AlsdeHEEREhethuisnietbouwt,tevergeefszwoegenzijnbouwerseraan;

2. Historieenprofiel
HistorieIn1982beginnenEdenHeleenVollbehropverzoekvandeIsraëlischeregeringmetdeopbouwvaneentehuisvoorArabischekinderenmeteenhandicapinBethlehem.Tweejarenlater,in1984,isinNederlanddeStichtingJemimaopgerichtomhetwerkvanEdenHeleenteondersteunen.Tussen1985en1987werdheteerstetehuisgebouwdmetdeopbrengstvandeEO-actie"InBethlehemstaateenhuis".Hetaantalkinderengroeideendaarmeedeomvangvandetaken.BovendienontwikkeldendebewonerszichenwerdenEdenHeleenouder.DedoorJemimaverleendehulpwerdprofessionelerenspecialistischer.Hierdoorontstonddenoodzaakdehuisvestinguittebreiden.MetweereenactievanEO-MetterdaadkwamhetHelena-gebouw,genoemdnaardein1998overledenoprichtsterHeleenVollbehrtotstand.Metfinanciëlesteunvanuitdeachterban(donateursengullegevers)ishetHelena-gebouwmedio2003volledigvoltooideninseptember2003ingebruikgenomen.NahetvertrekvanoprichterEdVollbehrisJemimameerderejarenaangestuurddoorverschillendemanagersuitNederland,diedaarbijwerdenbijgestaandoordeledenvanhetmanagementteam.Sindsfebruari2011wordtJemimaaangestuurddooreenvollediglokaalmanagementteam.Ditlokalemanagementteamistotmedio2012ondersteunddooreenstaffunctionarisinhoudelijkezakenmaarsindsoktober2012isdefunctievanstaffofficervacant.HetMTisvanaf30juni2013ondersteunddooreentrainer/coachvanuitNederland.
Per1januari2012iseennieuwejuridischestructuurvoordeStichtingJemimainwerkinggetredenmeteenRaadvanToezicht(RvT)eneenRaadvanBestuurdiebestaatuitéénvrijgesteldebestuurder.Dehiervoorbenodigdestatutenwijzigingwasd.d.28maart2011vastgesteldophetkantoorvandenotaris.Dezejuridischestructuurishetvoorjaar2012geëvalueerdconformdetoezeggingdoordevoorzitterinhetoverlegvandeRaadvanToezichtd.d.10mei2012envastgelegdineennotitie“evaluatiebesturingsmodelJemima”.OpgrondvandezeevaluatieheeftdeRvT24september2013besloten:• Dearbeidsovereenkomstmetdehuidigebestuurderteontbinden;• Deraadvantoezichtteontbinden;• Nieuwestatutenvasttestellenvooreenbestuur.
Denieuwestatutenvoorhetbestuurzijnd.d.11september2013getekendbijdenotarisenop24september2013isdeRvTafgetredenenhetbestuurvoorJemimaaangetreden.

ProfielIneersteinstantierichtteJemimazichvooralopopvangvankinderenmeteenverstandelijkeen/oflichamelijkebeperking.Kinderendiewarenverstotenofachtergelatendoorhunouders.
Hetbiedenvanwarmte,veiligheideneenplekwaarjeinliefdewordtopgevangenenermagzijnwarenspeerpuntenindezorgdieEdenHeleenmetvrijwilligersboden..NaasthetbiedenvanhuisvestingwerderontwikkelingaangebodenbinnendemurenvanstichtingJemima.DitgebeurdevanuitChristelijkeovertuigingzoalsdezeookverwoordtstaatinMattheus25vers31tot46.
In2006ismetbehulpvandekinderpostzegelshetprojectthuisinterventiegestart.Hierinwordenkinderenmeteenbeperkingenhunouders,broersenzussenindegezinssituatiebegeleiddoormedewerkersvanJemima.DezemedewerkerszijngeschoolddoorNederlandersvanuitdemethode"Vlaskamp".
Debegeleidingvandekinderenwerdvanafdestartin1982uitgevoerddoorvrijwilligersdieuitNederlandenanderewesterselandenkwamen.
Rond1990zijnmeer"lokalechristenen"inJemimagekomenomhetwerktelerenvanvrijwilligersuitNederlandenomliggendelanden.Lokalemedewerkerskonden(nog)geenspecifiekeopleidingvolgeninhetwerkgebiedvanJemima.ZijwordennaastbegeleidingvanNederlandseprofessionalsdoormiddelvankleinecursussenenworkshops(gegevendoorprofessionals)ondersteund.Intoenemendematezienwehetaantal;cursusdagendatmedewerkersvolgentoenemen.Dezecursusdagenwordenlokaalgeorganiseerdinsamenwerkingmetbuitenlanders.
Opdezemanierontstaatsteedsmeerervaringsleren.
Sindsdelaatste5jaarisdeverhoudingtussenvrijwilligersenlokalemedewerkerstotaalomgedraaidenishetmanagementvandeorganisatiegewijzigd.Enkelevrijwilligersondersteunennuca.45lokalechristenmedewerkersonderleidingvaneenlokaalmanagementteam.

