation with the complainant within one week, and take a detailed record of the complaint and the resolution thereof and have it sorted. All complaints shall also be reported to the Complaints Handling Directive Team on a regular basis.

If a complaint can not be resolved through negotiation, the complainant may continue to complain orally or in writing to the complaints handling office of the Environmental Protection Bureau. Officers of the complaints handling office shall take a detailed record of the complaint and have it sorted. After consulting with relevant accountable units, the complaints handling office shall give its view on the resolution of the complaint within two weeks.

If the complainant does not accept the review of the complaints handling office, he/she may lodge a written complaint with the Labin EPB within 1 month after receiving the resolution view from the complaints handling office. The Environmental

Protection Bureau will give its view on the resolution of the complaint within three weeks.

If the complainant still disagrees with the resolution review given by the Environmental Protection Bureau, he/she may, after receiving such view, bring an action with the competent local people’s court of law in accordance with the Civil Procedure Law of the People’s Republic of China for adjudication. 11 Liabilities for Breach of Contract during Construction Period

The construction contractor shall perform its contractual obligations to complete its construction assignments in good quality and on schedule. If the construction party fails to reach the required quality under the contract due to its own reasons, the project owner shall have the right to demand the construction party to render repair, rework or reconstruction within a reasonable time limit. A “Reasonable Time Limit” shall mean the length of time needed by the construction party to complete free repair, rework or reconstruction as determined according to the degree of inconformity of the finished works with the required quality and on the basis of the construction period determined as per relevant rules of the state and the provisions of relevant contracts. All repairs, reworks and reconstructions must be rendered free of charge.

If any repairs, reworks or reconstructions which are attributable to the construction party result in delay in the delivery of the finished works on schedule, the construction party shall also have to bear the liabilities for delayed delivery. I f the construction party fails to follow the environmental management plan and causes environmental pollution accident or environmental damage incidence, their liability shall be pursued in accordance with the law, and they will be fined for the deposits paid according to a certain ratio of construction cost.

All construction supervision personnel must perform their contractual obligations of supervision. During the construction of the principal body of the project, the supervision personnel must be stationed on the construction site for at least 80% of the total construction days (which will be determined according to the attendance records taken by the attendance checker of the construction party and the inspection results of the inspection team of the Project Management Office), if supervision personnel fail to station on the construction site as required, their deposit that is paid according to a certain ratio of the supervision fees will be deducted. During the construction process, if dereliction of supervision duties results in any environmental pollution or disruption accidents or incidents, relevant supervision personnel will be held accountable for the resulting liabilities in accordance with applicable statutory or regulatory rules.

Annex 1 Environmental Specifications for Construction1 Overview

I. The constructors and construction staff are obliged to implement mitigation measures mentioned in these Specifications to avoid the inconvenience to the local people during project implementation as well as to reduce environmental impacts during the construction period and operation period.

.Remedial measures which are not able to be implemented effectively duringⅡ the construction period should be realized when the project completes:

1) Restore vegetation landscape in all affected areas, e.g. grass and trees

planting;2) Clean rubbles and sludge, which are left over during rivercourse construction,

to make sure that waterflow in drains and culverts is unblocked;

3)Clean gravels and waste in all construction sites and dispose the remaining

materials properly;4) Restore the borrowing area.

2 Code of Conduct for Construction Staff and Environmental StandardsThis section, integrating national and local laws and regulations, provides

guidance for the construction staff. Before construction, the constructors should design a construction plan specific to the project and clarify the abidance to the code in the plan. Only after the plan is approved by the project engineer can the project construction moves forward.2.1 Prohibited Acts:

The acts below are prohibited in or around the construction sites:1) Cutting down trees beyond the permitted area of the project for any reason;2) Hunting, fishing, catching wild animals and picking plants;3) Using toxic materials which have yet to be approved, including leady paint

and asbestos;4) Affecting other artistic buildings and constructions with historical value;5) Building fire;6) Using fireproofing facilities without permission (not include the authorized staff

with safety protection);7) Working on construction after drinking liquor.

