Christmas Message from the

Director of Education

Suddenly there was with the angel a multitude of the heavenly host praising God and saying,

"Glory to God in the highest heaven and on earth peace among those whom he favours." Luke 2:13-14

The song of the angels at the birth of Christ is a song of peace. Other translations of this Lucan passage expand the phrase to say peace and good will among people. This is God's desire for all people, to be in peace and to live with the best intentions for each other. His Holiness Pope Paul VI insisted that in order to have peace there must be justice for all people - peace - real peace cannot be separated from ensuring a just world among all people. Peace comes with justice - something our religion programs and outreach activities teach each and every day. The Christmas season is a time of celebration, of re-birth and renewal. It is a time to reflect and acknowledge the achievements of the past, and focus on plans for the coming year. TCDSB is blessed with dedicated staff, eager students, committed parents and supportive Church communities. I thank you for the valuable contributions you make to Catholic education and to the Toronto Catholic District School Board. I wish each and every one of you, along with those that are important to you, a peaceful and joyous Christmas. May the miracle of Christmas fill your home with joyful laughter, warm thoughts, wonderful memories and welcomed rest.

BOARD OFFICE SUMMER CLOSURES - 2007 THE BOARD’S OFFICES AND OPERATIONS WILL BE CLOSED ON MONDAY, JULY 2 (LIEU DAY FOR CANADA DAY, JULY 1) AS WELL AS MONDAY, AUGUST 6 (CIVIC HOLIDAY) FOR ALL EMPLOYEES. In addition to the annual closure of the Board’s administrative and secondary school offices for six (6) Fridays over the months of July and August, the Board will likewise close its administrative offices for the annual two-week period at the end of July and the beginning of August. Employees subject to the two-week closure are expected to schedule their vacations in part as indicated below. EMPLOYEES WHO ARE MEMBERS OF CUPE LOCAL 1280 ARE NOT SUBJECT TO THE FRIDAY AND THE TWO-WEEK SUMMER CLOSURES. Remaining staff will be subject to the closure of schools in accordance with their respective collective agreements.

The closure of Board offices for July and August 2007 is outlined as follows:

Monday, July 2 – Lieu Day for Canada Day, July 13, July 20, July 27, August 3, August 10, August 17

Monday, July 30 – Thursday, August 2 (Taken as Vacation)

Monday, August 6 – Civic Holiday

Tuesday, August 7 – Thursday, August 9 (Taken as Vacation)

Employees affected by above closures are all 12-month office, clerical and technical staff covered by the collective agreement with CUPE Local 1328 as well as all non-union administrative and management staff. The closure of Board offices will be in accordance with Article 10.05(b) of the collective agreement with CUPE Local 1328 covering office, clerical and technical employees. Work schedules for caretaking, maintenance and warehouse staff will be announced directly to those employees covered by the CUPE Local 1280 collective agreement by way of separate notice. Remaining staff will be subject to the closure of schools in accordance with their respective collective agreements.

DEFERRED SALARY PLAN

EMPLOYEE HANDBOOK (Appendix A) TERMS AND CONDITIONS OF EMPLOYMENT

BETWEEN THE TORONTO CATHOLIC DISTRICT SCHOOL BOARD

AND PRINCIPALS/VICE PRINCIPALS/PROGRAM COORDINATORS I & II

PLEASE NOTE DEADLINE DATE – FEBRUARY 15, 2007 Applications are invited for participation in the Deferred Salary Plan. The Terms and Conditions of Employment between The Toronto Catholic District School Board and Principals/Vice-Principals/Program Coordinators I & II 2006 provides the opportunity for Principals/Vice-Principals/Program Coordinators I & II to participate in a Deferred Salary Plan. The Board will grant leaves of absence of one year to administrative staff on the basis of spreading four (4) years of salary over five (5) years. The leave of absence shall commence on September 1 of the 5th year from the commencement of participation in the Plan. The Board requires the maximum number of such leaves which may be granted to Principals/Vice Principals/Program Coordinators I & II under such a Plan will not exceed (ten) 10 in any school year. Application forms will be available on the Human Resources Intranet site @ http://intranet.tcdsb.org/ipersonnel/default.htm on January 1, 2007. The application deadline is on or before February 15, 2007. Further details of the Deferred Salary Plan are outlined in Page 10 of the Employee Handbook (Appendix A) Terms and Conditions of Employment. Additional provisions under the 1992 Federal Income Tax Act supersede the provisions of the current Terms and Conditions of Employment: i) During the period of the Deferred Salary leave of absence; the participant cannot seek any employment with the

Board and may not receive any type of remuneration from the Toronto Catholic District School Board with the exception of the deferred monies accumulated during the participating period.

ii) Following the year of leave in the Deferred Salary Plan, employees must return to employment with the

