He also shared his confidence that the CSC’s pursuit of the coveted university status will be realized before the year’s end with the enactment of the conversion bill into law. Sarmiento pushed for the approval of the bill in the Lower House in his very first year as congressman, leaving him enough time to lobby the senators for its approval on the second reading in recent Congress. Nearly triple the original number of students has been benefited this year under the College Educa- tion Scholarship Assistance & Reward (CESAR) pro- gram of the congressional district office following mi- nor revisions in its guide- lines to accommodate the increasing scholarship ap- plicantions this school year. Under the revised rules, ‘free miscellaneous fees’ have been omitted to free up additional funds for hun- dreds of aspiring scholars from almost 300 barangays throughout the province. Thru this alternative for- mula, the grantees have significantly multiplied to nearly 800 from the original 283 available slots. As of last week, the CE- SAR scholars in each of the 11 towns are as follows: Bagamanoc, 106; Baras, 97; Bato, 199; Caramoran, 193; Gigmoto, 80; Pandan, 59; Panganiban, 55; San Andres, 174; San Miguel, 111; Viga, 102; and, Virac, 840. With over 2,016 scholars, the CESAR program is so far the biggest scholarship grant for tertiary education in the district based in the two campuses of Catan- duanes State Colleges in Virac and Panganiban. The CSC currently fills 19 schol- arship grants from the gov- ernment and nine private benefactors, with the CE- SAR program accounting for 55% of the total number of scholars. The dream of producing college graduates in every Catandunganon family as envisioned by Cong. The DOH also provided culture media amd laboratory services for confirmation of cholera cases and gave LGUs and hospitals diarrhea treatment protocols. On the other hand, the Provincial Health Office is continuing surveillance of diarrhea cases and facilitating coordination at all levels of care, including the collection of specimens. It also gave medicines and IV fluids to hospitals, which were monitored as to compliance with treatment guidelines. Health officials in Virac and San Andres are occupied with the management of cases as well as conducting IEC in the affected barangays, with Mayor Antonio Romano ordering the rationing of treated water in Codon and Cabcab. The Philippine Red Cross (PRC) Catanduanes chapter also fielded volunteers to seven barangays in Virac to inform residents of 174 households on proper hygiene. Water sanitation bladders were installed at sitio Mislagan in Capilihan and at Tubaon, with capacities of 5,000 and Gov. Cua/page 2

Twelve local government units and national agencies got more than a pat on the back from the Commission on Audit last Friday for sub-mitting their complete finan-cial statements on time. Josefa Severo, supervis-ing auditor of the COA pro-vincial office, awarded cer-tificates of recognition to Bato (municipal accountant Manuel Rojas and Mayor Eulogio Rodriguez), Gig-moto (municipal accountant Carmen Olfindo and Mayor Edgar Tayam), Bagamanoc (municipal accountant Julian Velchez and Mayor Odilon Pascua), Baras (municipal accountant Ce-cile Pereyra and Mayor Chito Chi), Viga (municipal accountant Perfecto Villa-martin Jr. and Mayor Abe-lardo Abundo Sr.), and Vi-rac (municipal accountant Lilian Baloloy and Mayor Jose Alberto II). Sar-miento denied the rumor and firmly stated that he will win his second term, whether he has a “partner” or not. A political observer told the Tribune that the Teves vs. Cua yarn is being pushed by some capitol people who see an ex-pected Teves loss in 2013 as favoring the chances of the governor’s brother, Pe-ter, in taking over the capi-tol in 2016. Any talk of an ironclad agreement between the top three leaders, however, is premature at this point, ac-cording to personalities

close to the governor and the congressman. Cong. Sarmiento is re-portedly waiting for the gov-ernor to invite him (Sarmiento) to a dialogue. He is allegedly willing to share top billing in the Lib-eral Party with Cua, whose allies are said to be pushing for Cua’s being named party chief in Catan-duanes.On the other hand, a trusted ally disclosed that the governor wants the con-gressman to make the first move and to be forthright about his political plans. On the other hand, Vice Gov. Teves said he is ame-nable to Cua joining Sar-miento in the Liberal Party, adding that the Lakas ma-chinery in Catanduanes, which has six of the 11 mayors, is following party president Sen. Bong Re-villa’s tack of collaboration with the ruling party.

