Purpose of Report

The purpose of the report is to advise committee of the Roads, Footways, Street Lighting and Structures renewal works undertaken during 2003-04 and the intended programme of works for the 2004-05 financial year.

Backn rou nd

During the 2003-04 financial year the Roads and Transportation Service was corporately awarded f 1.75m recurring growth and f 1.25m one-off growth in the Revenue budget. This financial year the Revenue allocation has been maintained at a similar level to last year and the Capital allocation has been increased by f5.5m through Prudential Code borrowing and a further f 1.514m has been accelerated from the 2005/06 financial year. Because of the significant growth in financial allocations the department was able to carry out a substantial works programme during last financial year and continue the planned growth in asset renewal activities for this financial year.

Works Programmes

During last financial year the works programme detailed for each Area Committee in Appendices 1 to 6 was carried out. The total value of this asset renewal programme was f4,953,000. This programme of works complemented the reactive maintenance activities, which are undertaken to maintain the road in a safe condition for all classes of road user.

This financial year it is intended to carry out the works programme detailed for each Area Committee in Appendices 7 to 12. The total value of this asset renewal programme is f9,238,300. Again this programme of work is designed to complement the reactive works activities and extend the useful life of the assets which comprise the road network. While every attempt will be made to complete the programme of works identified it may be necessary to review the programme during the financial year to react to changing circumstances in regard to the condition of the road network.

In regard to the Statutory Performance Indicators (SPl’s) the department has continued to perform well.

The Council’s street lighting SPI, which is expressed as a percentage of faults repaired in 7 days, is currently 98% and would place the Council in equal 4th place in Scotland. This is a significant improvement to our position 3 years ago when the council was placed in the lower half of the league table of Scottish local authorities.

In relation to the traffic signal SPI the department is repairing 97% of faults in 48hours which would place the council in equal 8‘h place. This also is a significant improvement to our position 3 years ago when the Council was placed in the lower half of the league table of Scottish local authorities.

The number of third party claims against the Council due to road defects has halved since the introduction of a carriageway and pedestrian precinct safety inspection regime in 2001 . This inspection regime is backed up by the increased financial resources to repair defects and improve the condition of the roads assets. It is intended to commence regular footway and footpath safety inspections later this financial year in order to bring about further improvements to pedestrian safety and reduce the risk of claims.

Recommendations

Committee is asked to note the achievements of the department in relation to expanding the asset renewal programme and the improved performance of the road maintenance service.
