SECTION 2 – RESPONSIBILITY FOR SAFETY ON SITE.
1. Operations Manager
Will be responsible for the overall effectiveness of the site safety policy.Individuals at every other level will need to accept degrees of responsibility in order to effectively implement the policy.
2. Projects Co-ordinator
Responsible for co – ordination for safety on sites & shall monitor safety performanceduring implementation and completion of all contracts.
3. Site Engineer
Responsible for development of safe systems of work on construction sites.Will identify hazards, establish responsibilities and co – ordinate the activities ofappointed contractors.
Will provide information on methods of operation to be adopted, taking into account thehealth and safety issues relevant to the activities undertaken.
Will establish clear lines of communications and identify the person to contact if there is imminent risk.
Will ensure that the company is represented at joint site safety meetings.Will assess the need for training company employees and ensure that any requirements are actioned as necessary.
Shall ensure that sub – contractors are aware of their responsibility to suitably train theiremployees to safety to undertake the work in hand.
4. Site Supervisor.
Responsible for day to day running of individual sites in accordance with statutoryregulations and the company safety policy.
Will ensure the company employees and subcontractors operate within the requirements ofthe relevant regulations.
Shall ensure that all statutory documents including First Aid book, relevant abstract ofregulations, scaffold and lifting appliance registers are held, updated and displayed asrequired the site office.
HEALTH & SAFETY POLICY
Shall conduct regular site safety audits and record findings using the company safetyHealth & Welfare inspection report form.
Shall record all details of accidents using company accident form and forward a copy to The training/safety officer immediately.
Shall maintain a standard First Aid Box and replenish stocks from company occupationalHealth Department as necessary.
Will record a daily log of all direct and subcontracted labour employed on site.
5. Company Employees/Subcontractors
Will act safely and responsibility, using personal protective equipment and safety devices provided. Will bring to management ‘s attention any defects likely to affect safe workingprocedures. Must report to site security office before starting work and leaving site.
6. Company safety officer
Will be available to advise management and sub contractors, on any matter relating to Health and safety on site.

Shall liaise with site operations staff and attend site meeting where requested, conduct safety survey, advise on safe working practices and any necessary corrective action asrequired.
Shall assist in the induction and safety training of employees.Shall deal with all insurance, legal and department of health matters arising from site Accident/injuries.
Shall provide the site manager with following documents as requested.
a) The accident book, form b1510
b) The company accident report form(construction sites)
c) Abstract Notice – Electricity at work.
Shall accompany Main Contractor’s safety office on all surveys as requested and monitor allrequirements arising from such surveys.
HEALTH & SAFETY POLICY
1. Scaffolding/Ladders.
It is forbidden to alter or remove any scaffolding or parts of scaffolding, such as ties, bracing, guard rails, toe boards, planks etc. (Alterations are to be carried out by trained scaffolders only). Scaffolding must be at all times conforming to the construction regulations and weekly inspections to be recorded.
2. Mobile/Tower scaffolds
The height when working externally must not exceed three (3) times the smallest base dimension (including outriggers where fitted)or three and one half(3.1/2) times when working internally.
Where person can fall six feet six inches (6’6”) or more, working platforms must be provided with handrails and toe boards.
Wheels must be secured to the standards of mobile towers and provided with the lockingdevice. when in use, this type of scaffolds requires weekly inspections to be recorded in form 91, Part 1, Section A.
3. Ladders
No ladder may be used unless it is of sound construction and of the correct length. Defective Ladders must be reported immediately to the site agent.
Ladders must be erected at the correct angle, e.g. four feet (4’) up to one foot (1’) out.
Ladders should rise at least three feet six inches (3’6”)above their landing places or the highest rungs used unless there are adequate hand holds.
4. Roof Work
Flat or fragile roofs, opening and open edges to work areas must be provided with guardrails where it is possible for a person or materials to fall. Crawling boards or roofladders must be used on all asbestos, cement, glass or similar fragile material.
The board and handrails must be provided on all working platforms at six feet six inches(6’6”) or over.