MORE ON NATIONAL PRIDE In a past issue of this paper, I wrote that national pride does not seem to be well-pronounced in the Philippines. I pointed out that the reasons could lie in the answer to the following questions: Would one be proud to be identified with a country where one of its ex-presidents was touted as the biggest thief in the world; another ex-president was convicted of plunder; and still another is facing numerous cases of plunder and other high crimes? Would one be proud to be a citizen of the country which was once the envy of other nations in this part of the world, but is now known as the "sick man of Asia"? Would one be proud to be a taxpayer of the country where government officials unabashedly steal people's money in broad daylight?

***** But we are not devoid of hope. More than two years ago in one of my earliest columns, I wrote that even though we face the difficulties of today and tomorrow, I still have a dream. It is deeply rooted in the Filipino soul. I have a dream that one day this nation will rise up and show its true identity as a people - that the Filipino is honorable; that the Filipino is just; that the Filipino is honest; that the Filipino has nothing to be ashamed of; and that, indeed, the Filipino is worth dying for. I know that Sen. Benigno "Ninoy" Aquino did not die in vain. I know that Corazon "Cory" Aquino did not restore our democratic institutions in vain. I know that Benigno "Noynoy" Aquino III is not running after scoundrels and scalawags in the government in vain.

***** I understand that if we rely only on a clean government as the source of our national pride, we may have to wait for several decades, if not centuries, for this to happen. Corruption in government is now the rule, rather than the exception. Our dream of a clean government may not be achieved during our lifetime.

***** But then, again, one does not have to showcase only one's government. We have other things to be proud of. Take Mayon Volcano, the world's "most perfect cone". Towering at a height of 2,462 meters above the sea level, Mount Mayon overlooks

A man was being chased by a tiger. He ran as hard as he could until he was at the edge of a cliff with the tiger in hot pursuit. The man looked over the edge of the cliff and saw a branch growing out of the side of the cliff a few feet down. He jumped down and grabbed the branch just as the tiger reached the cliff. The tiger growled viciously as the man sighed a great sigh of relief. Just then a mouse came out from a crevice and began to chew on the branch. The man looked down to what was a drop of a thousand feet and sure death and looked to the heavens and yelled out, “Dear God, if you are there, please help. I will do anything you ask but please help.” Suddenly a voice came booming down from heaven, “You will do anything I ask?” it questioned. The man, shocked to hear a reply to his plea, yelled back, “I will gladly do anything you ask, but please save me.” The voice from heaven then replied, “There is one way to save you but it will take courage and faith.” The branch began to weaken from the mouse and the tiger was still growling a few feet above the man, “Please, Lord, tell me what I must do and I will do it. Your will is my will.” The voice from heaven then said, “All right then, let go of the branch.” The man looked down to a fall of a thousand feet and certain death. He looked up at the hungry tiger a few feet away and he looked at the mouse still chewing on the branch. Then he looked up at the heavens and yelled, “Is there anyone else up there?”

***** We can be proud not only of our country's natural wonders, but also of the achievement of some incomparable Pinoys. Take Manny Pacquiao. He is the first eight-division world champion in boxing; having won six world titles, as well as the first to win the lineal championship in four different weight classes. He was named "Fighter of the Decade" for the 2000s (decade) by the Boxing Writers Association of America (BWAA). He is also a three-time The Ring and BWAA "Fighter of the Year," winning the award in 2006, 2008 and 2009. Currently, Pacquiao is the WBO Welterweight Champion. He is also rated as the best pound for pound boxer in the world by some sporting news and boxing websi tes, including BoxRec.com, Sporting Life and The Ring.