3. Missie:waarstaatJemimavoor?
JemimaiseenorganisatiediezichrichtophetverlenenvanzorgaanmensenmeteenverstandelijkebeperkingopdeWestbank.Lokalemedewerkersverlenendezorgvanuithunchristelijkebewogenheidenprofessionaliteit.Zijwerkensamenmet(deskundige)vrijwilligersuithetbuitenland,waaronderNederland.
Barmhartigheidenontwikkelingzijndespeerpuntenindezorg.Vanuiteenwarmeenveiligeomgevingwordendebewonersgestimuleerdomhuntalentenenvaardighedenteontwikkelen.Hetritmeendeleermomentenuithetdagelijkslevenzijnhulpmiddelenomzorg,therapieenervaringslerenteintegreren.
Jemimabiedtdriesoortenzorg:-Woon-zorginverschillendewoongroepen.-Dagbestedingvoorbewonersvandewoongroepenenvoornogthuiswonendekinderen.-Thuisondersteuningvoorkinderenmeternstigmeervoudigebeperkingenenvoorhunfamilies.OntplooiingIedereenheeftvanGodzijneigengavengekregen,ookalstegelijksprakeisvanbeperking.Ondanksdiebeperkingenishetaltijdmogelijkomtekijkennaarenintespelenopdemogelijkhedendieiedereen(toch)heeft.AllezorgsoorteninJemimazoekennaaroptimaleontplooiingennaardeontwikkelingvaniederstalenten.Vanuiteenveiligeomgeving,waariniedereengeaccepteerdwordtzoalshijofzijis,wordtgewerktmetplannenendoelenomontwikkelingtebevorderen.MultidisciplinairIndewoon-zorg,dagbestedingenthuisondersteuningwerkenlokalewerkersenenkelebuitenlandsevrijwilligers.Defysiotherapeutenergotherapeutwerkenmethensamen,zodatoefeningenkunnenintegrereninhetdagelijksleven.Dewerkersopdedagbestedingzijngetrainddooreenlogopedisteomdetaal-enspraakontwikkelingtebevorderen.Mond-entaalgroepjeswordenstructureelaangebodenopdedagbestedingendeoefeningenvindenookhunplekbinnendethuisbegeleiding.PlezierKinderen,maarookvolwassenen,lerensnellerenbeteralszeergensvreugdeenplezieraanbeleven.Samengenietenisdanookhetmottoalsergewerktwordtaandoelen.Indedagbestedinghelpenthematischeactiviteitenomlerenplezierigtemaken.Spelenderwijswerkenkinderenaandeontwikkelingvanhuncognitieve,sociale,communicatieveenhuishoudelijkevaardigheden.Vrijetijdsbestedingindewoongroepenbiedtdezelfdemogelijkheden.

Jemimaemployeesandvolunteersareresponsibleforensuringthesafetyandwell-beingofagroupofresidentswhoare,inmostcases,completelydependentonhelpfromothers.Itisthereforeveryimportanttofollowproceduresthatwillhelptoavoidandpreventdangerousanddamagingsituations.EveryJemimaemployeeandvolunteermusttakeresponsibilityforensuringthatJemimaisasafeplaceforallmembersoftheJemimacommunity.
1. Shifthandover• Clientsshouldneverbeleftunsupervisedunderanycircumstances.
• Clientsmaynotbeleftaloneduringanightshift(eveniftheyareallsleeping).
• Attheendofhis/hershift,anemployeemuststayuntilthenextemployeearrivesto
takeover.Eveniftheincomingemployeeislateordoesnotshowup,theoutgoingemployeemaynotleaveuntilanotherstaffmemberarrivestosuperviseclients.

