The Headquarters of Mad Croc Rally Estonia is in Otepää. Otepää is a small town in South Estonia. Mad Croc Rally Estonia is the 3 rd event of Estonian Rally Championship 2010. International Mad Croc Rally Estonia is open for drivers holding a valid national (NEZ countries) or international licence. Mad Croc Rally Estonia consists of 12 gravel stages, 3 of them will be run twice. The roads are twisty and because of the hilly nature they offer a great pleasure of driving. The Service Park with all other necessary services, including Car Wash, First Aid centre etc. are around HQ. The Start and the Finish Podium of Mad Croc Rally Estonia, is in Otepää. Rally Guide 2 is mainly produced for the teams, competitors and media. It contains information necessary for the preparation before the event. Rally Guide 2 it contains updates to Rally Guide 1 and more detailed information. Changes and amendments indicated thus. Rally Guides have no regulatory power and are only to be considered as information.

3.7. Pre-start instructions Activity Time

5. Service Park 5.1 Place The Service Park is located in Otepää Ski Resort. The surface of the Service Park is Tarmac. NB! No drilling allowed on Service Park tarmac. The competitors are asked to bring with them weights in order to fix the tents.

5.2 Facilities The following services will be arranged at the Service Park (without charge):

5.4 Security Overnight guarding of the Service Park will be arranged by the organisers, however the organisers are not responsible for any losses, thefts or damages etc. – all items are left at their owner’s risk.

6.2 Passages Crews are authorised to drive a maximum of 2 times through each special

stage in accordance to the schedules given in App 2, but only in the same direction as the rally, at a reduced speed and fully respecting the Traffic Laws.

Maximum speed allowed during reconnaissance is 80 km/h on special stages, unless another speed limit is indicated by traffic signs or by written instructions in the Road Book (or in bulletins).

6.3 Restrictions (applies to all who takes part in the event) Between the publication of Supplementary Regulations and the start of reconnaissance, it is strictly forbidden to drive, regardless way of driving, stay and/or walk over the special stages of Mad Croc Rally Estonia. Any offence against these regulations will lead to non-admission to the start and the entry fee will not be refunded. The organisers will carefully supervise this.

7.2 Place Kintsli – Vana-Otepää – Kastolatsi The Service area will be the same as in the rally, in Otepää.

7.3 General Conditions Any person on board the car during shakedown who is not entered for the rally must have signed a disclaimer provided by the organiser. The shakedown stage shall be run as if it were a stage run during the rally and include all the appropriate safety measures, including drivers’ safety equipment. The cars must have their competition numbers and other rally stickers on during the Shakedown. Collection of Shakedown materials (road book and map) is during administrative check.

8. Short Extracts of Estonian Rally Regulations and Estonian Rally Championship Regulations

Entries and registration The event is open for every legal or physical entity holding valid ASN/FIA

entrant's licence. Physical entity's entrant's licence gives right to enter only the licence holders crew and car.

Estonian Rally Championship is opened to drivers older than 16 years (4WD cars from 18 years) with a valid driving licence.

The change of Entrant is prohibited after the end of registration. Organiser may give a permission to change crew members or/and car till the beginning of technical scrutineering. If the crew changes driver, a new competition number will be given to the team. Entrant can change its car with another car of the same group and class before the beginning of technical scrutineering. Stewards are allowed to move to right class the car that does not comply with the regulations of class it is entered (Estonian Rally Regulations, VM 5.1.6 -5.2).

Foreign competitors Foreign competitors have to present ASN start permission (stamp on the

entry form, on the reverse side of licence or ASN waiver). For gaining points in Estonian Championship, foreign drivers have to apply on

website www.autosport.ee and pay entry fee (100 EUR).

Rally cars, Classes Rally cars in compliance with FIA Code Appendix J for groups A, N and R are

eligible. Also cars of national groups according to parent ASN regulations are allowed.

Drivers of national groups are obliged to follow Estonian safety regulations. Homologated underwear is mandatory in all classes. Head restraint is mandatory in groups A, N and R and in class E12 (national 4WD).

Production cars Group N: N1 up to 1400 cc, including R1A; N2 1400 – 1600 cc, including R1B; N3 1600 – 2000 cc; N4 over 2000 cc, including Super 2000 Rally.

