    *HEREAS, t!e 'ligan City Ho#sing Board, 5it! t!e assistance of t!e 1-9Habitat team,!ave form#lated and drafted t!e 'ligan City S!elter Strategy Plan for t!e 0eriod of 4::794:22, a

    five9year im0lementation 0lan of t!e 0rograms and activities to be #nderta6en by t!e City%overnment of 'ligan, in coordination and strong 0artners!i0 5it! t!e -ational %overnment

    Agencies, -on9%overnmental Organi$ations and 0rivate develo0ers in t!e aim of 0rovidings!elter to t!e #nder0rivileged and landless constit#ents of t!e city8

    delivering s!elter 0rograms and services among t!e 0oor and lo59income !o#se!olds. =!is is re9enforced by several #rban develo0ment and !o#sing 0rograms and targets being s#00orted by t!e

    government s#c! as t!e Millenni#m Develo0ment %oals2 MD%s/, 5!ere ;%1s are t!e lead

    agencies in im0lementing t!e locali$ation of MD%s. =!is s!elter strategy 5ill enable t!e ;%1 to

    contrib#te to t!e ac!ievement of %oal 7, target 22 5!ic! commits to im0rove t!e lives of at 2::million sl#m d5ellers by year 4:4:. 't 5ill be an active doc#ment t!at 5ill allo5 reg#lar revie5

    and re90rogramming based on c!anging environmental conte>ts and ca0abilities of t!esta6e!olders.

    'ligan to date is a first class city. 't is located at t!e nort!5estern coast of Mindanao

    facing 'ligan Bay and is 73I 6ilometers so#t! of Manila See fig#re 2/. =!e City is 0art of t!efirst district of t!e Province of ;anao del -orte and 3: 6ilometers a5ay from t!e nort!5estern

    side of =#bod, t!e ca0ital to5n of t!e 0rovince. 'ligan is accessible t!ro#g! air, land, and 5ater

    trans0ortation systems. 't com0rises GG barangays covering a total land area of J2,EE7 !ectares.

    As stated in t!e City Develo0ment Strategy "e0ort for 'ligan, t!e im0ortance of t!e cityin t!e economic setting of t!e co#ntry is reflected in bot! t!e national and regional develo0ment0lans. Based on t!ese economic bl#e0rints, 'ligan is to ass#me t!e role of an ind#strial center in
