2.0 Living with Nature: Codes to Live by in the Mountains
Living on the mountain brings with it a different rhythm than that found down
below. Along with this rhythm comes a few inconveniences, like no curb‐side
recycling, but also different County Ordinances specific to residing in the
unincorporated mountain communities that we all call home.

2.0 Living with Nature: Codes to Live by in the Mountains
2.1 Lights (Dark‐sky regulations)
The current San Bernardino County Development Code (Title 8) was updated in 2007, when it outlined specific dark‐sky regulations (Section 83.07.040; Glare and Outdoor Lighting ‐ Mountain and Desert Regions) for the mountain and desert communities within its boundaries: http://library.amlegal.com/nxt/gateway.dll/California/sanbernardinocounty_ca/sanbernardinocountycaliforniacodeofordin?f=templates$fn=default.htm$3.0$vid=amlegal:sanbernardinocounty_ca (type 83.07.040 into the quick search).
In summary, new (2007) permitted lighting, unless exempt in compliance with subsection 83.07.040(e) (Exempt lighting and fixtures), shall be shielded in compliance with the requirements outlined in Table 83‐7 (below). This will preclude light pollution or light trespass on adjacent property, other property within the line of sight (direct or reflected) of the light source; and members of the public who may be traveling on adjacent roadways or right‐of‐way.

2.2 Laws and Ordinances Regarding Wildlife
Most wild animals are timid around humans and will run away easily when spotted. When these animals become accustomed to receiving food from human sources, it can change their behavior. They can even become dangerous.
Both San Bernardino County and the State of California (enforced by the Department of Fish & Wildlife [CDFW]) have laws with regard to feeding local wild animals. Moving to the mountains, whether for economic reasons, or to simply get away from city life, requires a special commitment; not only to our neighbors but to the wildlife with which we share this special place. For your own safety and that of the animals, please obey these rules.
SAN BERNARDINO COUNTY ORDINANCES:
San Bernardino County makes it illegal for mountain and foothill residents to intentionally or unintentionally leave food out and accessible to predators.
COUNTY CODE OF ORDINANCES (Feeding Wildlife)
TITLE 3: HEALTH AND SANITATION AND ANIMAL REGULATIONS
DIVISION 2: ANIMALS
CHAPTER 13: ANIMAL FOOD AND FOOD SCRAPS
§ 32.1301 Food Left Outside for Certain Mammalian Predators.
(a) No person shall feed or in any manner provide food for one or more non‐
domesticated mammalian predators. A non‐domesticated mammalian predator
shall include coyotes, raccoons, foxes, opossums, bears, mountain lions, and
bobcats.
§ 32.1302 Food Left Outside for ANY Animal During Certain Hours.
No person shall leave, or permit to be left out‐of‐doors, food for any animal
between the hours of 10:00 p.m. of any one day and 6:00 a.m. of the following
day, unless the area where the food is left is not accessible to non‐domesticated
mammalian predators.

§ 32.1303 Garbage Containing Food Scraps.
No person shall leave or permit to be left out‐of‐doors any garbage containing
food scraps without first securing said food scraps in closed containers.
CALIFORNIA STATE REGULATIONS:
CALIFORNIA CODE OF REGULATIONS TITLE 14
§251.1. Harassment of Animals.
Except as otherwise authorized in these regulations or in the Fish & Game Code, no person shall harass, herd or drive any game or nongame bird or mammal or furbearing mammal. For the purposes of this section, harass is defined as an intentional act which disrupts an animal's normal behavior patterns, which includes, but is not limited to, breeding, feeding or sheltering. This section does not apply to a landowner or tenant who drives or herds birds or mammals for the purpose of preventing damage to private or public property, including aquaculture and agriculture crops.
§251.3. Prohibition Against Feeding Big Game Mammals.
No person shall knowingly feed big game mammals, as defined in Section 350 of these regulations (includes bears and deer).
REGARDING THE USE OF POISONS TO CONTROL SMALL MAMMALS:
In 2012, the U.S. Environmental Protection Agency (U.S. EPA) placed prohibitions on sales and labeled uses of the second generation anticoagulant rodenticides (SGARs), [including 12 d‐Con products], in and around structures, and in 2013 cancelled numerous products. Because of the potential hazards to non‐target wildlife, California passed regulations to make the remaining registered products restricted materials, effective July 1, 2014.
In early June 2014, DPR sent an Enforcement letter to County Agricultural Commissioners amending Volume 2, Laws and Regulations, of the Compendium (see ENF 14‐12) (Full text: http://www.cdpr.ca.gov/docs/county/cacltrs/penfltrs/penf2014/2014014.htm).