Tourism cars Group A: A5 1400 – 1600 cc, including Super 1600 Rally and R2B; A6 up to1600 cc, including Super 1600 Rally and R2B; A7 1600 – 2000 cc, including R2C, R3C, R3T, R3D; A8 over 2000 cc, including WRC

National Group E: E9 up to 1600 cc; E10 1600 – 2000 cc; E11 over 2000 cc, including 2 WD turbo;

E12 4 WD All vehicles need to have a valid traffic insurance.

Championship classes EMV1 - N4; EMV2 - N1, N2, N3, A5 and A6; EMV3 - A7; EMV4 - E9, E10,

E11; EMV5 – all classes, overall; EMV6 – teams. Rally Cup classes EKV1 - A8 and E12; EKV2 - E9; EKV3 - E10; EKV4 - E11. Each competing car must carry a red reflective triangle and a first aid kit. Each

competing car shall carry a red “SOS” sign and on the reverse a green “OK” sign measuring at least 21 cm x 29.7 cm (A4). The sign shall be fixed on the ceiling of the cockpit.

The driver’s name, together with the national flags must appear on the rear side window on both sides of the car, adjacent to the competition number. Height of the letters is 10 cm. The names of the driver and co-driver must appear on the front wings of the car.

Insurance All competition cars must hold valid traffic insurance or Green Card, covering

liabilities towards third party. Estonian Traffic Law is binding throughout the event. Foreign entrants with cars registered outside Estonia, should take Traffic Insurance policies (Green Cards) from home insurance companies.

EASU visa includes liability insurance towards third parties on Special Stages up to 4.000.000.

Safety equipment Both drivers in groups A, N, R and class E12 are obliged to use head and neck supports homologated by FIA. Drivers in national group E (only 2wd cars) are obliged to wear racing suits, balaclavas, underwear, socks, shoes and gloves compatible to FIA 1986 Standard. Co-driver does not have to wear gloves. SFI-3.3/10;SFI-3.3/15;SFI-3./20 balaclavas, gloves, socks, underwear and shoes and SFI 3.2A/10; SFI 3.2A/15; SFI 3.2A/20 racing suits are permitted as well. (E2WD Technical Regulations, art 3.8.)

Fuel and Tyres There will be no control tyre nor fuel for the rally.

Reconnaissance Each crew is limited to two passages on each special stage (special stages run twice are considered to be one special stage). (Estonian Rally Championship Regulations, ÜJ 9.1.1.) Recce control card should be returned to rally HQ. Infringements will be reported to the Stewards who may apply penalties. (ÜJ 9.1.2.) Speed limit during reconnaissance is 80 km/h (if it is not reduced by Supplementary Regulations, Road Book, traffic signs etc. (VM 14.2.1.) While driving on the liaisons, as well as during reconnaissance, the headlamps must be switched on. (VM 11.1)

Running of the Competition Special stages commence from a standing start, with the car with running engine placed on the starting line. Any car not able to start from the start line within 20 seconds of the signal will be immediately removed to a safe place.

Start Procedure The Time Card shall be handed to the crew during the last minute before start. The electronic start procedure shall be clearly visible to the crew from the start line and may be displayed as a sequential light system.

30 seconds before start – 1st blue light switches on 15 seconds before start – 2nd blue light switches on 10 seconds before start – 3rd blue light switches on 5 seconds before start – 1st red light switches on 4 seconds before start – 2nd red light switches on 3 seconds before start – 3rd red light switches on 2 seconds before start – 4th red light switches on 1 seconds before start – 5tht red light switches on Start – all red lights switch off .

A false start, particularly one made before the signal has been given, will be registered 50 cm ahead of starting line. Blue lights start blinking. If the start light sequence is different from that, it must be described in the supplementary regulations.

Accident Procedure Any crew which has the red “SOS” sign displayed to them, or which sees a car

which has suffered a major accident where both crew members are seen inside the car but are not displaying the red “SOS” sign, shall immediately and without exception stop to render assistance. All following cars shall also stop. The second car at the scene shall proceed to inform the next radio point. Subsequent cars shall leave a clear route for emergency vehicles.

