    PACS Industries, Inc., has been in business since 1972, and has concentrated on the manufacture ofMedium Voltage Metalclad Switchgear in the range of 2400 Volts, to 41 kV, and to Standards of IEEEC37.20.2 and IEC 298. Our 170,000 square foot factory is in Mount Vernon, Ohio.In the range of 2400 Volts to 15 kV (17.5 kV IEC), PACS will use circuit breaker elements manufacturedby G.E., Cutler-Hammer, Siemens, or other reputable companies. For 27 kV Class circuit breakers,

    PACS manufactures a proprietary series of drawout circuit breakers, utilizing Vacuum Interrupters , orSF6 Interrupters . Circuit breaker trucks and cells are built to the standards of IEEE C37.20.2, and in-clude all required ANSI C37.20.2 features such as metal shutters, automatic secondary plugs, auto-matic trip upon breaker movement in the cell, etc. Type Test data is available to the standards of IEEEC37.20.04, 06, 09 for circuit breakers, to C37.20.2 for distribution switchgear, C37.013 for generatorSwitchgear, and to C37.20.07 for Arc Resistant switchgear (as well as relevant I.E.C. Standards).Short circuit Type Tests are usually performed at KEMA. The PACS Laboratory includes a 230 kV BILImpulse generator, a 9,000 Amp Heat run facility, Partial Discharge Test Equipment, Hi-pots, Meggers,etc. Switchgear available as PACSafe Arc Resistant switchgear.Ground switches are available.PACS can provide streaming video services of switchgear being manufactured or tested, as an option.

    Why Specify PACS Switchgear?

    This catalog has combined in one issue,drawout metalclad switchgear from theoperating ranges of 2400 Volts, through27kV. Although the dielectric character-istics of these ratings vary between thevoltage classes (5 kV, 8.25 kv, 15 kV &27 kV), the dimensions, features andoperation have sufficient in common, tolist them together.

    Switchgear is available in two high(circuit breaker) construction to 2000Amps. Above 2000 Amps, there shouldbe only one circuit breaker per verticalcell. Drawout potential transformers canbe installed over a circuit breaker onlyup to 2000 Amps.

    Standards & Specifications

    This class of switchgear is used to control discreet increments of electric power, gen-erally at operating voltagesof 2400 Volts, through 26 kV. 50 or 60 Hertz. A typicallineup would include circuit breaker cubicles, and required auxiliary cubicles.Arranged for indoor or outdoor service. Each vertical cubicle is segregated from its

    adjoining vertical cubicle by 11 gauge sheet steel (3.0 mm) , and within vertical cubi-cles, each compartment is further segregated by 11 gauge sheet steel partitions. Allexterior surfaces are safe-touch, dead front.

    Standards: All ANSI switchgear conforms to IEEE C37.20.2, and circuit breakersconform to IEEE C37,20, 04, 06, & 09. IEC switchgear conforms to the standards ofIEC 298 and IEC 56.

    Metalclad swi tchgear (see Fig 1) consists of segregated :A. Circuit breaker compartments.B. Drawout circuit breakers.C. Potential transformer drawout compartments.D. Front door(s) containing required protective relays, meters, and control

    switches.E. Main bus bar duct within the switchgear.

    F. Rear connection cable or bus duct compartments.G. Required auxiliary cubicles.H. Optional Grounding (Earthing) Switches.

    Metalclad switchgear is f urther characterized by t he following:

    All live parts are enclosed within grounded metal compartments.

    The circuit breaker compartment includes grounded metal shutters in front of theprimary (high voltage) plug-in connection bushings. The shutter position is auto-matically operated by circuit breaker movement.

    The circuit breaker is mounted on a truck that is drawout. The truck may beconnected or disconnected through closed front doors, via a racking mechanism.Available are remote racking motors for operator safety.

    Stored energy operation.

    Interlocks are provided to insure safe circuit breaker operation, such as discharg-ing all springs when the breaker is moved within the cell, preventing a closedbreaker from being moved into or within the cell, etc.

    All bus bars are insulated. Copper, with silvered connection pads.

    The circuit breaker control circuit (secondary), is automatically connected ordisconnected, depending upon the circuit breaker position.

    Control circuits are segregated from high voltage circuits by metallic barriers,(except for short lengths of certain devices, as permitted in IEEE standards).

    Every circuit breaker has Disconnect, Test, and Connect positions, with visibleindication.

    The control cubicle includes all necessary relays, terminal blocks, etc..

    Current transformers include shorting terminal blocks.

    Control conductors are SIS type switchgear wire.

    Circuit breaker automatically grounded when racked into position.

    PACScladmetalclad switchgear utilizes componentssuch as potential transformers, current transformers, etc., of

    the highest quality, conforming to the customers require-ments.Circuit breakers are provided with 4 Normally Open and 4Normally Closed auxiliary contacts as standard (MOC). Addi-tional contacts available. DC ratings are 10 Amps @ 125VDC.Cell contacts (TOC) are available as well. DC ratings are 10Amps @ 125 VDC.All circuit breakers are furnished with Through-Door (closeddoor) racking provisions from Disconnect to Connect posi-tions. Remote motorized racking is available. Manual tripprovisions are available on closed door.Interior cell lights and convenience receptacles are available.

    Following are recommendations regarding the selection ofdifferent BIL levels.

    95 kV BIL. Ideal for indoor, clean atmospheres.

