In this issue, Paisea has for the first time deci-ded to cover the area of “cultural landscapes”.We have tried to make it a kind of introductionwhich we hope will express the complexity andbreadth of the topic and encourage reflection, while leaving open the option of publishing fur-ther issues in the future on more specificinvestigations in the same area.
This issue has been a learning process for us,and we hope that this will be reflected in itspages. We began the process with the definitiongiven by UNESCO of “cultural landscapes” (theconcept was incorporated in 1992): “A culturallandscape is the result of the development ofhuman activity in a distinct geographical area, the identifying features of which are: the natu-ral substratum, human action, and the activitycarried out.”
This led us to classify the projects into thesecategories: Landscape clearly designed by
human beings; Organically evolved landscape, divided into Fossil landscape and Active lands-cape; and Associative cultural landscapes.
The other sections were organised to comple-te the information about each category. Wedecided to publish details of the competition onthe area around Buñol Castle and its entrancepoints, proposed by Paisea for the 2nd ValenciaLandscape Architecture Conference; for theuniversity projects section we chose the works-hop held by the European LAPIS programme inthe “Ribiera Berica” area (Veneto, Italy); forCultlandscape, the work of Bleda and Rosa,“Battlefields”; and in the green section, theexperiences of the Gallecs Agricultural Park.
When we reached the end, though, we reali-sed that the order we had imposed hadvanished. It made no sense to make a distinc-tion between a landscape of ruins andanother that had evolved and been reinterpre-
ted, as the past was present in both (an inhe-ritance that was more or less fossilised), aswere a design or an intention, an evocation ora future, a desire for continuity and survival. We completely agree with Carles Llop, theauthor of the university projects section, whenhe clearly states that “all landscapes are cul-tural”, perhaps also making reference to AlainRoger.1 But above all, the essence of thisissue is provided by Joan Nogué in his article“Place, landscape and identity”, which intro-duces its unifying concept: identity.
To conclude, we would like to make a sugges-tion (not obligatory): that you read this issue inthe order described above, starting with theprojects and finishing with the first article. Andwhichever way you decide to read it, we hopethis little adventure in the world of culturallandscapes will open up as many reflectionsand new debates for you as it has for us.

The main defence line of the NieuweHollandse Waterlinie (Dutch Waterline),a former military structure, is about 85-kilometre length, and runs throughthree different landscapes. The idea of
this defence structure was to create aresistance zone in the landscape, takingadvantage of the fact that the landsca-pe of The Netherlands is close to sealevel and can be inundated. The defen-
ce line, built in the midst of the 19thcentury, with additions of later periodscontains intensive and extensivelydefended zones. In its totality it forms acomplex system of elements. Spread

along the line there are a sequel of cita-dels, an enormous amount of smallerobjects such as sluices and otherwater-scientific works and the lateradded casemates. The main defenceline is a special line; hidden and tuckedaway in the landscape it forms a secretline. In its purest form, the main defen-ce line forms the boundary betweenwet and dry and is closely connected tothe underlying landscape.
Today, the former military structure isjust a relict in the landscape, and
because of its cultural heritage it isinteresting for recreational purposes.Since the Dutch Waterline complieswith the underlying landscape. Threelandscapes offer different opportunitiesfor the imagination of the Main defen-ce line. The elaborate water in thenorthern area (the Vecht area and thelake area) offer an opportunity to seethe waterline in a state of inundation. The opportunity in the central areaaround Utrecht is the large number ofrecreants who are able to reach theMain defence line in a short period of
time. The Main defence line is intertwi-ned in the urban tissue. The opportunityfor the river area is hidden in the rela-tively continuous lines over the sidedikes. The feeling of a continuous Maindefence line is strongest there.
Especially in the river area it’s pos-sible to extricate the relationshipbetween Main defence line andintensifying in the form of access, citadels and casemates.

In this southern area where the formerdefence line is situated in the riverlandscape the project of GedekteGemeenschapsweg (‘Shielded CommunityRoad’) is realized. This road with itsartillery positions has been madepassable again by OKRA and BunkerQ. It re-connects the fortressesWerk aan de Korte Uitweg, Lunetaan de Snel and Fort Honswijk.Contemporary elements to the dykehave been added, like scaffolding, steps and a large cutting out of theembankment. The poetic side of ourapproach is creating a ‘cut’ as asign of intervention’. By makingcuts, particularisation can be con-nected to explanation. The means of
a cut is suitable, to make (partiallyhidden) systems visible. The galva-nized metal cut shows visitors howthe embankment is made, andshows the difference between amilitary dike and a sea defencedike. The interesting thing aboutrestoring the Nieuwe HollandseWaterlinie and adding new ele-ments to it is that it not onlycontributes towards historical awa-reness and an understanding ofcultural heritage, it also makes thegreen landscape around the citiesmore accessible and enhancesrecreational activities.
