Introduction

• Various proposals received in SWG23 to enhance current ECCLM & EGSRM procedures– Enhanced mechanisms to selectively distribute mobiles to

different band/frequency, without performance degradation– See last slide for contribution list

• Multi-band/band subclass deployments may become more common place

• New mobiles support multiple bands/band subclasses

Current Mechanism

• Paging channel assignment– Can be used to direct an MS to a paging channel on a different

band/frequency– Limitations: Has to be done individually for each MS

• Traffic channel assignment– Can be used to assign an MS to a traffic channel on a different

band/frequency– Limitations: Has to be done individually for each MS

• Extended CDMA Channel List Message (ECCLM)– Broadcast message used to distribute mobiles across different

frequencies within same band based on limited set of MS capabilities– Limitations: only intra-band, limited controls, only uniform distribution

• Extended Global Service Redirection Message (EGSRDM)– Broadcast message used to redirect mobiles to different

frequency/band based on limited set of MS capabilities– Limitations: only single redirection, limited controls, must go through

system determination (delay)

Proposed Enhancements to ECCLM

• Allow non-uniform distribution: Weight-based hashing– In ECCLM, optionally add a new parameter

“frequency weight” for each frequency to indicate the weight associated with that frequency

– These weights are taken into account when hashing: larger weight higher probability of hashing to that frequency

• Allow Inter-band hashing– In ECCLM, optionally add band class & band

subclass parameter to each frequency listed– MS can hash to a frequency on different band

subclass or bandclass• Allow MS to go directly to idle state

– Reduces number of hops to idle in new band/frequency

Proposed Enhancements to ECCLM ..

• Allow Inter-band hashing ..– Issue: MS may not support all bands or band

subclass included in ECCLM. MS needs to skip over these to pick a frequency. How does BS know which ones MS skipped over?

• In each registration, MS includes list of all bands/band subclasses support

– same logic as QPCH/RC/TD support

• BS signals in overhead which bands/band subclass deployed in that sector. In each registration, MS indicates which ones out the BS list the MS supports

• Network queries the band/band subclass capability info rec via status request and MSC passes that info down to each BSC when sending a message to MS

• Keep the current requirement that MS must register (power up registration) whenever it changes band or band subclass

Proposed Enhancements to EGSRDM

• Allow multiple redirection records in EGSRDM– Multiple redirections can be performed in parallel– Need to define rule for MS action

• Ex. Act upon the first applicable record• Allow MS to go directly to Idle State on redirected band/frequency

– Same as in Enhanced ECCLM• Allow MS to remain in current freq if MS does not support any of the

bands in EGSRDM– Based on a flag; otherwise, MS must leave and look for another system– Bug in current standard?

• Allow MS to ignore EGSRDM for a specified duration if MS couldn’t acquire the band being re-directed