Even if we see these products available for sale on‐line, or in stores such as Lowes, Home Depot and smaller retailers that may have stockpiled these products, it is NOT OK to use them here. 2.3 Our Recycling Schedule
Forest Falls, Angelus Oaks, and Mountain Home Village residents have the
opportunity to dispose of recycle products for FREE.

3.0 In Case of Emergency
Emergencies in mountain communities present a greater challenge than those down below. It is therefore of utmost importance that you, as a resident of Forest Falls, Angelus Oaks, or Mountain Home Village, become aware of how to prepare, what to do, and where to go, when emergencies strike. Along with getting to know your neighbors, please familiarize yourself and your family with the information provided in this section:
3.1 Learn to Create a Defensible Space and Your Family Disaster Plan Links to the CalFire, “Ready?” “Set?” “Go!” brochures are provided. San Bernardino County Family Disaster Plan booklets are included in each Welcome Packet while supplies last.
3.2 Evacuation Notifications within San Bernardino County The emergency notification processes are explained in this section, along with how you can enroll to receive emergency notifications by phone.
3.3 Propane Safety: A Brochure is provided in each Welcome Packet. 3.4 Web Cams: Information is provided about our canyon Web Cams.
3.5 Forest Falls has created a S.T.A.R./D.A.P. Site Map—Theses maps are provided in each Welcome Packet about where to go in an Emergency. Specifically, this map outlines the location of:
Short Term Areas of Refuge (STAR) sites to access in the event of fire, and Disaster Assembly Point (DAP) sites (if your home becomes damaged) in the event of Earthquakes, Floods, and Severe Winter Storm events.

3.0 IN CASE OF EMERGENCY
3.1 Defensible Space and Your Family Disaster Plan
We urge you and your family to take some time to learn about and establish a
defensible space around your home; develop a family evacuation plan and get
prepared to evacuate before wildfire strikes; and to be prepared to leave when
instructed. The documents below can be very helpful in your endeavors to
prepare for the inevitable. The brochures Wildfire is coming: Ready?, Set?, and
Go! were created by Cal Fire to assist you in your planning process. Again, we urge
you to take the opportunity to be prepared in advance. These brochures and
many helpful videos and pamphlets are available at: www.readyforwildfire.org.

3.2 Evacuation and Emergency Notifications in San Bernardino County
(How to sign up for Emergency Notifications)
San Bernardino County uses a variety of methods to communicate during an emergency, including telephone notifications, going door to door, and public media outlets such as TV and Radio broadcasts. Updates for incidents on the San Bernardino National Forest will be posted on inciweb.nwcg.gov, by following the San Bernardino National Forest on Twitter @SanBernardinoNF, and through calling the Forest Service Fire Information Center on (909) 383‐5688.
In an effort to quickly communicate information on impending dangers, the San Bernardino County Sheriff and Fire Departments send high‐speed mass notifications via telephone and text messages. This system is known as the Telephone Emergency Notification system (TENS) but is commonly referred to as Reverse 9‐1‐1. Residents can receive emergency text messages on their cell phones by signing up at http://www.sbcounty.gov/SBCFire/Tens/TENSContact.aspx. Those without internet service can sign up by calling 2‐1‐1 or (888) 435‐7565. TENS alerts are not sent out to the entire county but instead are targeted to those areas specifically affected. For this reason, you must enter a valid San Bernardino County address; this is the address for which you will receive alerts.
