Ministry of HRD has actually released Rs 5956.59 Lakhs upto 31/12/2015 against the Central Assistance of Rs.10742.78 Lakhs as approved by PAB for Financial Year 2014-15.

Delay in release of payment to the FCI is attributable to the less release of Central Assistance.

Budget for 2014-15 for re-imbursement of LPG from MHRD is still awaited.

It is decided in SLScMC, to address the issue of the quantity of cooked food to be served to meet requisite nutritional standards, a Review Committee to be constituted as requested by Service Providers.

• To enforce total hygiene in preparation of meal, the kitchens of all Service Providers are inspected by an officer of DOE at Head Quarter level.

• There is intense monitoring system at School, Zone, District and Head Quarter Levels in Delhi to ensure supply of healthy, hygienic, hot & fresh meal to children.

• Every HOS of DOE submits MDM data daily on MIS portal.

1. Given the delay in disbursal of funds and initially to keep track of records of payments and hiring of cook cum helpers some issues have emerged. The ratio of number of students and cook cum helper(CCH) was not adequate maintained. The number of helpers is still less than the stipulated norms, undoubtedly that the suppliers have not adhered to the prescribed enrolled children ratio. To ensure smooth functioning it would be useful that cook cum helper’s payment be made through banking channels. We have some appeals by CCH to check pilferage and also delay in South west Delhi, South Delhi and South East Delhi districts.

With regard to observations of CSDS, it may be clarified that the disbursal of funds towards honorarium to Cook-cum-Helpers and Cooking Cost are allocated at the beginning of the Financial year i.e. in the month of April every year from the state funds. However, the funds to this effect received as a central share is adjusted subsequently. So far as, CSDS observation regarding not adhering to the prescribed ratio of CCHs vis a vis the enrollment of children, it may be clarified that in the financial year 2014-15, 20845 CCHs were allocated to the Delhi State by Ministry of HRD. All of these CCHs were allocated to the Service Providers in the ratio of allocated children to each with the condition that 50% CCH will be deployed at school for smooth distribution Mid Day Meal to the children and the remaining 50% at the kitchen for preparation of Mid Day Meal.

CSDS observation regarding making payment to CCHs through Banking channels, it may be clarified that the CCHs being temporary employee with meager honorarium of Rs.1000/- per month leave the job frequently when they find better opportunity. Under such circumstances they want their payments immediately and they do not wish to run around the banks for petty payments. It is pertinent to mention that the issue of making the payment to CCHs through bank channels was also explained in the PAB meeting 2014-15 in MHRD.

2. While some principal/headmaster and MDM in-charge were aware of these issues, most of them were either unaware or indifferent to this provision. School Principal and MDM in-charge of DOE and SDMC are usually unaware of norms of cook cum helpers deployed in schools. This despite the fact that the department had already circulated school wise norms and stipulations on helper-enrolled children ratio and uploaded on website. This indicates a glaring gap between the different levels of execution of MDM.

With regard to observations of the CSDS, it is stated that the circulars etc regarding norms for engagement of cook cum helper and honorarium payable to them have already been issued to them from time to time. However, it has not come to the notice of the Department that Heads of Schools are not aware about the same. If such thing has been noticed by CSDS, it may be very negligible.

3. Majority of schools MDM, Meal cards are prepared on the basis of attendance in sampled districts.

In Delhi, the children who are attending class are eating Mid Day Meal and on that basis MDM cards are prepared.

4 In SMC training conducted in 2013-14 have not been effective as only general information is provided. It did not reflect specific needs and concerns of Mid Day Meal distribution records maintained at school level. Department of education, SPD, SSA, BURC and CRC may include training module for Mid Day Meal scheme. They could also be included in monitoring MDM at Schools.

SMCs training module approved by SCERT are having MDM as one of the topics to be taught. Moreover, whatever trainings for Principals/V. Principals/HOSs and teachers having taken place so far, the topic of MDM was also included in it. It may also be clarified that the Heads of Schools who are member of SMC are well conversant with the Mid Day Meal Scheme and distribution records maintained at school level.