***** Or take Jessica Sanchez, a 16-year old singer of Mexican and Filipino descent from San Diego, California. The 16-year-old Sanchez, whose mother is Filipino Editha Bugay from Bataan province and father is Mexican-American Gilbert Sanchez, dueled with Bluesy guitar man Phillip Phillips for the top spot in “American Idol”. Sanchez won the vote of Idol judges Jennifer Lopez and Randy Jackson with her opening performance of Whitney’s hit song “I have nothing” which was chosen by American Idol creator Simon Fuller. The second round was a tie for both contestants as Idol judge Steven Tyler went for Sanchez who chose to sing Celine Dion’s “The Prayer” and Lopez went for Phillips while Jackson went for both. In the third round Sanchez sang “Change Nothing”, an original song that will become her first single. The judges said they didn’t like the song but liked her performance. Mindanao last week, an official of the Department of Education urged public school teachers to refrain from assigning useless projects to students. In her address during the 114th Independence Day celebration, City Schools Division Superintendent Victorina G. Perez said, “Tama na ang mga projects na walang katuturan (Stop requiring projects of no value).” The news calls to mind the practice of some teachers, including some in the private sector, of asking students to submi t as ind i v i dua l assignments or projects such things as maps, posters of good behavior or Philippine tourist destinations and the like. It makes parents wonder what happens to the scores of such maps and posters in the classroom. Does the teacher sell them back to the school supply store? Or do they rot forgotten in some corner of the room until the school year ends? Obviously a rare one with balls, SDS Perez also called on the city’s political leaders to lead their constituents to the right and straight path by using people’s taxes properly and judiciously. “As the election is approaching, please stop buying our votes,” she reportedly said. Such an action, if done here, would be regarded as an affront by this island’s political leaders, all of whom have been elected through the traditional buying of votes every three years.

Managing bad news Useless projects at school National agencies in Catanduanes have invited prominent members of the community to compose their respective Multi-Sectoral G o ve r n a n c e C ou n c i l s (MSGC) tasked with advising the agency heads on how its o p e r a t i o n a l a n d organizational performance could be improved pursuant t o t h e P e r f o r m a n c e Governance System (PGS) being implemented by the national government. publishing house. Last month, a small package made from brown paper from the magazine was delivered to the house. The seal at the bottom of the package was already partly open. Thus, when it was opened, the package was missing one of the two free gifts from Time: a wristwatch. There is no certainty that someone at the Virac post office opened the package and others sent to Time subscribers on the island. But we can be very sure that whoever got the watches probably sold most of them. This is the second time that this has happened to the writer, the first about 10 years ago when a Kiwanis keychain got lost the same way. But, to the credit of the postal manager then, the stolen keychain was returned after this writer wrote a formal complaint. Incidents like this discourage people from trusting the postal service.

***** TIMING IS EVERYTHING. Two lawyers are in a bank, when, suddenly, armed robbers burst in, waving guns and yelling for everyone to freeze. While several of the robbers take the money from the tellers, others line the customers, including the lawyers, up against a wall, and proceed to take their wallets, watches, and other valuables. While this is going on, one of the lawyers jams something into the other lawyer's hand. Without looking down, the second lawyer whispers, "What is this?" The first lawyer replies, "it's the $100 I owe you."

In politics, the reaction to bad news in the local media can be varied. In the fiefdoms of Mindanao warlords, the answer could be a bullet to the head. In other provinces where similar politicians see themselves as above the law, the writer’s businesses could be squeezed until he says sorry. But, to a sensible leader, the choices are either to answer the allegations point by point, which unfortunately stretches the story’s shelf life, or to shut one’s mouth, especially if the reports are untrue. The same strategy cannot be used when one deals with a public emergency, whether it be man-made or natural. The Tribune got a copy of the May 17 report on the increasing diarrhea cases in Catanduanes only on or about June 6. The report, addressed to DOH regional director Dr. Nestor Santiago Jr., Governor Joseph Cua, SP Committee on Health chair PBM Wilfredo Santelices, and Virac Mayor Jose Alberto II, called on the DOH-CHD 5 to confirm the cholera outbreak, based on the rectal swabs submitted to the region. At the time of the report’s writing, three deaths had been recorded, with the number of cases totaling 2,140 all over Catanduanes and with Virac accounting for nearly 40 percent. By that time the Tribune got the report, test results showed five samples positive for cholera and the diarrhea cases had reached 3,000, with 14 deaths. Two days later, a health official asked the Tribune not to use the report and instead wait for the report of the Virac municipal health office. On June 9, it was requested that news on the emergency be withheld from the national media. The Tribune acceded, with the headline story on the outbreak set to run June 13. It was only then that Director Santiago, with a TV crew in tow, showed up at the Eastern Bicol Medical Center to brief provincial and municipal officials on the health emergency. No one from the local media was invited; two women from the Philippine Information Agency and the Radyo ng Bayan got wind of the meeting by chance. It’s infuriating for local media practitioners to be given the slip in times of bad news by government officials, who during good times do all they can to curry favor with the press. Had the local health officials made known the developing story in April, when the death toll had just started to climb, the media could have advised the public on how to deal with the health emergency. Some lives could have been saved, many spared the costs of hospitalization. It bears stating that Gov. Cua does not hide news of this nature from going public. And it is to the discredit of some local health officials if they think the publication of such bad news would hurt the reelection chances of their boss. People who make the news, or those who are in possession of such news and thus are in a position to release them to the public, should not fear any backlash from responsible media as long as everyone is given equal access. To deny some of them the chance to report the news to the public as quickly as possible is to lose the goodwill that any sane public official needs to be able to function in a world that is increasingly dependent on media for information.

