1. FOREWORD

Corporate planning is a legislative requirement and ensures Council has a clear direction to guide the allocation of resources over the next five years. The Corporate Plan 2013-2018 is Council’s key strategic, business and organisational document which builds on the extensive community consultation undertaken in 2010 and is linked closely to the Richmond Shire Council Community Plan 2011-2021. The Corporate Plan forms the basis for the development of Council’s annual Operational Plan and Annual Budget, and is subject to annual review.

The development of the Corporate Plan has been guided by the five key principles specified in the Local Government Act 2009:

(a) transparent and effective processes, and decision-making in the public interest;

(b) sustainable development and management of assets and infrastructure, and delivery of effective services;

(c) democratic representation, social inclusion and meaningful community engagement;

(d) good governance of, and by, local government; and

(e) ethical and legal behaviour of councillors and local government employees.

These principles will be taken into account when implementing the decisions of Council and implementing Council’s Corporate and Operational Plans and Budget.

The primary role of Council is to administer a system of local government in Queensland that is accountable, effective, efficient and sustainable. Council has three key functional areas to provide the community with services:

Works and Servicesi. provides a wide range of services such as road construction, maintenance and

repair, refuse collection, water supply, sewerage, drainage, public amenities, parks, gardens, street lighting

ii. regulates activities such as building, town planning, reconfiguration of land, parking, noxious weeds, stock routes, animals, advertising, parks.

Community Development and Servicesi. provides a range of services in the areas of cultural amenities including library

and museum, recreation, youth and aged care services.ii. regulates activities such as public and environmental healthiii. engages the community through community events and supporting activities in

partnership with local community groups, health services, school.iv. develops the economy through tourism, business opportunities, planning and

support.

Finance and Administrationi. manages the finances of Council for the benefit of the community.ii. adopts the principles of good corporate governance to administer the council’s

services and functions.iii. represents the community as a whole through the Elected Members.iv. communicates with the local community through a monthly newsletter, website

and encouraging comment on decisions.

2. CONSULTATION

Public ConsultationThe Corporate Plan is built on the extensive community consultation undertaken in 2010 leading to the development of the Richmond Shire Council Community Plan 2011-2021. Information gathered at that time continues to inform Council’s strategic planning.

Councillor and Staff ConsultationA planning workshop was held with Councillors and Senior Staff on 14 May 2013 to review the Corporate Plan and strategic priorities.

Corporate Plan AdoptionThe 2013-2018 Corporate Plan was adopted by Council on 25 June 2013.

4. PROFILESituated approximately 500 km west of Townsville and approximately 400km east of Mount Isa, Richmond enjoys the significance of being halfway between these two major centres. This provides travellers, tourists and industry representatives an ideal stopover point.

Richmond Shire is represented on numerous regional groups and recognises the need for regional collaboration with other local governments. Richmond Shire Council has a policy of developing good relationships with State and Federal Government Departments at all times, where possible.

Future OutlookRichmond’s potential for growth continues in the agricultural and tourism industries, with opportunities also as a service centre. Council has produced a prospectus with MITEZ funding for the development of an off-stream water storage facility adjacent to O’Connell Creek to establish prime irrigation land for farming purposes. Council continues to lobby the State and Federal Governments to support the project.

Council has maintained its prequalification in Quality Assurance for Main Roads and has been able to secure additional roadwork contracts on the competitive market. Council’s stabiliser and spreader have proven to enhance Council’s ability to provide contract works for Main Roads and other Shires.

Tourism continues to be a major economic benefit to the Shire. The recent spate of Natural Disasters across the nation has impacted on the numbers of visitors and although Kronosaurus Korner and Lakeview Caravan Park visitor numbers continue to remain steady there has been a late start to the 2013 tourist season.

The BHP Cannington Gallery at Kronosaurus Korner and return of the Toronto Kronosaurus and Richmond Pliosaur specimens have contributed to a renewed interest. Lakeview Caravan Park continues to perform well with a 90% occupancy rate in the ensuite cabins.

Richmond Shire Councillors and one community member represent the Kronosaurus Korner Board Incorporated. The Chief Executive Officer as the Secretary/Treasurer oversees the management of Kronosaurus Korner. The Centre employs Tourism Officers and a Curator. The Centre’s major renovation is now complete thanks to funding from the Federal Government’s Community Infrastructure Fund with support from major sponsor BHP Billiton.

5. COUNCIL MEMBERS

The Councillors’ role is defined in the Local Government Act 2009. The Richmond Shire is represented as a whole with no Divisions. Each Councillor represents the interests of everyone in the Shire. The Council sets the vision and strategic direction for the Council and formulates and monitors Council’s budget. The Council members elected on 28 April 2012 are:

Copies of the Corporate/Operational Plan and Annual reports are available on the Richmond Shire Council’s website at www.richmond.qld.gov.au.
