1: Some prerequisites

1-1 Set the Stage and Acces to the profession

Trend in 2010 and beyond:

• Number of Engineers is declining

• Major Stakeholders call for reform: the renaissance engineer

• Innovation, Sustainability and Entrepreneurship is needed

And:

In the European Union, each EU country is alone responsible for defining the

Education/Formation/Academic Title as well as to regulate or not the access to the profession:

- Education and access to the profession are not EU domain of responsibility

- The principles of ‘Bologna’ are implemented in each country according to their national interpretation:

Bologna (goals and implementation) is accepted

• Engineers who are proficient in the more theoretical aspects dealing with research, original concepts and their creation (more theoretically orientated)

• Engineers who have a firm understanding of engineering principles and an ability to apply them (more applications oriented).

• Engineer: two academic types

- short cycle in Bologna terminology 1st cycle or Bachelor

- long cycle in Bologna terminology 2nd cycle or Master

However, in some EU countries

1st cycle is not an “Engineer”: She/He is not authorized to work as an Engineer.

Professional engineer Title given in Anglo-Saxon countries after assessment of a graduate engineer (long cycle) with 4 years professional experience (Chartered Engineer)Has no meaning in other European countries: after graduation (1st cycle, 2nd cycle or

integrated 5 years cycle), the graduate Engineer may immediately exercise a job as an Engineer

• engineering knowledge, the “know what”,

1-2) Engineering • Engineering Knowledge - is the growing body of facts, experience and skills in

science, engineering and technology disciplines; coupled to an understanding of the fields of application. (academic (projects) and professional (practice) related)

• Engineering Process - is the creative process which applies knowledge and experience to seek one or more technical solutions to meet a requirement, solve a problem, and then exercise informed judgment to implement the one that best meets constraints. (academic (projects) and professional (practice) related)

Both components show differences in the academic and professional environment

Enhance Engineers to Professionals 1-3) Knowledge and/or Competences

Competence: ‘the ability, derived from a base of provenproven knowledge and practice, to do a particular activity to a prescribed standard’. Thus it is mainly concerned with

what people understand and can do rather than what they know and is a dynamic combination of attributes, abilities and attitudes.

HOW and WHERE is this assessed?

Competence as a human attribute is a collection of Competencies – discrete activities for which people possess the necessary skills, knowledge and understanding to engage in effectively. This implies that each element can be measured objectively and quantified.

• ability to serve society through a sound understanding of engineering principles based on a study of mathematics, scientific and technological subjects,

• ability to apply theoretical and practical methods to the analysis and solution of engineering real life problems,

• facility for multi-disciplinary working, with managerial and communications skills.

• The purpose is: See Feani Goals

a. To facilitate the movement of practicing engineers inside and outside the FEANI ambit and to establish a framework of mutual recognition of qualifications in order that engineers who wish to practice outside their country can carry with them a guarantee of ability.

b. To give sufficient data about the qualification of the individual engineer for the benefit of a prospective employer.

c. To encourage a continuous updating of the qualifications of engineers by setting, monitoring and reviewing standards.

d. To provide a source of information about the great variety of formation systems in Member Countries to EU and Business and University communities.

The FEANI INDEX database (started in 1980)• An authoritative source of information about National engineering

education systems and institutions in the European countries.

• Contains today a list of +/- 1,000 HE institutes with +/- 10,000 engineering programmes accredited by FEANI, fulfilling the mandatory requirements for the EUR ING title

• Centrally maintained at the FEANI Secretariat General

• Can be consulted on-line: The INDEX comprises:– a short description of the national engineering educational and professional systems– the names of the accepted institutions of engineering higher education and their

accepted programmes– the academic title in the national language– the nominal duration of study, expressed in U and T– the period of validity of the course

Procedure to analyse proposals from NMCs to update the INDEX

1. Nomination of a temporary Working Group to perform a desktop study

2. In case of major changes/new education systems/new countries.. an EMC

delegation is sent for a visit

3. Detailed procedure for screening the programmes

4. Minimum requirements for the formation of an engineer:

Basic Sciences: a minimum of 20% of the overall ECTS

Mathematics: a minimum of 24 ECTS

Engineering Subjects: a minimum of 50-60% of the overall ECTS

Non-technical subjects: a minimum of 10% of the overall ECTS

Prerequisites to obtain the EUR ING title

• To be a member of one of the FEANI National engineering organisations

How to apply for the EUR ING

Step 1: Fill in the application form on the FEANI website

Transmit it to the National engineering organisation the applicant is registered in

The application is verified by the NMC (National Monitoring Committee)

Step 2: If ok, the NMC transmits the application to the EMC for verification and

approval

Step 3: If the application is approved by the EMC, the applicant receives:- a parchment- certificate- accompanying letter

The applicant’s data are stored in the FEANI EUR ING database, kept and maintained at the Feani Secretariat