2.2 TrafficThe selection of the routes to the construction sites should get the permission

from the project engineer. Chose appropriate vehicles according to the level of local roads and impose restriction on loading capacity to prevent roads and bridges from damage. If damage happens due to overloading, the constructors should take the responsibility of repairing after the project engineer agrees.

The constructors are not allowed to use vehicles with heavy exhaust emission and loud noise. In the construction finished area, noise abatement facilities should be set up and their normal operation should be guaranteed.

During the fulfillment period of the contract, the constructors can carry out necessary traffic control measurement after the project engineer agrees.2.3Construction Staff and Construction Camps

The constructors should recruit workers at the local place as far as possible and provide appropriate trainings.

The constructors should, on the construction sites, provide workers with sufficient hygiene facilities (toilets and area for washing).The facilities also include enough cold and hot water, soaps, drying machines and etc.

The constructors should build temporary septic-tanks for the workers living on the sites so as to avoid the impacts on nearby rivers.

The constructors should figure out measures for construction sites to store

building materials and dispose solid waste. The constructors should forbid the use of wood for cooking or heating in

construction camps and provide other alternative fuel instead.The constructors make sure to set up construction sites, warehouses, pitch-

generated devices and plants in the suitable places, at least 500m far from residential area. Pitch-generated devices should be set up at least 1000m far from residential area. At the same time, the layout should be approved by the project engineer.

The constructors make sure to set up construction sites, warehouses, diesel &pitch storage sites as well as pitch-generated devices at least 500m far from rivers. Also, the constructors should prevent pollutant running into rivers in the operation time, especially prevent its running through land or surface water in rainy seasons. Recycling lubricants, digging channels round the sites and setting up sedimentation tanks or oil-collecting grooves are necessary.

During the molding of building materials, the construction staff is forbidden to use wood to heat up the fuel.

The construction and living camps will be built separately in different bidding sections, and they should be located in a high place within the scope of bidding sections. The construction camps include living and office facilities, welfare facilities, construction processing area, construction warehouse, simple repair station and other construction supporting facilities. 2.4 Solid Waste Management and Water and Soil Erosion

Solid waste and harmful waste can be controlled effectively by implementing the following measures.2.4.1 Solid Waste Management

1) Reduce the generation of waste which needs to be disposed and cleared away.

2) Identify and categorize the waste. If hazardous waste is generated, it should be stored, collected, transported and disposed according to properly procedures.

3) Identify and divide disposal area as well as clearly indicate what kind of materials and substances are allowed to be stored.

4) Waste generated during construction(including the excavated soil) should be transported to designated places for stacking and disposal(at least 300m far from rivers, brooks, ditches, lakes or wetlands).In the designated place, set up solid waste recycling and separating/categorizing system to dispose waste, scrap metals, used oil and other remaining building materials generated during construction.2.4.2 Control of Water and Soil Erosion

Minimize the utilization and damage to the land, reinforce damaged areas as soon as possible, manage areas for drainage and dispose sediments on sites. Screen for erosion control should be set up around dug holes, dug wells and road surface.

Protect the leaf litter and its organic matter on the topsoil, which can be backfilled to the damaged area so as to facilitate the growth of local plants.

Cover eroded barren area with local grasses and vegetation, or conduct

hardening treatment to the soil surface in the region.Implement erosion control measures well before rainy seasons, in order to better

carry out the following construction. When each construction site completes its engineering, erosion control measures should be ready.

Sedimentation control facilities, including stockpiles, stone roads, settling basins, bales of straw, shrubs fences, slag mucks and etc., should be set up on all construction sites to slow down runoff, convert flow directions and deposited sediments before vegetations recover.

Prevent water flow from running into construction sites or disturbing the work by setting up gutterways, berms, grass fences, stone-stackings and etc.

