1. Transmitted herewith is one copy of a report on the MHBK given tous by GEAGLET 1 on 15 November. A

This report is a British:ttanslation and collaAon of • nnationcontained in the papers of Sandor/tAIY-GERO (alias Pg1715VORZSAK), .c$1ired bythe Austrian police shortly after the attempted abduction of Lasz oiARVARYby the Soviets in the International Sector on 12 October 1951. T is materialwas turned over to the French after the Austrian police had passed it clan-destinely to the British for their examination.

3. In handing this report to

C 3 made the follow-ing remarks:

a. The British particularly desire that the French not learn thatthe British acquired the material, and that we therefore treat the reportas highly sensitive.

b. The papers made it apparent that the organization (MHBK) waspenetrated by the AVH. However, GliAGLET 1 stated that the penetrationaffected only a section controlled by the French IS, and that while theBritish controlled part of the MHBK, this latter part was unaffected bythe penetration. _3 remarked, "We keep very close control overour part."

c. C_ -lrequested that one copy of this report, in which G-2,USFA was interested, be transmitted to G-2 through our channels.

4. Photocopies of the report have been transmitted to the Salzburg baseand to G-2, USFA. One copy is being retained here.

contained correspondence, reports etc. of the VIENNA Intelligence Branch

of the MAGYAR HARCOSOK BAJTARSI KOZOSSEGE (M.H.B.K.) (Comradeship of

2. The organisation has been working in close liaison with French

Intelligence, Though the organisation's independence is repeatedly

emphasized, the writers admit that they cannot function without the assistance

of a great power.French assistance appears to have consisted of the supply of means

of communication for urgent messages, supply of false documents, protection

against other allies where agents' paths crossed, information on doubtful

bridge over the railway in the SCHLOSSALLEE at 1800 hours on Mondays and

Thursdays.

. At the beginning of October, owing to obvious insecurity of the whole

group, instructions were given that no couriers were to be sent over until

after 15 October, and then only the point 110 was to be used.

APPENDIX "E"

The various crossing points are described as "doors", the local guides

as "concierges". The couriers are usually, but not invariably, brought down

by guides from VIENNA, who hand them over to the conoierges. The ooncidrge

provides food, shelter, takes charge of superfluous papers, money etc., and

guides the courier to within 500 metres of the frontier. Routes in great

detail and maps are among the material studied. The following is a rough

outline.

Events presumably leading up to attemptedkidnapping of SARVARY.

The picture is not at all clear, but the general sequence of

events appears to have been the following:

In August the AVO got hold of 21 / s wife (location unknown) and then

approached 21 in an attempt to blackmail him into giving information,

(Departmental Note: 21 is presumed to be SARVARY).

21 appears to have given them the impression of being willing to co-operate,

and then to have reported to his own people. DVORZSAK reported the matter

to his supervisor at INNSBRUCK, who planned to keep the affair from the

French, keep the AVO satisfied with harmless or false information via 21

until his wife was released, then get both 21 and 16 out of VIENNA as

quickly as possible.( Departmental Note: . 16 is DVORZSAK see p. 3.)

There is a letter dated 11 August from 04 to 21, briefing him on

what to toll the AVO at ids next meeting, He may admit to interrogating

reTug ,,aes d acquiring their papers, but only for profit, his principal/, /bein I,TAKO-JEZIERSKY/; Hotel Stein, SOIXID HALL, He may admit to knowing

DVORZSAK Pal and confirm anything AVO knows about him, but not volunteer

anything else.

Howevcer, 04 in INNSBRUCK mentioned the matter to 26, who informed

MARTIN and eal\rilo, apparently French contacts, who demanded that 21 should

-Therz., is a long letter from 16 to 04 written on 6 October

declaring his readiness'to have the whole case investigated, but

expressing his opinion on how easily the AVH could have traced the organisation,

e. E. through couriers always using the same routes, same means of recog-

nition etc.

There is no later correspondence than this letter of 6 October 1951,

In Appendix "1" (Hostile Personnel), page 14, there is an extract

from an undated manuscript report on the defection of one DAJKA to the :NH,

It is not clear whether this nay have some connection with the approach to 21,

(who is presumed to be =VARY) and the attempted kidnapping of SARVA'

VIENN.:, in October 1951.
