• November 2008 - Management Advisory Group (MAG) was hired as a consultant to do study.
• Surveyed 17 surrounding geographical organizations.• Benchmarked 71 job classifications. Reduced current
classifications by approximately 140.• Normalized survey targets work hours for sworn positions .• Developed a pay program that is equitable & competitive.• Established consistent pay grade system with appropriate
salary spreads.• Provided civilian staffing projections for 2010 to 2020.

budget cuts.• Finance, Fleet, H/R, Computer Services, Gang
Unit Clerk, Victim Advocate, Cost Avoidance, & Booking.
• Recommends an additional 42 positions by 2020.

Reviewed current staffing needs for 2010 and through 2020: • MAG notes the 2001 Cody & Associates staffing study
recommended 18 new civilian positions by 2006. This was not implemented as civilian staffing has decreased by nearly 9%.
• The same study recommended 86 additional sworn positions by 2006. Only 50% of this recommendation was implemented, mainly for the judicial center.

The MAG study states…. “The Manatee County Sheriff’s Office has done a better job over the years than most agencies in terms of limiting the number of sworn positions to number of non-sworn assignments. This is observed in a number of functional areas where a sworn position might be established, but a non-sworn position is actually created instead.”