Keep doing erosion control until vegetations recover completely.If necessary, sprinkle the earth roads, excavated places, filler and soil-deposited

areas to reduce wind erosion.2.4.3 Protection Areas

Identify and divide protection areas for equipments (at least 15m far from rivers, brooks, lakes or wetlands).Fuel should be stored in proper places and approved by the project engineer.

Make sure all equipments can be only used in the divided protection areas; it is forbidden to pour out the used oil on the ground, or into the water body, drainage system or sewers.

All overflow and collected oils should be disposed based on standard environmental procedures or guidance. Areas for fuel storage and backfilling should be set up 300m far from the crossing of drainage structures and important water body, or under the guidance of the project engineer.2.5 Civil Works Engineering and Slope Excavation and Filling Engineering

Arrange civil works engineering properly especially in rainy seasons. During the construction, slope excavation and filling should be kept firmly and minimize the impacts on other places outside the restricted area of construction. Especially in rainy seasons, continuous construction is necessary, in order to finish excavation and filling engineering for the same sections as soon as possible. Try to avoid construction suspension due to raining or other reasons, which will cause slope erosion.

To prevent slope excavation and filling from erosion, catchwater and drain should be built on the top and the bottom of slop surface according to engineering drawings. Besides, grass and other plants should be planted. Catchwater ought to be built above the excavated slop surface so as to reduce the erosion by runoff.

The soil and rocks generated from excavation and other waste materials should be transported to designated places for disposal after the project engineer agrees.

Disposal places can not be set up in the places which have potential landslides, and the disposal places should not affect other farmland or private land; meanwhile, the stackings should not be washed into surface water body by rain water. Build up drains around stacking places under the guidance of the project engineer.2.6 Borrowing Earth and Borrowing Area

When the constructors open up new borrowing area on the earth’s surface, in

the river or the used land, they should get the approval from the project engineer. Borrowing area should not be located in the place that may damage natural or designed drainage facility. Borrowing area in riverway should not be located in the place that may erode or damage the riverbed, or where the sand may run downstream easily.

The constructor should guarantee the used borrowing area in the condition of firm slops and leveled sites. Besides, there should be no dead water in drains otherwise it will bring mosquitoes.

The sand and stones excavated from rivers should be kept far enough. The depth of excavation in any borrowing area should more than 1/10 of the width of rivercourse, in order to avoid the river being cut off and the riverbed being eroded or damaged. If the constructors have to borrow earth from vegetation places, they should get approval from the project engineer, and try to avoid the environmental sensitive spots and residential areas as well as use effective processing device for smoke.

The following acts should be done in any borrowing area and spoil area:1) Identify and divide the borrowing area and spoil area, at least 15m far from

sensitive areas(e.g. high abrupt slopes, easily eroded soil and areas where water is directly drained to sensitive water body);

2) Make sure the earth material is excavated from the approved and designated borrowing area; 3) The new-excavated borrowing area should keep the surface soil, which can be backfilled the area after the useful earth material has been excavated , so as to form the even land or slop surfaces. Terraced fields should be built on certain steep slops in case of water loss and soil erosion;

4) Surplus surface soil should be compacted and planted vegetation. In proper areas, the constructors can cover the surface with waste slag or surface soil containing organic matter, which is good for vegetation recovery. Local plants can grow up more easily;

5) In construction areas where drains have been built, earth material should be avoided to rush into the drains and block them;

6) All waste slag generated during the construction should be cleared away once the work is completed.2.7 Construction Waste and Transport

The constructors should work out and implement daily working procedures for waste disposal on construction sites as well as prepare sufficient disposal facilities for construction waste.

Rubbles and gravels generated from demolition of old buildings can be recycled properly to serve as building materials for other projects (e.g. roadbed pavement). This waste should be identified and evaluated on construction sites first and approved by the project engineer before its recycle. The constructors should follow

the next three points: (a)do not carry out construction in designated forest areas;

(b)do not impact the natural water body; (c)and do not impact endangered or

rare phytocoenosium. Besides, the constructors are definitely not allowed to dispose any waste within any environmental sensitive area.