If the car has stopped in a special stage a red reflective triangle must be placed in a conspicuous position by a member of the crew at least 50 meters before the car’s position. The triangle must be placed to the road even in the case, when car is not in the racing line. The triangle must be placed to the same side of the road, where is the car. If possible, it should be placed to the same distance from road edge with the furthest part of the stopped car.

In the case of an accident where immediate medical intervention is not required, the “OK” sign must be clearly shown by a crew member to the following vehicles. If the crew leaves the vehicle, the “OK” sign must be displayed so that it is clearly visible to other competitors.

Retirements and Superally Retired crews are allowed to restart from the beginning of next Day. A crew

which has failed to complete a Day will be assumed to re-start the rally from the start of the next Day unless they confirm otherwise with the clerk of the course by completion of the form located in the rear of the time card and lodging it with the organiser as soon as possible before the publishing of the start list for the next Day.

For all crews which restart a time penalty will be applied as follows: For every stage missed: 5 minutes. This time penalty will be added to the fastest time of the drivers’ class. Should retirement occur after the last special stage of a Day, the 5-minutes time penalty will be added. For the restarting, the cars must be presented to the Scrutineers at least

Maximum time will be calculated for crews that require more than maximum time for covering SS.

Competitor from the European Union does not make any special custom clearance for temporary import of cars and equipment with the purpose to participate in the Mad Croc Rally Estonia.

Entrants from outside the European Union have to report to the customs at arrival in Estonia.

Safety Every business has to give you a receipt from a cash register. Always take it

and make sure it tallies with what you have been asked to pay. When driving, make sure you have had absolutely no alcohol beforehand. We

believe in zero tolerance and strictly enforce it. Don’t cross the road unless the pedestrian light is green. Even if you think it is

safe to cross on the red light, you never know where traffic may come from. Do wait the necessary few seconds and then you will be absolutely safe.

Our police are there to help you. Don’t hesitate to approach them if you are worried. Most speak English well or, if they don’t, will quickly find a colleague who does.

The emergency number for reaching the police is 110, which works from mobiles too, and remember 112 instead for the fire brigade or an ambulance.

12.2 The Municipality of Otepää Otepää is a small town set in the hills of south Estonia. It is the most well-known winter sports centre in the Baltics and the Winter Capital of Estonia. Otepää got its name, which in Estonian means "bear's head" after the shape of the castle hill - which reminds you of a bear's head. It's also where in 1224, Bishop Hermann started building the first known brick castle in Estonia, The Stone Fort. In summer you can hike along the paths of the Otepää Nature Park, see the landscape of rolling hills and lakes, romantic winding village roads and small rivers. Beautiful views open from observation towers on top of Tehvandi and Harimägi hills. You can also take part in different sports or simply have a good time at lake Pühajärve, which is a jewel among Estonian lakes. Pühajärv was also the first Estonian lake to earn the Blue Flag in 2000. Those who believe in supernatural power should pay a visit to the so-called "energy pillar" in Otepää. It is believed that when you touch it, it will give you a great shot of energy and good health. In wintertime Otepää is a winter sports paradise for skiers, snowmobile riders and for anyone who enjoys the snow: there are slalom slopes equipped with elevators and lots of cross-country tracks. Tehvandi Centre is recognised as an all year round training area among high level sportsmen and Kääriku has, for more than half a century, been a favourite of Estonian winter sports fans. Otepää and it’s surroundings are where Estonian Olympic medalists (such as Jaak Mae, Andrus Veerpalu and Kristiina Šmigun) live and train.

12.3 Medical information Should you need an ambulance or any emergency help, call 112. The

operators will speak English but for speed it will obviously help if an Estonian helps with the call.

Police are very helpful and trained to give first aid. Citizens from other EU countries are treated as well as we treat ourselves –

for nothing. However when you go to an outpatients clinic, do take your passport with you to prove your EU identity. You will have to pay for prescribed medicines but charges are not high.

Charges are made to non EU citizens but unless you are critically ill and have to stay in hospital, these will usually be so low that you will not need to claim them back on insurance.

13.2. Parking Parking on the stages will be organized by parking marshals. In the service park there will be special parking for VIP and the visitors.
