Boards Objective And Aim
PVH Ordinance Section 22-26 states Thepurpose of this article is to regulate passengervehicles for hire in order to preserve the healthand welfare of the citizens of the city and theprotection of their property.
Although a number of PVH Board members workwithin the PVH industry, the PVH Boards
perspective stems from its goal of preservation ofpublic safety

Experience of Other Localities with Similar Issues:
Step 1 Fail to comply with local regulationsAcross the country, Digital Dispatch Servicecompanies have been subject to lawsuits for failureto comply; sometimes operating even afterinjunctions and changes in law
Step 2 Adopt Californias Regulatory FrameworkThe PVH Board has also learned that in an effort to
settle such disputes, the Digital Dispatch Serviceindustry has urged adoption of rules akin to thoseadopted by the California Public Utilities Commission