AdvancePlanning:
Forallresidents,itisnecessarytomakeanagreementinadvance(betweenthefamilyandtheresident'smentor)abouthowthefamilywantstoproceedincaseofillness,incaseaneedarisesforpalliativecare/resuscitation,andincaseofdeath.Whenpossible,theresidentsthemselvescanalsobeinvolvedinthesedecisions.

8.4. Violations in workplace and its consequences Introduction
• Jemima is a Dutch organization operating in the West Bank; therefore we are also abided with the Palestinian Labor and Employment Law.
• All the patients in Jemima are depending on the availability, love and care from the employees. Children / Patients can seriously be harmed and even die when employees doesn’t follow the Jemima policies.
• Therefore Jemima has developed this internal policies for its workplace, whereby all its employees are requested to read and follow. These policies are available on the Foundation’s shared server S: drive.
• Any employee who has questions should ask the Direct Responsible for explanation, and if more questions persist afterwards, then the General Manager is
available for discussion.
• It is the responsibility of the Direct Responsible to make sure that the employees under his/ her supervision are aware of and compliant with Jemima's policies. Please note the following:

negativeeffectsasrealcorruption.Greatcareshouldthereforebetakennottoallowany
perceptionofcorruptiontoariseinconnectionwithhumanitarianorganisations.

Insomecountriesthestatehasvirtuallyceasedtofunction,andofficialssuchasborderpolice
havereceivednosalariesformonths,sometimesyears.Inthesecasesasystemofcharges
providesthemwithanincome.Aidagencieswillsometimesregardthisasnecessaryand
understandable.Inthiscasetheymaydiscusstheissuetogether,andagreeonajointposition
thatensuresthateveryonepaysthesamechargesforthesameservices,andgetsareceiptfor
anymoneypaid.Thiscompromiseapproachatleastensuresthatthereissomeaccountability
andtransparency.

otherhumanitarianorganisationsandbetweendonoragencyandpartnerorganization.

- Confidential,anonymouswhistle-blowingchannels(forthereportingofcorruption).
- Acommonpositionamonghumanitarianorganisations,ifpossible,onwhat‘informal
fees’shouldbepaid,ifany.
- Arefusaltopayandreceivebribesatanytime.
SanctioningofcorruptionAnycorruptiondetectedinapartnerorganizationofJemimawillbesanctionedinthesame
wayasfraudwouldbesanctioned.Sanctionscanbebothpersonalaswellasorganizational.
PersonaltipshowtodealwithcorruptionManyexperiencedhumanitarianshavefounditpossibletoworkforyearsincountriesthat
haveseriouscorruption,withouteverpayingabribe.Therearerespectfulandcourteousways
ofdoingthis.Considerthefollowing,ifappropriatetoyourpersonality,tothecontextandthe
culture:
- Goodhumour,thetimetotalkforaminuteortwoandhaveajoketogether–theseare
sometimesquitesufficienttopersuadeasoldieratacheckpointnottoinsistona
bribe.Oftenheisbored,andisgratefultobetreatedasahumanbeing.
- Explainwhyyouarenotabletopaythebribe.Havevarioussimplephrasesthatdonot
soundlikeanaccusationofcorruption–forexample:“Myheadofficedoesn’tallowme
topayanyfeethatisn’tofficial.”
- Ifasoldierisinsistent,saythatyouarenotabletopaythebribe,butthatyouarewilling
tospeaktohiscommander.(Thesoldierwilloftennotwanthiscommanderinvolved.)

- Bepreparedtowait.Patiencecuresmanyproblems,whileimpatienceoftenincreases
thepressuretopayabribe.
- Remaincourteous,respectfuland–ifpossible–friendly.Someofficialswhonormally
insistonabribeseemflatteredandpleasedwhentreatedkindly,andwaivethebribeas
aresult.
- Ensurethatallyourpaperworkanddocumentsareinorder,andthatyouhavecopiesof
themwithyouatalltimes,sothatifanofficialchallengesyou,thedocumentisthereto
show.Thisimplicatesalwayshavingabulkyfolderwithyou–asmallpricetopayto
avoidthehasslethatyoumightotherwiseface.
- Keepsomepicturepostcardsorsomecigaretteswithyou,andgiveoneofthemasa
“present”ofminimalvalue.
- Makesurethatyouandyourcolleaguesrespectthelawsscrupulously,sothatyouare
lesslikelytobeaccusedofwrongdoingandthereforeputinthepoweroflaw
enforcementofficials.
Managersshouldleadbyexampleinpreventingandavoidingcorruption,andshouldensure
thatallstafffollowsthislead.