He was 16 years old and from then on, he has played beautiful music for 71 years now. In his early 20s he was in-ducted into guerilla ser-vice and served under the famous Liberator Lt. Salvador Rodulfo as se-cret liason officer. He smiles at the thought and recalls with pride his en-counters with the Japa-nese, the garrison at Bue-

navista and the Libera-tion of Virac. At present, he is the Vice Post Com-mander of the Bato vet-erans. Today, this 87 year old bajorista continues to play mostly music of the 50s, his own compositions and some compositions of the late Tang Emi Per-eyra – Paglubog ng Araw, Forever, O Giliw Ko, My Song of Love, Sa-rong Banggi, My Broken Heart, Bakaya MO Ne-neng, Bayan Kong Pilipi-nas and a medly of songs he titled Samut-samot by Tang Emi.. His son Celes-tino Jr. has learned to play the banjo but it is so hard to teach the young people nowadays, he sadly admits. They be-lieve the instrument is out-moded. But music is timeless, he says, clutching his 71 year old banjo to his chest. Then softly, he be-gan to play again.

THE HOMEWORK ISSUE

If there is one good news that practically favors most pupils both in private and public elementary schools, it would be the Department of Education’s (DepEd) Memorandum 392. Dated Sept. 16, 2010, DepEd ruled that teachers are not to give homeworks to elementary pupils on Fridays. Its purpose is to give opportunity for par-ents and children to enjoy quality time together especially on weekends. DepEd Secretary Armin Luistro justifies that homework-free weekends would surely provide perfect time for children to bond with their families and play with friends. Wilfreda Famador, head of Northern Mindanao Elementary Education Division, be-lieves that said policy may both be advantageous and disadvantageous to a child’s mastery of the basic education. “The more a child plays, the smarter he or she be-comes,” she said. Yet parents, according to her, should allow children to choose a kind of play that would result to “actively learning while having fun.”Famador further said that “other children learn things depending on parent’s orientation towards them such as giving tasks especially in their studies that are mixed with regular household chores.” Publicly opposing to DepEd’s ruling is a progressive, militant, and nationalist organi-zation of teachers, academic non-teaching vis-à-vis non-academic non-teaching per-sonnel called Alliance of Concerned Teachers (ACT). France Castro, Secretary-General argued that doing homework on weekends is actually bonding moment for children and their parents as children would usually resort to playing computer games when given less duties/tasks at home. They also reason that a homework done on a Sunday afternoon will somehow give children a mindset, thus preparing them for challenges to meet during school days. As a mother of three, I normally spare my school children from doing taxing house-hold chores on weekdays so they can have enough time to strategize doing their homeworks and projects, thus, focusing on their studies. On weekends, no one is spared from doing individually assigned household chores. After which, they are free to engage in outdoor play, computer games, and find time for themselves to relieve them from the 8-hour a day, 5-day a week classroom activities. German psychologist Robert Sternberg introduced the Triarchic Theory of Multiple Intelligences: Componential, Experiential, and Contextual. Componential Intelligence is analytical in nature, involves abstract reasoning, reflected in the ability to process information as we read. Experiential Intelligence is creative in nature, involves insight, ability to solve new problems quickly, and unique thinking that might not conform to teacher’s expectations. Contextual Intelligence is practical in its sense, involves social skills and common sense. It is known to develop the ability to get along in the real world, characteristic of “street smarts”. Should one be developed more than the others?...All three should be given high level of importance for a child to grow holistically, according to Sternberg.

***** One day, my seven year-old daughter came home feeling bad because one of her playmates wouldn’t want her to join in the game, ‘catch me if you can’. I tried to pac-ify and consoled by telling her to go with me buy few things at downtown. As we were passing by our neighbour’s house, she turned to me and asked innocently, “Di ba da-pat ang mga bata, huwag mag-away, ‘tsaka laro lang, at saka mag-smile lang lagi?” (“Aren’t kids supposed to just play and not fight, have fun and just smile all the time?”). Such a naive yet sweet kind of remark from a seven-year-old girl! That makes me ponder...Aren’t adults supposed to just be happy and thankful, and never fret about life? Sometimes we, grown-ups, can learn a lot from children.