5 Training for DOE MDM in-charge has been ineffective. School level problems, new changes in policy/circulars need to be included in training module. Such training need to be conduct once a year under MME district level funds to update new ideas and space to share experiences. There is common format lacking for training, workshops or venues for addressing issues concerning MDM programme for different personnel involved in overseeing its implementation. According to available data it seems that while some schools have this mechanism at place, it is not complemented by a system to oversee and monitor the actual functioning. Training for MDM in-charges need to be redesigned to create a formidable system of implementation and accountability at the school level. This can be done by creating adequate awareness of the mere positive approach and encouragement of MDM in-charges enabling them recognize the difference their intervention has on the lives of some schools the shortage of teachers was also impediment in efficient functioning of the programme at the school level. Innovative ways to recognition and awarding of model MDM practices need to be encouraged. There could also be mode of rating performance of schools at district and zonal levels.

The trainings of School Authorities for MDM are conducted from time to time. However, the suggestions of the CSDS that such training may be conducted for MDM In-charges at district level once a year has been noted and step will be taken to conduct such training. Regarding other issues for encourage of innovative ideas of good practices with regard to MDM, circulars to all schools for making hand wash by all children before and after the meal have been issued and the heads of schools have been advised to inculcate this habit in the children. They have also been issued circulars to maintain good hygienic conditions while distribution meal to the children. Special instructions are given to HOSs during rainy and summer season.

6 Grievance redressal mechanism and Toll Free numbers need be introduced in all implementing agencies. SMC members and parents need be made aware of such mechanism.

In Delhi, a committee constituted under the chairmanship of the District Dy. Director of Education, under section 32 of RTE Act, 2009 for redressal of the grievances address the complaints/grievance pertaining to the Mid Day Meal in the prescribed time. Any person on behalf the child can made complaint by post, fax, e-mail or in person in prescribed format . Complaints can also be filed online through the website of the Dte. of Edn. www.edudel.nic.in at the link Grievances_RTE Act-09.

7. School MDM committees are not effective to address issues like less quantity meal received in schools, overcooked or undercooked meals. MDM suppliers need to entrust with addressing grievances pertaining to sub-standard quality and less quantity of meals. They are also not aware of MDM norms updated periodically by the Department.

The CSDS has made a sweeping comment that School MDM Committees are not effective. Contrary to this monitoring of MDM Scheme has been made more effective. Recently, school MDM Committee in District West B detected contamination in the meal before distribution the meal and thus, prevented the possibility of occurrence of mishaps.

8. District/Zonal and school level monitoring mechanism needs to be strengthened. A follow up mechanism from school to district level could be introduced.

District/Zonal and school level monitoring mechanism are performing satisfactorily. Instructions to the monitoring committee are issued from time to time in order to ensure better monitoring of the scheme. In the weekly meeting of the DDEs of the Districts convened by Director Education, the instructions are given regularly to DDEs for better monitoring of the MDM kitchens and distribution of meal in the schools.

9 Need to ensure schools MDM logo and weekly menu with cooked meal entitlement need to be displayed at noticeable place in schools.

Instructions already issued to HOSs for display of MDM logo & weekly menu charts in schools at the prominent place.

All the Service Providers supplying MDM have displayed MDM logo & menu charts at their respective kitchens.

10 Weighing machines should be put in place in DOE and Aided Schools.

The department had initiated action for procuring of weighing machines in school from MME fund in the past but the Ministry of HRD vide its letter No. F1-15/2009-Desk(MDM) dated 23rd June 2010 issued guidelines not to procure weighing from MME funds as School Health Programme of National Rural Health Mission (NRHM) also provide funds for this component. However, keeping the necessity of the weighing machine, most of the Heads of Schools of DOE have purchased the weighing machine from other funds.

11 In general practice of weighing meals by schools authorities have proved to have failed, across. In DOE and South Delhi Municipal Corporation Schools, morning shift girl’s school with high enrolment, have complained of shortage of meals. As a result of shortage, girls who came without breakfast suffer. It is a matter of concern that school Principal and MDM in-charge did not take cognizance of such problems. The menu could be changed periodically, as and when feasible. Keeping in view availability of fresh green vegetables and ensuring adequate nutritional values.

CSDS in its observation has not mentioned the class of the girl students who reach school empty stomach and they were not given MDM. In schools under DOE, the MDM is given to all students up to class 8th. However, the MDM is not given to students from class 9th on wards as per MDM policy of Ministry of HRD. Department has replaced the menu of ‘ Halwa Chana’ to ‘ Vegetable Daliya’ as menu of ‘ Halwa Chana’ was not liked by the most of the children.