5. Lifting Equipment
Mobile cranes/Hoist before taking any lifting appliances into service the siterepresentative will ensure that there is a current test certificate in respect of suchequipment. Copies of certificates must be available for examination. Drivers must hold a current operators certificate.
Slings, Chains, Shackles etc – must have been inspected during the previous six month by acompetent person. The certificate must be available for examination. The safe workingload must be clearly marked on a lifting appliances. Equipment must be inspected prior touse by the operator.
Cradles – the site representative will ensure that cradles are erected by the experienced and Competent personnel. No young persons under the age of eighteen (18) years will be allowed to operate cradles. The representative will obtain, and sign for, a certificate of erection and test and ensure operators have been adequately trained before using equipment.
6. Electrical Appliances/Portable Electrical Apparatus.
All electrical systems and portable electrical apparatus must be installed and maintained In compliance with electricity works regulations.
Repairs or alterations to electrical system and appliances must be carried out bycompetent persons only and written records kept by the duty holder under the regulations.The frequency of testing will be determined by assessing the risk, and will vary with thetype of equipment, usage, and nature of the environment in which it is used.
Generally an external visual inspection should be carried out daily by the user and a fullInspection and electrical test carried out every three months by a qualified electrician.
Portable electrical apparatus such ad drills, saws and angle grinders must be operatedThrough 110 – volt transformers and connected to electrical systems by means of correctSockets and plugs. Electrical cables must not be allowed to trail along floors or stairways But to be properly supported above head height.
Abrasive wheels – must only be changed by “appointed persons”
Eye Protection – of the correct grade must be used with tools and operations.

7. Vehicles and Machinery
All drivers/operators must be properly trained and instructed before using vehicles orMachinery. it is forbidden for any person other than the driver ,to ride on dumpers orFolk lift trucks, which are not designed for the carriage of passengers.
It is forbidden for any person to ride on hoists not constructed for the carriage of passengers.
All guards must be kept in position and in good repair whilst machinery is being operated.Employees under eighteen (18) years are prohibited from:
a. Operating any sawing machine fitted with a circular blade, or any planning machine,which is not mechanically fed unless they have completed or are undergoing an approved course of training.
b. Acting as banks man or giving signals to crane drivers.
c. Driving dumpers or folk lift trucks.
d. Operating hoists or any other mechanically driven lifting appliances.
8. Specific authorization must be obtained from the site representative before any work isCarried out in a confined space.
9. Asbestos
a. Before refurbishment or demolition work is commenced, the site manager Must establish whether asbestos has been used with structure of the building. This material is commonly found in bonded product such as resin,bitumen and cement tiles, panels and sheets. It is known as carcinogen and isparticularly dangerous when disturbed and loose fibers are liberated in to theatmosphere.
b. The site manager will ensure that an assessment of the work to be completed to establish what precautions are necessary to control the exposure of persons at asbestos dust. He will produce a plan of work describing how the work will be carried out and arrange for samples to be obtained and analyzedby a NAMAS accredited laboratory. A copy of the plan and lab report will be held by the SiteRepresentative and Stripes Signs Est.
c. All work with asbestos will comply with the requirements of current regulations.

d. The enforcing authority will be notified by safety officer of the work description to be carried out and will specify the regulations which apply.
e. Safety officer will maintain a file of all records associated with the discovery, handling and disposal of asbestos.
f. staff required to visit construction sites will receive in- house training with special emphasis on sub sections above.
10. Highly Flammable Liquids
Petroleum based adhesive , solvent and other highly flammable liquids, shall be in clearly marked containers and stored only in areas designated specifically for this purpose. Bottled gas used for heating appliances in mess should be shut down at the bottle valve when not in use. spare bottles not in use must be stored in a well – ventilated compound.
No smoking signs should be displayed and strictly enforced.
2. Before commencing work on site, subcontractors must ensure that their employees know the emergency procedures for fire and explosion and can carry them out. Fire precautions relating to hot work must be agreed with company site representative who will, where necessary, prescribe permits to work. SAFETY TRAINING COMPANY EMPLOYEES
During induction employees will be briefed on the company safety policy and procedures for maintaining safe working system on site, Training includes instruction on correct use of the tools and equipment in window fixing operations. field personnel will attend refresher courses as necessary to ensure complain with current legislation and any amendments to the company safety policy.