Mula sa mga kumakatawan ng ARDCI, ARDCI.MBA, at Vision Bank, nais po naming iparating ang aming pagbati sa paggunita ng kalayaan ng Pilipinas noong Hunyo 12. Nawa’y naipagdiwang natin ang ating Araw ng Kalayaan nang makabuluhan at nang may kagalakan.

Mahigit isang-daang taon na tayong “malaya” kung susundin ang Hunyo 12, 1898 bi-lang takdang petsa ng ating kasarinlan. Ngunit ang katotohanan ay mula 1898 hanggang 1946 ay nasa ilalim tayo ng kolonyal na administrasyon ng mga Amerikano. Mga nagbubu-lag-bulagan lamang ang tatanggi sa realidad na ito.

Kaya kung susukatin natin ang kalayaan sa kakayahan nating pamunuan ang ating mga sarili o tinatawag na self-government, tunay na marami pa tayong kakaining bigas. Hindi nakapagtataka na ang ating mga sistema de gobyerno ay malayo pa sa pagiging per-pekto.

Lalo na’t ang natutunan natin sa mga banyagang mananakop tulad ng mga Kastila, Amerikano, at Hapones, ay pulos mga gawaing mapang-lamang, mapang-api, mapan-glinlang, pagka-ganid sa poder at pera, at higit sa lahat, mga gawaing exploitation at pag-tapak sa dignidad at karapatan ng mga “Indio” o mga karaniwang Pilipino.

Ang exploitation na ito ay laganap sa panahong kolonyal, nakopya ng mga Ilustradong Pinoy at hanggang sa ngayon ay buhay na buhay sa pamamagitan ng mga ilan-ilang pa-milya sa bansa na may kontrol sa ating ekonomiya at pulitika.

Ito ay makikita rin sa ating mga lokal na pamahalaan, kung saan halos hindi pansinin ang mga mangmang at dukha samantalang VIP treatment ang bigay sa mga may kaya at may sinasabi sa lipunan.

Sa mga pampublikong ospital na lamang ay mararamdaman mo ang diskrimasyon sa mga pasyente. ARDCI at ang kalayaan sa kahirapan

Kung kaya tunay na pangarap ng ARDCI, kasama na ang ARDCI Mutual Benefit Asso-ciation at Vision Bank, ang kalayaan ng ating mga kababayan sa mga kuko ng kahirapan at kadukhaan.

Naniniwala ang ARDCI na ang pagbabago ng sistema sa ating bansa ay maisasagawa ng mga mamamayang may kapangyarihang pulitikal, at mas lalo na may kapangyarihang pang ekonomiya.

Ang mamamayang dukha at mangmang ay patuloy na aalipustain ng mga may kaya. Samantalang ang mamamayang may pera, nakapag-aral at hindi umaasa sa mga dole-out, ay may dignidad, hindi kayang utuin at lokohin, at may paninindigan at prinsipyo. Ito ang kailangan sa lipunang tunay na malaya.

Ang mga programang inaalay ng ARDCI ay naka-disenyo upang tumaas ang antas ng pamumuhay ng ating mga kababayan; tumaas ang kita ng mga pamilya; at makalikom sila ng sapat nap era para pantustos sa kanilang mga pang-araw-araw na pangangailangan at pati na rin pagtago ng pera para sa kinabukasan.

Marami na ang nabago ang buhay dahil sumunod sa formula ng ARDCI. Marami na ang nabuhay nang marangal dahil ginamit nang wasto ang mga produkto’t serbisyo ng ARDCI.

Marami pa ang kailangang gawin. Marami pa sa ating mga kababayan ang kailangang umasenso. At habang nariyan ang pangangailangang ito ng ating lipunan, mananatili ang ARDCI, ARDCI.MBA, at Vision Bank sa pag-alalay sa kanila tungo sa kaginhawahan.

Hindi titigil ang ARDCI sa pagtugon sa pangangailangan ng ating bayan. Dahil ang inyong “katuwang sa kabuhayan” ay naniniwalang kasing halaga ng ating kalayaang puliti-kal ang kalayaan natin sa kahirapan!

Corona’s Drama

Here’s my take on the just-concluded Justice Corona’s case.