12 Rice based cooked meal was being mixed with dal, curhi, and Rajmah prior to distribution in sampled South Delhi Municipal Corporation and Directorate of Education Schools. There should be some way to addressing this inappropriate and unhygienic practice.

The observations are denied as in the two dish menu, separately sealed containers are supplied to the schools and these are de-sealed and tasted by the MDM Committee before serving the same to the children. Instructions are also issued from time to time to all the concerned to the Mid Day Meal to adopt appropriate hygienic practice.

13 Separate guidelines need to be devised for salaries of workers at centralized kitchens.

Observations of the CSDS have been noted and the Ministry of HRD may be requested to re-visit its guideline regarding rate of honorarium to CCHs engaged for distribution of the Meal to the children at school and those engaged at the centralized kitchens.

14 Uniform cooked meal cards should be in place for all implementing agencies in Directorate of Education and South Delhi Municipal Corporation.

Since the set-up of other implementing agencies is not similar with that of DOE, hence the uniform meal cards may not be required keeping in view the autonomy of other agencies.

15 Cooked meal stock register with MDM logo should be in place in Directorate of Education, South Delhi Municipal Corporation, Delhi cantonment Board and Aided Schools.

Uniform MDM registers are not required. However, the MDM logo may be pasted on the resister. The Service Providers are maintaining stock registers on which MDM stock register is legibly/boldly written.

16 Individual children health cards were not maintained in Directorate of education and South Delhi Municipal Corporation Schools.

The observations have been noted for implementation.

17 Aided school children are not covered under Schools Health check-up programme.

18 Awareness of MDM objectives, entitlement and healthy food habits should be increased among children. These issues can be incorporated different forms of events and forums within school like in art classes, debates, annual programme, assembly announcement etc.

The school authorities conduct programmes from time to time to increase the awareness amongst the children about MDM Scheme.

19 DOE has outsourced housekeeping work to agency they are paying meager remuneration to sweeper’s i.e. Rs.3500/-Rs.4000/-per month. Delay in payment of three to four month by housekeeping agencies has been a common issues. Inadequate and substandard cleaning material provided in schools by housekeeping agency.

This observation does not pertain to Mid Day Meal Scheme.

20 In High enrolment DOE and South Delhi Municipal Corporation schools of sampled districts, the number of available toilet units was found inadequate. Cleanliness and sanitations grave concern as the MDM is distributed to children in open premises not far from the toilets. This practice is extremely unhygienic, causing risk and discomfort. While we have noted that meals are served in ‘orderly fashion ‘generally it implies that CCH distribute meals to children who stand in rows to collect food. In some schools food is caters within classrooms, or in the outer premises that are fairly open and spacious. However, in high enrolment schools, especially boys double shift schools there is a greater chaos. The place where the food is distributed is in proximity to toilets, most often dirty and unclean and neither is there provision for children to sit in clean places to eat their meals. The improvement of infrastructure including toilet facilities in the schools is an ongoing process. The Heads of Schools and district authorities monitoring the MDM Scheme are instructed from time to time to ensure good hygienic conditions with regard to distribution of Mid Day Meal to the children. No doubt the lunch break used to be short, but the teachers are detailed by the Heads of the Schools to ensure orderly distribution of the meal to the children. Due to paucity of sufficient space in the school premises, it may not be possible to construct a dining hall in all the schools. 20 , lack of adequate teachers presence (mostly due to shortage of teachers and apathy), and the rush and disorder during this time are all causes of concern. To dealt with this concern, in schools where children faces these problems provision for dining spaces, rooms or crating cleaner spaces for distribution and consumption of food needs to be seriously considered. As of now while the MDM has become very crucial part of elementary education in terms of its general goals. It is yet to address sensitive issues to ensure children a more enabling experience, with positive and substantial value that MDM strives to ideally.

It may also be added that on account of initiatives taken by the Hon’ble Prime Minister of India for “Swacch Bharat Abhiyan” high level officers such as Secretary (Edn.), Director of Education, Addl. Director of Education, DDEs are having random visits to ensure that the cleanliness is maintained in all the schools. High level officers of Govt. of NCT of Delhi have also adopted schools to see that cleanliness and infrastructure of the school improves. Due to these initiatives at higher level, the hygienic condition of the schools will improve a lot after some time.