Toronto Catholic District School Board for a minimum of one year. All completed applications or questions should be directed to the Human Resources Department, attention:

DEFERRED SALARY PLAN

ARTICLE 21 COLLECTIVE AGREEMENT BETWEEN THE TORONTO CATHOLIC DISTRICT SCHOOL BOARD AND

OECTA SECONDARY TEACHERS (TSU)

PLEASE NOTE APPLICATION DEADLINE DATE IS ON OR BEFORE – FEBRUARY 1, 2007 Applications are invited for participation in the Deferred Salary Plan. The Collective Agreement between the Toronto Catholic District School Board and OECTA Secondary School Teachers (TSU) – 2004/2008 (Article 21) provides teachers with the opportunity of participating in a Deferred Salary Plan. The Board will grant leaves of absences of one year or one semester to teachers on the basis of: • spreading four (4) years of salary over five (5) years with an enrolment start date of September 1, 2006 (leave

period would begin September 1, 2010) or effective September 1, 2006:

• spreading four (4) semesters of salary over five (5) semesters with an enrolment start date of: a) September 1, 2007: with a semester leave starting September 1, 2009 through to January 31, 2010 b) February 1, 2008: with a semester leave starting February 1, 2010 through to August 31, 2010

or New effective September 1, 2007 • Spreading (two) 2 semesters of salary over three (3) semesters with an enrolment start date of: a) September 1, 2007: with a semester leave starting September 1, 2008 through to January 31, 2009 b) February 1, 2008: with a semester leave starting February 1, 2009 through to August 31, 2009 Eligibility Requirements: • Secondary school teachers who hold a permanent contract with the Board and who have completed at least two

(2) years of teaching for the Board are eligible. • The maximum number of such leaves which may be granted to Secondary school teachers under the Plan in the

2006/2007 school year shall not exceed sixty (60) (Article 21.03). Application forms will be available on the Human Resources Intranet site @ http://intranet.tcdsb.org/ipersonnel/default.htm on January 1, 2007. Further details of the Deferred Salary Plan are outlined in Article 21 of the current Collective Agreement. The introduction of the semester based plan will be detailed in a “Letter of Understanding” subsequent to the 2004/2008 collective agreement.

Additional provisions under the 1992 Federal Income Tax Act supersede the provisions of the current Terms and Conditions of Employment: i) During the period of the Deferred Salary leave of absence (year or semester); the participant cannot seek any

employment with the Board and may not receive any type of remuneration from the Toronto Catholic District School Board with the exception of the deferred monies accumulated during the participating period.

ii) Following the end of the leave period in the Deferred Salary Plan, teachers must return to employment with the

Toronto Catholic District School Board for the same duration of the leave period; either one year for those enrolling in the 4/5 year plan or one semester for those enrolling in the 4/5 semester plan.

AND ELEMENTARY TEACHERS

(TECT)

PLEASE NOTE DEADLINE DATE – FEBRUARY 1, 2007 Applications are invited for participation in the Deferred Salary Plan. The Collective Agreement between the Toronto Catholic District School Board and Elementary School Teachers (TECT) – 2004/2008 (Article 18) provides teachers with the opportunity of participating in a Deferred Salary Plan. The Board will grant leaves of absences of one year to teachers on the basis of spreading four (4) years of salary over five (5) years. The leave of absence shall commence on September 1 of the 5th year from the commencement of teacher’s participation in the Plan. Elementary school teachers who hold a permanent contract with the Board and who have completed at least three (3) years of teaching for the Board are eligible. The maximum number of such leaves which may be granted to Elementary school teachers under the Plan in the 2006/2007 school year shall not exceed fifty (50) (Article 18.03). Application forms will be available on the Human Resources Intranet site @ http://intranet.tcdsb.org/ipersonnel/default.htm on January 1, 2007. The application deadline is on or before FEBRUARY 1, 2007. Further details of the Deferred Salary Plan are outlined in Article 18 (Elementary) of the current Collective Agreement. Additional provisions under the 1992 Federal Income Tax Act supersede the provisions of the current Terms and Conditions of Employment: i) During the period of the Deferred Salary leave of absence; the participant cannot seek any employment with the

