Excellency,
I thank you for your invitation to participate in the Regional EconomicCooperation Conference on Afghanistan, to be held in New Delhi on 18 and19 November 2006.
I welcome the opportunity to review progress since the last suchconference on economic cooperation was held on 4 and 5 December 2005 inKabul. The themes identified last December remain critical if Afghanistan and itsneighbours are to fully realize their shared potential for economic development.Together with the relevant benchmarks set out in the Afghanistan Compact, theyprovide an important basis for continued and fruitful dialogue in the region.
Unfortunately, owing to a scheduling conflict, I will not be able toparticipate in the meeting. I am pleased to inform you that Mr. Tom Koenigs, mySpecial Representative for Afghanistan, will attend in my place. Ms. Ameerah Haq,the Deputy Special Representative for Institutional Development and Governance,will also participate in the conference as part of the United Nations delegation.
I am sending a similar letter, for informational purposes, to His ExcellencyMr. E. Ahamed, Minister of State for External Affairs of the Republic of India, whoco-signed the letter of invitation.

Excellency,
The Governments of the Islamic Republic of Afghanistan and the Republic ofIndia are co-chairing a Regional-Economic Cooperation Conference on Afghanistan inNew Delhi on November 18-19, 2006. It is our pleasure to invite you to participate inthis Conference,
Regional cooperation is increasingly seen as an important instrument to furthereconomic development in Afghanistan and the region around. The Conference inKabul on December 4-5, 2005, adopted the Kabul-Declaration wherein a number ofpotential areas for cooperation were identified. It was decided to have anotiier meetingat Ministerial level in 2006 to review the progress made.
The Afghanistan Compact adopted at the London Conference on. Afghanistanidentifies promotion of regional cooperation as one of the key principles. Among diebenchmarks, it is stated that by cnd-2010, Afghanistan and its neighbours will achievelower transit rime through Afghanistan by means of cooperative border managementand other trade and transit agreements; increase the amount of power availablethrough power purchase agreements; and, reach agreements that -will enableAfghanistan to import skilled labour while enabling Afghans to seek work in tile regionand sent remittances home.
The Delhi Conference will follow up on the themes identified at Kabul - tradefacilitation' and transport; electricity trade and energy development- and investment,trade and business potential. It \vill also take up new themes of agriculture and agro-development, renewable sources of energy and capacity building-.
In recognition of the importance of regional business linkages, back-to-backbusiness meetings will also be held on the same dates. The business component isbeing organized by the Afghanistan Investment Support Agency (AlSA),Confederation of Indian -Industry (CIJ) and Federation of Indian Chambers ofCommerce and Industry tFICCI). A number of practical projects of regional relevance,which can act as a vehicle for private sector investment, will be presented.
We hope that die Conference will be able to focus on areas of interest toAfghanistan and its neighbours. We also hope that agreement wll be 'read-led on anumber of projects or issues, which can give content to regional cooperation.

UNAMA informs that they have passed the message to Afghan Foreign Minister Spanta regards thelikelihood that the SRSG and the D/SRSG for reconstruction and development would attend theconference in lieu of the SG (I understand the SGs schedule does not permit). However, nothing formalhas been sent. We will draft a letter for the SG's signature to this would be helpful.

I have spoken with SRSG Koenigs who thinks it would make sense for him to attend theconference if the SG will not. However, Koenigs has known the Afghan Foreign Minister whoissued the invitation for some time. He will check with Spanta and then we will revert. What isthe deadline for taking action?