During the construction, waste slag or sludge should be cleared away at once if piling up on the ground near the construction sites, and then the constructors should restore the ground and get the approval from the project engineer.

During the whole construction, including periods of preparation, maintenance, demolition and waste clean, transportation should be planned under guidance of the project engineer, and measures dealing with the emergency also have to be taken into consideration.2.8 Safety Issue during Construction

One of the constructors’ responsibilities is to protect the people on and around construction sites to avoid the impacts of construction on the person and property. It is the constructors’ responsibility to abide by national and local safety regulations and take any necessary measure to prevent accidents, including the following 10 items:

1) To set up clear marks for pedestrian safety at the entrances/exits of construction sites and the roads for construction transportation;

2) To arrange staff for traffic safety guidance near schools during the rush time;3) To set up sufficient warming signs (including picture paintings, frames, marks

and etc.), road signs and protective barriers to ensure pedestrian safety during construction;

4) To provide trainings to workers before construction;5) To provide personal protective equipments and clothes (goggle, gloves, mask,

dust cover, helmet and etc.), which are compulsory to be used;6) Each construction site should have bulletin boards for safety information and

set up warming marks at the warehouse where chemicals are stored;7) To require all workers to learn about safety information related to various

materials; to explain the potential risks from the materials to the construction staff and their families, especially to pregnant women and ones who are planning to have babies; and to encourage workers to share relative information;

8) To make sure that asbestos-containing material or other toxic ones have been disposed by well training workers;

9) To suspend construction when there are heavy rains or other emergencies;10) The power facilities and mechanical equipments should be able to withstand

the impacts of a certain level of earthquakes.2.9 Control of Noise and Dust

The constructors should guarantee the followings in order to control damages and dust:

1) The running speed of all construction vehicles outside construction sites is no more than 25 km per hour;

2) The running speed of vehicles on the construction sites is no more than 15 km per hour;

3) Try to maintain the noise of machines and equipments under 90 decibel;

4) In sensitive areas (including residential area, hospital, sanatorium and etc.), more strict measures are needed to prevent harsh noise;

5) Minimize the generation of dust and particulate matter to avoid its impact on people’s living and commercial activities around, special groups such as the children and senior people should be protected;

6) The working time of various types of construction machinery shall be arranged well, working to avoid the simultaneous use of those loud noise producers as much as possible. Machinery of such alike shall be working in daytime. Nighttime transportation shall be avoided, and nighttime construction (22:00-06:00) shall be prohibited. As for the Construction activities that are must be done at night, approval of local environmental protection authorities shall be obtained, and sound barriers must be established between the source of sound and sensitive site.

7) Remove green plants by stages in case of being exposed to the wind;8) Set up dustproof screen around construction sites, especially in the places

near houses, commercial areas and entertainment areas;9 Sprinkle properly on construction sites such as the roads of heavy dust,

excavation areas, borrowing areas and spoil areas;10) Take the right measures to reduce the impact of noise and vibration, which is

generated during construction, on the surroundings of construction sites.2.10 Demolition of Existing Buildings

During the demolition of existing buildings, the constructors should take sufficient measures to protect workers and the public from injury by fallen gravels and waste slag. The measures include:

1) To set aside a designated area or chute for the fallen waste and make sure the safety when the waste falls down;

2) To control the process of saw cutting, digging, sanding, slicing and etc, and take the right method of anchoring to lead the waste down;

3) To keep clean during transportation. Try to avoid vehicle overload, which may cause road and air pollution due to the falling of waste materials;

4) To adopt temporary protection measures at the edge of scaffold, e.g. setting up railings and toe boards to prevent the waste falling;

5) To evacuate all the people within the blast affected areas before conducting blasting work near populated places and other buildings. Try to minimize the impacts of slungshots and the splashing by using blast cushion or other deflection ways.