COLLECTIVE AGREEMENT BETWEEN

TORONTO CATHOLIC DISTRICT SCHOOL BOARD AND

CANADIAN UNION OF PUBLIC EMPLOYEES LOCAL 3155

INTERNATIONAL LANGUAGES INSTRUCTORS ELEMENTARY

PLEASE NOTE DEADLINE DATE – FEBRUARY 1, 2007 Applications are invited for participation in the Deferred Salary Plan. The Collective Agreement between the Toronto Catholic District School Board and International Languages Instructors Elementary (Local 3155) – 2003/2004 (Article 14.14) provides Instructors with the opportunity of participating in a Deferred Salary Plan. The Board will grant leaves of absences of one year to instructors on the basis of spreading four (4) years of salary over five (5) years. The leave of absence shall commence on September 1 of the 5th year from the commencement of the instructor’s participation in the Plan. International Languages Instructors Elementary who are permanent full-time (100%) with the Board and who have completed at least three (3) years of employment with the Toronto Catholic District School Board may apply to participate in the Plan (as per the 1992 Federal Income Tax Act). The maximum number of such leaves which may be granted to International Language Instructors Elementary under the Plan in the 2006/2007 school year shall not exceed three (3) (Article 14.14 (ii)). Application forms will be available on the Human Resources Intranet site @ http://intranet.tcdsb.org/ipersonnel/default.htm on January 1, 2007. The application deadline is on or before FEBRUARY 1, 2007. Further details of the Deferred Salary Plan are outlined in Article 14.4 (International Language Instructors) of the current Collective Agreement. Additional provisions under the 1992 Federal Income Tax Act supersede the provisions of the current Terms and Conditions of Employment: i) During the period of the Deferred Salary leave of absence; the participant cannot seek any employment with the

Board and may not receive any type of remuneration from the Toronto Catholic District School Board with the exception of the deferred monies accumulated during the participating period.

PLEASE POST AND GIVE COPY TO APSSP REPRESENTATIVE

DEFERRED SALARY PLAN

ASSOCIATION OF PROFESSIONAL STUDENT SERVICES PERSONNEL (APSSP)

Applications are invited for participation in the Deferred Salary Plan. The Collective Agreement between Toronto Catholic District School Board and the Association of Professional Student Services Personnel (APSSP) 2004 - 2008 Article 16.04(f) provide employees the opportunity of participating in a Deferred Salary Plan. The Board will grant leaves of absence of one year to employees on the basis of spreading 4 years’ salary over 5 years. APSSP employees who have completed at least 2 years employment with the Board are eligible to apply. The maximum number of such leaves which may be granted to APSSP employees under the Plan in the 2006/07 school year shall not exceed 3 in one year (Article 16.04(f)(ii)). Application forms can be requested by calling Josie Panin, Human Resources, extension 2777 on January 2, 2007 and must be received on or before February 1, 2007. Further details of the Deferred Salary Plan are outlined in Article 16.04(f) of the Collective Agreement. Additional provisions under the 1992 Federal Income Tax Act supersede the provisions of the Current Collective Agreements:

I) During the year of leave in the Deferred Salary Plan, employees cannot seek any employment with the TCBSB.

ii) Following the year of leave in the Deferred Salary Plan, employees

must return to employment with the TCDSB for a minimum of one year.

Completed Applications should be directed and addressed as follows

INVITATION TO STUDENTS TO SUBMIT ARTWORK

for

FEBRUARY IS PSYCHOLOGY MONTH! The goal of national Psychology Month is to generate awareness of, and interest in the diverse roles psychology plays in the different areas of our life, including health, education, work and parenting. During Psychology Month groups across Canada are organizing outreach activities to share with the public, what it is they do and how it contributes to the overall well-being of the community.

As it was a success in its pilot year, we are once more inviting students to submit artwork! We are looking for artwork that portrays issues that relate to relationships and healthy choices. These may include

healthy relationships peacemaking through respect stopping bullying healthy body & healthy mind

Students from all elementary and secondary divisions are invited to submit their work, labelled with their first name, grade, school and teacher’s name. (All artwork will be returned to the teachers after February.)

The deadline for submissions will be February 1st, 2007 Once entered, the Psychology Month Organizing Committee will select artwork to be displayed at the TCDSB Catholic Education Centre, Atrium, 2nd Floor, (80 Sheppard Ave. East) between February 12th and 16th, 2007. In addition, artwork will be selected to be used as posters by the Psychology Department.

TCDSB GOES GREEN!

ENERGY STEWARDSHIP UPDATE! An evening energy audit was conducted at the CEC which concluded that there is a significant

amount of improvement required by the CEC staff to ensure that all of their desk side electrical equipment (computers, monitors, printers, calculators, scanners, lights, etc.) are TURNED OFF

each evening after the employee leaves for the day! Both the monitor and the computer itself CAN be turned off.

