1-Call Alaska, LLC. Alternative Planning Criteria Coverage Agreement
The APC Agreement for Provision of Response Resources between 1-Call Alaska, LLC. (Provider)
and ____________________________________________ (Client), dated _________________
1. In accordance with the provisions and definitions set forth in the US Coast Guard (USCG)
Pollution Prevention regulations in 33 CFR 155, Subpart J (non-tank vessels), Provider
shall maintain a USCG approved Alternative Planning Criteria (APC) known as “1-Call
Alaska LLC”, for areas within the USCG Captain of the Port (COTP) Western Alaska
2. Provider shall make available to Client its APC certification approval letter for the
Client’s and /or its plan preparer’s use in obtaining USCG Non-Tank Vessel Response
Plan (NTVRP) approval for the Western Alaska COTP.
3. Client, on behalf of its vessels covered by this Agreement (Covered Vessels), shall permit
the tracking of its Covered Vessels when operating in the Western Alaska COTP as
required in the APC.
4. The Client shall notify the APC Provider if/when there is an incident in accordance with
the Providers approved Alternative Planning Criteria Plan and related appendices.
Accordingly, the Client, under 33 CFR 155.5012, will activate 1-Call Alaska, LLC in a
timely manner
5. Client certifies that it has reviewed and is familiar with the Appendix 10.1 “Masters
Guide for Vessels Operating Under the 1-Call Alaska APC while in COTP Western Alaska
Waters” and acknowledges compliance with the operating procedures within and rests
solely with the operator and vessel master.
6. In the event of a spill or threat of spill, 1-Call Alaska LLC may, at the Client’s request,
provide the initial Incident Commander (IC) on behalf of the Covered Vessel and spill
management team until a formal transition occurs from the provider to the Client’s
designated Qualified Individual (QI). The IC will initiate response activities and direct
reasonable response resources in the initial phase of the response to the spill or threat
of a spill. The IC will liaise so far as practicable with the Client and the QI regarding the

response and resource direction. Client authorizes and directs its QI to coordinate with
the IC as soon as possible upon a report of a spill or threatened oil spill from the
Covered Vessel.
7. Enrollment of Clients’ non-tank vessels in the 1-Call Alaska LLC APC shall occur upon the
completion and submission of this agreement including Appendix A and B of this
agreement and issuance of an executed 1-Call Alaska LLC Coverage Certificate.
8. The client agrees to the 1-Call Alaska LLC. standard terms and conditions which are incorporated by reference and can be found on 1-Call Alaska web site at https://1callalaska.com/vessel-enrollment/documents/
