Key to the success of any plans to support the Consortium is a firm hold on reality – so CETABC has focused its intelligence around three contexts:

I – Factors over which we have NO CONTROL.

II – Factors over which we have LIMITED INFLUENCE.

III – Factors over which we have FULL CONTROL.

These are key distinctions that we feel all partners to the Consortium must acknowledge up front and agree to work through together.

Some of what stands in the way of success are not things that CETABC can overcome on our own. Nor are they things we can simply hope to work around. They require intervention at the Presidential level.