6) To provide protective outfits such as goggle, shield, mask, safety helmet and shoes to all workers.2.11 Social Impacts

The constructors should do the followings to reduce negative impacts on social life during construction:

1) Publicize information about construction plan, statement on environmental effect, construction road, temporary course for public transportation, blasting, demolition and etc. timely;

2) Impose restrictions on night construction. If it is needed, the constructors should make reasonable arrangement for the work at night and inform the affected

communities in advance to adopt any necessary preventive measure;3) If public facilities (e.g. water pipe, electric power and public transportation) are

not able to work normally due to construction, the constructors should publicize the information, at least 5 days in advance, at the construction sites, public transportation stops and the affected areas.2.12 Handling of Cultural Relics and Historical Remains during Construction

During excavation and construction, If historical sites, historical remains, cemetery or personal tombs are discovered, the procedures are as follows:

1) Stop construction at the place;2) Mark out the location and area;3) Protect the site in case of any damage to the cultural relics. When moveable

cultural relics or sensitive fossil remains are discovered, safeguard staff should be assigned to make sure the safety until the local government or national administration of cultural relics come to take over;

4) When discovering cultural relics, the constructors should inform the supervising engineer within 24 hours, who is responsible for contacting the local government or national administration of cultural relics;

5) It is the local government or national administration of cultural relics that preserve the sites or historical relics before the follow-up work procedures are decided. The experts of national administration of cultural relics issue preliminary evaluation reports, analyzing the significances of the discovery in terms of various aspects such as aesthetics, history, science, society and economic price based on relative evaluation standards;

6) It is decided by the local government and national administration of cultural relics that how to deal with the discovery, including how to modify the construction plan (e.g. when an unmovable historical relic was discovered), how to preserve and restore the relic and how to make use of it;

7) The local government, in the form of written material, notifies the project manager of its decision on the discovered cultural relics;

8) For the safety of historical relics and remains, the constructors have to get permission from the local government or national administration of cultural relics before resuming the construction.2.13 Dangerous Waste

If there are possibilities of dangerous waste or suspected dangerous waste(something containing asbestos in the waste generated by construction demolition) on construction sites, the constructors need to figure out a management plan for dangerous waste, which has to be approved by the project engineer and apply to all the workers participating in operation and transportation. The work of cleaning up and disposing dangerous waste should be done by the specially trained people, in accordance to the process with national, provincial or international acknowledgment. 2.14 Health Services and AIDS Education

The constructors should provide basic first-aid service and facilities for emergency rescue, including medical equipments and operation measures for

individuals. The injured worker should have been under a certain treatment before arriving at hospital.

The constructors have the responsibility to draw up a preventive plan to prevent sexual diseases, especially preventing the spread of HIV/AIDS among workers. Healthy plan, which provides suggestions for workers during construction period, should be put into the construction scheme and approved by the project engineer before starting the project.3 Environmental Supervision Measures

Environmental supervision is a newly introduced requirement for environmental protection. It is required to execute environmental supervision through the entire course of construction so as to ensure a smooth implementation of environmental protection works and an effective execution of environmental protection measures in the course of project construction. In order to guarantee a timely fulfillment of environmental protection measures of the project and to ensure the quality of the environmental project, the project IAs should assign environmental supervisors qualified for the supervision of environmental projects to undertake the environmental supervision tasks of the project. According to the practical situation that the project is going to implement by phase, it is hereby suggested that 2 full-time environmental supervisors will be assigned primarily, as the project proceeds, more part-time environmental management personnel can be maneuvered from other divisions as per requirement.

(1) Environmental Supervision Approaches1) Environmental supervision actions are incorporated into the project

engineering supervision and are managed incorporatedly by the supervision management division of the project management headquarters. The environmental supervisor will take part in the routine monthly general engineering supervisor’s meeting and submit weekly and monthly reports to the general engineering supervisor’s office.

2) To regularly host working meetings on environmental supervision for timely working out appropriate resolutions for the existing issues and proposing next- step actions, with thorough consideration of the practical environmental supervision works.

3) Every environmental supervision subdivision is suggested to host regular meetings monthly on environmental supervision.

4) To form a complete environmental protection management system on site, to establish leading groups for environmental protection in the involved project construction management offices with organizational setups extended to each construction team and squad.

