Youth and Social Inclusion Policy Review

+ Conference MADOU, 17-18/11/2011Evidence:

● Being at the margin of society is NOT a choice: ambitions and expectations are very similiar to those of «ordinary youth»… (but not the outcome)

● Invisibility of vulnerable / deprived youth in statistics & policy processes; lack of participation of the youth & NGOs.

● Numerous legal & institutional impediments (e.g.: age, nationality, …) hinder transitions & support + discrimination & prejudices (low expectations)

Recommendations:

● Prevention & early remediation - stable, warm & helathy living environment =>multi-sectoral: cooperation between education, care & welfare;

● Trusted adults (school, NGO, social workers, …) Give more chances & trust, rather than more money…

• Dramatic youth unemployment rates: >20% / double WAP / 5 miop.individual & family impacts => demographic cost / intergenerational balance & fairness (insider / outsider labour market)economic cost of NEETs (€100 billion / 1% GDP) due to missed economic/social contributions & higher social/education expenditure

Policy context:

• Europe 2020 Strategy (neither smart, inclusive nor sustainable): Flagships: Youth on the Move (<10% NEETs / 40% Masters), New Skills for New Jobs (75% empl. rate) & Platform Against Poverty (20 million less poor)Macro level: European Employment & Annual Growth Strategies

Objective:

to develop a comprehensive understanding of the causes of the very high unemployment among young people and to assess the effectiveness of labour market policies designed to mitigate this.

=> useful input for policy & programme design and for mutual learning between / technical assistance to Member & Associated States

Research dimensions (summary):

• Reasons & drivers of youth unemployment; Recruitment strategies & Flexicurity mechanisms; Social impacts, incl. for vulnerable groups

• Supply & demand mismatch (education & training); knowledge-intensive as well as low-skilled entries to labour market (dualisation LM).

• Economic & social independence, incl. alternative pathways (e.g. start-ups & self-employment) / transitions (traineeships, volunteering, mobility, …)

• NB: gender dimension; humanities scope – see also: 4.1-2. S/E Mediterranean youth