    110 kV BIL. Ideal for outdoor use. Ideal for altitudesover 1000 meters (3300 feet) in order to maintain thesame BIL level as at lower altitudes. Also ideal for envi-ronmentally challenging atmospheres, or where cus-tomer wishes to maintain the 110 kV BIL requirementsof outdoor transformer & substations. Ideal for desertareas (as in the Middle East) with high salt atmosphereand high ambient temperatures.

    HIGH CURRENT VACUUM CIRCUIT BREAKERS

    Normal width of all cubicles is 36 inches (914 mm), except for 4000 Amp Convection, 5000 Amp Convection & 6000 Amp Fan Cooled.

    Fan Cooled models utilize 2 sets of fans (one redundant) if requested.

    Interrupting current rating constant for all voltages less than the maximum voltage. MVA levels therefore decrease (MVA=A x V x 1.73).

    3 Cycle or 5 Cycle interrupting circuit breakers available. Contact us for back-to-back capacitor ratings.

    Maximum tripping delay is 2 seconds for all circuit breakers per IEEE/ANSI standards. Convection Cooling is natural cooling. Fan is forced cooling.

    Interior switchgear sheet metal may be finished either in agalvanized finish, or a coated finish as described below.

    PACS utilizes a Powder Coat finish to coat sheet metal.This is a heat cured process, utilizing a Polyester powderthat is sprayed on, and then is cured at a high tempera-ture to create a virtually indestructible finish, that hasbeen tested to exceed 1000 hours of salt spray.

    Following is a bri ef procedure summary:A) Sheetmetal is cleaned and blemishes are removed.B) An Alkaline caustic cleaner is used to treat the metal,

    prior to preparing the Powder Coat process.C) The metal panels are preheated to a temperature of 450

    degrees F.D) The metal panel passes by conveyor to the Polyester

    powder spray-on area.E) The coated metal is conveyed to a curing oven at 450

    degrees F, and then to a cool-down area.F) Standard paint colors are ANSI 61 (grey) and Desert

    Tan. Other colors are available.G) Sheetmetal available in steel, aluminum, or stainless.

    Power & Control Centers

    PACS manufactures all Power & Control Centers (PCC) inour 170,000 Square Foot factory. As such, we can inte-

    grate allPACSclad switchgear into the required PCC,under one roof. The PACS assembly areas can accommo-date over 30 - 36 x 12 buildings simultaneously. For largerswitchgear buildings, we have accommodated 100 x 30buildings with ease. Buildings can be equipped with climatesystems, can be pressurized, and can include ancillary roomsfor batteries, controls, etc. Buildings that need to be split forover-the-road transport, are first assembled completely, priorto disassembly for shipment. Customers are welcome toobserve.

    The PACS manufacturing process inc ludes:Structural Underframes:

    The PACS structural welding shop includes 140 ofwelding jigs. Underframe skids are welded on these jigsby certified welders. Average beam size would be 10 to

    15 depending on application. A steel plate floor is thenwelded to the skid.

    After welding is complete, the skid is moved to an adja-cent sand blasting room, then to an undercoating room,and then to the shop floor.

    Wall & Roof Types:PACS manufactures different wall & roof types to accommo-date various PCC applications.

    Interlocking Panel walls utilize 16 to 18 gauge exteriorwalls, and 16 to 18 gauge interior walls. Generally free-standing, self-framing, and thermally insulated.

    Shelter-Clad type, is like the traditional switchgearbuildings, fabricated of 11 gauge metal pans. May bethermally insulated or not. Integrated with switchgear

    cubicles. Monobloc panels are of molded sandwich formed

    construction, outer & inner surfaces are of 22 gauge to26 gauge painted metal . The interior of the panel is aminimum of 3 of structural foam bonded to the metalsurfaces. The thermal insulating qualities are superior.Various wall & roof types can be combined as required.

    Steel, aluminum, and stainless cladding available.Accessories:

    Rear removable panels, or doors as required.

    All required & exterior lighting, convenience outlets, etc.

    Required building utility step-down transformers, andcircuit breaker panels.

    Avoid Arc -Flash Fai lu res

    The best way to avoid a destructive electrical Arc-

    Fault blast is through preventive means. PACSafecontinuously monitors live bus bars for corona andvoltage, and detects deteriorating insulation systems.Level adjustments include warning or shutdown set-points, allowing repairs, avoiding Arc-Flash explo-sions. Can be fed to a computer for long time analysis& event recording.

    PARTIAL DISCHARGE ANALYZERS:

    In the event that an Arc-Flash does occur in sw itchgear, it is imperative thatthe fault source be disconnected as quickly as possible, to avoid or miti-gate damage to equipment or personnel.

    The PACSafe Type Arc Detection system, immediately senses a lightflash in a switchgear cubicle when an Arc-Flash occurs, and simultane-ously senses for Rate-of-Rise of current. A signal is sent to targetedbreaker trip coils, bypassing Protective relays, tripping in as low as 57ms,mitigating Arc-Fault damage. This compares to over 300 ms trip time inSelective Coordination relay systems. Damage to the switchgear is propor-tional to the time duration of the Arc-Fault. The shorter the duration, the

    less damage will occur.For retrofit of existing switchgear, or new switchgear.

    ARC-MITIGATION SYSTEM:

    PACSafeArc-resistant switchgear is available, designed andtested in accordance with IEEE C37.20.7 standards. PACShas successfully tested single high and 2 high switchgear.IEEE Types 1, 2, 1C & 2C, at the KEMA laboratori es.

    The PACSafe Arc-Resistant designs include available topmounted Collector Plenums, to safely duct the Arc-Faultflames, heat, pressure, smoke & debris out of the switchgear
