constant bit rate (CBR) and variable bit rate (VBR). Now Sony has developed a new encoding method, variable bit rate with cap (VBR with cap), which provides high picture quality, while efficiently conserving storage resources. The encoding method affects the overall quality of the image and the bandwidth required for transmission, so selecting the appropriate encoding method is an important consideration when designing a surveillance system.

Constant Bit Rate (CBR) Sonys constant bit rate (CBR) algorithm optimizes the image quality while maintaining a constant bit rate from the camera. It allows users to easily predict required data-storage and network capacity since the amount of data can be calculated based on the predefined bit rate value. CBR is ideal for applications where the network bandwidth is limited or where bandwidth and storage capacity must be accurately planned, for example, applications where a large-scale network with a large number of cameras or wireless networks are used.

Variable Bit Rate (VBR) Encoding method where the bit rate varies proportionally to the amount of movement and detail in the scene. In a simple scene (such as an empty corridor) the compression ratio can be higher providing a lower bit rate. As the level of detail and movement increases the compression ratio can be reduced to maintain high image quality, this creates much higher bit rates, but provides the best image. But, with this varying bit rate, the network bandwidth and storage requirement are of course unpredictable, potentially varying from 256 kbps to 25600 kbps, so a system designer must provide enough storage and plan the network infrastructure to cope with the peak bit rate. This method provides excellent picture quality in complex scenes such as continuously moving traffics and always busy streets.

Variable Bit Rate with Cap (VBR with Cap) VBR with cap is an advanced version of the VBR method. Users can set a maximum target bit rate (cap) for encoding, but the bit rate is free to vary, responding changes in image complexity. When the bit rate exceeds the cap value, the compression ratio is automatically adjusted to drop the bit rate below the target value, reducing network load while maintaining high picture quality. For planning purposes, by referring to the cap value, users can plan storage resources in a similar manner with the CBR encoding.

VBR with Cap and Frame Skip To improve the response time of the cap algorithm, an optional frame skip function is also available. This will skip frames when the limit is exceeded, immediately reducing the bit rate below the target cap level. In this mode the frame-rate can be reduced by up to a half to conserve bandwidth. The VBR with cap is ideally suited to locations where there are periods of low activity (so bandwidth is low), but any activity must be captured in high quality without compromising planned storage and bandwidth requirements. For applications where the bit rate frequently changes according to traffic conditions of people and cars, such as building lobbies, corridors, school compounds, and highways.
