14 But Peter, taking his stand with the eleven, raised his voice and declared to them: "Men of Judea and all you who live in Jerusalem, let this be known to you and give heed to my words. 15 "For these men are not drunk, as you suppose, for it is only the third hour of the day; 16 but this is what was spoken of through the prophet Joel: 17 'and it shall be in the last days,' God says, 'that I will pour forth of My Spirit on all mankind; and your sons and your daughters shall prophesy, and your young men shall see visions, and your old men shall dream dreams; 18 even on My bondslaves, both men and women, I will in those days pour forth of My Spirit and they shall prophesy. 19 'and I will grant wonders in the sky above and signs on the earth below, blood, and fire, and vapor of smoke. 20 'the sun will be turned into darkness and the moon into blood, before the great and glorious day of the Lord shall come. 21 'and it shall be that everyone who calls on the name of the Lord will be saved.'

12 And they all continued in amazement and great perplexity, saying to one another, "What does this mean?" 13 But others were mocking and saying, "They are full of sweet wine.“
How many were questioning what was happening?
What were the two comments about Pentecost?
One group was amazed and perplexed
Others (of a different kind) were mocking – saying they are full of sweet wine (perfect tense) – see 1 Cor 14:23
Verses12-13 give us the reason for Peter’s introduction

Where is Peter when he gives his sermon?
taking his stand with the eleven (or being put forward as a spokesman)
notice he raises his voice – Why?
What does declare mean?
declare - to utter, declare, speak, particularly pithy and remarkable sayings - same word used in Acts 26:25

•men of Judea – lit: men of Jews living in Judea
•all you who live in Jerusalem
two parts to his declaration (imperative mood)
•let this be known to you (lit: be it known) other verses Acts 4:10, 13:38 & 28:28
•give heed to my words heed - to receive in the ear, to give ear to, listen to see Job 37:14

suppose - figuratively to take up in thought, suppose, think, take it – see Luke 7:43
for it is only the third hour of the day;
note the third hour is 9 AM in morning
"Scrupulous Jews drank wine only with flesh, and, on the authority of Ex.16:8, ate bread in the morning and flesh only in the evening. Hence wine could be drunk only in the evening. This is the point of Peter's remark.” Constable quoting Blaiklock

but this is what was spoken of through the prophet Joel
Peter says “this is what” or “this is that”(KJV) was spoken
Acts 2:16 (AMP) But [instead] this is [the beginning of] what was spoken through the prophet Joel:
Note he does not say this is the fulfillment of Joel’s prophecy
Verses 17 to 18 is a quote from Joel 2:28 to 29

Note Joel 2:28-29 describes the future pouring forth of God’s spirit during the Millennial Kingdom
This pouring forth of the Holy Spirit is also described in the following verses: Isa 32:15, Ezek 36:27, 37:14 & 39:29, Zech 12:10
Ezekiel 37:14 I will put My Spirit within you and you will come to life, and I will place you on your own land. Then you will know that I, the LORD, have spoken and done it, declares the LORD.

Verses 19 to 21 is a quote from Joel 2:30 to 32a
Note these verses talk about the coming of the Lord at the end of the Tribulation Period
Matthew 24:29 "But immediately after the tribulation of those days THE SUN WILL BE DARKENED, AND THE MOON WILL NOT GIVE ITS LIGHT, AND THE STARS WILL FALL from the sky, and the powers of the heavens will be shaken. 30 "And then the sign of the Son of Man will appear in the sky, and then all the tribes of the earth will mourn, and they will see the SON OF MAN COMING ON THE CLOUDS OF THE SKY with power and great glory.

So why is Peter quoting these verses from Joel?
Note the following verses:
Acts 1:6 So when they had come together, they wereasking Him, saying, "Lord, is it at this time You are restoring the kingdom to Israel?"
Acts 1:16 "Brethren, the Scripture had to be fulfilled, which the Holy Spirit foretold by the mouth of David concerning Judas, who became a guide to those who arrested Jesus.
Acts 1:20 "For it is written in the book of Psalms, ‘Let his homestead be made desolate, and let no one dwell in it'; and, 'let another man take his office.'
“It (Acts 2) is simply applying it (Joel 32) to a New Testament event because of one point of similarity. In Joel the Spirit is poured out resulting in the unusual manifestation of prophetic dreams and visions; in Acts the Spirit is poured out resulting in the unusual manifestation of speaking in tongues.” A. Fruchtenbaum