(2) Contents of Environmental Supervision1) Environmental Supervision during Project Preparation:To review the

items concerning environmental protection in the Project Implementation Plan submitted by the construction unit; to inspect the rationality of environmental protection system set up by the construction unit; to join in the approval process for approving the Report for Commencement of Unit Projects prepared and submitted by the construction unit; and finally, to supervise the implementation and construction of pollutant treatment projects.

2) Environmental supervision during construction includes but not limited

to: i) to develop Key Tasks for Environmental Protection based on the Project Implementation Plan of each package of the project; ii) to disseminate information about environmental protection among construction units; iii) to publicize environmental pollution sensitive points to construction units; iv) to develop practical environmental protection approaches regarding the main pollutants generated in the course of construction; v) to review the Environmental Protection Scheme for the Project Construction submitted by the construction unit; vi) to inspect the operation of the environmental protection system of construction units; vii) to inspect the fulfillment of environmental protection measures; viii) to supervise the construction of water and soil conservation facilities; ix) to supervise the implementation of environmental monitoring plan; and x) to supervise the monitoring results.

3) Environmental supervision during operation: to review the Project Construction Completion Report on Environmental Protection prepared and submitted by the construction units; to file completion documents for environmental protection; to execute checking and acceptance of the project regarding environmental protection; and finally to prepare Project Completion Report on Environmental Supervision.

(3) Responsibilities for Environmental Supervision1) Environmental supervisors must strictly carry out the supervision

responsibilities and practically put into effects the supervision and management, so as to ensure effective implementation of environmental protection measures throughout each construction process on site and to ensure an effective implementation of environmental protection.

2) To publicize and implement laws and regulations regarding environmental protection so as to enhance the environmental protection awareness of the personnel involved in the construction and to ensure their conscious involvement in the environmental protection actions.

3) To develop Phased Checking and Acceptance Plan regarding environmental supervision for checking and acceptance of the completion of unit projects regarding environmental supervision so as to ensure the completion of the project with sufficient procedures and complete data regarding environmental protection.

4) For construction contracts awarded without a bidding process, it is the environmental supervisor’s responsibility to subscribe the contractual environmental protection articles, to review the environmental protection contents in its construction implementation plan and to introduce chapters with practical contents regarding environmental protection in the construction implementation plan.

5) To make detailed records on the implementation of EMP, to prepare weekly and monthly reports and submitted the same to the local PMO and EPB in a timely manner.

1. The spoil caused from construction of various engineering shall be cleaned and carried away by entrusted carrying agency and are not allowed for arbitrary piling-up.2. The dry excavation method will be used for river dredging. A diversion canal and cofferdam will be made to dry the river before the construction machinery come to the construction sites. The earth will be excavated by machinery and transported to designated area. 3. There will be two temporary piling-up yard for sludge, which should be located at least 50m from the residential area. 4. The excavated sludge will be mixed with spoil to be semi-dry, which will result in 22,500m3 of solid waste. The excavated sludge will be piled up on the banks of the canal and must be transported to designated area for disposal on the same day of the excavation. If they are not transported away timely, the sludge shall be put in straw sacks. They should be covered with plastic braided cloth during the rainy seasons to avoid the erosion by rainwater. Certain distance should be kept or a water drainage ditch should be excavated between the temporary piling-up place and the road to avoid random flow of waste water during rainy days.

It is recommended to arrange the use of large machinery with large noise at concentrated period of time so as to reduce the time of noise pollution. Efforts should be made to avoid the construction at night so as to reduce the noise pollution. honking is prohibited at those sensitive points along the roads. Meanwhile, the engineering administration departments shall make coordinated efforts to ensure that fewer vehicles pass through those sensitive points during the rest time.