A little bit of effort can save a whole lot of energy! CEC Staff will be sent a reminder e-mail in the New Year of the importance of Energy Conservation and

Recycling procedures. The evening audits will continue in 2007 and we hope to see a dramatic improvement. We need to lead by example!

certified, and that we can honour their achievements at the Eco-Celebration in May of 2007! The four main areas of the program are Energy Conservation, Waste Minimization, School ground Greening,

THE VICTOR ANGELOSANTE AWARD NOMINATION FORM

DESCRIPTION OF AWARD The Victor Angelosante Award is named in honour of Mr. Victor Angelosante, a former Physical and Health Education Program Coordinator for the Toronto Catholic District School Board, school administrator, teacher, coach and Toronto Catholic Schools Athletic Association (TCSAA) executive member who died in 1994. Victor Angelosante recognized early in his career that school athletics possessed enormous potential to build Christian fellowship in the hearts and minds of young people in our schools. He further recognized and demonstrated that athletics were but one of many critical avenues educators could pursue to foster in children a sense of respect and confidence, an understanding of commitment, the significance of teamwork, and the desire to dedicate energy toward the pursuit of excellence. The Victor Angelosante Award is presented annually to a TCDSB elementary employee who, through significant involvement with athletics and the TCSAA, has made an outstanding contribution toward the overall development and education of young people. The award winner is one who personifies those qualities Victor demonstrated in abundance and one who embodies and inculcates by example the highest traditions of a Catholic educator and a dedicated sportsperson. Student's prize: ride in a fire truck FANNIE SUNSHINE North York, The Mirror 12/07/06 Rebecca Ramnauth lives across the street from school, but that didn't stop the St. Charles Garnier Catholic School student from being picked up in style Monday morning.

The kindergarten student was the winner of the Jane Street and Finch

Avenue area school's Great Canadian Fire Drill competition, in which the school's 475 students were asked to draw a layout of their home and write out a fire escape plan.

Rebecca's plan was chosen as the winner, and her prize was a ride to school in a fire truck. "She lives across the street so they took a ride across the block," said Luigi Pennacchio, vice-principal of the school, adding Rebecca's younger brother Jason also got a lift to school in the red truck.

After she was dropped off, Rebecca joined the rest of her schoolmates for a special fire safety presentation inside the school, Pennacchio said. "I thought the presentation was excellent," he said. "They taught the students how to deal with fire, how to stop, drop and roll, the importance of developing fire routes and the dangers of smoking in bed. It was one of the most important presentations at the school and I am very happy they (firefighters) came."

SUBJECT: 12-2 Education Campaign launched for Portuguese students Toronto Star, Dec. 7, 2006 A new coalition has launched a campaign to involve Portuguese families in their children's education and get schools to take action:

A recent conference for Portuguese parents hoped to attract 100 people — but drew 375. More than 20 of those parents signed up for a new action committee to brainstorm ways to get families more involved. It met for the first time last weekend.

A free tutoring service run by the Portuguese community has helped 546 students since 2001 and has a waiting list of 47. The two-hour sessions have become so popular, the community persuaded both public and Catholic school boards to provide classrooms free.

Because many Portuguese parents avoid daycare in favour of leaving their children with grandparents, kids can arrive in kindergarten more than 1,000 hours behind in literacy skills, warns Portuguese educator Enir Bassani. One Toronto school launched an experimental all-day kindergarten to help children catch up on literacy and social skills. After two years, Grade 1 teachers at St. Luigi Catholic School say these children's reading skills are on average two levels higher than those from half-day kindergarten.

Creative Movement Workshop Students in Grades 1 to 6 at St. Gerard Majella Catholic School participated in a week-long creative movement workshop in November. Conducted by Movement Makers and financed by the local law firm of Skurka, Spina and Cugliari., the program inspires students to unleash their creativity and imaginations through movement, imagery, dance, music, song and storytelling.. Students in Grades 1, 2, and 3 participated in a Body Awareness Workshop while those in a Grade 4/5 class practised Movement Fundamentals. A Grade 5 class was assigned to a workshop on “Our Environment”.

A Cultural and Spiritual Experience in Cuernavaca Mexico

July 3 - July 14, 2007 promoted by TCDSB/OECTA/OCSTA COST Approximately $2200 all inclusive: airfare, taxes, ground transportation between Mexico City and Cuernavaca, most admissions, shared accommodation, all meals and program at CCIDD. NOT included: insurance, $500 tuition for Religious Education Part 2, cost of passport, some tourist visits, and personal expenses. (Some adjustment to the final cost may be necessary.) Central Mexico Location The Cuernavaca Centre for Intercultural Dialogue on Development is located just two blocks from the city’s main square and Cortes Palace. Cuernavaca is known as the “city of eternal spring” because of year-round ideal climate. It is less than two hours from Mexico City and near many historic sites. CCIDD is an ecumenical centre founded in 1977 in conjunction with Bishop Sergio Mendez Arceo to promote experiential understanding of Christian struggle in Latin America. The program includes encounters with historians and leaders from the women’s, labour, political, religious and grassroots communities. Lectures, personal witness and visits to urban squatter settlements and rural indigenous villages are intermingled with group reflection time to process new insights and challenges.