I can't see anything different, contrary to some quarters’ claim that his conviction will deter corruption. The bottom line: it just highlighted catching a big fish by way of a celebrated drama by famous names in politics. In short, to me it’s like a “comedia “played by a bunch of hypocrites.

Please consider these: how many Coronas are there that for a long time have been going back and forth in the halls of Congress and the Senate untouched just because of connec-tions or simply was not put under a microscope like what Corona had gone through? Do we honestly buy the idea that the other side that knocked Corona out are clean themselves as portrayed? Too bad, this obvious GMA surrogate in the highest court was in the wrong place at the wrong time. A bit unlucky, too.

As we all know, corruption especially in the higher office is not a big deal anymore – it’s long been accepted by our society as “normal”. Our culture and system allows it. Corrup-tion has been a global concern. Even the Vatican lately wasn’t spared, sad to say.

Unsolicited advice: 1. Eliminate pork barrel. This channels barrels of money to politicians through the 10 or 15 percent SOP on government-funded projects. President Aquino’s drive to clean up is not complete without transparency in the government. 2. Politicians should stop acting like philanthropists. This is very common in our province, a practice that was started by we all know who. Elected officials are not billionaires like War-ren Buffet or Bill Gates and obviously not as a financial provider to their constituents. The amounts given out by politicians are recovered anyway thru kickbacks. 3. How about a firing squad for politicians or non-politicians alike (e.g. generals etc.) who maintain mistresses? But seriously, the appetite to rob more heightens just to maintain this expensive pastime of our high officials. 4. Sticking to my old stand - the church, the Rotary, maybe even the Freemasonry move-ment and other civic groups should bond together for a crusade against buying of votes. In our province, known for comparatively the costliest elections because of massive vote buy-ing, politicians will surely find a way to recover those millions spent and there is no other way except to steal from the government money. 5. How about this impossible dream: a vote-buying free election to be agreed by candi-dates and brokered by Bishop Delos Santos? There’s no better than election campaign based on candidate’s platform, issues or accomplishments.

A 78-year old resident of barangay Puraran in Baras hanged himself inside the family garage last week, five days after he attempted to kill himself through poi-soning. The report sent to the office of Catanduanes PNP provincial director Senior Superintendent Lito Pital-lano said that a certain Joven Aldea and his wife Jessica were passing by the house of Julian Posada, 78, when Jessica noticed the old man hanging at the garage of the victim’s resi-dence near the back of a jeep. They immediately in-formed Julian’s daughter Emma Posada. According to the victim’s grandson Allan, the old man tried to commit suicide in the afternoon of June 8 by drinking pesticide but he was immediately taken to the Immaculate Heart of Mary Hospital in Virac. Elements of the Baras police proceeded to the scene but the victim’s body was no longer in its original position. The police have yet to determine the reason behind Julian’s death. Meanwhile, a fishermen in Batalay, Bato was injured the other week when he was hacked by another man using a japsaw. Investigation conducted by the police showed that prior to the incident, the victim, Jovel Basi, 29, had a heated altercation with one Denmark Temana, 18, with the latter striking Basi with a piece of bamboo. Then Sonny Tapar, 19, joined the fray and used a japsaw in hacking Basi once in the head. The victim was rushed to the Bato Maternity and Chil-dren’s Hospital. PO2 Marlo dela Cruz together with barangay officials arrested Temana and recovered the bamboo and japsaw but Tapar managed to escape.

Virac accounts for eight of the fatalities: two from Sto. Domingo and one each from Batag, Dugui San Vicente, Dugui Too, Marilima, San Vicente, and Tubaon. Six came from San Andres: two from Cabcab and one each from Cabungahan , Ba tong Paluway, Mayngaway and Comagaycay. Pandan has three fatalities (Marambong, Canlubi and Porot) while the 18th victim came from Quezon, Viga. Ten of those who died were aged six years and below while five were senior citizens. The death toll began to rise in April with four deaths recorder, peaking in May with six and continuing into the first eight days of June with four recorded. The current number of casualties has eclipsed the eight fatalities in 2011. Diarrhea cases since Jan. 1 have totaled 3,043, nearly triple last year’s 1,043 cases. The biggest increase has been recorded in Virac, from just 28 in 2011 to 1,065 as of last week. Closely following are the towns of Pandan, from 81 to 383 cases, and Bagamanoc, from 29 to 93.