Ecological environment

Fine varieties of turf should be selected and must grow well in local climate conditions. Waste water produced by engineering machinery shall be collected for treatment rather than being discharged to waters directly; 3. Materials that are easily eroding away or containing hazardous substances and spoil should not be piled up near the river banks. 1. Some sewage pipelines are buried about 6m deep, and the pipe jacking construction is recommended to reduce impacts on the surrounding environment. Some sewage pipelines need to be buried beneath the existing roads that will not have road upgrading. To reduce the impacts on the house demolition and traffic, the trenchless technology can be applied to lay underground pipe line with the method of towing the pipes. The construction should be carried out by strictly following the Code for Construction and Acceptance of Water and Sewage Pipeline Works (GB50268-2008),

1. During the upgrading construction of Heshan Road and Xinxing Road, the vehicles can be diverted to the parallel Zhongnan Road and Liulai Road and other roads that connect with Heshan Road such as Qianwei Road, Beiyi Road, Bei’er Road and Beisi Road.

2. Noticeable marks should be placed in the nearby road intersections to help achieve the traffic diversion in an orderly way. The selection of construction sequence and construction methods should take into consideration of traffic demands on the existing roads. The half-range construction method is often used in the similar road rehabilitation construction.

3. There are many intersections on Heshan Road, and some roads have large traffic flow. The traffic diversion plans and road occupation application for construction should be reported to the traffic police department and related municipal department for approval before they are implemented. When the underground pipelines and the surface engineering are constructed, the application for traffic diversion can be submitted to the traffic police department, and the traffic diversion can be implemented upon approval. The half-range construction method is recommended for it can ensure the traffic flow on the other half range of the road during the construction. On some of the access roads that have a small traffic flow, the traffic can be diverted to other roads to ensure smooth traffic flow on the

Solid Waste

1. To do a good earthwork balance during the construction. Discarded earthworks produced by construction should be backfilled into the sites by all means, and the left-over earthworks should be carried to fill other needed construction sites. If there is no other construction site needing those earthworks, they should be carried to pile up in designated places as requested by the local environment protection authority. The earthworks shall not be dumped into nearby rivers by any means. 2. During the construction period, construction waste and slag should be prevented from falling into rivers and causing pollutions.

Noise 1. Enhance the environment education to construction workers, ensure construction being carried out in a civilized way and reduce the pollution caused by noise construction operations and living noises. 2. Noise

1. Machinery equipment with good process performance and low noise value shall be favored in making purchase. Vibration isolation and anti-vibration measures should be adopted in equipment installation to reduce noise to a minimum level. 2. As water pump is the equipment in long-term service, the pump should have a sturdy base and could grout evenly to absorb different vibrations and to give its substrate a strong supporting point3. To strengthen the maintenance on water pumps and check the concentricity of motor and pump shaft on a regular basis, to ensure good lubrication of bearings and reduce the wear of pump parts. 4. Sounding absorbing materials and vibration dumping devices such as asbestos boards and dampers shall be placed around the pump house walls, roof and ground, and also beside the equipment to effectively control and block the noise transmission and reflection. 5. Greenbelts, trees and shrubs shall be planted around the pump house. Strong anti-pollution species should be planted to improve the landscape and reduce the impact of waste gas, noises and fumes on environment

Earth Borrowing

Area

To avoid water and soil erosion or rainwater scouring, it is required to build drainage ditch around earth borrowing area. The desilting basin is located in the corner of the drainage ditch. ② Straw sacks and plastic braided cloth

To avoid water and soil erosion, the surface soil will be covered with the earth-filled bags on the side of earthwork excavation. The surface soil will be covered with temporary plastic braided cloth

during rainy season or strong wind. Temporary retaining wall will be built with earth-filled bags and will be 0.5m in top width, 1.5m in foundation width 0.5m in height, with a slope of 1:0.5. The earth materials are from the stripping of surface water. The temporary retaining wall will be covered with plastic braided cloth. Upon the completion, the temporary retaining wall will be demolished as a soil source for landscaping on the project area. The unit earth-filled bag filling volume is 1m3/m. Temporary straw sack retaining wall will be 1,600m long. 34,000 m2 of plastic braided cloth will be needed.
