The Garland H i l l l i i s t o r i c D i s t r i c t i s a smal l r e s i d e n t i a l neigh- borllood inco rpora t ing the s u m m i t of one of t h e numerous h i l l s t h a t surround dowl~tovn Lynchburg. The a r e a gene ra l ly inc ludes those blocks o f Madison, l larr ison and Clay S t r e e t s t h a t a r e northwest of F i f t h S t r e e t . Because the l i i l l drops o f f s h a r p l y on the northwest and n o r t h e a s t none of t h e s t r e e t s i n the a r e a i s a through s t r e c t s o tha a r e a is unsua l ly q u i e t f o r a n urban neigitborhood. The s t r e e t s were some of the e a r l i e s t i n the c i t y t o r e c e i v e

i b r i c k paving and much of i t remains. They a l s o r e t a i n much of t h e o r i g i n a l s tone curb ing a s we l l a s s l a t e and b r i c k walks. The p r i n c i p a l s t r e e t s , Madison and Harr ison, a r e l i n e d wi th r e g u l a r l y spaced elms, oaks , and maples and tllc I~OLISCS on them a r e two and t h r e e s t o r y detached s t r u c t u r e s of va r ious a rc l t i t ec t i l r a l s t y l e s . Many of the houses on Madison S t r e e t s tand on t h e i r o r i g i i l a l wide l o t s which on the southwest s i d e of the s t r e e t once extended undeveloped t o l la r r i son S t r e e t . Most of the e a r l i e r Greek Revival s t r u c t u r t a r c two s t o r i e s i n h e i g h t , and have three-bay facades and shal low hippcd

roo f s . A number of these houses have been embell ished wi th l a t e r a r c h i - tcc t u r a l d e t a i l s . The numerous e l a b o r a t e mansions e rec t ed i n t h e 1890's and e a r l y twen t i e th cen tu ry s tand i n marked c o n t r a s t t o t h e s imple r , e a r l i e r houses. Tliese e c l e c t i c s t y l e bu i ld ings have asymmetrical o u t l i n e s accented wi th towers, g a b l e s , pediments and a v a r i e t y of bu i ld ing m a t e r i a l s . The houses on Harr ison S t r e e t a r e gene ra l ly l e s s imposing than those on Madison

Garland H i l l remains one of the most d i s t i n c t i v e and b e s t preserved 1 of the prosperous neighborhoods t h a t developed on t h e summits of ~ ~ n c h b u r ~ ' s 1 I var ious h i l l s . Located i n the few blocks of t h i s comparat ively smal l a r e a I

a r e d i s t i n g u i s h e d examples of a r c h i t e c t u r e d a t i n g from the e a r l y n ine teen th cen tu ry through the e a r l y twen t i e th century . I n these houses l i ved many of Lynchburg's o l d e s t and most d i s t ingu i shed f a m i l i e s . The neighborhood achieved i t s ascendancy i n t h e 18901s , and a n atmosphere of q u i e t l a t e - V ic to r i an d i g n i t y p r e v a i l s i n i t s brick-paved s t r e e t s today. The develop-

i ment of Garland H i l l no t only r e f l e c t s the changing a r c h i t e c t u r a l t a s t e s of Lynchburg's leading c i t i z e n s over a hundred yea r span, but i t symbolizes the conmunity's growth from a r u r a l l y o r i en ted town t o a n i n d u s t r i a l c i t y .

Garland H i l l w a s o u t s i d e t h e f o r t y - f i v e a c r e s of land on which John Lynch l a i d o u t the c i t y i n 1786. The f i r s t development on the h i l l came i n 1817 when Walter Dunnington cons t ruc ted t h e house, now s t and ing a t 303 Madison S t r e e t on two a c r e s of farmland acqui red from Lynch f i v e yea r s e a r l i e r . I n 1845, when ~ y n c h ' s cous in , Ce l ine Dupuy, took over t h e t i t l e of the twenty a c r e s of farm t h a t included Garland H i l l , t h e land was surveyed by Thomas D i l l a r d i n p repa ra t ion f o r s a l e . This d i v i s i o n of the land i n t o fou r t een s i n g l e a c r e l o t s comprised t h e f i r s t ex tens ive develop- I

1 ment of t h e neighborhood. Having purchased a co rne r of the s e c t i o n known ; a s Lynch's Garden, Samuel Garland, S r . , was t h e f i r s t t o b u i l d a house on t h i s new d i v i s i o n of land. The h i l l i n f a c t was named f o r t h e family of t h s

prominent c i t i z e n whose Greek Revival b r i ckhouse s t a n d s a t 215 Madison S t r e e . Other important Greek Revival houses on Madison S t r e e t dat ing from the Dupuy d i v i s i o n inc lude 117, completed i n 1847, f o r Vincent Tabb; 205, t h e house

1 of Edward Mur re l l , b u i l t i n 1859; and 320, completed around 1850. A l l t h r e e of t hese houses have a conserva t ive y e t prosperous f l a v o r , r e f l e c t i n g the l i f e - s t y l e of t h e c i t i z e n s who b u i l t them.

Many of t h e c i t i z e n s who occupied Garland H i l l were a s s o c i a t e d wi th the tobacco i n d u s t r y whichwas a p r i n c i p a l economic base f o r t h e town. Also the l e a d e r s of the town's growing shoe i n d u s t r y s e t t l e d i n t h e neighborhood. A number of t hese e a r l y i n d u s t r i a l i s t s were sons of r u r a l landowners i n surrounding coun t i e s hard h i t by Reconstruct ion. They came t o Lynchburg wi th de te rmina t ion t o succeed and by the l a s t decades o f the n ine teen th ccntury they were f i rmly e s t a b l i s h e d i n t h e i r new p o s i t i o n s . The indus- t r i a l i s t s , a s w e l l a s t h e bankers who prospered a long w i t h them, were eager I t o d i s p l a y t h e i r newly acqui red weal th and soon l a v i s h l a t e - V i c t o r i a n homes I were being pu t up among t h e e a r l i e r Greek Revival dwel l ings . The new I houses were l a r g e l y t h e products of l o c a l a r c h i t e c t s who worked i n t h e l a t e s f e c l e c t i c s t y l e s .
